Foreword
This specification is an adaptation of the South African National Standard SANS 1874, for
application in electricity utilities throughout East and Southern Africa.

The following requirements from SANS 1874 were changed or adapted in preparing this edition of
PIESA 1009:

4.1.3 Provision for additional rated peak lightning withstand levels;

4.1.4 Provision for the purchaser to specify rated short-time and peak withstand currents other than
those stated in table 2;

4.2.3.1 A qualifying note has been added concerning rating IP44;

4.7.2 Requirements in respect of air-filled enclosures is by reference to PIESA 1012 (which is a


direct adoption of NRS 012);

4.7.5.3 Clarification that the requirements from PIESA 1012 in respect of CTs only related to the
mounting dimension for CTs;

4.8.2 Provision for insulating oil to be specified to IEC 60296, or a national standard;

4.9.7 A new requirement for a label giving instructions in the event of an SF6 gas leak;

4.15.7 The label concerning absence of PCBs to read “Does not contain PCBs”;

4.16.5.1 An option for labels to be in a language other than English;

4.17 The degree of corrosiveness of the environment to be specified with reference to the
classifications in PIESA 1102; and

5 Quality assurance requirements have been removed from the tests and incorporated in
informative annex A.

5.4 "Tests on painted surfaces" replaced with "Tests on coated surfaces", by reference to
PIESA 1102.

The Power Institute for East and Southern Africa (PIESA) is a regional power utility association
established in 1998, to coordinate information and technology sharing in the specialized areas of:

a) technology and engineering support;

b) applied research;

c) standardization;

d) technical development and training; and

e) environmental management.

PIESA primarily aims to develop technological capacity in the region’s distribution networks by
promoting a spirit of experience sharing. Its membership comprises electric power utilities in East
and Southern Africa that wish to participate in the sustainable development of power systems in
these areas.

PIESA 1009 has been prepared by the Standardization Working Group of the PIESA and approved
by the Board of the PIESA for use by supply authorities in the East and Southern African region.

Introduction
This specification was prepared to establish uniform requirements for metal-enclosed ring main
units intended for use in underground electricity distribution system with nominal voltages of up to
22 kV.

The PIESA Board expresses the wish that, in the common interest of electricity utilities in the East
and Southern African region, all electricity utilities adopt the recommendations of PIESA 1009
insofar as their particular conditions will permit and that the use of any conflicting specifications be
discontinued. Any differences between the requirements of this specification and the corresponding
utility’s requirements should, where appropriate, be submitted for consideration in future revisions of
this specification.

SWITCHGEAR — METAL-ENCLOSED RING MAIN UNITS FOR RATED


A.C. VOLTAGES ABOVE 1 KV AND UP TO AND INCLUDING 24 KV

1 Scope
1.1 This specification specifies the characteristics of factory-assembled metal-enclosed ring main
units that are rated for use on a three-phase cable system for rated voltages above 1 kV and up to
and including 24 kV, and are designed for indoor or outdoor operation at a rated frequency of
50 Hz.

1.2 The ring main units are intended to be used under the following normal conditions for indoor
use:

a) ambient air temperature −5 °C to 40 °C;

b) altitude not exceeding 1 800 m;

c) ambient air not significantly polluted by dust, smoke, salt or corrosive vapours;

d) average humidity not exceeding 95 %;

e) negligible vibration due to external causes.

1.3 The conditions for outdoor use are identical, except that:
a) wind pressure not exceeding 700 Pa (equivalent to 34 m/s) should be allowed for;

b) ambient air temperature −10 °C to 50 °C may be encountered; and

c) measures to take account of condensation, rain and rapid temperature changes are necessary.

NOTE 1 For any special service conditions that differ from the normal conditions defined in 1.3, agreement
should be reached between the purchaser and the supplier on the conditions for use of the equipment.

NOTE 2 For low-voltage auxiliary equipment, no special precautions need be taken if the altitude is lower than
2 000 m.

NOTE 3 For internal insulation other than air at atmospheric pressure, the dielectric characteristics are
identical at any altitude and no special precautions need be taken.

NOTE 4 For switchgear with both internal and external insulation (where the latter is of principal concern), that
is intended for service at altitudes that exceed 1 000 m, a correction factor shall be applied to the relevant
standard test voltage, which factor may be determined as set out in IEC 60694. Some areas of East and
Southern Africa are at an altitude in excess of 1 800 m, up to 2 600 m.

For the purposes of this specification, the following terms, definitions and abbreviated terms apply:

3.2 Abbreviation

4 Requirements
4.1 Ratings

4.1.1 Rated voltage

The rated voltage of the ring main unit shall be one of the following, as specified in schedule A:

a) 12 kV ; or

b) 24 kV.

