and approved by it for use by supply authorities and other users.

Introduction

This specification has been prepared to establish and promote uniform requirements for XLPE-
insulated cables and accessories, to acquire the specified equipment without the need for detailed
and extensive contract documents.

The ESLC expresses the wish that, in the national interest and in support of government policy, to
foster local manufacturing industry and stimulate exports, all purchasers will adopt the requirements
of NRS 077 in so far as their particular conditions will allow. Any differences between NRS 077 and
the corresponding purchaser’s requirements should, as far as possible, be clearly indicated in the
schedules attached to NRS 077 and, where appropriate, be submitted for consideration in future
revisions of NRS 077.

XLPE-insulated cables and accessories for systems with nominal


voltages of 44 kV, 66 kV, 88 kV and 132 kV

1 Scope

This specification covers the requirements for single-core XLPE-insulated cables and accessories
for systems with nominal voltages of 44 kV, 66 kV, 88 kV and 132 kV. The test methods and
requirements specified are in accordance with IEC 60840.

2 Normative references
The following documents contain provisions which, through reference in this text, constitute
provisions of this specification. All documents are subject to revision and, since any reference to a
document is deemed to be a reference to the latest edition of that document, parties to agreements
based on this specification are encouraged to take steps to ensure the use of the most recent
editions of the documents listed below. Information on currently valid national and international
standards can be obtained from Standards South Africa.

3 Terms, definitions and abbreviations


For the purposes of this specification, the terms, definitions and abbreviations given in IEC 60840
and the following apply.

3.1 Terms and definitions


super-clean material
material that, once extruded, is free from

a) voids larger than 50 µm, and a maximum of 30 voids per 16,4 cm3 larger than 25 µm,

b) contaminants larger than 125 µm, and a maximum of 10 contaminants per 16,4 cm3 in the size
range 50 µm to 125 µm (666 contaminants/kg), and

c) translucent material larger than 625 µm

3.2 Abbreviations

BOM: bill of materials

MCOV: maximum continuous operating voltage

SVL: sheath voltage limiter

UV: ultraviolet

4 Requirements

4.1 Standard installation conditions

Unless otherwise specified in schedule A, the cable and accessories shall be suitable for operation
under the following assumed standard installation conditions:

a) altitude: not exceeding 1 800 m;

b) ambient air temperature: –5 °C to 40 °C (average of 25 °C);

c) soil temperature: 0 °C to 30 °C (average of 20 °C);

d) soil thermal resistivity: 1,2 K·m/W;

e) depth of burial: 1,2 m;

f) configuration: laid in close trefoil or laid flat with 2D spacing (or both);

g) special bonding applied (i.e. end-point, double end-point or cross-bonded);

h) lightning ground flash density: severe (14 flashes/km /year);

i) solar radiation: 1 000 W/m2 to 1 250 W/m2;

NOTE The average solar radiation level on the Highveld region of South Africa is approximately 1 250 W/m2
and at the coast approximately 1 000 W/m2 .

j) ultraviolet radiation: high;

k) relative humidity: 10 % to 95 %;

l) negligible vibration due to external causes;

m) wind pressure not exceeding 700 Pa (equivalent to 34 m/s) should be allowed for;

n) pollution severity: “medium” to “very heavy” as defined in SANS 60815; and

NOTE Typically inland areas are considered to be "medium" and coastal areas “very heavy”.

o) maximum continuous conductor operating temperature: 90 °C.

4.2 Cable and accessory operating voltages

4.2.1 The operating voltages for earthed systems (defined by the relationship Uo/U recognized for
the purposes of this specification) are:

a) 25/44 kV;

b) 38/66 kV;

c) 50/88 kV; and

d) 76/132 kV.

4.2.2 The required cable or accessory operating voltage (or both) will be specified in schedule A.

4.3 Cable materials and construction

4.3.1 Conductor

4.3.1.1 The conductor shall be circular and either

a) stranded and compacted copper or aluminium in accordance with IEC 60228, or

b) solid aluminium in accordance with IEC 60228.

NOTE In the case of solid conductors, IEC 60228 only covers conductor sizes up to and including 185 mm2.

