“AN ORDER ESTABLISHING THE MULTI-STAKEHOLDER INSPECTORATE TEAM (MSIT) FOR
PANAHON NG PAGKILOS: PHILIPPINE COMMUNITY RESILIENCY PROJECT (PCRP) IN SIATON,
NEGROS ORIENTAL AND DEFINING ITS MANDATES, COMPOSITION, AND OPERATION”
WHEREAS, the Panahon ng Pagkilos: Philippine Community Resiliency Project (PCRP) aims to
strengthen community resilience through subprojects in infrastructure, livelihoods, ecosystem,
and social investments, with strong emphasis on accountability, sustainability, and stakeholder
participation;
WHEREAS, effective inspection, evaluation, and sustainability performance monitoring of
completed PCRP subprojects is essential to ensure that they meet technical, environmental,
social, and utilization standards, and that they are properly maintained over time;
WHEREAS, a Multi-Stakeholder Inspectorate Team (MSIT) composed of various municipal,
barangay, community, civil society, and technical stakeholders can provide oversight, evaluation,
feedback, and support for sustainability and quality of PCRP subprojects;
NOW, THEREFORE, I ALBERTO G. ATOR, Municipal Mayor of the Municipality of Siaton, Province
of Negros Oriental, by the power vested in me by law, hereby order the creation of the
Multi-Stakeholder Inspectorate Team (MSIT) in this locality, subject to the following:
SECTION 1. Title
This Order shall be known as the “PCRP Multi-Stakeholder Inspectorate Team (MSIT) Formation
Order of the Municipality of Siaton, Negros Oriental.
SECTION 2. Purpose & Objectives
The objectives of MSIT are to:
1. Ensure that PCRP subprojects, upon completion, are operating according to design, in
good condition, properly utilized, and maintained.
2. Conduct sustainability evaluation tests (SETs) at periodic intervals (e.g. 6 months, 1 year
after completion) to assess usage, maintenance, condition, and beneficiary satisfaction.
3. Provide technical assistance and recommendations to Operation & Maintenance (O&M)
groups or beneficiary communities to address deficiencies.
4. Promote transparency, accountability, and stakeholder involvement in the evaluation of
subproject sustainability and performance.
5. Document lessons learned and support improvement of future subproject designs and
oversight mechanisms under PCRP.
SECTION 3. Definition of Terms
For the purpose of this Order:
PCRP subprojects – Projects funded under the PCRP within this municipality/city.
Sustainability Evaluation – Processes to check whether completed subprojects are being
used as intended, maintained, and remain functional, safe, and beneficial.
O&M groups – Operation and Maintenance groups (community or barangay-level)
responsible for upkeep and care of completed subprojects.
Stakeholders – Includes municipal/city offices, barangay officials, beneficiaries, civil
society/NGO representatives, technical experts, etc.
SECTION 4. Composition of MSIT
The MSIT shall be composed as follows:
Chair: Municipal/City Mayor (or duly authorized representative).
Vice Chair: PCRP Focal / Municipal Planning & Development Officer (or equivalent).
Members (among others):
• Municipal Disaster Risk Reduction & Management Officer (DRRMO)
• Municipal Engineer
• Municipal Environment / Natural Resources Officer
• Municipal Agriculture Officer
• Municipal Social Welfare & Development Officer
• Municipal Health Officer
• Barangay Captain(s) / Barangay Representative(s) of barangays where PCRP
subprojects have been implemented
• Representatives of community beneficiaries (e.g. O&M group)
• Civil Society Organization / Non-Government Organization representative(s)
• Technical expert or consultant(s) (engineering, environment, social)
Secretariat: To be provided by the Municipal Planning & Development Office (or
equivalent), which will handle scheduling, documentation, reporting, coordination, and
technical logistics.
SECTION 5. Functions & Responsibilities
The MSIT shall perform the following:
1. Inspection & Evaluation
a. Conduct Sustainability Evaluation Tests (SET) of PCRP subprojects at prescribed
intervals (e.g. 6 months, 1 year).
b. Assess structural condition, functionality, safety, utility, and usage of the subproject.
c. Evaluate environmental, social, and gender aspects as relevant (e.g. accessibility,
inclusion).
2. Utilization & Beneficiary Feedback
a. Interview or consult with beneficiary communities / users to gauge satisfaction,
usage, problems encountered.
b. Check whether O&M groups are active, whether maintenance is conducted.
3. Technical Assistance
a. Provide recommendations or remedial measures where deficiencies are found.
b. Assist in mobilizing resources or coordination for repair, maintenance, or
adaptation.
4. Documentation & Reporting
a. Prepare inspection reports for each subproject evaluated, including checklist of
observations, photographs, recommendations.
b. Submit consolidated MSIT report to the Mayor, Municipal/City Council
(Sangguniang Bayan / Sangguniang Panlungsod), PCRP Focal Office, and other oversight
bodies (e.g. DSWD).
c. Maintain records of evaluations and follow-ups.
5. Capacity Building & Learning
a. Train or orient O&M groups, barangay officials, beneficiary communities on
maintenance, usage, safety, and sustainability best practices.
b. Review lessons learned and recommend improvements to PCRP implementation
guidelines locally.
SECTION 6. Meetings & Operating Mechanisms
1. The MSIT shall meet at least twice a year, or more frequently as required (especially
after subproject completion phases).
2. A Quorum shall be a simple majority of regular members.
3. Decisions shall be by consensus; if consensus cannot be reached, by majority vote
among members present.
4. Secretariat shall circulate schedule of evaluations in advance, issue notices to
barangays/beneficiary groups, prepare evaluation tools/checklists, record minutes and
action items.
SECTION 7. Budget & Resources
1. The Municipal Budget / Finance Office shall provide funds for MSIT operations:
transportation for inspections, documentation materials (e.g. cameras, forms), training,
technical support.
2. Where applicable, PCRP or counterpart funds may be used in line with program
guidelines.
3. All disbursement shall comply with existing financial, procurement, and auditing rules.
SECTION 8. Accountability & Reporting
1. The MSIT shall submit reports regularly (e.g. semi-annual) to the Mayor, Municipal/City
Council, PCRP oversight office.
2. Where issues are identified (poor usage, lack of maintenance, structural defects), MSIT
shall recommend remedial actions, and monitor implementation of those actions.
3. MSIT shall be accountable for maintaining transparency to the public, especially
beneficiaries, including public disclosure of findings, where appropriate.
SECTION 9. Transitory & Implementation Provisions
1. Within 30 calendar days from issuance of this Order, an organizing meeting shall be
called by the Mayor (or PCRP Focal), to formally appoint MSIT members, issue
appointments, orient the team, adopt an annual evaluation schedule, prepare
templates/checklists, and coordinate with barangays.
2. Existing bodies involved in project monitoring or subproject sustainability may be
aligned or integrated with MSIT to avoid duplication.
SECTION 10. Effectivity
This Executive Order shall take effect immediately upon signing and shall remain in force for the
duration of PCRP (or until otherwise amended or replaced).