4.1.2 Rated frequency

The rated frequency shall be 50 Hz.

4.1.3 Rated insulation level

The rated insulation level of a ring main unit shall be as given in table 1 for the relevant rated
voltages.

NOTE Where purchasers feed ring main units or mini-substations from an
overhead distribution system by a short length of cable, the equipment could
be exposed to higher impulse voltages than the values in list 2, unless
protective measures are taken. In such cases list 3 values should be used.

4.1.4 Rated short-time and peak withstand current

4.1.4.1 Unless otherwise specified in schedule A, the rated short-time and peak withstand currents
shall be as given in table 2.

4.1.4.2 The rated short-time withstand current for integral switch-fuse combination earthing
switches shall be a minimum of 2 kA symmetrical.

4.1.4.3 The rated short-time and peak withstand currents in table 2 shall also apply to busbars and
to other earthing switches.

4.1.4.4 The standard value of duration of the rated short-time current shall be 3 s.

4.1.5 Rated breaking current

Switches shall be capable of breaking the following currents:

a) the rated closed loop breaking current, which is equal to the rated normal current;

b) the rated mainly active load breaking current, which is equal to the rated normal current; and

c) the rated cable-charging current, which is standardized at 10 A.

4.1.6 Rated short-circuit breaking current

4.1.6.1 The rated short-circuit breaking current of circuit-breakers of the specified rated voltage
shall be equal in value to the rated short-time withstand current given in column 2 of table 2,
specified in 4.1.1.

4.1.6.2 The rated short-circuit breaking current of switch-fuse combinations of the specified rated
voltage shall be equal in value to the rated short-time withstand current given in column 2 of table 2,
specified in 4.1.1

4.1.7 Rated short-circuit making current

The rated short-circuit making current of circuit-breakers, switch disconnectors, earthing switches
and switch-fuse combinations of the specified rated voltage shall be equal in value to the
prospective peak withstand current given in column 3 of table 2, specified in 4.1.1.

4.2 General

4.2.1 Design and construction

4.2.1.1 All ring main units shall be designed and constructed in accordance with the relevant
requirements of IEC 60298, and with additional requirements not covered by IEC 60298, as set out
in this specification.

NOTE For ease of reference some of the IEC requirements are repeated in this specification.

4.2.1.2 When it is not practical to disconnect cables from the switches for the cable dielectric tests,
those parts that remain connected to the cables shall be capable of withstanding the commissioning
test voltages specified in SANS 10198-3 for XLPE cables, and the in situ test voltages specified in
SANS 97 for PILC cables, while the contacts of the switch on the busbar-side may still be live.

4.2.1.3 Facilities for lifting or slinging shall be provided.

4.2.1.4 All switching devices of the ring main unit shall be operable from the front of the ring main
unit.

4.2.1.5 It will be specified in schedule A whether an indoor or outdoor ring main unit is required.

4.2.1.6 Unless otherwise specified by the purchaser, units shall be capable of being locked to
prevent unauthorized access.

4.2.2 Extensible/non-extensible units

4.2.2.1 It will be specified in schedule A whether an extensible or non-extensible ring main unit is
required.

4.2.2.2 It shall be stated in schedule B whether an extensible or non-extensible ring main unit is
offered.

4.2.3 Degree of protection

4.2.3.1 The various parts or types of ring main units shall have at least the following degree of
protection as defined in IEC 60529:

a) IP 2X for moving parts;

b) IP 3X for live parts;

c) IP 3X for cable boxes; and

d) IP 44 for outdoor units.

NOTE An IP rating of 44 does not provide for prevention of ingress of dust. A rating of at least IP 54 should be
specified if dust prevention is required.

4.2.3.2 Where additional degrees of protection are required, these shall be specified by the
purchaser in schedule A. The degree of protection of the ring main unit offered shall be stated in
schedule B.

4.2.4 Configuration

The configuration of the ring main unit will be specified in schedule A.

NOTE The configuration should be specified using the abbreviation for each switching device located on the
ring main unit from left to right as viewed from the front, with a comma separating each pair of switching
devices. The following abbreviations should be used: ‘SD’ for a switch disconnector; ‘SF’ for a switch fuse
combination; and ‘CB’ for a circuit-breaker. Hence, a ring main unit that will contain a switch disconnector, a
circuit-breaker, a switch-fuse combination and a switch disconnector located from left to right as viewed from
the front, would be specified as ‘SD, CB, SF, SD’.

4.2.5 Cable test facility

4.2.5.1 Unless specified otherwise in schedule A, iIntegral cable test facilities shall be included for
switch disconnectors, switch-fuse combinations and circuit-breakers.