4.3.1.2 The conductor cross-sectional area shall be

a) the size specified in schedule A, or

b) the size based on the conditions specified in schedule A (100 % load factor, thermally
independent circuit).

4.3.1.3 The symmetrical short-circuit current magnitude and duration shall be as specified in
schedule A, without exceeding the maximum allowable conductor temperature specified in
IEC 60840.

4.3.1.4 The conductor type and cross-sectional area offered shall be stated in schedule B.

4.3.2 Conductor screen

4.3.2.1 The conductor screen shall comprise a layer of extruded cross-linked semi-conducting
material, co-extruded with the insulation and core screen. The nominal thickness of the conductor
screen shall be not less than 1 mm and the smallest thickness shall not be less than 0,8 mm when
measured in accordance with SANS 60811-1-1.

4.3.2.2 A semi-conductive tape may be used to prevent the extruded conductor screen from
flowing into the conductor interstices and to facilitate removal of the conductor screen.

4.3.3 Insulation

4.3.3.1 The insulation shall consist of super-clean cross-linked polyethylene (XLPE) material fully
bonded to the conductor screen.

4.3.3.2 The nominal thickness of the insulation or the maximum allowable radial stresses will be
stated in schedule A.

4.3.4 Core screen

4.3.4.1 The core screen shall comprise a layer of extruded cross-linked semi-conducting material,
co-extruded with the conductor screen and insulation.

4.3.4.2 The core screen shall be fully bonded to the insulation.

4.3.5 Cross-linking of core insulation and screens

Cross-linking shall be effected in a dry atmosphere.

NOTE Dry atmosphere refers to a dry inert gas (nitrogen) pressurized atmosphere.

4.3.6 Metallic sheath or screen

4.3.6.1 General

Unless otherwise specified in schedule A, the cable shall have either a metallic sheath or screen of

a) corrugated seamless aluminium, or

b) a copper wire screen with a laminated aluminium/polyethylene sheath.

NOTE Users are cautioned regarding the use of cable with a laminated aluminium/polyethylene sheath in
areas having both high lightning activity and high soil resistivities due to the low lightning puncturing withstand
strength of the aluminium foil. Since the laminated aluminium/polyethylene sheath forms the radial water barrier
for the cable, puncturing of the metallic sheath will result in the ingress of moisture into the cable.

4.3.6.2 Corrugated seamless aluminium sheath

4.3.6.2.1 The corrugated seamless aluminium sheath shall consist of new aluminium of approved
origin and purity in accordance with the material grade 1070A as specified in table 1 of
EN 573-3:2003. The sheath shall be free from defects and impervious to water.

4.3.6.2.2 The aluminium sheath shall be capable of carrying the fault current specified in
schedule A, without the temperature exceeding 160 °C.

4.3.6.2.3 The nominal thickness of the aluminium sheath shall be stated in schedule B.

4.3.6.3 Copper wire screen and laminated aluminium/polyethylene sheath

4.3.6.3.1 The cable shall have a copper wire screen with an equalizing tape.

4.3.6.3.2 The copper wire screen shall be capable of carrying the earth fault current specified in
schedule A, without the temperature exceeding 250 °C.

4.3.6.3.3 A sheath of laminated aluminium/polyethylene foil shall be longitudinally applied and


bonded with sufficient overlap as a radial water barrier.

4.3.7 Water barriers

4.3.7.1 Water swelling tapes shall be included between the core screen and the radial water barrier
to restrict longitudinal water travel. The radial water barrier is created by either the corrugated
seamless aluminium sheath in the case of 4.3.6.2 or the laminated aluminium/polyethylene sheath
in the case of 4.3.6.3.

4.3.7.2 The effectiveness of the applied water barriers shall be confirmed by successful completion
of the water penetration test as described in IEC 60840. Details of the water barriers offered shall
be stated in schedule B.

4.3.8 Outer sheath

4.3.8.1 The outer sheath shall be an extrusion of black polyethylene type ST7 in accordance with
IEC 60840.

4.3.8.2 The corrugated aluminium sheath type of metallic sheath shall have a bitumen or similar
material applied to the corrugated aluminium sheath before the outer sheath extrusion to seal the
interface between the corrugated aluminium sheath and the polyethylene outer sheath.

