AFFIDAVIT/INTERIM APPLICATION
I, Raja Choudhary, Advocate, Aged 30 years, S/o Ram Kishore Choudhary, R/o C-
15 B, Second Floor, Jangpura Extension, New Delhi – 110014 do hereby solemnly
affirm and state as follows:
1. That I am the advocate for the petitioner in the aforementioned writ petition
and am conversant with the facts and circumstances of the case.
2. That for the past two years, I have actively handled and researched matters
concerning the assessment of hearing disability and the legal rights of persons
with disabilities, with particular reference to cases before this Hon’ble Court
such as Kore Nihal v. Union of India Ors., W.P. (Civil) No. 1893 of 2025, Nisa
Unnirajan v. Union of India & Ors., W.P. (Civil) No. 10105 of 2025, and the
present matter of Jerry Lalhratthang Buongpui.
3. That during this period, my professional engagement included preparing case
files, interacting with audiology experts, analyzing statutory frameworks, and
representing the interests of disabled persons in administrative and court
proceedings.
4. That the article titled "Rethinking Hearing Disability Assessments in India:
Beyond Percentage Thresholds" filed as part of the present petition was
authored by me after gaining substantial experience in the field through these
litigations and research activities.
5. That the said article draws directly from the empirical, legal, and practical
challenges encountered while representing petitioners and applicants in the
above cases, including the evolving jurisprudence, comparative analyses of
global regimes, and the critical examination of audiological methods for
disability assessment.
6. That I submit this affidavit/application to formally declare the basis of my
expertise and authorship as derived from direct professional experience in
disability rights litigation over the past two years.
7. That I am making this declaration in good faith, and the contents stated above
are true to my knowledge and belief.
