Foreword
The Power Institute for East and Southern Africa (PIESA) is a regional power utility association that
was established in 1998 to co-ordinate information, technology and resource sharing in the
specialized areas of
b) applied research,
c) standardization,
f) environmental management.
PIESA primarily aims to develop technological capacity in the region’s distribution network by
promoting a spirit of resource sharing. Membership of PIESA is open to national electric power
utilities in East and Southern Africa that wish to participate in the sustainable development of power
systems in these areas.
PIESA 1020 was prepared by the Standardization Working Group of PIESA and was approved by
the PIESA Board for use by supply authorities in the East and Southern African region.

Introduction
This specification is intended for application in distribution systems designed to provide electricity
mainly to domestic customers whose consumption is low to moderate. It might also be suitable for
other applications in electricity distribution networks.
This specification has been prepared to establish and promote uniform requirements for cable ties
for use with aerial bundled conductors (ABCs). It is intended to enable purchasers to acquire the
specified ties without the need for detailed and extensive contract documents.
The PIESA Board expresses the wish that, in the common interest of electricity utilities in the East
and Southern African region, all utilities adopt the recommendations of PIESA 1020 insofar as their
particular conditions will permit. Any differences between the requirements of this specification and
the corresponding purchaser's requirements should, as far as possible, be clearly indicated in
schedules A and B, which may be compiled using the draft schedules set out in annex B and which
should, where appropriate, be submitted for consideration in future revisions of this specification.
By adding their own purchasing conditions and completing the technical and other data required in
schedule A, purchasers can readily prepare a standardized enquiry document for transformers that
fall within the scope of this specification.
It is recommended that such an enquiry document include a clause to the effect that tenderers may
submit alternative offers which might be of financial benefit to the purchaser. This will allow scope
for the introduction of beneficial innovations.

Electricity distribution
1 Scope
This specification covers physical and performance requirements for cable ties intended for use with
aerial bundled conductors (ABCs).
2 Normative references
The following normative documents contain provisions which, through reference in this text,
constitute provisions of this specification. All normative documents are subject to revision and, since
any reference to a normative document is deemed to be a reference to the latest edition of that
document, parties to agreements based on this specification are encouraged to take steps to ensure
the use of the most recent editions of the normative documents indicated below. Information on
currently valid national and international standards and specifications can be obtained from the
appropriate national standards organization.
SANS 1418-1:1986 (SABS 1418-1), Aerial bundled conductor systems – Part 1: Cores.
SANS 1418-2:2001 (SABS 1418-2), Aerial bundled conductor systems – Part 2: Assembled
insulated conductor bundles.
3.1.1 cable tie: A component that has the specific purpose of holding together the cable cores
which it surrounds.
3.1.2 tie clamp: The part of a cable tie that binds together its ends round the cables that it ties.
3.1.3 type test: A test that is required to be carried out on equipment to prove that the
equipment complies with certain specifications applicable to its acceptability for the purpose for
which it was intended.

4 Requirements
4.1 General
NOTE It is not necessary to release the ties once they have been installed.

4.1.3 The cable tie shall be able to comply with the requirements of this specification over a
temperature range of -20 °C to 100 °C, and a relative humidity range of 20 % to 100 %.
4.1.4 Cable ties shall be of uniform quality, and shall be free from sharp edges, irregularities or
defects that could adversely affect their performance, reliability or durability.
4.1.5 The cable tie shall have a guaranteed minimum serviceable life of seven years.
4.1.6 The cable tie shall be suitable for use round a mandrel of minimum diameter 10 mm.
4.1.7 The end of the cable tie shall be tapered to facilitate insertion into the tie clamp.
4.2 Dimensions
4.2.2 The cable tie shall be 350 mm usable length measured from the inside of the tie clamp.
Cable ties with the above dimensions are intended for use with a range of sizes and types of ABC
that comply with SANS 1418-1 and SANS 1418-2. Types of ABC in common use are as follows:

a) three conductors with a 54,6 mm supporting core; and
4.3.1 When tested in accordance with 5.2, the cable tie shall withstand an opening force of at
least 230 N.
4.3.2 The cables tie shall be capable of withstanding a tensile force of 200 N.