4.3.8.3 The aluminium/polyethylene foil laminate of the wire screen type of metallic sheath shall be
firmly bonded to the outer sheath.

4.3.8.4 The nominal thickness of the outer sheath shall be in accordance with table 1.

4.3.8.5 Unless specified in schedule A, a graphite or similar conductive coating shall be applied to
the outer surface of the sheath.

NOTE The coating is intended to facilitate d.c. testing of the outer sheath before and after laying of the cable.

4.4 Cable accessories


4.4.1 Cable joints

4.4.1.1 Straight joints and sheath-interrupting joints shall be suitable for jointing the type of cable
specified in schedule A. The joints shall contain all materials required to

a) mechanically connect the type and size of conductor,

b) provide the necessary level of insulation and stress control within the joint,

c) restore the integrity of the core screen,

d) restore the integrity of the metallic sheath or screen with regard to water imperviousness and
current-carrying functions,

e) provide outer protection that complies with the insulation requirements specified in annex H of
IEC 60840:2004,

NOTE It may be assumed that bonding leads are > 3 m and ≤ 10 m in length.

f) in the case of a sheath-interrupting joint, make provision for the entry of either two bonding
lead(s) or a single concentric bonding lead in the outer protection. The diameter of the bonding
lead/s shall be stated in schedule A. Unless otherwise specified in schedule A, it may be
assumed that the bonding lead will be terminated at the joint with lugs that have M 12 fixing
holes, and

g) make provision for any additional requirements specified in schedule A.

4.4.1.2 If applicable, the type and number of joints required will be specified in schedule A for

a) straight joints, or

b) sheath-interrupting joints, or

c) both straight and sheath-interrupting joints.

4.4.1.3 Details of the joints offered shall be stated in schedule B.

4.4.1.4 Specialized tools that are required during the jointing process shall be stated in schedule B.

4.4.2 Outdoor cable terminations

4.4.2.1 The outdoor termination shall contain all the materials required to complete the termination
of the type of cable and size of conductor specified in schedule A.

4.4.2.2 The outdoor termination shall be vertical and shall be suitable for mounting on the cable
end support specified in schedule A.

4.4.2.3 The outdoor termination shall have a shed profile that complies with the requirements of
SANS 60815 and a specific creepage of

a) 20 mm/kV for “medium” pollution applications, and

b) 31 mm/kV for “very heavy” pollution applications.

The pollution application will be specified in schedule A.

4.4.2.4 Outdoor self-supporting terminations for 44 kV, 66 kV, 88 kV and 132 kV systems shall be
of the porcelain or silicone rubber type. If applicable, the material type shall be specified in
schedule A.

4.4.2.5 Outdoor non-self-supporting terminations for 44 kV and 66 kV shall be of the heat-shrink or


cold applied (e.g. the “slip-on”) type. If applicable, the material type shall be specified in schedule A.

4.4.2.6 The material offered and the measured creepage distance of the insulator shall be stated in
schedule B.

NOTE Stabilized or semi-conducting glazed insulators are not acceptable.

4.4.2.7 In the case of self-supporting type terminations, the base of the insulator shall make
provision for the connection of a bonding lead with cross-sectional area as stated in schedule A and
shall be insulated from the cable end support by insulators interposed between the insulator base
and the termination mounting base. The insulators shall have the following properties:

a) 60 s, 50 Hz wet withstand voltage: 2,5 kV r.m.s;

b) 60 s, d.c. dry withstand: 10 kV d.c.;

c) protected creepage: ≥ 25,4 mm; and

d) unprotected creepage: ≥ 50,8 mm.

Unless otherwise specified in schedule A, it may be assumed that the bonding lead will be
terminated at the termination with lugs that have M 12 fixing holes.

4.4.2.8 In the case of non-self-supporting type terminations, the termination shall be provided with
an earth connection that is suitable for connecting to a bonding lead with cross-sectional area as
stated in schedule A. Unless otherwise specified in schedule A, it may be assumed that the bonding
lead will be terminated at the termination with lugs that have M 12 fixing holes.

