The home page provides three (3) designated sign-in sections for different users: National Government
Agencies (NGAs), EMB staff, and Local Government Units (LGUs).
For Cities/Municipalities
Click button and enter the correct and registered CRS credentials.

MAIN SYSTEM PAGE FAMILIARIZATION
The Main System Page displays the Dashboard and Side Bar.

Dashboard statistics and summaries of data and information provided by the Cities/Municipalities. User
can navigate to other pages of dashboard by clicking button.
To generate a statistical summary for a specific year, region, or city/municipality, hover over the filter
boxes labeled ‘Calendar Year’, ‘Region’, and ‘City’, then select the compliance report you wish to view
on the dashboard.
SCMAR This section is subdivided into two: Application and For Action.

APPLICATION In this menu, the user will be redirected to “SCMAR application”, where
different tabs are located: Pending, Draft, with LCE signature and New
SCMAR Form).
Pending Tab Displays SCMAR forms awaiting evaluation and approval by the EMB
Regional Office.
Draft Stores unfinished SCMAR forms. The user can continue completing a
draft by clicking button.
New SCMAR Form Clicking button will prompt the user to confirm if they
want to create a new SCMAR form.
FOR ACTION In this menu, the user may find their submitted SCMAR form that was
returned by EMB for their appropriate action. Conveniently organized
into three tabs: For notary, Rejected, and Returned.
For certification and Displays the approved SCMAR forms for certification and signature of
signature by the LCE LCE.

ICON Function and features
Download SCMAR – Allows users to download the file for
certification and signatures.
BARANGAY DETAILS Redirects users to the barangay details table, which requires solid waste
data from component barangays of the City/Municipality.
COORDINATES Opens an interactive map where users can pinpoint locations and obtain
latitude and longitude details.
CONTACT US Provides the contact details of the EMB Central Office, including the
address, telephone number, fax number, and website.

REFERENCE GUIDE TO FILL-OUT THE ONLINE LGU-SWM-SCMAR
Column 1. Name of the Barangay refers to names of the component Barangays of the
city/municipality.
Names of the component Barangays will be automatically listed/generated in the table.
Column 2. Barangay Solid Waste Management Committee refers to the establishment or
reconstitution of a BSWMC in each component barangay.
To fill out:
Check if the listed barangay has a created or reconstituted and active BSWMC.
Otherwise, leave it blank and provide a reason for its absence or inactivity.

Check if the barangay is compliant. Otherwise, leave it blank.

Item 6. Data On Mixed Waste Collection

Mixed waste collection by specific barangays – Barangays operating their own collection
system.
To fill out:
Check if applicable, provide the annual waste weight (in tonnes) collected and disposed and the
collection frequency.

PART II. CREATE AND FILL OUT THE SCMAR FORM
To create a new SCMAR form, navigate to the main page of the system and open the sidebar. Select
“Application," then click the designated button to prompt the creation of a new SCMAR form, allowing you
to begin the fill out the form (see Figure 18).
I. HEADING
This section provides general information about the City/Municipality and the year that covers the
data/activities to be encoded.
City/Municipality – refers to the name of the City/Municipality.
Province – refers to the province where the City/Municipality is located.
Region – refers to the region where the City/Municipality is located.
Calendar Year – refers to the year covering the data/activities to be encoded.
To fill out:
City/Municipality information will be automatically generated based on the CRS account. Select the
year of assessment/data to be encoded in the system.

To fill out
Item 1:
If the City/Municipality has an M/CENRO or an equivalent office created through
an E.O./Resolution, check "Yes." Click the button to provide the
E.O./Resolution/S.B. Ordinance number, the name of the office handling waste
management, and the date of approval. Also, attach a copy of the ordinance.
If the City/Municipality does not have an M/CENRO or equivalent office, check
"No," provide details/explanations, and indicate the target date for
institutionalization.
Item 2:
If the City/Municipality has an M/CENRO or SWM Office Head in a Plantilla
position, check "Yes." Click the button to provide the E.O./Resolution/Plantilla
Number and the date of approval. Also, attach a copy of the E.O./Resolution or
any valid legal document proving the creation of the position.
If the City/Municipality does not have an M/CENRO or SWM Office Head in a
Plantilla position, check "No," provide details/explanations, and indicate the
target date for institutionalization.

