Residential Homes @ Block 508 Ang Mo Kio Ave 8 for 8 units (“Procurement
Opportunity”)
Autism Resource Centre (Singapore) (“Organisation”) invites you to submit a proposal
for the procurement opportunity stated in this document. The ITT package consists of
the following documents:
i. Invitation to Tender document
ii. Annex A – Other Information to Submit

iv. Bill of Quantities
v. Detailed drawings
a) Layout plan (Drawing: A101 dated 25 Aug 2025)

During the duration of ITT, all clarifications from the Bidder to the Organisation shall be
made via the e-procurement system. Clarifications submitted through any other
channels will not be entertained.
Bidders are to fulfil the following critical criteria to qualify for this procurement
opportunity:
a. Be registered under BCA work-heads CR01,06,09 at financial grade rating L4
and above.
b. Possess and submit valid BizSAFE Level 3 certificate and above.
c. Must be a HDB licensed contractor.
Please refer to the ITT notice in the e-procurement system for the Closing Date and
Time. Proposals submitted via any other channels will not be considered. Submissions
past the Closing Date and Time will not be accepted.

1. Introduction
1.1 Autism Resource Centre (Singapore), or ARC (S), is a not-for-profit charity based in
Singapore. Officially set up in 2000, it was started by professional and parent
volunteers. ARC(S) is dedicated to serving children and adults on the autism spectrum,
to help these individuals lead meaningful and independent lives in society.
1.2 ARC(S) offer a wide range of services: Early Intervention, Pathlight School, Autism
Intervention, Training and Consultancy (AITC), Student Enrichment, Employability &
Employment Centre (E2C), Residential Support, Library and Information Services and
two social enterprises, The Art Faculty and Professor Brawn.
2. Requirement Specifications
2.1 The Organisation is inviting proposal for fitting out works for ELP Residential Homes
@ Block 508 Ang Mo Kio Ave 8 for 8 units.
2.2 Renovation Duration : Preferably to be completed by 15 December 2025, but no
later than19 December 2025.
Start Date : Tentatively End October 2025 or earlier
2.3 Scope of Goods and/or Services
• Builders work such as dismantling and disposal of existing services and fixtures
• Wall finishes and new flooring works
• Make good of existing doors
• Painting works
• Carpentry works such as wall and kitchen cabinets
• Electrical works for lightings and power points
• Plumbing and sanitary works
• Furniture and appliances

2.4 Payment Milestones

2.5 Within 01 week from date of award, the successful bidder shall be required to
submit the following to ARC (S) before work commencement.
I. Project team chart
II. Risk assessment
III. Method of statement
IV. Safe Work Procedures
V. Public liability Insurance (2 mil coverage).
2.6 The furniture and appliances offered via this tender shall come with at least 1 year of
manufacturer's warranty. The original warranty cards/documents shall be handed over
to ARC (S) upon completion of the project.
2.7 The contractor shall provide the following for maintenance
i. Vinyl tiles – 28 pcs
ii. kitchen wall (subway) tiles – 28 pcs
3. Fees
3.1 Please quote in SGD excluding the prevailing GST.
3.2 Offers submitted shall remain valid for acceptance for the validity period specified
by the Organisation in the e-procurement system, or such longer period as may
separately be agreed in writing between the Bidder and the Organisation.
3.3 The Organisation shall be under no obligation to accept the lowest priced or any
Offer and shall have the right to accept the Offers of one or more Bidders. The
Organisation may accept the whole or any part(s) of the Offer as it may decide, unless
the Bidder expressly stipulates in its Offer that certain parts of the Offer are to be
treated as indivisible. The prices shall be adjusted in accordance with the schedules of
prices set out in the Offer.

