GENERAL ASPECTS
Additional The additional charges are calculated as an increase to the
charges base charge (when using symbol “+”) or as a percentage of
the base charge (when using symbol “x”), unless otherwise
indicated.
Assigned When two GT are assigned to a vessel in association with a
Gross tonnage mark on the vessels’ side the higher figures shall be
Tonnage applicable in determining GT for the purpose of assessment
of the tariff.
Tariff Tariffs included in sections A, B, C, D, E, F of this Tariff
Schedule Schedule are applicable for Chittagong Port only unless

GENERAL ASPECTS
Cargo Dues The more international name “Cargo Dues” is used in this
Tariff Schedule, but it formally refers to the official River
Dues as per the Chittagong Port Authority Act, 2022: section
17 – Power of Authority to impose river due.
Currency Payment of all dues and charges shall be received in USD or
payment in Bangladesh currency calculated at the official rate of
exchange (selling) by Sonali Bank on the date of arrival of
the vessel at the Chittagong Port and if the arrival date of the
vessel coincides with a holiday and for that reason official
rate of exchange is not available, the rate of exchange on the
succeeding date shall be taken into consideration for
assessment of the dues.
Dangerous Vessels carrying dangerous goods established in IMO’s
goods vessel classification, such as oil tankers, chemical tankers, LNG
carriers, or similar vessels.
Dead vessel Vessel which complete machinery plant including the main
source of electrical power are out of operation and auxiliary
energy as compressed air, starting current from batteries etc.,
are not available for the restoration of the main power
supply.
Discounts The discounts are calculated as a reduction in percentage of
each base charge, unless otherwise indicated.
Karnaphuli River area of the Chittagong Port from the upstream Port
channel Limit down to abeam Patenga Beacon.
Port limits The limits of the Chittagong Port are officially notified in the
Bangladesh Gazette. Chittagong Port limits in force at the
issue of this Tariff Schedule are published on the Bangladesh
Gazette (Extra Ordinary) circulated on 24-01-2019.
Seagoing A seagoing vessel is defined for the purpose of this Tariff
vessel Schedule as a vessel of GT of 200 or more.
Weight of the For calculating the fees payable by a vessel, the weight of the

NOTES:

(1) Entry takes place when the vessel enters the Chittagong Port
limits.
(2) Under A.1.1. all sea going vessels entering the port limits will
have 15-day stay included, before “Additional charge (iv)
Delay/Overstay” is applied. The validity of the port dues period
is not related to vessels staying time at berth, but the overall
period the vessel remains within Port limits.
(3) Tariff A1.2 is payable in January or July, as the case may be, of
each year at the Chittagong Port Authority License Office at
Sadarghat. The rate shall increase by 50% in case of any delay
in payment beyond January or July, as the case may be.
(4) “Additional charge (i) Dangerous goods vessels” applies to
vessels carrying dangerous goods adding up more than 10% out
of their total cargo. Master/Agent declaration regarding
dangerous goods will be required.
(5) “Additional charge (iii) Lighterage” will be applied if the vessel
does not engage in lighterage and have not left the port limit
within 30 days from the date of entry. This tariff will not be
applied if the vessel has occupied a Chittagong Port Authority
berth for more than one day or Chittagong Port Authority
mooring for more than ten days during each entry.

(3) In “Additional charge (i) Breaking journey”, breaking journey term refers
to the vessels breaking journey at Gupta Khal to take delivery of bunkers
at the Tanker moorings.
(4) “Additional charge (iii) Cancellation” refers to the cases in which the
cancellation of the pilotage movement is made less than two hours
before it is due to start.
(5) “Additional charge (iv) Night navigation vessels” will be charged on
vessels if pilotage work takes place wholly or in part between 6 p.m. and
6 a.m., including shifting movements.
(6) “Additional charge (vi) Pilotage outside Karnaphuli channel” will be
charged for any pilotage services required in areas outside Karnaphuli
channel.