4.2.5.2 The type of cable test facility offered shall be stated in schedule B.

4.2.5.3 Each cable test facility shall be interlocked and capable of being padlocked to ensure that
live parts are not accessible when the cable is energized.

4.2.5.4 Access to the test terminals shall only be possible when the associated earth switch is in
the EARTH position.

4.2.5.5 When the circuit test facility is in use, it shall not be possible to close the associated switch
disconnector or switch-fuse combination or circuit-breaker.

4.2.6 Earthing facility

Each switch disconnector, switch-fuse combination and circuit-breaker shall have an integral cable
earthing switch that complies with the relevant requirements of SANS 62271-102 and IEC 60298.

NOTE An earthing switch that is not integral to the power switching device but integral to the ring main unit is
acceptable.

4.2.7 Padlocking

4.2.7.1 Each switch disconnector, switch-fuse combination, circuit-breaker and earth switch shall
be capable of being padlocked in the OFF or EARTH positions.

4.2.7.2 Padlocking shall be provided to prevent the selection of the ON position while permitting
operation from OFF to EARTH or from the EARTH to OFF positions.

4.2.7.3 All padlocking facilities shall be suitable for padlocks with shanks 6 mm diameter.

4.2.8 General interlocks

Positive mechanical interlocking shall ensure that there is a definite stop in the OFF position when:

a) switching from the ON position to the EARTH position, and

b) when switching from the EARTH position to the ON position.

4.2.9 Interlocks with remote equipment

4.2.9.1 If interlocks with remote equipment are required, it will be specified in schedule A, together
with the following:

a) the type required,

b) the auxiliary supply details, and

c) the interfacing details of remote equipment.

4.2.9.2 Details of interlocks with remote equipment offered shall be stated in schedule B.

4.3 Switch disconnectors for rings or tee-offs (or both)

4.3.1 General

4.3.1.1 Each switch disconnector shall be a three-phase switch that complies with the
requirements for general purpose switches of IEC 60265-1.

4.3.1.2 The rated normal current of a switch disconnector shall be either 400 A or 630 A, as
specified in schedule A.

4.3.2 Insulating or interrupting medium

4.3.2.1 If a preference is desired, the insulating and/or interrupting medium of switch disconnectors
will be specified in schedule A.

4.3.2.2 The insulating or interrupting medium (or both) of switch disconnectors offered shall be
stated in schedule B.

4.3.3 Operation

4.3.3.1 The operating mechanisms of switch-disconnectors shall provide independent manual


closing and opening.

4.3.3.2 If remote tripping and closing of the switch disconnector is required, it will be specified in
schedule A, together with details of any preferred auxiliary supply.

4.3.3.3 The method of remote tripping and closing of the switch disconnector offered shall be
stated in schedule B together with auxiliary supply specifications.

4.4 Switch-fuse combination for tee-offs

4.4.1 General

4.4.1.1 Each tee-off switch-fuse combination shall be a three-phase unit that complies with the
requirements of IEC 62271-105, and is fitted with three current-limiting high-voltage fuse-links.

4.4.1.2 The fuse carriers provided with switch-fuse combinations shall be designed to accept
current-limiting fuse-links that comply with the requirements of IEC 60282-1, and shall indicate the
correct position of the fuse-link striker pin.

4.4.1.3 The rated breaking current of the switch of a switch-fuse combination shall be 200 A, in
accordance with IEC 60265-1.

NOTE This current rating should not be confused with that of the switch-fuse combination covered in 4.4.1.4.

4.4.1.4 The switch-fuse combination shall be capable of supplying a transformer load of at least
1 MVA at 11 kV and 22 kV.

NOTE For a transformer application, the guidelines in IEC 60787 will apply in determining the maximum
transformer load that the switch-fuse combination can supply.

4.4.2 Transformer application

4.4.2.1 The transformer load to be protected will be specified in schedule A.

4.4.2.2 The design of ring main units shall take into account the expected overload capability of the
connected transformer. In such cases, the guidelines in IEC 60354 for an ambient temperature of
30 °C shall apply.

4.4.3 Fuse links

4.4.3.1 High-voltage current-limiting fuses shall be rated in accordance with IEC 60282-1, at the
rated voltages, frequency and a normal current at ambient temperatures of not more than 40 °C
except where higher operating temperatures are applicable as set out in schedule A.

4.4.3.2 The rated current of the fuse-link shall be as specified in schedule A.

4.4.3.3 The type and dimensions of the fuse-links shall be stated in schedule B.

4.4.3.4 Air insulated fuses are required unless oil insulation is specified in schedule A.

4.4.4 Interlocks

4.4.4.1 It shall not be possible to close a switch-fuse combination after operation of a striker pin
until the appropriate fuse-link has been renewed and the trip-all-phases device (see 4.4.4.6) has
been reset.

