Odia Identity for Global
Vission:
A vision workplan of Hon'ble Chief Minister of Odisha for the development of Odisha for the
next decade and the restoration of Odia identity from 15th August 2025 to 14th August,
2028.
Mission:
As an unforgettable and concrete step towards the inclusive growth of Odisha and the re-
establishment of Odia identity, the ODIA ASMITA ABHIYAN program will be implemented
across the state under the direct supervision of the Hon’ble Chief Minister Shri Mohan Charan
Majhi.
Introduction:
Odisha was the first state in India to be formed on the basis of language, land and
identity, but its borders, rivers and seas are still disputed.
As the only state in Odisha that has not established any large-scale manufacturing
industry in 85 years, the income of Odia families is shrinking.
Odia identity is in danger due to the ruling party's emphasis on pseudo-intellectuals.
During the long rule of the previous government, emphasis on non-Odias and anti-
Odia activities.
Remaining indifferent to the propaganda of those who divide Odisha without
intellectually protesting.
Not giving importance to the education of tribals, Dalits and farmers, who constitute
the largest part of the Odisha population.
The education policy of 1835 is still being implemented only in Odisha.
Not restoring historical and cultural sites that are symbols of Odia identity.
Managing the higher education system without giving importance to research.
Before the centenary celebration of Odisha state, which was formed on Odia identity, a special
and strong program will be taken to fulfill the dream of our ancestors.
Objectives:
1. Promote Official and Business work in Odia language:
After the formation of Odisha as a linguistic state in 1936, government Official work has
not been done in Odia, which is the spoken and written language of the people. Similarly,
Odia language is not widely used in banks, various government and private companies and
various institutions and commercial establishments where the people of Odisha are
associated. As a result, it is observed that the trust and confidence of the people of Odisha
towards Odia language, which is a major part of Odia identity, is gradually decreasing. In
view of this social change, many times, intellectuals, educated, and social organisations
blame the government and have been repeatedly demanding that government work be
done in Odia.
Keeping this problem in mind, special steps will be taken to conduct all government
Official work in Odia as per the constitutional provisions of India.
2. Promote Education in Odia language:
It is being spread that if you study in Odia, you cannot get a job abroad. There is false
information being spread that if you study only English, you can get a job in all countries
and that all books are written only in English, which is creating fear in our tender-minded
children. As we know, in the central and all states of India and in all countries of the world,
the recruitment exams are conducted in your own language. You can write, read and speak
any language of the world in just 3 months. That is why many Odias with higher education
are able to get good jobs in countries where English is not used, such as Russia, China,
Japan, Germany etc. On the other hand, there are not enough educated people in Odisha
to invest in the abundant mineral resources of Odisha. Since there are not enough
educated Odias, the jobs in Odisha are being filled by children from other states.
If we examine the results of all the national level recruitment exams, medical, engineering
entrance exams of the last 10 years, it is found that the reason why children from various
states are successful in large numbers is because they are able to understand the text
easily and score high marks by taking the exam in their mother tongue. But for our Odia
children, they are failing because of the higher education system in Odia. In fact, it is not
the children but Odisha that is failing at the national level. Therefore, it is very necessary
for children studying through Odia to acquire appropriate knowledge for their bright
future and to succeed in various entrance and competitive exams, to study all the subjects
related to higher education in Odia.
Keeping this in mind, the Odisha government will make all the higher education systems of
the state in Odia and encourage Odia medium students to give all the competitive exams,
entrance exams in Odia.
3. Promote Odia as language of Technology:
The 21st century is the era of artificial intelligence. All human activities are being made
easy and simple through computers. The language of computers is the basic formula for the
development of any state, nation or region. In the same way, when thinking about the
development of Odisha, its language Odia has to be computerized. Odia language has to be
integrated with all the potential of computer technology, which is the basic formula of
modern knowledge and science.
Keeping this in mind, the Odisha government will make efforts to establish Odia as a
computer language with the help of all the technical educational institutions of the state.
4. Promote Odia language as knowledge and Development:
The basic source of development of any state, nation or region is language and culture.
Accordingly, when thinking about the development of Odisha, its language and culture
have to be protected and enriched. The tribal language and culture that has been
permanently residing here for thousands of years has changed at various times and
created the present-day Odia language and culture. Lord Jagannath, the god of death, is a
shining proof of this. The symbol of the knowledge tradition of Odisha is the boat that has
been traveling in the deep sea for thousands of years, which reminds us of our rich
maritime history. Along with this, various large temples built in the Kalinga architectural
style, chariot construction, etc. are shining proof of the ancient technologies of Odisha. At
that time, the language of this knowledge and technology was definitely Odia, the spoken
language of this region.
For the development of Odisha, special steps have to be taken to establish Odisha as the
language of knowledge, science and technology in the modern era as in the ancient times.