(2) Movement is defined for the purpose of Tariff A3 as a move between any
two points within Chittagong Port limits or at CPA Pilot Station even if
the two points are at the same set of wharves. Entry or exit from a dry
dock will be counted as separate movement and movement within a dry
dock will be counted as a separate movement. Any service starting,
passing or ending outside the limits defined for Karnaphuli Channel will
be charged as outside Karnaphuli channel rates. Shifting movements will
be charged as per “Additional charge (iii) Shifting” only.
(3) “Additional charge (ii) Cancellation” refers to the cases in which the
cancellation of the tug services is made less than two hours before it is
due to start.
(4) “Additional charge (iii) Shifting” covers the cost of the movement from
one berth to another or swinging. A minimum of one tug will be charged
for shifting if this takes place whether used or not.
(5) Tariff A3 covers the first 4 hours of service inside Karnaphuli Channel or
the first 6 hours of service outside Karnaphuli Channel. Additional
charges (iv) and (v) refer to extra hours. Hours for the purpose of Tariff
A3 will be calculated from the time a tug leaves its base to the time it
arrives back at the base.
(6) In addition to the usual charge, the party requesting the use of the tug
shall be liable to pay reasonable compensation for any damages caused to
the tug in rendering the assistance required (determined by the
Chairman/CPA).
(7) The charges for the use of dredger and any other craft as tug will be the
same as are in force for the use of the tug.

NOTES:

(1) Berth use applies to seagoing vessels engaged in foreign trade or


lighterage of foreign cargo.
(2) Berthing / Unberthing service includes the necessary mooring gang for
berthing. This service may be carried out by launch or hawser boat or
heave up boat or mooring boat.
(3) Berthing/Unberthing (A4.2) is compulsory for all sea going vessels.
Occasion for the purpose of Tariff A4.2 means the movement to or from
berth or mooring. Shifting movements will be charged as per “Additional
charge (ii) Shifting” only.
(4) A vessel using mooring shall pay full Tariff A4.3 or A4.4 irrespective of
whether other vessels are sharing that mooring with it.
(5) Diem shall be reckoned from 00 hours to 24 hours for calculation of this
charge.
(6) “Additional charge (i) Vessels not leaving berth after notice” refers to
vessels which do not vacate the berth after receiving written notice to do
so from the CPA Jetty Authorities (“overstay/delay”).

NOTES:

(1) Tariff A6.1 and Tariff A6.2 shall be charged to all vessels taking berth
where Quay Gantry and or Mobile Harbour Crane or other equipment
for similar use are installed.
(2) Tariff A6.1 and Tariff A6.2 shall be charged for any on board container
using CPA Quay Gantry Cranes or other equipment for similar use, for
which CPA is not responsible.
(3) In case of delivery of Import container to barge or coaster via jetty or
receiving from barge or coaster for subsequent shipment, 50% of Tariff
A6.1 or A6.2 shall be charged separately to the Shipping Line or C&F
Agent or requesting party (as the case may be).
(4) The total number of jetty cranes shall be either the number of cranes
available or the number of hooks in use whichever is the lower.
(5) If an order for a jetty crane is cancelled less than 6 hours before the time
due to start work the first period of 8 hours will be charged (Tariff
A6.3).
(6) If any jetty crane or quay crane or mobile harbour crane is not used
because it is not operative, no charges will be applicable.
(7) Applications for cranes and or derricks or other equipment for similar
use for the following night and day should be made in writing before 12
noon to the DTM. (Operation) / CPA. In case the office is closed the
application will be given to the inspector on duty in the shed.
(8) The Master, Owner, or Agent will supply their own slings and the Jetty
authorities shall accept no liability for the same.

(9) Application for cranes should be made on prescribed forms, with


counterfoil and be signed by the Agents, Master or the Owners of the
vessel showing the number of cranes and or derricks required from what
time and for how long.
(10) The cranes and or derricks application for Friday and Holiday must be
made on the previous working day before 12 noon. Subsequent
cancellation, additions and alterations can be applied for to the inspector
on duty. The DTM / CPA reserves the right to refuse any cancellation or
additional work applied for by a vessel if such demand is not in the best
interest of the Port.
(11) The jetty authorities may at their discretion ask a vessel to work on
Holidays, and vessels failing to comply with the same may not be
allowed to remain on a Jetty Berth.