4.4.4.2 Fuses shall be replaceable only when the switch-fuse combination is in the OFF and
EARTH positions while the ring main may still be live and, for oil-filled switch-fuse combinations,
when the fuses are clear of the oil.

4.4.4.3 Visible earthing contacts shall be provided at both ends of each fuse-link to ensure that
each fuse-link is earthed, except if:

a) the isolation of fuse-links is clearly visible;

b) the fuse-links are removed bodily from the service position before being made accessible; or

c) a combination of (a) and (b).

4.4.4.4 A shield of earthed metal, or insulating material shall be interposed between the fuse
carriers and the fixed contacts, or any other live parts, so that the operator cannot inadvertently
make contact with such parts when changing fuses. This may not be necessary if the fuse carrier is
so designed that it prevents the operator from making inadvertent contact with live parts when
changing fuse-links.

4.4.4.5 The mechanism shall be interlocked to ensure that a safe procedure for insertion and
removal of fuse-links is followed sequentially.

4.4.4.6 The operating mechanism of a switch-fuse combination shall incorporate a reliable trip-all-
phases device, which shall cause all phases to open automatically if any one or more fuse-links
should melt.

4.4.5 Operating mechanism

The operating mechanism of switch-fuse combinations shall provide independent manual closing
and stored-energy tripping.

4.4.6 Shunt tripping

If a shunt trip is fitted on a tee-off switch-fuse combination, it shall be ensured that the take-over
current rating is adequate and in accordance with IEC 62271-105.

NOTE Fitting of a shunt trip with a protective device is not recommended.

4.5 Circuit-breakers for tee-offs

4.5.1 General

4.5.1.1 Circuit-breakers shall be class B (i.e. either SF6 or vacuum) to IEC 62271-100.

4.5.1.2 The rated normal current of a circuit-breaker shall be either 200 A or 630 A, as specified in
schedule A.

4.5.2 Protection

4.5.2.1 Protection tripping of a circuit-breaker will be specified in schedule A and shall be either:

a) self-powered relays, or

b) time lag fuses/MCBs.

4.5.2.2 Protection relays shall provide an over-current function with normal inverse, very inverse and
extremely inverse protection elements. The over-current pick-up setting range shall be selectable from
50 A to at least twice the rated load current of the circuit-breaker in a step size not greater than 25 A.

4.5.2.3 An earth-fault function shall be provided with a definite time protection element and with a
selectable time delay from 0 s to 5 s in a 0,05 s step size. The earth-fault pick-up setting range shall be
selectable from 20 A to 200 A in a step size not greater than 10 A.

4.5.3 Operation

4.5.3.1 The operating mechanism of circuit-breakers shall provide independent manual closing and
stored energy tripping.

4.5.3.2 Circuit-breakers shall have a trip-free mechanical switching mechanism.

4.5.3.3 If remote tripping and closing of the circuit-breaker is required, it will be specified in
schedule A, together with details of the preferred auxiliary supply.

4.5.3.4 The method of remote tripping and closing of the circuit-breaker offered shall be stated in
schedule B together with auxiliary supply specifications.

4.6 Busbars

4.6.1 Busbars shall have the same current ratings as the ring main switch disconnectors.

4.6.2 In the case of extensible ring main units, the busbars shall be extensible at either the right or
the left end, as specified in schedule A.

4.6.3 The method used to extend the ring main unit busbars shall be stated in schedule B.

4.6.4 Access to the busbars shall be possible only with the use of tools.

4.6.5 The insulation medium of the busbar chamber shall be stated in schedule B.

4.7 Cable boxes and terminations

4.7.1 General

4.7.1.1 Ring main units shall have cable boxes if specified in schedule A.

4.7.1.2 It will be specified in schedule A whether an air-filled, or compound-filled cable box is


required.

4.7.1.3 The cable box shall be suitable for the type and maximum size of cable(s) as specified in
schedule A.

4.7.1.4 The dimensions of the cable trench will be specified in schedule A.

4.7.2 Air-filled cable boxes

4.7.2.1 Air filled cable boxes shall comply with the requirements of PIESA 1012.

4.7.2.2 The type of termination required (type 1, 2, 3 or 4 as defined in PIESA 1012) shall be stated
in schedule B.

4.7.3 Compound-filled boxes

4.7.3.1 Compound-filled boxes shall comply with the requirements of BS 2562.

4.7.3.2 The compound-filled cable termination box to be supplied shall be designed such that one
filling with compound at 140 °C will achieve the required cold compound level without further
topping up. The designed cold compound level shall be permanently marked on the outside of the
box in an approved manner. The level of cold compound in the cable box shall be visible when
viewed from the top of the box.

