Subject: Request for Employer’s Intervention in getting Cement
Dear Sir,
It is recalled that, we have expressed through many of our correspondences regarding the
unavailability and shortages of cement and, its consequential impact on the progress of the
Works of the referenced Projects. We have also informed you that; to mitigate the impact of
the shortage of the cement, the Contractor has been endeavoring his maximum effort in
searching from the local market and supply the project with inflated price, to ensure the
smooth execution of the project activities.
Nonetheless, it has become difficult to get sufficient amount of Cement from the market as per
the demand/requirement of the projects. Currently, during this dry season, our program. Of the
Works shows diversified activities, which requires significant volume of cement for the
execution of structural and drainage works of the project. The delay in the execution of the
structural works has impacted the Contractor’s performance of the execution of sequential
activities, which are pavement works.

As you are well aware, the Contractor’s is currently executing these 2 projects, as other projects
contracted with your good office are suspended due to security problem. In addition, since the
Engineer’s stopped effecting payment for price adjustment, the payment received by ERA is not
sufficient to cover our expenses. In this respect, unless and otherwise the Contractor executes
the captioned projects efficiently, diversifying the works and in strict accordance to our works
program, it would put the Contractor in a serious financial cash-flow problem to smoothly run
the project.
In this respect, unless such arrangement is secured to enable the contractor to get sufficient
amount of cement directly from the factories with the intervention of the Employer, it’s hardly
impossible to ensure the smooth execution and timely completion of the project. Please note
that, as of today, both structural works and pavement works operation are fully stopped due to
absence of cement.
Therefore, considering the dire demand of cement for the construction of structural and
drainage works in the captioned projects, we would like to kindly request your good office
intervention and discuss with the relevant government body and cement factories, so that we
could get sufficient amount of Cement with top priority for the smooth execution of the subject
projects as per their respective works programme.