To fill out:
Item 1: If the City/Municipality has a Local SWM Board, check "Created/Reconstituted."
Click the button to provide the E.O./Resolution number, the date of approval, and the
date of the most recent meeting. Also, attach a copy of the most recent
Minutes/Highlights of the Meeting and the Notice of Meeting.

If the City/Municipality does not have an LSWMB, check "Not Created" and provide an
explanation, including the target date for institutionalization.
Item 2: Check "Active" if the Board met at least once during the year. If it did not meet,
check "Inactive" and provide a reason for its inactivity.
If "Active" is selected, indicate the frequency of meetings held.
Item 3. Composition of SWM Board refers to the status of the listed indicated
position/representative that is present as part of the Board (see Figure 21).
To fill out:
Check the "Active" column if the listed position/representative is officially
appointed/elected as part of the Board.
If the position/representative is unfilled or not applicable, check the "Inactive" column
and provide remarks/explanations in the "Remarks" column, if applicable.

“Approved" means that the City/Municipality received a resolution from the NSWMC approving the
submitted 10-year Solid Waste Management Plan.
"No submission/expired" means that the plan is being drafted, including the data gathering stage,
conduct of Waste Analysis and Characterization Study (WACS), strategy formulation, identification of
Programs, Projects, and Activities (PPAs), and budget appropriation, or it has exceeded the planning
period stated in the 10-year SWM plan.
"Pending" means the draft 10-Year SWM Plan was submitted to the EMB Regional Office and is either
waiting for deliberation or has been returned by the EMB RO for additional information.
"Review by LSWMB" means that the plan has undergone review by the board; indicate the date of the
plan review.
To fill out:
Kindly check the status of the 10-year Solid Waste Management Plan as indicated above and provide the
necessary information, such as the approval date of the 10-year SWM plan, reasons for its pending status,
and the date of the last review (if applicable).
Item 2. Waste Analysis and Characterization Study/Survey (WACS) (see Figure 24)
Item a. Population refers to the City/Municipality Population on the current year" refers to the population
of the City/Municipality in the current assessment year based on census data or as indicated in the 10-
year plan.
Automatically fill-out based on the PSA census
Item a.1. Transient Population refers to total transient population of the city/municipality is
automatically computed based on data from Items a.1.1 and a.1.2.
"Transient population" refers to individuals who do not have a permanent
home or legal residence in the city/municipality but temporarily stay for work,
studies, or vacation, contributing to waste generation.
Item a.1.1. Annual transient population, particularly in Highly Urbanized Cities (HUCs).
Item a.1.2. Seasonal transient population, especially in tourist areas.

To fill out:
Provide the necessary and applicable information for the city/municipality.
Item b. Year of Latest WACS Conducted refers to the most recent Waste Analysis and Characterization
Study (WACS) conducted by the City/Municipality.
To fill out:
Provide the relevant information for the city/municipality. If the NSWMC Guidelines were not used as a
reference for conducting WACS, indicate the references or materials used.
Item c. Waste Generation Per Capita refers to the estimated amount of waste generated by one (1)
person per day (in kilograms). This data can be sourced from the 10-year plan based on WACS.
To fill out:
Provide the relevant information for the city/municipality. Refer to the WACS of the 10-year Solid Waste
Management Plan to determine waste generation per capita per day.
Item d. BULK DENSITY
Item d.1 and d.2: "Bulk Density Weight" refers to the weight of waste per cubic meter based on
WACS.
Item d.3: "Bulk Density Factor" refers to the factor used by the City/Municipality for computing
waste weight based on volume.
To fill out:
Provide the relevant information for the city/municipality. Refer to the WACS of the 10-year Solid
Waste Management Plan to determine bulk density.