4.7.3.3 The quantity of compound required, if applicable, shall be stated in schedule B.

4.7.4 Bushings and separable connectors

4.7.4.1 Bushings shall comply with the requirements of IEC 60137.

4.7.4.2 Where separable connectors are used, bushings shall comply with BS 7215, and shall be
either type C with a M16×2 thread or type A. If only type C is required, it will be specified in
schedule A.

NOTE 1 It is preferred that all cable terminations bushings be located on the same horizontal line, if three core
cables are used.

NOTE 2 BS 7215 has been withdrawn. An equipment standard is being prepared by CENELEC (see HD 629).
An alternative specification might be ANSI/IEEE 386. 4.7.4.2 is to be updated in a future amendment of this
specification.

4.7.4.3 Oil to air, dough-moulded bushings are not acceptable.

4.7.5 Cable termination

4.7.5.1 Whether the accessories for the cable termination are to be supplied by the supplier will be
specified in schedule A

4.7.5.2 When specified in schedule A, the cable gland on each cable shall be insulated from the
cable termination box and fitted with an earth strap to the earth connection, so that the screen of a
screened cable may be isolated from earth, or connected to earth, as required.

NOTE The insulation to be verified by a 5 kV insulation test.

4.7.5.3 Where ring current transformers are used, the dimensional requirements covering the
mounting of ring current transformers in PIESA 1012 shall apply.

4.7.5.4 The required method of clamping the cables will be specified in schedule A.

4.7.5.5 The phase sequence of cable terminations on all switches shall be marked and shall be
suitable for direct connection to a transformer in a mini-substation.

4.8 Additional requirements for oil-filled switchgear

4.8.1 Oil drain plugs are not required on oil-filled ring main units.

4.8.2 The oil supplied shall comply with the requirements of IEC 60296, or an equivalent national
standard, for example SANS 555 or BS 148, and shall not contain PCBs.

4.8.3 A device for checking the oil level on each oil tank, even in service, with indication of
minimum permissible oil level for safe operation shall be provided, unless specified otherwise in
schedule A.

4.8.4 The oil level device shall be clearly visible to the operator from the operating side of the ring
main unit.

4.8.5 The quantity of insulating oil required for each separately filled compartment shall be stated
in schedule B.

4.9 Additional requirements for sulfur hexafluoride (SF6)-filled switchgear

4.9.1 Sulfur hexafluoride ring main units shall be filled with new SF6 complying with the
requirements of IEC 60376.

4.9.2 The switchgear shall be factory sealed so as not to require any routine gas replenishment in
normal service. The design, construction and sealing of gas compartments shall be such that, the
period to replenishment of gas is not less than twenty years.

4.9.3 A device for checking the SF6 pressure on each tank, even in service, with indication of
minimum permissible pressure level for safe operation shall be provided, unless specified otherwise
in schedule A.

4.9.4 The pressure level device shall be clearly visible to the operator from the operating side of
the ring main unit.

4.9.5 The quantity of the SF6 to be used in each separately filled compartment shall be stated in
schedule B.

4.9.6 The supplier of SF6 ring main units shall render a service to recover and replenish SF6 gas
after its service life. Confirmation of this shall be in writing at tender stage.

4.9.7 The switchgear shall have a permanent label that alerts the users to the presence of SF6
gas, and what action to take in the event that a leak is suspected. The text of this label shall be
agreed with the purchaser.

4.10 Earthing
4.10.1 The maximum earth fault current will be specified in schedule A.

4.10.2 Each metal enclosure or individual tank shall be provided with a reliable earthing terminal,
having a clamping screw or nut for connection to an earth conductor that is suitable for the fault
conditions specified.

4.10.3 The clamping screw or nut shall preferably be M12. The size offered shall be stated in
schedule B.

4.10.4 Each earth connection terminal of a ring main unit shall be indelibly marked with the earth
symbol as in 4.16.4.3(c).

4.10.5 To facilitate earthing of cable sheath(s) and armour, each ring main unit shall include a
copper earthing bar not less than 25 mm wide and a cross-sectional area not less than 120 mm2.

4.10.6 The current density in the earthing bar shall not exceed 200 A/mm2 under the specified
earth fault conditions.

4.10.7 Holes of diameter to preferably suit an M12 bolt shall be provided in the earthing bar to
allow for earth connections. The actual size of the hole shall be stated in schedule B.

4.10.8 In extensible ring main units, it shall be possible to extend the earth bar without additional
site work.

4.11 Live circuit indication


If live circuit indication is required, it will be specified in schedule A together with the following:

a) the type of indicator; and

b) the circuits (i.e. ring switches, tee offs) for which live circuit indication is required.