4.4.2.9 In the case of self-supporting type terminations, the termination shall have a tinned copper
vertical stem of diameter as specified in schedule A and a minimum length of 125 mm to allow for a
bolted compression type clamp.

4.4.2.10 In the case of non-self-supporting type terminations, unless otherwise specified in


schedule A, the current-carrying connector of the termination shall be a lug that has an M 16 fixing
hole.

4.4.2.11 If applicable, the number of outdoor terminations required will be specified in schedule A.

4.4.2.12 Details of the terminations offered shall be stated in schedule B.

4.4.2.13 Specialized tools that are required during the terminating process shall be stated in
schedule B.

4.4.3 Gas-insulated and oil-immersed terminations

4.4.3.1 The SF6/oil termination shall contain all the materials required to complete the termination
of the cable specified in schedule A.

4.4.3.2 The dimensions of the terminations and responsibilities of suppliers shall comply with
IEC/TS 60859.

4.4.3.3 The base of the termination shall make provision for the connection of a bonding lead with
cross-sectional area as stated in schedule A. The bonding lead connection shall be insulated from
the equipment termination base plate. The insulating barrier shall be designed for a 60 s d.c. dry
withstand voltage of 10 kV. Unless otherwise specified in schedule A, it may be assumed that the
bonding lead will be terminated at the termination with lugs that have M 12 fixing holes.

4.4.4 Link disconnecting boxes and SVL surge arresters

4.4.4.1 The intended sheath bonding arrangement will be specified in schedule A for

a) an end-point bonded system, or

b) a double end-point bonded system, or

c) a cross-bonded system and number of major sections.

4.4.4.2 If applicable, the type and number of link disconnecting boxes required to achieve the
sheath bonding arrangement (see 4.4.4.1) will be specified in schedule A for

a) a one-way (i.e. 1 line and 1 earth) link disconnecting box;

b) a one-way with SVL surge arresters (i.e. 1 line onto SVL arrester and 1 earth) link disconnecting
box;

c) a three-way (i.e. 3 line and 1 earth) link disconnecting box,

d) a six-way (i.e. 6 line and 1 earth) link disconnecting box,

e) a three-way with SVL surge arresters (i.e. 3 line onto SVL arresters and 1 earth) link
disconnecting box, and

f) a six-way cross-bonded with SVL surge arresters (i.e. 6 line cross-bonded onto SVL arresters
and 1 earth) link disconnecting box.

4.4.4.3 Link disconnecting boxes may be of the kiosk or underground type, as specified in
schedule A, and shall be constructed of material as specified in schedule A. Link disconnecting
boxes of the underground type shall be suitable for mounting in a manhole as specified in
schedule A.

4.4.4.4 Link disconnecting boxes of the kiosk type shall have a degree of protection of IP 54 in
accordance with SANS 60529. Link disconnecting boxes of the manhole type shall have a degree
of protection of IP 68 for a 4 m head.

4.4.4.5 The link disconnecting box shall make provision for the connection of the incoming bonding
leads (see 4.4.5) from the joints without requiring lugs, i.e. bolted clamps shall be provided.
Provision shall also be made within the box for the connection of two additional conductors (i.e. two

earth continuity conductors) and a 16 mm bare copper conductor (i.e. the local earth electrode).

4.4.4.6 Details of the link disconnecting boxes offered shall be stated in schedule B.

4.4.4.7 The rating of the SVL surge arresters provided in the link disconnecting boxes shall be
suitable for a temporary overvoltage (TOV) of magnitude as specified in schedule A. The duration
of the overvoltage shall be assumed to be two seconds. The surge arresters shall comply with
SANS 60099-4 and shall have the following characteristics:

a) a rated voltage of either 3 kV or 6 kV, as applicable to the TOV requirement;

b) a rated 8/20 µs discharge current of 20 kA; and

c) a maximum 20 kA 8/20 µs residual voltage of 9 kV or 18 kV respectively.