If the City/municipality did not follow or use the NSWMC Resolution as the reference for the conduct of
WACS and the aggregates of waste types are different from specified in the NSWMC Resolution, the
City/Municipality should input available types of waste in their WACS as general types of waste.
For example (see Figure A), the residual waste aggregates in the City/Municipality WACS include
Textile, Residual Plastic, and Styrofoam, as shown in the left portion of the figure. Textile and Residual
Plastic can be categorized as general types of waste and classified as "residual waste with potential for
recycling," as shown in the right portion of the figure. Additionally, garden and yard waste can be
categorized separately, while food waste falls under kitchen waste.
To fill out:
Kindly refer to the 10-year plan and type in the data of WACS on this table. Total Waste and percentage
will be automatically computed.
Item 3. Clean-up activity (see Figure 26) refers to clean-up activities conducted within the
City/Municipality, initiated/organized by the barangay or local government unit (LGU) on land or in water
bodies.

To fill out:
Check ✔ Yes, If the LGU conducted a clean-up during the calendar assessment year, indicate and specify
the number of clean-ups conducted, the total waste collected in tonnes, and the applicable processing
method, such as Extended Producer Responsibility (EPR), direct disposal in a sanitary landfill, or
processing in a recovery facility. If no clean-up is conducted, provide a justification

If the City/Municipality has a "No Segregation, No Collection Policy," check YES and
provide the corresponding Executive Order (EO), Resolution, or Ordinance number along
with the approval date.
If NO, provide details/explanation and target date of approval.
Item b. Backyard Composting refers to the existence of the ‘Mandatory Backyard Composting
policy of the City/Municipality (see Figure 28).
To fill out:
If the City/Municipality has a "Mandatory Backyard Composting," check YES and provide the
corresponding Executive Order (EO), Resolution, or Ordinance number along with the approval
date. If NO, provide details/explanation and target date of approval.

Item g. Collection Strategy and data refers to total waste collected, and the strategy
implemented for segregated collection of biodegradables (see Figure 29), recyclable (see Figure
30), residual (see Figure 31), and special waste (see Figure 32).
To fill out:
Check the implemented collection strategy and indicate the frequency of collection.
On Hazardous Waste, if LGU are managing their special waste, check YES and provide the
hazardous waste generator’s ID and TSD registration number. Otherwise, check NO.

Total weight of waste collected will be automatically computed based on data inputs.
Item 5. Transfer Station refers to facilities used for receiving, temporarily storing, separating,
converting, or transferring solid waste from smaller to larger vehicles for transport.
To fill out:
Click (see Figure 33) and provide the needed information. Check (✔)
existing components of the Transfer Station. Click to list the transfer station in the
system (see Figure 34).

“Materials recovery facility” includes a solid waste transfer station or sorting station, drop-off
center, a composting facility, and a recycling facility.
“Name and Exact Location of the MRF” refers to the name of the MRF and the address where
it is located including the geographical coordinates.
“List of Barangay/s Covered by the MRF” refers to name of the barangay that was catered by
the specified MRF in the Table.
“Types of Waste Received” was the listed types of waste received at the MRF based on the
granularity of type of the waste in the NSWMC Resolution for WACS. For the remaining
Column, the needed data will be dependent on the classification of waste (see Figure 37, 38, 39
& 40):

To fill out:
Click and provide the “Name,” “Location” and “Latitude and Longitude” of the
MRF (see Figure 41).

Item 7. Mandatory Segregation at Source (SAS) and Segregated Collection (SC) (see Figure 43)

“Segregation at Source” refers to the solid waste management practice of separating materials at the
point of origin to promote recycling, resource reuse, and waste volume reduction for collection and
disposal.
“Waste diversion” refers to activities which reduce or eliminate the amount of solid waste from waste
disposal facilities.
To fill out:
For item a, refers to the diversion target of the City/Municipality for the current assessment year
based on their approved 10-year SWM Plan. Copy and type the percentage of waste diversion
target to the form.
For items b, c, d, e, f, and g, the system will automatically compute based on previous data inputs.
Item 8. Management of Special Waste / Household Hazardous Waste
Special Wastes refer to household hazardous wastes such as paints, thinners, household batteries, lead-
acid batteries, spray canisters, and other similar items. These also include bulky wastes, consumer
electronics, white goods, yard wastes collected separately, batteries, oil, and tires. Special wastes are
typically managed separately from regular residential and commercial waste.
This section also covers the management of COVID-19 healthcare waste.
To fill out:
Provide a narrative detailing the current management practices for special and household hazardous waste,
including COVID-19-related healthcare waste, within the city/municipality.
Check (✔) the existing components of the Eco-SWM Park if one exists.
Indicate (✔) YES if the Eco-SWM Park was developed from a former dumpsite; otherwise, check
(✔) NO.