(4) Charges for any mechanical equipment considered by the CPA to be


necessary for this work, such as forklift or mobile crane, are included
in this Tariff B2
(5) Vehicles, etc, landed or shipped under their own power from or to a
RoRo Vessel irrespective of whether CPA labour is used shall be
charged at one quarter of the rate given in Tariff B2.3.
(6) Vehicles requiring CPA towing assistance for RoRo discharge or
loading shall be charged at the full rate shown at Tariff B2.3.
(7) Cargo handled overside from or into lighters and not passing over the
CPA wharves and not handled by CPA labour will not pay wharfage
charges.
(8) Cargo handled on pallets shall be charged according to the total weight
of pallet and bags etc, thereon.
(9) An additional charge of 0.15 USD per ton or part thereof shall be made
in respect of export cargo, when shipped on a vessel other than the
vessel for which the cargo was originally declared.
(10) Sweeping whether collected on board on the wharf or in the Shed will
be regarded as cargo and Tariff B2 shall be charged accordingly.
(11) Charge equal to landing or shipping charges shall be levied for
assessing jetty charges if the weight is not shown in the invoice of
agent’s delivery order for weighment on the cargo.
(12) “Additional charge (iv) Removal operations with loading/unloading
and (v) Removal operations without loading/unloading” cover the
movement by CPA of cargo between the hook of vessel and place of
storage. Removal charges are compulsory for cargo over 5,000 kg.
(13) “Additional charge (iv) Removal operations with loading/unloading”
shall be charged if at the place of storage CPA mechanical equipment
is used for loading or unloading onto from transport.
(14) Cargo stores in transit sheds or between transit sheds may be moved
more than five hundred feet to or from because the vessel is at a berth
which has no adjacent transit shed. In such cases “Additional charge
(iv) Removal operations with loading/unloading and (v) Removal
operations without loading/unloading” are not charged.

(15) Removal operation will be permitted in exceptional circumstances,


upon written permission of a person specifically authorised by the Jetty
Authorities.
(16) Cargo removed from one shed to another or hook point to warehouse to
be done by written request of consignee or agent.
(17) “Additional charge (vi) Restacking operations” will not be charged for
conventional cargo unless re-stacking is done following a written
request.
(18) If any consignee requires delivery of iron consignment, corrugated
sheets and either nil mark or marked packages landed in mixed slings
ex. vessel by size and by under mark, Jetty Authorities will sort and
restack the goods desired by the Importers charging the “additional
charge (vii) Sorting operations”. Other additional charges for sorting
operations are:
Selection sorting separating by under marks, grains in bags or other
cargo not otherwise provided for, will be allowed in Jetty transit shed,
at 37.5% of landing or otherwise shipping rates plus rent, if due
provided the cargo is good outward condition or shipment sewn, etc.
For sorting before delivery of cargo landed with marks mixed or for
sorting out mixed marks for shipment of cargo before shipment, a
charge equal to 50% of the wharfage charge will be made in addition to
landing or shipping cranes, hoisting and rent charge, if accrued, and
will be debitable to the ship or shipper whichever is responsible for the
sorting necessary.
(19) Additional Charge (viii) shall be charged in respect of cargo which will
be discharged and subsequently loaded at the same CPA wharf.
(20) Additional Charge (ix) shall be charged in respect of cargo which will
be discharged at one of the CPA wharves and subsequently loaded at
another CPA wharf. In this case CPA will be responsible for removal
of the cargo between wharves.
(21) This tariff item will not be charged in respect of cargo loaded or
unloaded to or from vessel at CPA river mooring or at specialized berth
not operated by CPA.

containerised cargo, when the containerised cargo is outside the
container.
(7) Cargo held in the lockfast, with the exception of damaged packages, will
be charged an additional ten percent Storage Charge.
(8) Bulk cargo refers to material in either liquid or granular, particulate form.
In addition to this, Wharf Storage of Bulk Cargo includes “Iron and Steel

(1) This tariff covers the movement of FCL or empty container between hook point
and CPA storage point and vice versa. For LCL, this tariff covers the movement of
container between jetty and storage area and to and from the point of stuffing /
unstuffing. Extra movements, such as stacking or restacking carried out for CPA
convenience are included.
(2) CPA reserves the right to refuse to receive FCL export containers if they are
presented less than 24 hours before the expected time of berthing of the exporting
vessel.
(3) CPA reserves the right to refuse to receive export cargo for stuffing if this cargo is
presented less than 36 hours before the expected time of berthing of the exporting
vessel.
(4) “Additional charge (iii) Overheight container” applies to overheight containers
which are in excess of nine feet high.
(5) “Discount (iv) Transhipment” applies only for the loading of the container in a
transhipment operation. It implies, therefore, that a complete container
transhipment operation (unloading and loading) after 50% discount is charged, at
one and a half times (150%) of the D1 rate.
(6) “Discount (v) Inland river containers” does not include the previous or subsequent
movement for the purpose of movement to or from a foreign port, which will be
charged at the full loading or discharging tariff rate.

If container exceeds 20 days storage period, it will lose the free period and
storage charges will begin on the day after the common landing date of the

After unstuffing the contents of import containers shall be charged storage

end of the shift in which the container is unstuffed.