4.12 Earth fault indication

4.12.1 If earth fault indication is required, it will be specified in schedule A.

4.12.2 The type of earth fault indication offered shall be stated in schedule B.

4.13 Kiosk

4.13.1 If a kiosk is required, it shall be stated in schedule B.

4.13.2 Unless otherwise specified in schedule A, the kiosks shall be finished in Avocado C37 in
accordance with SANS 1091.

4.14 Accessories

4.14.1 All required accessories shall be supplied, such as operating handles, gaskets, cable
termination box compound, paint (for mounting nuts and bolts, etc.), glands and earth straps,
foundation fixing components and waterproofing sealant.

4.14.2 The type(s) of tools required in standard sets to install and maintain the units, shall be
recommended in schedule B.

4.14.3 Each ring main unit shall have its individual accessories either:

a) enclosed in a rugged closed container with a contents list in a transparent envelope secured to
the outside of the container, or

b) in a cable box marked to indicate that accessories are within.

4.15 Rating plates

4.15.1 All rating plates shall be securely attached. The method used to attach the rating plates
shall be stated in schedule B.

4.15.2 All rating plates shall be of intrinsically corrosion-resistant metal, with legible and indelible
marking.

4.15.3 All rating plates shall comply with the relevant requirements of IEC 60298.

4.15.4 Actual values shall be depicted on the rating plates.

4.15.5 The following information shall appear on the ring main unit rating plate:

a) rated voltage (Um);

b) rated lightning impulse withstand voltage1);

c) rated power frequency withstand voltage1);

d) rated normal current of busbars;

e) the manufacturer's name or trade mark;

f) the manufacturer's type number or type designation;

g) the manufacturer's serial number;

h) the year of manufacture;

i) total weight of the ring main unit (including oil, if applicable);

j) that the ring main unit has been tested to IEC 60298; and

k) the standard value of duration of the rated short-time current.

4.15.6 A rating plate shall be provided for each switch or circuit-breaker with the following
information:

1) The values to be used for rating plates are phase to earth values.

a) rated normal current;

b) rated short-time withstand current;

c) rated peak withstand current; and

d) that the switch or circuit-breaker has been tested to the relevant standard.

4.15.7 Where applicable, a “Does not contain PCBs” sticker shall be provided on the ring main
unit.

4.16 Labels
4.16.1 General

4.16.1.1 All labels shall be securely attached. The method used to attach labels shall be stated in
schedule B.

4.16.1.2 All labels shall be legible and of indelible marking.

4.16.1.3 Metallic labels shall be intrinsically corrosion-resistant metal.

4.16.2 Main circuit designation labels

4.16.2.1 The main circuit designation labels for indoor ring main units shall be blank sandwich-
board or equivalent (white-black-white) that can be removed easily for engraving.

4.16.2.2 The main circuit designation labels for outdoor ring main units shall be made of a durable
material.

4.16.2.3 Main circuit designation labels shall be located on fixed positions at the front of each ring
main unit.

4.16.2.4 Main circuit designation labels shall be at least 150 mm wide and 35 mm high.

4.16.2.5 Requirements for engraving will be specified in schedule A.

4.16.3 Auxiliary circuit labels

4.16.3.1 All relays, instruments, fuses, all auxiliary circuit-breakers, control switches, luminous
indicators and test points, the functions of which are not identified by signs or pictograms, shall be
clearly labelled, to indicate their functions.

4.16.3.2 These labels shall be in text with black letters at least 5 mm high, on a white background.

4.16.3.3 Terminal blocks or rail-mounted terminals shall be labelled so as to identify them when
more than one block is used.

4.16.3.4 Auxiliary wiring shall be terminated with lugs, and labelled in accordance with the auxiliary
wiring diagram.

4.16.4 ON, OFF and EARTH position labels

4.16.4.1 All switching devices shall include labels that indicate the ON, OFF and EARTH positions.

4.16.4.2 These labels shall be permanently marked metal plates that have characters at least
10 mm high, or shall be located on a moving component of the switch that is visible through an
opening.

4.16.4.3 The preferred marking shall be as follows:

a) I : white lettering on a red background for the ON position;

b) O : white lettering on a green background for the OFF position; and

c) : the earth symbol in black on a yellow background for the EARTH position.

4.16.4.4 Alternative marking systems (e.g. mimics) shall be agreed between supplier and
purchaser.

4.16.4.5 All position labels shall be visible to the operator in a normal operating position.

4.16.5 Other labels

4.16.5.1 Instruction plates in English, or otherwise in a language specified by the purchaser, or in


pictograms shall be provided on switch-fuse combination panels to indicate to the operator how to
insert and remove fuses when the fuse carriers are completely isolated and safe. These plates shall
be placed near the fuses and the appropriated interlocking device.