4. Terms and Conditions
4.1 Payment Terms: Vendors will be paid after satisfactory receipt of goods/services and
upon receipt of invoice by the Organisation, subject to payment cycle at month end.
Please refer to the e-procurement system notice for the payment terms. The
Organisation shall be entitled to set off or withhold any payments to a reasonable extent
for reasons of deficiency or due to any sums owed to the Organisation by the Vendor.
4.2 Termination: The Organisation may terminate the Contract by giving the prior 01
months’ notice in writing. The Vendor shall be bound to accept orders for the supply of
Goods and/or Services until the expiry of the notice. All orders received during the
notice period shall be completed by the Vendor in accordance with the Contract.
4.3 Confidentiality: Bidder shall not access, use, disclose or retain any confidential
documents, personal data and information relating to this procurement opportunity
except to prepare proposals in response to this invitation. The Vendor shall not use the
Organisation’s name, logo, trademark or service mark for the purpose of advertising,
making a news release, creating a business reference or website or for product or
service endorsement without the prior written consent of the Organisation.
4.4 Defects Liability Period and Retention Sum
The Defects Liability Period (DLP) shall be for one (1) year upon completion of Contract
and ARC(S) full satisfaction on the rectification of defects identified during the handing
over date. During the DLP, the Contractor shall be responsible and liable for defective
material, poor workmanship and all defects notified by ARC(S) must be rectified within
24 hours or any other reasonable time as and when determined by ARC(S). If the
Contractor fails to perform to ARC(S) satisfaction, ARC(S) reserves the right to engage
other contractors or vendors to rectify the defects, and the Contractor shall borne all
the charges and expenses incurred by ARC(S) including 10% administration charges.
There shall be a 5% retention sum of the final Contract sum to be held with ARC(S) upon
completion of Contract till the expiry of the Defect Liability Period.
4.5 Liquidated Damages
In the event The Contractor breaches this Contract by failure to deliver or unable to
complete the project by the specified deadline in clause 2.2 for any reason whatsoever,
the Contractor shall pay to ARC(S) the liquidated damages of S$500 per day for any
delay of completion and/or per incident breach in the terms and conditions of Contract
by the Contractor.

4.6 Employment Of Illegal Immigrants
The Contractor shall ensure that no illegal immigrants are employed in the provision of
their services to ARC(S) and if The Contractor is in breach of this provision, The
Contractor shall indemnify ARC(S) in respect of any liability, loss, damage, claims or
proceedings whatsoever arising from any civil or criminal action. For the purposes of the
above clause, "illegal immigrant" means any person who has entered Singapore in
contravention of the provisions of the Immigration Act (Cap 133) or any statutory
modification or re-enactment thereof. The Contractor shall observe and comply strictly
with all Singapore laws, statutes and regulations.
4.7 Sub-Contractors/Vendors
The Contractor to submit a list of their sub-contractors and/or vendors engaged for this
Contract subject to ARC(S)’s prior approval. ARC(S) reserves the right to reject the
engagement of any sub-contractor and/or vendor without the need to give any
whatsoever reasons for the rejection.
4.8 Replacement of Personnel
The Contractor shall replace its personnel within fourteen (14) days from the date of
written notice from the Organization that the said personnel is either:
a) technically incompetent or negligent in carrying out the Services; or
b) conducting himself, in the opinion of the ARC(S), in an undesirable or unacceptable
manner.
4.9 Subcontracting and Assigning
The Contractor shall not sub-contract or assign the Contract without the prior written
consent of the Organization.
4.10 Applicable Law
All disputes, the Contract and all its subsequent variations shall be subject to, governed
by and interpreted in accordance with the laws of the Republic of Singapore and the
Parties submit to the non-exclusive jurisdiction of the Singapore courts.
4.11 Rights of Third Party
A person who is not a party to this Contract shall have no right under the Contracts
(Rights of Third Parties) Act 2001to enforce any of its terms.
4.12 Variation of Contract
No variation whether oral or otherwise in the terms of the Contract shall apply thereto
unless such variation shall have first been expressly accepted in writing by the
Contractor and the authorized contract signatory of ARC(S).

5. Submission Requirements

I. Recent copy of ACRA BizFile report (not more than one month old)
II. Latest Audited Accounts (For Year ending 2023 to Year ending 2024)
III. BizSAFE Level 3 Certification and above
IV. Completed Annex A – Company Track Record and Annex B – Customer
Feedback on Contractor’s Performance
V. Completed Bill of Quantities with unit rate and total cost
VI. Material list – to provide catalogue for the following :

5.2 Unless otherwise stated in writing and accepted by the Organisation, the Bidder
shall be deemed to be in full compliance with the requirements stated in this document
and the accompanying attachments with the submission of an Offer in response to this
Procurement Opportunity.
