MEMORANDUM OF GRIEVANCES & DEMANDS

Subject: Massive Irregularities in SSC Selection Post Phase are remaining


Exams due to Vendor's Mismanagement (Eduquity)

GRIEVANCES FACED BY STUDENTS :


1. Technical Failures During Exams
Frequent server crashes, screen freezes, and software lag led to loss of time. Several
candidates lost 10–20 minutes during the exam due to system errors. Some centers
experienced power cuts and complete shutdowns during exams.
2. Unfair Centre Allocation
Candidates allotted centers hundreds of kilometers away, especially female aspirants
and those with financial constraints.
Lack of nearby centers despite availability in home states.
3. Exam Mismanagement at Centers
Absence of basic infrastructure (rough sheets, water, working systems). Untrained
invigilators who failed to report or resolve issues.
Some candidates were not allowed to mark attendance or faced biometric failures.
4. Violation of Exam Integrity
Reports and screenshots of exam interface and questions circulated on social media. No
strict mobile phone checks at some centers, risking paper leaks.
5. Exam Cancellation Without Transparency
Abrupt cancellation of exams at some centers with no real-time communication. No
clarity or fixed timeline for rescheduling of affected shifts.
6. Mental and Financial Distress
Aspirants faced emotional breakdowns, financial burden due to travel/lodging costs.
Many reported heightened anxiety, panic attacks, and trauma due to repeated issues.
7. Lack of Grievance Redressal Mechanism
No dedicated platform to submit exam -day complaints.
Emails and calls to SSC regional offices often remain unanswered or unresolved.

DEMANDS OF THE STUDENT COMMUNITY :


1. Cancel SSC Selection Post Phase 13 Exam
Fair re-exam should be conducted for all candidates.
2. Postpone Upcoming SSC CGL Tier I/SSC CHSL Tier I/ SSC STENO 2025 Exam
Until accountability is fixed and systems are improved, the exam must be postponed to
ensure fair and transparent conduct.
3. Immediate Cancellation of Eduquity’s Contract
Eduquity has a history of getting blacklisted and exam fraud; it should be disqualified as
an SSC vendor permanently.
4. Strict Accountability for Future Vendors
Mandate vendors to ensure 100% working infrastructure and accountability clauses in
contract.
5. Creation of a Dedicated SSC Grievance Portal
A live portal to report technical issues within 24 hours of the exam with ticket-based
resolution.
6. Proper Audit and Public Report on Eduquity’s Performance
A third-party audit of Eduquity’s infrastructure, past conduct, and current failures shall
be made public.
7. Introduction of Waiting List in SSC Exams
To address tie-breaking and post-allocation grievances, implement a transparent
waiting list system.
8. Transparent Centre Allocation System
Allow aspirants to select preferred centers in order of proximity and publish allocation
algorithm publicly.
9. Compensation for Financial Losses
Refund of travel/accommodation expenses for candidates affected due to misallocation
or technical disruptions.

CONCLUSION :
Thousands of aspirants prepare year after year for SSC exams with utmost dedication. The
current mismanagement by Eduquity has not only shattered their morale but also raised
serious questions about the fairness and credibility of SSC examinations.
We urge SSC and DOPT to take urgent corrective measures, uphold transparency and
accountability, and restore trust in one of India’s most prestigious recruitment systems.