4.16.5.2 Where the supplier is not the manufacturer, the supplier shall provide a label containing
the supplier’s name or trade mark.

4.17 Protection against corrosion


4.17.1 For the degree of corrosiveness of the environment as stated in schedule A, the
manufacturer shall select and apply a coating system from the applicable options in PIESA 1102.

NOTE PIESA 1102 classifies the corrosiveness of the environment as either high, or medium, or low, or very
low.

4.17.2 If there is a preferred colour for the ring main unit, the colour will be specified in schedule A.

4.17.3 The supplier shall ensure that the coating system used on the ring main unit will meet the
tests stipulated in 5.4.

5 Tests
5.1 General
In addition to the submission of test certificates in respect of tests in 5.2, 5.3 and 5.4, the purchaser
may require additional assurances during the enquiry and tendering process. Guidance to
purchasers is given in annex A.

5.2 Type tests


Subject the equipment under test to the following tests:

a) mechanical operations test in accordance with 6.102 of IEC 60298:1990;

b) no-load mechanical endurance tests shall be carried out in accordance with the relevant
standard (i.e. IEC 62271-100 for circuit-breakers and IEC 60265-1 for switch disconnectors and
the switch part of switch-fuse combinations);

c) temperature-rise tests in accordance with 6.3 and 6.4 of IEC 60298:1990, applied to
representative portions of ring main units;

d) impulse and power-frequency voltage tests in accordance with 6.1 of IEC 60298:1990, at values
that correspond to the selected rated voltages of the equipment (see 4.1) applied to one ring
main unit of each type, complete with representative busbar connections, voltage transformers,
etc.;

e) making and breaking type tests on each type of switching device, complete with all doors,
copperwork, etc., as for service in accordance with 6.101 of IEC 60298:1990, at values that
correspond to the selected ratings of the equipment (see 4.1). The voltage and current shall be
applied simultaneously;

f) current withstand tests performed in accordance with 6.5 of IEC 60298:1990, on one ring main
unit of each type, complete with all doors, copperwork, current transformer primary bar, etc.,
connected as for service;

g) if applicable, current transformer type test on one current transformer typical of each type;

h) if applicable, measurements of leakage current test in accordance with 6.106 of


IEC 60298:1990;

i) if applicable, tests to verify the strength of gas-filled compartments in accordance with 6.104 of
IEC 60298:1990;

j) if applicable, gas tightness test of gas-filled compartments in accordance with 6.105 of


IEC 60298:1990;

k) air-filled cable boxes (if included) and gas-filled busbar/switching chambers shall be tested to
assess the effects of arcing due to an internal fault in accordance with 6.108 of IEC 60298:1990.
The details of this test shall be stated in schedule B. The minimum test current and duration
shall be 16 kA for 200 ms, for both 11 kV and 22 kV units;

NOTE Amendment no.1 of IEC 60298:1990 states that faults in liquid insulation are not covered by this
test procedure.

l) tests to detect certain defects in the solid insulation of the equipment by the measurement of
partial discharges in accordance with 6.1.9 of IEC 60298:1990 (where applicable, for example,
current transformers, voltage transformers, bushings, etc.); and

m) degree of protection test in accordance with 6.103 of IEC 60298:1990, to ensure that the degree
of protection complies with the requirements of 4.2.3.

5.3 Routine tests

5.3.1 Mechanical operation tests in accordance with 7.102 of IEC 60298:1990.

5.3.2 One minute power-frequency voltage routine tests in accordance with 7.1 of
IEC 60298:1990, shall be applied to the ring main unit before despatch from the supplier’s works.

5.3.3 Tests of auxiliary, electrical, pneumatic and hydraulic devices in accordance with 7.105 of
IEC 60298:1990.

5.3.4 Verification of correct wiring in accordance with 7.106 of IEC 60298:1990.

5.3.5 Pressure tests of gas-filled compartments (if applicable) in accordance with 7.103 of
IEC 60298:1990.

5.3.6 Gas tightness tests of gas-filled compartments (if applicable) in accordance with 7.104 of
IEC 60298:1990.

5.3.7 Subject to agreement, partial discharge measurement in accordance with 7.101 of


IEC 60298:1990.

5.3.8 Current transformers, if provided, shall be subjected to routine tests for accuracy in
accordance with IEC 60044-1.

5.3.9 Dielectric test of the auxiliary circuits shall be in accordance with 7.2 of IEC 60298:1990.

5.4 Tests on coated surfaces

5.4.1 If applicable, the tests for the measurement of the thickness of coatings specified in
PIESA 1102 shall apply.

5.4.2 If so specified in schedule A, destructive tests of the coating shall be carried out in
accordance with the purchaser's instructions.