Before stuffing the contents of export containers shall be charged storage charges
according to Tariff B4. That charge will be to the account of the shipper. The
free storage period given in Tariff B4. will be allowed from the end of the shift
in which the export cargo is received.
(7)
Storage charges in respect of FCL containers will be to the account of the shipper
or consignee.
(8)
Tariff D2.7 Reefer Container Service includes only the reefer-related services:
Supply of Electricity, connecting and disconnecting of reefer including
monitoring. Storage charges will be charged separately.

(1) Tariffs D3.1 and D3.2 will be charged for moves of restacking which are:
(a) Made on written request; the requesting party will be charged.
(b) As a direct result of a change of status; the party advising change of

containers from yard to yard due to fault of carrier, shipper or

(2) Tariff D3.2 shall be charged to the accountable party if FCL container become

Tariff D3.2 shall be charge to the accountable party or concerned Main Line
Operator (MLO) or Shipping Agent (as the case may be).
(3) Movements are restricted to between two points within the Port Protected
Area. In case of bond transfer using port equipment two extra movement
charge will be applicable.
(4) Change of status is defined for the purpose of this Tariff D3 as taking place
when:
(a) Either a container will be unstuffed by CPA when it had previously
been declared to CPA as FCL or a container will not be unstuffed by
CPA when it had previously been declared to CPA as LCL.
(b) Either the vessel carrying the import or transhipment container
arrives at the CPA wharves or the export container arrives at the CPA
Port Protected Area.
(5) If the CPA has to carry out extra moves as a result of the change of status, the
extra movement will be charged at the rates shown in Tariff D3.
(6) The change of status charge is payable by the party who advises the change to
the CPA.
(7) Tariff D3.4 covers the internal movement of the contents of LCL container in
the Container Freight Station. This charge includes the assistance of CPA
mechanical equipment if considered necessary by the CPA.
(8) Tariff D3.5 is payable if CPA mechanical equipment assists in:
(a) Receipt of cargo at the Container Freight Station or equivalent, prior
to stuffing into containers.
(b) Delivery of cargo at the Container Freight Station or equivalent after
it has been unstuffed from Container.
(9) Tariff D3.1 and Tariff D3.2 are charges to the account of the consignee or to
the shipping agent or charterer or owner of the vessel (as the case may be).
(10) Tariff D3.4 and Tariff D3.5 are charges to the account of the shipper or the
consignee or the shipping agent.

warehouse.

warehouse / CFS as indicated from the end of the shift in which it is unstuffed.
(9) Export cargo will remain free in the ICD warehouse as indicated starting from
the end of the shift in which such cargo is received.
(10) Rent shall be charged on containerised Cargo only when it is outside the

containers at Chittagong Port for the purpose of realisation of Tariff ICD D3.3.
(4) Tariff ICD D3.3 covers the normal movements of the Containers within ICD,
Dhaka between the place of storage and the place of stuffing/unstuffing. This
charge includes the assistance of CPA mechanical equipment if considered
necessary by the CPA.
(5) Tariff ICD D3.5 is to be charged for receiving or delivery of cargo when the
assistance of Mechanical equipment extended for such receiving or delivery of
cargo. ICD may at any time refuse such assistance if appropriate type of ICD
equipment is not available.
(6) Any single package weighing 250 kg. or above will be treated as if handled by
ICD Mechanical equipment. This will not however restrict the use of
Mechanical equipment. This will not however restrict the use of Mechanical
equipment in case of packages weighing less than 250 kg on payment of
charges under Tariff ICD D3.5.
(7) Moves are restricted to between two points within the ICD Protected Area. In
case of bond transfer using port equipment two extra movement charge will be
applicable.
(8) Tariff ICD D3.6 charge is applicable for LCL imports/Exports.

(9) All Containers stuffed within the ICD premises shall be treated as LCL
containers for the purpose of this tariff.
(10) Contents from LCL container if delivered direct to or stuffed direct from
Consignee´s/Shipper´s Transport Tariff ICD D3.6 will be charged.

(11) Tariff ICD D3.6 will cover the movements of contents from/to storage point of
LCL Containers.
(12) For Delivery of contents of FCL container at ICD premises, the consignees will
unstuff the container for direct delivery of the contents at their entire cost risk
and responsibility. For stuffing and delivery, the consignees will engage ICD
registered/authorised labourers at the prescribed wage rates.
