B. The inability to attain a 100% completion rate in SDO Calaca City across its
38 schools, comprising elementary, junior high school (JHS), and senior high
school (SHS) can be attributed to a range of interconnected factors. Family-

rates. Academic struggles, learning gaps, and lack of access to remedial
support further discourage learners from continuing, especially when they
feel left behind or unmotivated. Mental health concerns, low student
engagement, and behavioral issues compound the problem, often leading to
poor attendance or eventually dropout.

III. Public Enrolment

The enrolment data of the Schools Division Office (SDO) of Calaca City
provides valuable insights into the trends in learner participation across the four
academic years: 2022–2023, 2023–2024, 2024–2025, and 2025–2026. The
enrolment is categorized into Elementary, Junior High School (JHS), and Senior High
School (SHS) levels, with a total enrolment figure provided for each school year.

down to 5,241 in SY 2024–2025 (-7.4%). However, enrolment significantly


increased in SY 2025–2026 to 6,137 learners (+17.1%), showing signs of
improvement in learner retention and transition.

The Senior High School enrolment reflects fluctuations, though the


changes are relatively moderate. From 2,744 learners in SY 2022–2023, the
number slightly declined to 2,678 in SY 2023–2024 (-2.4%), then decreased
further to 2,257 in SY 2024–2025 (-15.7%), before stabilizing at 2,254 learners
in SY 2025–2026. The establishment of Senior High School in Dacanlao G.
Agoncillo INHS in SY 2025–2026 played a key role in sustaining enrolment and
providing expanded access for learners.

For the total enrolment, registered 20,912 learners in SY 2022–2023,


which declined to 18,149 in SY 2023–2024 (-13.2%). Recovery was observed in
