Environment
FactoryTalk View Studio 10.00 and higher
Microsoft SQL Server 20xx Express LocalDB

Answer
Notes:

1. If this problem is sudden onset meaning FactoryTalk View ME was working fine
prior to this error, then skip to Solution 6.
2. Make sure the customer computer is running a supported Windows OS. For
example: Windows 10 or 11 Home Edition is not supported and will not have the Edit
Group Policy control panel. Windows 10 or 11 Home Edition upgraded to Pro may
also have the same issue.

Solution 1
This is a specific anomaly to Windows 11 OS and FactoryTalk View Studio v13 or higher.
For details see the More information section in Microsoft's article Troubleshoot errors
related to system disk sector size greater than 4 KB.
Check your C: drive's PhysicalBytesPerSectorAtomicity and
PhysicalBytesPerSectorPerformance values by typing the following command in
command prompt as an administrator:

fsutil fsinfo sectorinfo C:

If one or both values return a size larger than 4096 (or 4KB) then follow the Resolutions
section in Microsoft's article Troubleshoot errors related to system disk sector size
greater than 4 KB.

After making the registry change, you must reboot the PC in order to take effect.

Solution 2
Check to make sure UAC has been disabled.
UAC must be set to Never Notify as per QA53328 - Disabling User Account
Control (UAC) in Windows OS.
If the UAC was on during an install of Factory Talk View ME, the install may be
corrupted
Installing a higher version of FactoryTalk View Studio ME may resolve these
issues. If you wish to remain at the same version, manually uninstall and re-install
Studio according to QA9372 - Manual Uninstall for FactoryTalk View Studio ME.

Solution 3
1. Check the Windows Control Panel --> Programs and Features to see if McAfee, PC
Matic, or any other Antivirus is installed; if they are, then remove/disable them
2. Once they have been removed, reboot the PC
3. Run a repair on all the Microsoft SQL Server 20xx Express LocalDB
4. Reboot the PC

Solution 4
Check to see if there is a password policy enabled in the group policies that requires a
password to have a minimum length. This can prevent the LocalDB installation if the
password being provided in the back-end by the FactoryTalk View Studio installation
does not meet specific requirements.

1. Go to the Start menu and type Edit Group Policy

Solution 5
Check Windows Control Panel --> Programs and Features to see if Microsoft SQL
Server 20xx Express LocalDB is installed.

If not, navigate to and run the sqllocaldb.msi installer found in the FactoryTalk View
installation files. For example, this path would be \10.00.01-FTView-
DVD\Redist\SQLLocalDB_2014SP2CU3\ or \13.00.00-FTView-
DVD\Redist\SQLLocalDB_2019\

If on a 64-bit operating system, choose the x64 folder.

If on a 32-bit operating system, choose the x86 folder.

Solution 6
1. Uninstall Microsoft SQL Server 20xx Express LocalDB
2. Restart the PC
3. Delete the following folder:

C:\Windows\System32\config\systemprofile\AppData\Local\Micros
FactoryTalk View ME v13 or older: SQL Server Local DB\Instances\FTViewX64TagDB
C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microso
FactoryTalk View ME v14: SQL Server Local DB\Instances\FTViewTagDB

C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microso
FactoryTalk View ME v15: SQL Server Local DB\Instances\FTViewTagDB_V3

4. Reinstall Microsoft SQL Server 20xx Express LocalDB from the install media.
For example, for version 11 of FactoryTalk View Studio ME, the folder is:
\11.00.00-FTView-DVD\Redist\SQLLocalDB_2014SP2CU13\
or \15.00.00-FTView-DVD\Redist\SQLLocalDB_2022

If on a 64-bit operating system, choose the x64 folder.

If on a 32-bit operating system, choose the x86 folder.

Solution 7
1. From the FactoryTalk View installation files, reinstall the Visual C++ 20xx binaries.
Look in the install folder at \XX.00.00-FTView-
DVD\Redist\VCRedist_20xx\Vcredist_x64
2. Register Cryptserver64.dll by opening the command prompt as an Administrator,
typing regsvr32.exe "C:\Program Files (x86)\Rockwell
Software\RSView Enterprise\Cryptserver64.dll" under
C:\Windows\System32.

3. Reboot PC