5. Prominence Accorded to Odisha's Cultural Heritage:
Odisha is the center of the great union of Indian civilization and culture. People of all
religions and communities have been living here in peace and harmony with each other
for a long time. While respecting the ancient culture of Odisha, everyone celebrates
various festivals together. However, in the last few years, it has been seen that due to the
excessive entry and coexistence of non-Odias, the ancient culture, religious practices and
festivals of Odisha are disappearing. Especially, social rituals like marriage, fasting and
birthdays there is no longer any Odia identity. Due to which our Odia social and family life
is facing destruction. Since the clear history of Odisha has not come to the public
attention, Odisha customs, traditions and historical sites are also being lost to the coming
generations.
Necessary steps will be taken to rewrite the history of Odisha's language, literature,
culture, economic and political history with appropriate evidence, so that the Odisha
customs, traditions and historical sites, which are the messengers of Odisha's identity,
stand with respect before the world..
Proposed Activity:
1. Education in Odisha: Development of Odisha.
Accountable teachers, researchers, laboratory with educational environment.
In Odisha, all knowledge-based education and artificial intelligence are emphasized.
Scientific method and cultural imprint in teaching.
Odisha's special education policy for the implementation of National Education Policy-
2020.
2. Developed Odisha: Developed India:
Compulsory use of Odia language in all government and private offices.
All recruitment exams, entrance exams including education and training in Odia language.
Recruitment of Odia officers in all border districts of Odisha.
Simple technological application of Odia language for accountable administrators and
administration.
3. Odia Asmita: The existence of Odisha:
Prescribed age and educational qualification for all government recruitment exams.
The basis of recruitment is knowledge-based education and special training system.
All educational institutions are recruitment laboratories.
Emphasis is placed on self-reliance to create jobs instead of doing jobs.
4. Restoration of Odia heritage:
All historical sites, ancient heritage sites and archaeological sites of Odisha will be
protected, reconstructed and recognized as tourist sites.
Rewriting of Odisha history based on authentic data, all these will be included in textbooks.
Making Odia language computer-friendly and encouraging research and dissemination.
A responsible cultural sector will be formed and the cultural infrastructure of Odisha will be
further strengthened.
Additional Activities:
In addition, the program will include:
a) Cultural performances by various groups.
b) Educational talks at various locations.
c) Special commitment to tourism destinations.
d) Bringing unity among all traditions.
d) Networking among leaders from all communities and places living in Odisha.
Expected Outcomes:
The restoration of Odia language, culture and heritage will achieve multifaceted objectives:
• The Odia language, culture and heritage that bear of the Odia identity will be developed to
the fullest.
• Computerization of Odia language will enable the people of Odisha to be fully familiar with
modern knowledge and science.
• Mandatory use of Odia language in all government and private offices and education and
training in Odia language for all recruitment exams, entrance exams, etc. will increase
respect and esteem for Odia language at all levels.
• Odisha will become an even more important global hub for pilgrimage, research and cultural
exchange to promote tourism and spiritual connectivity.
• Documentation and declaration of heritage sites as UNESCO heritage sites will be easier.
• It will be easier to include Odisha's food, clothing, traditions as intellectual property.
• By creating self-confidence among the people of Odisha, the influence of non-Odia people
and culture will be reduced.
• The divisive mentality prevalent in Odisha can be overcome.
Other Initiatives:
• Cultural Exchange and Contact: These programs will act as a "bridge" to enhance the
exchange of great ideas, practices and traditions across different castes, religions,
communities.
• A theme park will be developed in every district for intellectual discussion.
• Museums and heritage centers will be established.
• Digitization, preservation and dissemination of all collected manuscripts will be done.
• Courses will be developed on the heritage, culture, economy and social policy of Odisha.
• Convention centers and hotel facilities will be set up on PPP mode to attract tourists from
home and abroad to the heritage site.
• Detailed mapping (LIDAR technology) of historical sites will be done in collaboration with
IITs, NITs, National Remote Sensing Agency and various Central Institutes of Higher
Learning.

Implementation:
After the formation of the council, the work of the chairman will be reviewed in the first week
of every month, steps to expedite it and future work plans will be determined.
First phase (2 months):
Cabinet approval, nomination of new offices and workers (August 15).
Identification of disadvantaged areas, monitoring the status of the education system and
changes where necessary.
Identification of historical sites, identification of research institutions and researchers.
Identification of technical educational institutions as construction hubs.
Review of the status and identification of the basis for computerization of Odia language.
Second phase (4 months):
Computerization of Odia language and special arrangements for government work to be
done in Odia.
Review and implementation of education and employment system in Odia.
Implementation of knowledge & employment-based education system and monthly review.
Change of nameplates. Review of education and employment in border districts.
Special research, identification of conservation areas, status monitoring and changes for
the sustainability of the ecosystem.
