Recalling its previous resolutions, including Resolution 2334 (2016), which condemned
Israeli settlements in the occupied Palestinian territories as violations of international law and
obstacles to peace,
Reaffirming the commitment to a two-state solution, with Israel and Palestine living side by
side in peace and security within mutually recognized borders,
Emphasizing the need for respect for international law, including the Fourth Geneva
Convention, and relevant United Nations resolutions,
Expressing deep concern over the continued expansion of Israeli settlements, which
undermines the viability of a two-state solution and the prospects for a just and lasting peace,
Recognizing the importance of addressing security concerns of all parties, including the
disarmament of armed groups operating against Israel,
Noting the unique status of Jerusalem and the need for a negotiated resolution regarding its
final status,
Highlighting the significance of nuclear non-proliferation and disarmament in promoting
regional and global security,
1. Condemnation of Settlement Activities:
Condemns all Israeli settlement activities in the occupied Palestinian territories,
including East Jerusalem, as violations of international law and significant obstacles
to peace;
2. Immediate Cessation:
Demands that Israel immediately cease all settlement expansion activities and related
infrastructure development in the occupied Palestinian territories;
3. Borders Based on Pre-1967 Lines:
Affirms that the borders between Israel and Palestine should be based on the pre-1967
lines, with mutually agreed land swaps to reflect changes on the ground, ensuring
both states have secure and recognized borders;
4. Status of Jerusalem:
Calls for Jerusalem to be the capital of both Israel and Palestine, with arrangements to
ensure freedom of access to holy sites for all religions, and emphasizes that any
changes to the status of Jerusalem must be mutually agreed upon through
negotiations;
5. Disarmament of Armed Groups:
Urges the Palestinian Authority to intensify efforts to disarm all armed groups
operating against Israel, in line with previous agreements and commitments, to ensure
security and stability in the region;
6. Nuclear Non-Proliferation and Disarmament:
Calls upon Israel to accede to the Treaty on the Non-Proliferation of Nuclear
Weapons (NPT) and to place all its nuclear facilities under comprehensive
International Atomic Energy Agency (IAEA) safeguards, aiming for a Middle East
free of nuclear weapons;
Encourages Israel to utilize nuclear technology for peaceful purposes, such as energy
production, in compliance with international non-proliferation norms and under strict
IAEA supervision;
7. International Monitoring:
Requests the establishment of an international monitoring mechanism to oversee the
cessation of settlement activities, the disarmament of armed groups, and progress
towards a two-state solution, reporting regularly to the Security Council;
8. Support for Negotiations:
Encourages both parties to resume direct negotiations aimed at resolving all final
status issues, including borders, security, refugees, and the status of Jerusalem,
without preconditions;
9. International Support:
Calls upon the international community to support efforts aimed at achieving a
comprehensive, just, and lasting peace in the Middle East, including through
economic assistance, capacity-building, and confidence-building measures;
10. Commitment to International Law:
Reaffirms the obligation of all parties to respect international humanitarian law and
human rights law, and stresses the importance of accountability for violations thereof;
11. Condemnation of Attacks Against Israel:
Condemns all forms of violence and terrorism directed against Israeli civilians, and
calls for immediate cessation of such acts;
12. Recognition of Israel's Right to Self-Defense:
Acknowledges Israel's legitimate right to self-defense in accordance with international
law, while urging that such measures be proportionate and respect civilian life;
13. Addressing Settler Violence:
Calls upon Israel to take effective measures to prevent violence by settlers against
Palestinians and to hold perpetrators accountable, ensuring the protection of all
civilians;
14. Humanitarian Assistance:
Encourages the facilitation of unimpeded humanitarian access to all affected
populations, and calls for international support to address the humanitarian needs in
both Israeli and Palestinian communities;
15. Confidence-Building Measures:
Urges both parties to implement confidence-building measures, such as prisoner
exchanges and economic cooperation, to foster trust and pave the way for successful
negotiations.