Item a. Does the City/Municipality operate a Waste-to-Energy Facility?
Check (✔) YES if a WTE facility is operational; otherwise, check (✔) NO.
If YES, provide the following details:
Item a: WTE process implemented.
Item b: Total weight of waste processed in the WTE facility.
Item c: Whether the WTE facility is included in the city/municipality’s 10-year Solid Waste
Management Plan.
Item d: Environmental Compliance Certificate (ECC) number of the WTE facility.
Item e: Location of the WTE facility.
Item f: Capacity of the WTE facility as per the issued ECC.
Item b. Does the City/Municipality have a Memorandum of Agreement (MOA) with a WTE Facility?
To fill out:
If clustering with other LGU, kindly click and indicate the name of the host LGU and the
total waste disposed, in tonnes, in the blank provided (see Figure 46).

If disposing to a private sector SLF, kindly click and indicate the name of the private
SLF and the total waste disposed, in tonnes, in the blank provided.
Note: the LGU is not limited to only one (1) SLF as its disposal site. The LGU may indicate two
(2) or three (2) SLFs as per the types indicated above.
If the LGU operates/host the SLF, kindly check (✔) the third item. Indicate the ECC number,
Location, Capacity, Weight of waste received from own and from others City/Municipality per
year and the geographical coordinates. Also provide the following data/information needed:
o If the landfill under the PPP, kindly check (✔) YES. Otherwise check (✔) NO.
o If there is an occurrence of spontaneous burning in the SLF, kindly check (✔) YES.
Otherwise check (✔) NO.
o If there is an occurrence of burning, provide the area covered of the burning, in square
meters (sq. m.), estimated quantity of burned materials, in kgs or tonnes, and the number
of occurrences of burning in the site. City/Municipality may opt to upload incident
reports.
o Kindly indicate the type of gas management being implemented in the SLF.
If there is an existing Methane Recovery Facility, kindly check (✔) the box and
provide the year when the facility was established and the volume of methane
recovered, in tonnes.
If there is an existing Flaring activity, kindly check (✔) the box besides Flaring
and provide the volume of methane flared.
Item b. Controlled Dump refer to a disposal site where solid waste is deposited under minimum
prescribed operational standards (see Figure 47).
To fill out:
Provide the location of the controlled dump facility, as well as the weight or volume of waste
disposed and the geological coordinates.
If there is an existing SCRP, check (✔) YES if submitted to the EMB Regional Office and being
implemented. Check (✔) NO if the SCRP is not submitted to the EMB Regional Office and not
implemented.
Item c. Open dump refers to a disposal area wherein the solid wastes are indiscriminately thrown or
disposed of without due planning and consideration for environmental and health standards (see Figure
45).