5.4.3 If so specified in schedule A, samples of the grade of blastcleaning shall be submitted as


specified in PIESA 1102.

6 Recommended spares
6.1 The supplier shall supply a list of recommended spares in schedule B.

6.2 Any spares ordered shall be delivered with the first delivery of ring main units, and shall be
packed in sets, in containers suitable for long periods of storage, and marked on the outside with
the contract or order number, the supplier's name, type and model of the equipment, and the date
of packing.

7 Documentation
Where so specified by the purchaser, some or all of the following documentation shall be supplied
with the equipment:

a) a typical drawing of the ring main unit, showing all relevant dimensions;

b) a fully dimensioned general arrangement of the ring main unit, illustrating cable boxes, cable
clamping and cable termination arrangements where appropriate;

c) the height of any cable gland plates above the base level; and

d) one set of operation and maintenance manuals unless specified otherwise in schedule A.

NOTE Details of cable termination enclosures and boxes should be provided before delivery of the first units.

Guide to purchasers on preparing an enquiry

A.1 General
A model form is given in annex B to provide the purchaser with a convenient aid to purchasing. The
use of annex B is intended to obviate the need for preparing a detailed technical specification.

The purchaser need only specify compliance with this specification, provide the tenderers with
details of his particular requirements, and set out the information he requires the tenderer to
provide, as indicated below.

NOTE It is assumed that tenderers are in possession of PIESA 1009.

A.2 Schedules
The model form in annex B provides the purchaser with examples of a schedule A and a

NOTE It will be necessary to provide separate schedules A and B for each ring main unit, if more than one is
required.

A.2.1 Schedule A
Schedule A lists the requirements to be specified by the purchaser in enquiries and orders. These
requirements include references to the relevant subclauses of this specification, to assist in
compiling the schedules.

Where the text of any referenced standards stipulate that the purchaser must indicate his
requirements, these requirements should also be specified in schedule A.

The purchaser should set out his particular requirements and choices in his own schedule A.

A.2.2 Schedule B
The purchaser should draw up his own schedule B (based on the schedule B in the model form),
and require the tenderer to fill in this schedule. By doing this, the tenderer will be stating compliance
with this specification and will provide the information the purchaser has requested.

NOTE 1 Where this specification allows the purchaser to make a choice, the example of schedule A (in the
model form in annex B) lists the preferred items/values/quantities. In the interest of standardization, purchasers
are encouraged not to deviate from these preferences.

NOTE 2 When preparing his own schedule A and schedule B from the examples in the model form in
annex B, the purchaser need only include the items he considers to be relevant or necessary.

NOTE 3 These schedules, when completed, become normative annexes to the enquiry specification.

A.3 Commercial conditions


A purchaser will furthermore need to indicate the commercial conditions applicable and draw up a
price schedule. Requirements for delivery, storage, packing and marking should be attended to in
this part of the enquiry.

A.4 Quality assurance


This specification does not cover the purchaser's possible requirements in respect of quality
assurance, quality control, inspection, etc., since each purchaser need to consider the criticality of
the application of each component, his own policy towards these matters, etc. Purchasers are
referred to ISO 9001 for guidance.

A.5 Testing
Attention should be paid to the subject of tests and the related costs. Tests should be carried out by
an accredited laboratory and tenderers should be requested to provide assurances on this point.
Price schedules should be so drawn up and covering letters so worded that the costs of all services
such as tests, delivery and spares are declared and allowed for in the tender.

The supplier should be requested to prove the ability of the ring main unit to pass the type tests by
supplying a summary of test certificates that have been issued by an independent accredited
testing facility. It is the responsibility of the supplier to ensure that type tests are valid.

Should reasonable doubt exist as to the validity of test certificates request submitted, for example,
by virtue of modifications made to the ring main unit, the purchaser may direct that further tests be
carried out at an accredited test facility in the presence of a representative of the purchaser, on a
sample unit of the ring main unit in question. These tests should be at the expense of the supplier.

If ring main units or circuit-breakers of regional manufacture or assembly to overseas design are
offered, test certificates relating to the regional product should be submitted. If a test certificate
relating to an overseas product is submitted, it should be accompanied by a statement that the
regional manufactured unit is identical with the overseas product and the quantity of such units
already produced and installed in the region should be provided.

A.6 Revision of standards used as normative references


This specification, as has been indicated, is based on a set of defined standards, which might have
been revised or amended. Most purchasers would, in principle, wish to employ the latest standards.
The recommended approach is to secure an undertaking from a supplier to review the latest
versions and amendments and to incorporate these where possible and agreeable to both parties.
A blanket commitment to work to the "latest" versions of standards creates legal difficulties of
interpretation and risks fro both parties, and should be properly assessed. This invariably cannot be
done in the time available.
