Abstract
When the educational industry was impacted by the pandemic,
internet connectivity became a necessity for every student in Higher
Education Institutions (HEI). In spite of the various difficulties, every college
student wants to have reliable internet connectivity. (Bahinting, et al. 2022).
Based on the results of the needs assessment, most of the areas inside
Central Mindanao University experience network congestion due to a lack of
internet infrastructure in the area. One of the recommendations in the needs
assessment is to build more internet infrastructure, and the best candidate
for this is fiber internet because Central Mindanao University is covered with
trees and the surface is uneven. This study aims to evaluate if installing fiber
internet in areas experiencing network congestion at Central Mindanao
University affects students' academic performance positively, how it affects
them mentally, and how it affects their monthly spending on their internet.
The researchers will find an ISP provider to use and install; the respondents
will come from two boarding houses; and the researchers will conduct a
survey before and after the installments on a one-month time interval via
Google Forms, then compare the data from before and after using statistical
analysis. The information that can be obtained from this study will be helpful
because it will give the researchers information about how good bandwidth
can affect students’ academic performance, mental health, and finances.

Introduction
Students need a stable internet access in order for them to achieve
their maximum potential for doing their work and to be able to learn
efficiently, in order for this to happen the areas where the students stay
must have a good and adequate internet infrastructure in order to avoid
network congestion.
Today people spend most of their time in the digital world because it
allows them to be more efficient and productive. Everything from leisure to
their jobs has been digitalized. Students at universities regularly utilize the
Internet to acquire information, collect data, and carry out research
(Bagavadi Ellore et al. 2014). Teenagers are using the Internet for longer and
longer periods of time. But it's unclear how this instrument relates to
students' academic success (Latorre et al, 2022). Estavillo M., (2022)
Based on the survey on the needs assessment, the data from the
survey has shown most areas inside the university experience network
congestion which is caused by the lack of internet infrastructure and has
shown that it has a negative effect on the student’s academic performance
and affects them negatively financially and mentally.
To solve this problem, we propose Installing Fiber Internet to areas
with low cell service, Because Central Mindanao University is covered with
trees and its landscape is not flat, blocking information traveling in
electromagnetic radiation. That why fiber optic internet is the solution to the
problem that is network congestion. Fiber optic internet is one of the fastest
forms of internet because it can carry loads of information via light making
the chance of experiencing network congestion to drop. And since it is
already available here with the current ISP providers being Smart, Globe and
Converge we can readily install them.
The purpose of this study is to find a solution to the problem of
network congestion experience by the students in Central Mindanao
University by proposing the Installation of Fiber Internet in areas that
experience network congestion and to evaluate if Installing Fiber internet in
areas which experience network congestion will help students in their
academics, how much they spend on their internet and how it affects them
mentally.

Research questions:
Does the installation of Fiber Internet really help with the low network
connectivity at Central Mindanao University?
How does this project (Installation of Fiber internet) affect their academic
performance?
How will this project (Installation of Fiber internet) affect their spending on
the internet will it be less or more spending?

Objectives:
1. to fix the issue with network congestion in areas that experience it.
2. evaluate the student’s experience based on how it affects them
financially.
3. determine how it affects their academic performance.
Significance of the Study
This paper help to provide solution on how to address network
congestion. The information obtained provides on how good bandwidth has
such an effects on the students’ academic performance, mental and
financially, this information will be useful to student because it can make
them consider how important the internet is in their lives especially good
bandwidth.
Limitations of the Study
The scope and limitations of this study will be the effects of network
congestion on college students’ academic performance, mental health, and
how it affects them financially, basically it does not include other level of
students higher or most like lower levels.

Review of the Related Literature


Internet structure
The Internet's physical structure is similar to and integrated with the
telephone system. Large telecommunications companies, known as network
service providers (NSP), provide long-distance data transport services via
high-capacity, high-speed national and international fiber optic cables. These
transport services are accessed through Internet service providers (ISP). ISP
provide the physical link to the NSPs for individuals and organizations to use.
Telecommunications on the Internet are standardized by a set of
communications protocols, the TCP/IP protocol suite, that describe routing of
messages over the Internet, computer naming conventions, and commonly
used Internet services such as e-mail. At present, the Internet consists of
over 20 million computers worldwide and is continuing to grow at a rapid
rate. Along with the growth of the Internet, higher speed access methods are
offering a range of new services such as real-time video and voice
communications (Glowniak, J. 1998).

Student and the Internet

Since the start of the pandemic students have been forced to adapt to
the new normal where they have to learn online using the platform called
google classroom and the biggest problem about that is the internet
connectivity. Though things changed over the past year and classes started
to become face-to-face, however there are still some classes that are done
online in which students have to use the internet.

Given the importance of the internet in student life, a good internet


connection with low network congestion is required. A dependable internet
connection provides a great deal of convenience and allows students to
complete tasks with much less difficulty, whether it's downloading or
uploading a document or joining Google Meet to attend classes. Students can
educate themselves, complete their homework and projects, and even
entertain themselves with a good internet connection, all while saving
money (Prajapati, 2020).

According to a study of (Ivwighreghweta, O., & Igere, M., 2014) Impact


of the Internet on Academic Performance of Students in Tertiary Institutions
in Nigeria shows how the internet greatly benefits the students' academics.
Their study shown that the majority of the respondents 4500 (90%) indicated
that with the help of the internet for academic pursuit, their GPA has
improved. This finding is in agreement with Ogedebe (2012) who found that
79% of the respondents accepted that their academic performance has been
improved by using the internet. The study further revealed that 8% of the
respondents believed that their GPA has improved remarkably as a result of
the internet.

