Narrative Report

Division Orientation on the Implementing Guidelines for the Academic Recovery and Accessible
Learning (ARAL) Program

Date: August 29-30, 2025

Venue: Goldbar Hotel and Restaurant, Tandag City, Surigao del Sur

The Department of Education conducted a two-day ARAL Program Training for teachers and tutors with the
aim of strengthening their capacity to deliver effective reading interventions to learners. The training was
attended by 526 participants, composed of teachers and learning facilitators from different schools within
the division.

This capacity building aims to enhance the teacher-tutors’ competencies in developing varied classroom
assessments to identify learners’ specific learning gaps and in designing corresponding, need-based
remediation materials and activities.

The first day of the training focused on the introduction of the ARAL Program framework, highlighting its
objectives, target learners, and implementation strategies. Resource speakers presented the different modules
and shared best practices in facilitating reading sessions. Interactive workshops also allowed the participants
to experience sample activities, ensuring familiarity with the materials and methodologies.

On the second day, other facilitators shared their expertise on additional activities and lesson guides.
Teachers were not required to create lesson plans since these, along with activity sheets, learners’
workbooks, and teachers’ guides, were already provided. The CRLA and Phil-IRI results were emphasized
as the basis for the ARAL Program. Participants were likewise oriented on monitoring and documentation
requirements to track learner progress.

The training concluded with a synthesis and action planning, during which each school representative
committed to implementing the ARAL Program in their respective areas. The participants expressed their
appreciation for the training, emphasizing that it boosted their confidence in guiding struggling readers and
provided them with practical strategies to improve literacy skills among learners.