4.4.4.8 Details of the SVL surge arresters offered shall be given in schedule B.

4.4.5 Bonding leads

4.4.5.1 The bonding leads shall be UV stable, XLPE-insulated and shall comply with the insulation
requirements specified in annex D of IEC 60840:2004. The bonding lead insulation thickness shall
be as follows:

a) the single-core bonding lead: ≥ 3,5 mm; and

b) the concentric bonding lead: inner conductor ≥ 5 mm, and


concentric conductor ≥ 3,5 mm.

NOTE It may be assumed that bonding leads are > 3 m and ≤ 10 m in length.

4.4.5.2 The conductor cross-sectional area of the bonding leads shall be capable of carrying the
prospective earth fault current specified in 4.3.6.

4.4.5.3 The conductor cross-sectional area of the bonding lead offered shall be stated in
schedule B.

4.4.5.4 If applicable, the type and length of the bonding lead required to achieve the sheath
bonding arrangement (see 4.4.4.1) will be specified in schedule A for

a) the single-core bonding lead, and

b) the concentric bonding lead.

4.4.5.5 The thickness of the bonding lead insulation and the overall diameter shall be stated in
schedule B.

5 Tests

5.1 General

The minimum test voltages given in table 2 shall apply for the cable and accessories operating
voltages described in this specification.

5.2 Tests on cables

5.2.1 Routine tests

Carry out the routine tests in accordance with IEC 60840:2004 and include the electrical test on the
outer sheath (oversheath) of the cable.

5.2.2 Sample tests

Carry out the sample tests in accordance with IEC 60840:2004 and include the measurement of the
diameter of the core and the overall diameter of the cable as specified in IEC 60840:2004.

5.2.3 Type tests

5.2.3.1 Carry out type tests on the cable in accordance with IEC 60840:2004 and include the water
penetration test as specified in IEC 60840:2004.

5.2.3.2 The type test report shall clearly identify the cables and accessories in accordance with
IEC 60840:2004.

5.2.3.3 The type test report shall include fully dimensioned drawings of the cables and accessories
tested.

5.3 Tests on accessories

5.3.1 Type tests

Unless specified otherwise in schedule A, test the cable joints, terminations and cables offered as a
system in accordance with IEC 60840.

5.3.2 Ageing test on outdoor terminations

Test the outdoor terminations in accordance with annex C of SANS 61109:1992.

6 Marking, labelling and packaging


6.1 Marking of cable
The following information shall be legibly embossed on one or more lines along the extruded outer
sheath of the cable. The letters and numerals shall be upright characters of height not less than
8 mm and not exceeding 13 mm. The gap between the end of one legend and the beginning of the
next shall not exceed 300 mm:

a) the manufacturer’s name or trademark (or both);

b) the year of manufacture;

c) the operating voltage (Uo/U).

d) the conductor size, in millimetres squared (mm2); and

e) the conductor material, i.e. copper (Cu).

A typical legend would be:

6.2 Packaging of cable

6.2.1 If applicable, the length of cable required per drum and the number of drums will be specified
in schedule A.

6.2.2 Cable drums shall have the following maximum dimensions:

a) maximum drum width: 1,8 m;

b) maximum drum height: 3,5 m; and

c) spindle hole diameter suitable for a spindle of maximum diameter: 80 mm.

6.2.3 Where cable is provided on wooden drums, the drums shall have the following properties:

a) a moisture content of ≤ 20 %; and

b) resistance to biological attack acquired by means of suitable treatment of the drums, if it is


indicated in schedule A that the cable is to be stored for longer than one month.

The method of wood treatment shall be stated in schedule B.

6.2.4 The outer end of the cable shall have a pulling eye fitted. The pulling eye shall seal the cable
to prevent the ingress of moisture. The inner end of the cable shall be sealed to prevent the ingress
of moisture.

