TITLE OF THE BILL
Preamble:
A brief introduction explaining the purpose and context of the bill.

EXAMPLE:
This Act aims to establish mechanisms for improving public service delivery in the
Philippines, by acknowledging the fundamental rights of all Filipino citizens to efficient,
transparent, and accountable public services, as well as the importance of good
governance in fostering national development.
Section 1: Short Title
Provides a concise title by which the bill may be cited.
EXAMPLE:
This Act shall be known as the "Public Service Enhancement and Accountability Act of
2024."
Section 2: Definitions
Defines key terms used throughout the bill.
EXAMPLE:
Public Services: Any public service provided by government organizations, including
but not limited to social welfare, healthcare, education, and transportation.
Transparency: The principle that public information, decisions, and procedures should
all be accessible and open to the public.

Accountability: The obligation of government officials and agencies to provide an
explanation or justification for their actions or decisions.
Section 3: Purpose
States the goals and objectives of the proposed legislation.
EXAMPLE:
The purpose of this Act is to:
1. Enhance transparency and accountability in the delivery of public services.
2. Establish mechanisms for citizen participation and feedback in the improvement
of public service delivery.
3. Ensure that public resources are used effectively and efficiently so that all
Filipino may receive high-quality services.
Section 4: Provisions
Contains the substantive provisions of the bill, organized into logical sections.
EXAMPLE:
1. Government agencies must keep clear and open records of their service
provision activities, which should include budgets, spending, performance
measurements, and results.
2. Public service contracts, agreements, and transactions will be made publicly
available, unless legal confidentiality is mandated.
3. Government officials and employees must be accountable for any corruption,
inefficiency, or misconduct. This accountability will be enforced through
disciplinary actions and legal proceedings.
4. There should be procedures established for asking the public for their opinions
on the effectiveness and quality of public services as well as for addressing
complaints and grievances in a timely manner.

5. The creation of a commission tasked with overseeing and assessing the
provision of public services by government entities. The commission will annually
report its findings and suggestions to the President and Congress.
Section 5: Implementation
Outlines how the proposed measures will be implemented and enforced.
EXAMPLE:
The necessary funds for the implementation of this Act shall be appropriated
from the national budget.
Government agencies shall allocate resources and personnel as necessary to
comply with the provisions of this Act.
This Act shall take effect within 90 days of its publication in the Official Gazette
or in a newspaper of general circulation.
Section 6: Amendments and Repeals
Specifies any existing laws or provisions to be amended or repealed by the bill.

All laws, decrees, orders, rules, and regulations or parts thereof inconsistent with the
provisions of this Act are hereby repealed or modified accordingly.
