Respected madam,

In a courteous manner and in response to your request, we inform you that the process for the
validation of higher education degrees provided for in Resolution 20797 of 09
in October 2017, it is carried out on a higher education degree, granted by
a foreign higher education institution or by a legally established institution
recognized by the competent authority in the respective country, to issue degrees of
higher education.

The validation of degrees is a procedure that is part of the system of


quality assurance in higher education, whereby it seeks
recognize the academic degrees obtained abroad that ensure suitability
academic of those who obtained them. The validation process implies the
conducting a comprehensive examination of the legality and academics of the studies, whose
result allows to ensure that the titles that pass the evaluation correspond to
academic programs that have official recognition by countries
of origin and may be recognized for all legal purposes within the
national territory.

Article 4. General documents. In addition to the documents mentioned in the


Articles 5, 6, 7, and 15 of this resolution, for the process of validation of
titles the applicant must submit, through the VUMEN platform or in the system
that defines the Ministry, the following documents:

1. Having obtained a positive concept of feasibility of the validation process, for


part of the National Ministry of Education, as stated in article 8 of the
present resolution.

2. Request form properly filled out, as established by the


Ministry of National Education.

3. Original or photocopy of the diploma of the degree, apostille seal or legalization by way
diplomatic of the document, and its translation according to what is stated in the
paragraph 1 of this article.

4. Original or photocopy of the certificate of grades. For program titles


a certificate of activities must be submitted in their place
academic research conducted during the training process issued by the
institution. The previous documents must be apostilled or legalized, along with
with its respective translation, according to what is indicated in paragraph 1 of the
present article.

5. Original or photocopy of the academic program certificate, which must


correspond with what is stated in the certificate of qualifications issued by the
training institution. If exceptionally the training institution does not issue this
certificate class, it is possible to present an official document issued by the
training institution in which the way it was developed is described

competentauthorities,theallegedalterations,inconsistenciesor
irregularities regarding the truthfulness or authenticity of the documents, in order to
determine the criminal, civil, administrative, or disciplinary responsibility that may arise
place.

Paragraph 4. For the validation process of health area degrees,


you must take into account, in addition to what is stated in this article, what is established in the
Chapter IV of this resolution.

CHAPTER V
DEGREES THAT ARE NOT VALIDATED

Article 17. Dual degrees and joint programs in Colombia. Due to the fact that the
the following titles are already recognized by the Colombian State, no

1. The degrees awarded through dual degree programs that have the same
denomination and the same educational level and where an institution participates
Colombian education.

2. The degrees awarded by joint programs, obtained by the same applicant


and where a Colombian educational institution participated.

Article 18. Own or unofficial degrees. Degrees will not be validated.

officially by the countries of origin.

Paragraph. Exceptionally and in accordance with the second clause of the paragraph
Article 62 of Law 1753 of 2015, can only initiate the process of
validation, and under the exclusive criterion of academic evaluation that deals with the

Article 19. Degrees obtained in Colombia. If during the process of


the validation of a degree obtained abroad is established that the program is
developed totally or partially, through the completion of academic activities or
in-person assistance in infrastructure located in the national territory without
authorization from the Ministry of National Education, the request will be denied
validation and a copy will be certified to the competent authorities, this in accordance with
with the provisions contained in Law 30 of 1992, Law 1188 of 2008, Law 749
from 2002, Law 1740 of 2014 and Decree 1075 of 2015.

Article 20. Honorary degrees. Recognized titles will not be validated by


causes, honors, exaltations or other circumstances that are not characteristic of a
higher education training.

Article 21. Other causes. In addition to what is established in the previous articles, the
TheMinistryofNationalEducationwillhavetheauthoritytodeterminethenon
validation of degrees when it does not meet the established criteria in the
present resolution.

Finally, regarding your inquiry about the possibility of carrying out the process of
legalization through diplomatic means at the Embassy of Colombia, we inform you that
Spain is part of the Hague Convention, therefore the documents
required for the process of validation of higher education degrees obtained