6.2.5 Details of the pulling eye offered and the maximum allowable pulling tension shall be stated
in schedule B.

6.3 Marking of drums


A flange of each cable drum shall bear the following information in legible and indelible marking.
The marking may be painted, gouged or branded on the flange. The information in (a) to (e) below
may, however, be detailed on a durable label firmly attached to the flange:

a) the manufacturer’s name or trademark (or both);

b) the rated voltage and the type of cable;

c) the length, in metres;

d) the year of manufacture;

e) the gross mass, in kilograms, of cable and drum;

f) the instruction “NOT TO BE LAID FLAT”.

g) the unique serial number (the factory reference number);

h) the customer order number and contract number;

i) an arrow with the words “ROLL THIS WAY” to indicate the direction in which the drum is to be
rolled in order to prevent the cable from unwinding;

j) if the wood from which the drum was made has been treated, a 50 mm high capital “T”
surrounded by a circle of outside diameter 65 mm; and

k) the minimum installation bending radius.

6.4 Packaging of cable accessories

The following requirements shall be applicable to the packaging of all cable accessories.

a) All cable accessories shall be packed in containers (e.g. wooden crates) that are suitable for
storage over long periods. Where more than one crate is used per accessory, each crate shall
be clearly and sequentially marked in order to identify each crate as belonging to a specific
accessory (e.g. “Crate 1 of 3”, “Crate 2 of 3”, etc.);

b) Loose components or components that are subject to damage from exposure to dust or water
shall be packed in hermetically sealed plastic bags.

c) All components that form part of an accessory shall be marked with a part number. This part
number shall be referenced in the bill of materials (BOM) and the parts list. Components that are
physically impossible to mark shall be individually packed and the packaging shall be marked.

d) Each crate shall be clearly marked with a durable label indicating the contents of the crate (i.e. a
parts list).

e) Each crate shall have the customer order number stencilled clearly onto the outside. The font
shall be at least 50 mm high.

f) Each crate shall be marked with the crate number (e.g. “CRATE 1 of 2”, “CRATE 2 of 2”). The
font shall be at least 50 mm high.

g) A copy of the installation instructions and the BOM shall be provided in at least one of the
accessory crates.

h) A copy of the installation instructions and the BOM shall be provided with the delivery note for
each accessory supplied in order to allow the recipient to confirm that all items on the BOM have
been delivered, and for record purposes.

7 Documentation
7.1 Additional information to be provided at tender stage

7.1.1 The following additional information regarding the cable offered shall be provided in
schedule B:

a) the rated voltage, in kilovolts (kV);

b) the nominal diameter of the conductor, in millimetres (mm);

c) the nominal thickness of the conductor screen, in millimetres (mm);

d) the nominal thickness of the core screen, in millimetres (mm);

e) the nominal overall diameter of the cable, in millimetres (mm);

f) the mass of the cable, in kilograms per metre (kg/m);

g) the d.c. resistance of the conductor at 20 C, in ohms per kilometre (Ω/km);

h) the a.c. resistance of the conductor at 90 oC, in ohms per kilometre (Ω/km);

i) the a.c. resistance of the sheath with the conductor at 90 oC, in ohms per kilometre (Ω/km);

j) the reactance per phase laid in close trefoil or laid flat with 2D spacing (or both), in ohms per
kilometre (Ω/km);

k) the capacitance per phase, in nanofarads per kilometre (nF/km);

l) the zero sequence resistance and reactance laid in close trefoil or laid flat with 2D spacing at
90 °C (or both), in ohms per kilometre (Ω/km);

m) the zero sequence capacitance, in nanofarads per kilometre (nF/km);

n) the rated continuous current at 90 oC when the cables are laid in close trefoil or laid flat with 2D
spacing (or both), in amperes (A);

o) the rated symmetrical fault withstand current, in kiloamperes for one second;

p) the rated earth fault withstand current, in kiloamperes for one second;

q) the conductor temperature at specified load, in degrees celsius (°C);

r) the conductor temperature after symmetrical fault (1 s) assuming operation at specified load
prior to fault, in degrees celsius (°C);

s) the sheath temperature after earth fault (1 s) assuming operation at specified load prior to fault,
in degrees celsius (°C);

t) the conductor losses at maximum conductor operating temperature, in kilowatts per kilometre
(kW/km);

u) the type test reports for the cables offered or for similar cables previously tested;

NOTE For system applications, the cable joints, terminations and cables offered should be tested as a system
in accordance with IEC 60840.

v) a dimensioned drawing of the cable cross-section;

w) the minimum installation bending radius;

x) the emergency current rating (calculated in accordance with IEC 60853-2) of the cable shall be
provided in schedule B; and

y) if required, the cyclic current rating of the cable shall be provided in schedule B for the load
profile stated in schedule A. This current rating shall be calculated in accordance with
IEC 60853-2.

