Screening
• Government plans to implement many projects every
year.
• Not all projects required EIA. Only needed to those
which may significantly affect the environment.
• Important to establish mechanisms for identifying
projects requiring EIA which is known as
“SCREENING”.
• Screening is the process to determine whether the
project requires EIA or not.

• If the project is listed in Schedule 1 (EPR 1997), it
requires IEE.
• Projects likely to have a limited number of significant
impacts
• Impacts which can be easily predicted and evaluated.
• Mitigation measures may be prescribed easily
• IEE confirms whether EIA is required or not.

IEE
• IEE is conducted:
• Ifrequirement of EIA could not be easily
ascertained
i.e. if there is no solution in screening.
• IEE requires:
• Adequate in-depth analysis
• Adequate technical input and advice from experts
• Adequate resource and time
• If IEE provides solutions for potential environmental
problems, no need for full-scale EIA.

Objectives of IEE
• Identify nature and severity of specific, significant environmental
issues associated with project.
• Identify easily implementable mitigation or offsetting measures
• Develop TOR for the full scale EIA study
As a management tool, the objective of IEE is:
• To identify and analyze the beneficial and adverse
environmental impacts on physical, biological and
social/cultural aspects.
• To propose suitable mitigation measures for minimizing the
potential negative environmental impacts.
• To prepare appropriate environmental management plan.
• To receive public feedback and asses the mitigation measure
against the adverse impacts.

• Terms of reference,schedule-3 (scoping is removed from IEE in the
first amendment of EPR 1999 in Nepal)
• IEE report preparation, schedule-5
• Affix 15 days notice for public opinion (at VDC, municipality, EEC,