5 Tests
5.1 Inspection (sampling)
Measure samples of ties and examine them with the unaided eye. Visually check for compliance
with the requirements of clause 4, for which tests to assess compliance are not given in 5.2.
The frequency of sampling (for example, a random sample of 10 ties to be tested from 1 000 ties) is
given in schedule A.
5.2.1 General
NOTE This routine sample test is intended to check whether the cable ties in general have the required
strength.
The test may be performed as a type test over a range of temperatures, relative humidities, and
other simulated climatic conditions as agreed upon by the purchaser and the manufacturer.
5.2.2 Conditioning
Precondition samples of cable ties for at least 24 h before testing them at a temperature
of 23 °C ± 2 °C, and a relative humidity of 50 % ± 5 %.
5.2.3 Apparatus
The test fixture is shown in figure 1. The fixture is positioned in a tensile testing machine. The
machine is fitted with a 10 kN load cell and operates at a testing speed of 50 mm min. The ambient
temperature during the test is 23 °C ± 2 °C and the relative humidity is 50 % ± 5 %. The apparatus
records the opening force when the tie clamp separates.

5.2.4 Procedure
5.2.4.1 Clamp a cable tie round a mandrel of diameter 40 mm and of a width greater than the
overall tie width, such that the actual clamp of the tie is on the line that splits the mandrel into two
halves.
5.2.4.2 Increase the tensile force until the cable tie fails, and record the force at the point of failure.
6.2 Packaging
Cable ties shall be packed in durable plastic packets, each containing 25 cable ties.
Each plastic packet shall bear the following information on the outside in addition to the destination
address and the gross mass:
a) name of manufacturer;
2) type;
3) size; and
4) quantity.
6.3 Documentation
6.3.1 General
Installation instructions shall be provided and shall be supported by legible illustrations that clearly
indicate the application.
6.3.3.1 Type test reports shall be submitted with a tender and shall be arranged in accordance with
the applicable type test sequence.
6.3.3.2 The results of sample tests shall be supplied in duplicate with each batch or order.

Annex A

The purchaser need only specify compliance with this specification, provide the tenderer with details
of any particular requirements, and set out the information required from the tenderer, as indicated
below.
A.2 Schedules
A.2.1 General
The model form in annex B provides the purchaser with examples of a schedule A and a
schedule B. In his enquiry, the purchaser should provide his own schedule A and schedule B, based
on these examples.
A.2.2 Schedule A
Schedule A lists the requirements to be specified by the purchaser in enquiries and orders. These
requirements include references to the relevant subclauses in this specification, to assist in
compiling the schedules.
Where the text of any referenced standard stipulates that the purchaser will indicate his
requirements, these requirements should also be specified in schedule A.
The purchaser should set out his particular requirements and choices in his own schedule A.
A.2.3 Schedule B
The purchaser should draw up his own schedule B (based on the schedule B in the model form) and
request the tenderer to fill in this schedule. By doing this, the tenderer will state compliance with this
specification and provide the information the purchaser has requested.
NOTE 1 Where this specification allows the purchaser to make a choice, the example of schedule A (in the model
form in annex B) lists the preferred items/values/quantities. In the interest of standardization, purchasers are
encouraged not to deviate from these preferences.
NOTE 2 When preparing his own schedule A and schedule B from the examples in the model form, the purchaser
needs to include only the items he considers to be relevant or necessary.
NOTE 3 These schedules, when completed, become normative annexes to the enquiry specification.

A.5 Testing
Attention should be paid to the subject of testing and the related costs. An accredited laboratory
should carry out tests, and tenderers should be requested to provide assurances in this regard.
Price schedules should be so drawn up and covering letters so worded that the costs of all services,
such as tests, delivery and spares, are declared and allowed for in the tender.
Before type tests, routine tests and sample tests are carried out, the number of samples used and
the frequency of sampling should be agreed upon with the supplier.