7.1.2 The following additional information regarding the accessories offered shall be provided in
schedule B:

a) dimensioned drawings of the joints, terminations and link disconnecting boxes offered;

b) maximum continuous operating voltage (MCOV) characteristic curves for the SVL surge
arresters offered;

c) installation instructions for joints and terminations offered;

d) type test reports for the accessories offered;

e) details of training offered on installation of accessories with regard to the minimum number of
delegates and the cost per delegate; and

f) if special tools are required for the installation of the cable accessory, these shall be identified
and stated at tender stage.

7.2 Information to be provided with delivery of cable and accessories


Copies of routine test reports shall be provided with each drum of cable supplied.

Proof of compliance with the standard to which the cable was manufactured shall be provided on
delivery of the cable.

Guide to purchasers on preparing an enquiry

A.1 General

A model form is given in annex B to provide the purchaser with a convenient aid to purchasing. The
use of this form is intended to obviate the need for preparing a detailed technical specification.

The purchaser need only specify compliance with this specification, provide the tenderer with
details of his particular requirements, and set out the information he requires the tenderer to
provide, as indicated below.

A.2 Schedules
A.2.1 General
The model form for purchasing schedules provides the purchaser with examples of a schedule A
and a schedule B. In his enquiry, the purchaser should provide his own schedule A and schedule B,
based on these examples.

A.2.2 Schedule A
Schedule A lists the requirements to be specified by the purchaser in enquiries and orders. These
requirements include references to the relevant subclauses in this specification, to assist in compiling
the schedules.

The purchaser should set out his specific requirements and choices in his own schedule A.

NOTE 1 In the interests of standardization, purchasers are encouraged not to deviate from the preferred
items, values and quantities listed in schedule A.

NOTE 2 The purchaser need include only the items he considers to be relevant or necessary when preparing
schedule A and schedule B.

NOTE 3 The purchaser’s schedule A, when completed, is intended to be issued as the technical schedule of
an enquiry specification.

A.2.3 Schedule B

In schedule B, the tenderer will state compliance with this specification and provide information
requested by the purchaser.

NOTE These schedules, when completed, are intended to form the technical schedules of a tender
submission and the subsequent contract, if applicable.

A.3 Commercial conditions

In addition, a purchaser will need to indicate the commercial conditions applicable and to draw up a
price schedule. Requirements for delivery, storage, packaging and marking should be considered in
this part of the enquiry.

A.4 Quality assurance


This specification does not cover the purchaser’s possible requirements in respect of quality
assurance, quality control, inspections, etc., since each purchaser needs to consider the criticality
of the application of each component and existing policy towards these matters. Purchasers are
referred to SANS 9001 for guidance.

A.5 Testing

Attention should be paid to the subject of testing and related costs. Tests should be carried out by
an accredited laboratory and tenderers should be requested to provide formal documentation in this
regard. Price schedules and covering letters should be appropriately prepared to indicate that the
costs of all services, such as tests, delivery and spares, are declared and provided for in the tender.

Before routine tests and sample tests are carried out, the number of samples used and the
frequency of sampling should be agreed upon with the supplier.

A.6 Revision of standards used as normative references


Most specifications are based on a set of defined standards or specifications, as listed in clause 2.
All standards and specifications are regularly reviewed and amended, and most purchasers would,
in principle, wish to employ the latest standards or specifications. However, in some cases a
blanket commitment to work to the “latest” versions of standards or specifications might create legal
difficulties of interpretation and risks for both parties. For example, if a new edition of a referenced
standard is about to be approved or published during the tendering process, there could be
misinterpretation as to which edition of the referenced standard is applicable.

To avoid such misinterpretation, the purchaser should obtain an undertaking from the supplier to
identify the editions and amendments of the referenced standards and specifications applicable
during the tendering process. Where so agreed, if applicable, these specific editions and
amendments would become the basis of the subsequent contract.