Network Congestion
Although the internet has helped students to do there work and
learning efficiently there are problems to be found. One of the main reasons
why communication-intensive parallel programs perform poorly, vary in
performance, and scale poorly is network congestion. (Bhatele et al., 2015)

Self-motivated students can perform to the best of their abilities, and it


is more convenient for both the students and the teacher. The requirement
to have a reliable Internet connection is still universal, however. Here are a
few explanations for why students require quick Internet. While Wikipedia is
not an image-intensive website, there are instances when downloading
scholarly materials can take up a large amount of bandwidth. To get reliable
scholarly materials, whether you're looking for a textbook or downloading a
PDF of a recent academic work, you need a fast Internet connection. In order
to be able to regularly load and play these documents, which are heavily
emphasized in many courses, you need the bandwidth that a top provider
like Century Link delivers. The lectures in an online course are most often
presented in audio or video form. It can be incredibly irritating to try to keep
up and overlook stutters, skipped moments, and frequent stops when
learning advanced ideas if you don't have a fast enough connection. The
majority of lectures are in video format so students can follow along with
whiteboard notes or projector slides. The ability to ingest and process
information is greatly improved by smooth playback. Without a stable
Internet connection, students in high school and college risk falling behind.
Good Internet is practically, if not actually, required today in order to sign up
for some of the best classes out there.

Fiber Internet
A network cable with glass fiber strands inside of an insulated housing
is known as a fiber optic cable. They are made for telecommunications and
long-distance, high-performance data networking. Fiber optic cables offer a
higher capacity and can carry data over greater distances than conventional
wires. The majority of the internet, cable television, and phone systems in
use today are supported by fiber optic connections. A larger capacity is
supported by fiber optics. A fiber cable can readily transport more network
bandwidth than a copper wire of same thickness. Standard fiber cables come
in 10 Gbps, 40 Gbps, and 100 Gbps capacities.
Signal enhancers are not as necessary because light can travel
considerably farther along a fiber line without losing strength (Mitchel, B.
2021). Therefore, using fiber optic can greatly reduced of the chance of
experiencing network congestion or even making it 0% chance experiencing
a network congestion.
Open Research Issues in Internet Congestion Control
A summary of some of the ongoing problems with Internet congestion
control is given in this document. This includes a number of recent issues
that are important as the network grows as well as some ongoing issues.
Further study on these challenges or the use of cutting-edge approaches
may be required before Internet-scale alternatives may likewise be
confidently produced and deployed.
A fundamental set of procedures for preserving the reliability and
effectiveness of the Internet is congestion control. Congestion control has
been linked to TCP since Van Jacobson's research in 1988, although there are
other forms of congestion control (e.g., for real-time multimedia applications,
multicast, and router-based mechanisms). More hosts are implementing
unconventional congestion control upgrades. This is because its performance
declines as bandwidth or latency increases. For instance, the default TCP
congestion control method in many Linux distributions is "CUBIC". The
network support, granularity of network component functions, information
collecting, and feedback signaling are among the difficulties in controlling
internet congestion.
Endpoints must work together in order to act properly and in
accordance with congestion control standards. The possibility of
uncooperative behavior could be seen as a security risk, and its implications
are occasionally discussed in these literature. With an emphasis on reducing
source address spoofing, the research agenda against denial of service is
increasingly concentrated on identifying attack packets that target
computers and the networks that host them. However, if congestion control
techniques are implemented.

Methodology
I Experimental design
The study is to evaluate if Installing Fiber Optic Cables in a boarding
house solves the problem with network congestion, how it affects students in
their academics, their monthly spending in their internet and how it affects
them mentally. First the researchers will make a survey on how much do
these students spend in their internet, how does the lack of internet affect’s
their academics and mental health, then compare the results after the
Installing the Fiber Optic Cables. The respondents of the survey will be
coming from 2 boarding house only. The researchers will install or find a
boarding house that’s about to install a fiber optic cable internet. One month
after the installation they will conduct a survey just like the one before to
compare them if there are any changes.
II Research Locale
The experiment of this study will be conducted on CMU, the study will
start from January 20 and end in the first week of march equivalent to one
month.

III Preparation
The researchers will find any boarding house that do not have a fiber
optic internet connection and then ask permission to install it in the place,
before that the researchers will have to make a letter, then if approved by
the land lord, the researchers will call for an ISP provider It could be Globe,
PLdt, or Converge whatever is available in the area to install, basically the
researchers will need 10k for the installation and subscribing to a 1.5 k per
month in 2 households are for the respondents to pay. The survey will be
done in google forms asking the question about how does the installation of
the fiber optic internet has affected your academic, mental health, and how
much you spend in your internet, also the researchers will ask this questions
too before the installation for evaluation.
III Data Analysis
The data will be collected from the google forms and the researchers
will compare the data before and after the installation of the fiber optic
internet cable using statistical analysis. i.e. by using t-test and f-test with the
hypothesis.
Alternative Hypothesis H α :
It will help lessen their spending on their internet and help them positively in
their academic performance.
Null Hypothesis H 0:
It will not lessen their spending on their internet and will not positively help
them in their academic performance.

This study will greatly help not just students in CMU because this study
will provide information on how a good bandwidth can affects students’
academic performance, mental health and financially basically how it affects
students in there spending for their internet
