A.5. Activity Rationale

The implementation of the ARAL Program (Academic Recovery and


Access to Learning) is a key strategy of the Department of Education in
addressing learning gaps and mitigating the impact of learning losses among
Filipino learners. The program specifically targets emergent readers in the early
grades and learners performing significantly below grade level in the
intermediate grades. Through structured and targeted interventions, the ARAL
Program aims to strengthen foundational literacy and numeracy skills, improve
learner motivation, and promote academic confidence.

Central to the success of the program are the ARAL tutors, who will serve
as the frontliners in delivering these interventions. They play a vital role in
ensuring that instruction is responsive, developmentally appropriate, and
learner-centered. Equipping tutors with the right knowledge, skills, and
strategies is essential to guarantee that the objectives of the ARAL Program are
met.

Conducting a Division Capacity Building for ARAL Tutors provides an


opportunity to orient them on the framework and mechanics of the program,
deepen their understanding of intervention strategies, and develop their
competence in facilitating meaningful remediation sessions. This activity also
aims to standardize approaches across the division, ensure consistency in
delivery, and build confidence among tutors in handling learners with diverse
needs.

A.6. Objective:

At the end of the activity, the participants should be able to:

1. Orient ARAL tutors on the goals, framework, and implementation


guidelines of the ARAL Program.
2. Enhance tutors’ competencies in delivering targeted interventions in
literacy, and other essential skills.
3. Familiarize tutors with instructional materials, strategies, and assessment
tools designed for the ARAL Program.
