flood control projects in Metro Manila are nearing completion. The Pasig-Marikina River
Channel Improvement Project Phase IV is now 92 percent complete and is expected to
reduce flooding in low-lying areas such as Marikina, Pasig, and parts of Quezon City. DPWH
Secretary Manuel Bonoan said the project involves dredging, river wall reinforcement, and
the construction of new floodgates and pumping stations. He added that the government
aims to finish the project before the end of 2025 to prevent a repeat of Typhoon Ondoy-

The Metro Manila Development Authority (MMDA) has intensified its flood mitigation
operations amid continuous rains. Chairperson Romando Artes said that MMDA flood
control teams are operating 69 pumping stations 24/7 across the National Capital Region.
Desilting operations are ongoing in major drainage systems along EDSA, Taft Avenue, and
Roxas Boulevard. Artes reminded the public to avoid throwing garbage in canals and
waterways, noting that 60 percent of flooding incidents are caused by clogged drains.

The World Bank has approved a $300-million loan to support the government’s flood
management master plan for Metro Manila and surrounding areas. According to the
Department of Finance (DOF), the fund will be used for drainage system upgrades, new
pumping stations, and flood control infrastructure. The project will cover flood-prone areas
including Manila, Caloocan, Malabon, Navotas, and Valenzuela. Finance Secretary Ralph
Recto said the project is vital for protecting livelihoods and infrastructure against the
worsening effects of climate change.

DPWH reported that it has completed 47 flood control structures and drainage projects
within Metro Manila as of August 2025. These include river walls, floodgates, and
rehabilitation of pumping stations under the Flood Management Master Plan for Metro
Manila and Surrounding Areas (FMMMSA). The agency continues to coordinate with local
government units (LGUs) and the MMDA to ensure that maintenance and monitoring are