To fill out:
Provide the location of the controlled dump facility, as well as the weight or volume of waste
disposed of and the geological coordinates.
If there is an existing SCRP, check (✔) YES if submitted to the EMB Regional Office and being
implemented. Check (✔) NO if the SCRP is not submitted to the EMB Regional Office and not
implemented.
Item d. Residual Containment Area refers to a temporary containment area for residual wastes until
such a time the City/Municipality establishes a sanitary landfill or secure contract with landfill operator
(see Figure 49).
To fill out:
Kindly provide the location of the Residual Containment Area as well as the percentage of its
capacity utilized, how many months to reach its full capacity and the geological coordinates.
Further, kindly check (✔) the strategy implemented by the City/Municipality to manage the
residual waste on the following:
o Memorandum of Agreement with Sanitary Landfill
o Memorandum of Agreement with co-processing, or
o Use as recycling feedstock.
Item 12. Open Burning
This item refers to the reported incident of open burning in the LGU’s jurisdiction.
Open burning of waste are sources of greenhouse gas emissions, like other types
of combustion. Relevant gases emitted include CO2, methane (CH4) and nitrous
oxide (N2O).
Item 13. SWM Programs and Best Practices Implemented and Sustainability
This item refers to the programs and best practices being implemented in the City/Municipality.
To fill out:
Provide a brief description of the programs and best practices being implemented in the
City/Municipality.
Attach photos/files related to the implemented programs/projects.
To fill out:
Kindly check (✔) Yes” if there are local ordinance implemented within the City/Municipality
relative solid waste management enforcement. Kindly click and provide the name of
the ordinance and ordinance number. Also, provide data/information on the following:
o Deputized Enforcer
Kindly check (✔) YES if there is presence of deputized enforcers, otherwise kindly check
(✔) NO. If yes, kindly indicate the number of enforcers.
o Citation Ticket
Kindly check (✔) YES if there is issuance of citation tickets, otherwise kindly check (✔)
NO.
o Sanctions imposed with schedule of penalties
Kindly check (✔) YES if sanctions have been imposed with schedule of penalties,
otherwise kindly check (✔) NO. If yes, kindly indicate the number of violators
apprehended for the assessment year.
To list or save the ordinance in the system, click .
If there are other ordinances on SWM enforcement, kindly to add the same table and
provide the details as indicated above.
Item 15. Extended Producer Responsibility Implementation refers to EPR implementation within
the City/Municipality (see Figure 51).

To fill out:
Kindly check (✔) YES if the City/Municipality has the partner Obliged Enterprises to collect
plastic waste and indicate the name of the partner Enterprise, types of plastic recovered by the
enterprise, weight of plastic recovered, in tonnes/year, and describe the program implemented
with the enterprise.
If no, kindly check (✔) NO and answer question “Does the City/Municipality plan to have
collaborate/partner with the enterprise.” If yes, check (✔) YES. If no, check (✔) NO and provide
reason.
Item 16. Status of SWM Equipment Provided by the EMB refers to the actual status of the SWM
equipment provided by the EMB.
To fill out:
Provide the status of EMB-provided SWM equipment, such as shredders, composters, and
plastic molders.
Accomplishment of the Report Tab (see Figure 52)
To fill out:
Provide the names and contact details (mobile phone, landline/office number, and email address) of the
C/MENRO or equivalent SWM Officer and the Local Chief Executive (LCE). These details will be
reflected in the downloadable PDF form, which will be certified by the LCE after review by the EMB
Regional Office.
Attachment of Cover Letter
Attach the cover letter—the LGU may prepare its own or download a template from the system before
submission.
Submission of the Report
Review the draft thoroughly to ensure all encoded data is correct. Once you have reviewed the data in
the forms, click the "Submit" button. A confirmation pop-up will appear with the message: "Are you

sure you want to submit this?" If you are ready to proceed, click "Yes." If you wish to make changes,
click "Cancel" to stop the submission.
After clicking "Yes," the system will validate the submitted data and forward it to the EMB Regional
Office for review.
Note: Once the report is submitted, the LGU can no longer edit the form, unless returned by the EMB
Regional office for revision.
IMPORTANT: Reports without cover letter signed by C/MENRO or equivalent SWM Officer will
not be considered valid submissions.
The EMB Regional Office will return the completed form to the LGU as a downloadable PDF file for
certification and signature by the Local Chief Executive (LCE).
To download the reviewed PDF SCMAR form, click the "For action" button and proceed to the "For
Certification" tab. In this tab, click the "Download" button to obtain the form for print and the LCE’s
signature.
The signed certification must be scanned and uploaded to the Online System. Under the "For
Certification" tab, click "Upload" to submit the signed document (see Figure 52).
IMPORTANT: Reports without signature of LCE will not be considered valid submissions.
