Message from the Vice-Chancellor
The National Institute of Educational Planning and Administration (NIEPA),
established by the Ministry of Education, Government of India, is a premier
national organization dealing with capacity building and research in
planning and management of education. Recently, NIEPA has been
accredited with Grade “A” by the National Assessment and Accreditation
Council (NAAC).
The NIEPA comprises of eight Academic Departments and two Centres. It has
an outstanding multi-disciplinary faculty and a library which is well stocked
with a large number of books, national and international journals and official
documents in the area of educational planning and administration.
The NIEPA offers Full-Time Ph.D. and Part time Ph.D. Programme in
educational policy, planning and administration from broader multi -
disciplinary [Link] research programmes of NIEPA cover all levels
and types of education from both national and international development
perspectives.

NIEPA is home to India's premier thinking on education and development policy, and its planning
and implementation. Further, it provides training support to educational offices in India and abroad.
Its unique mix of knowledge through research, teaching, capacity building and training activities
makes it sought after destination for researchers. The institutional atmosphere of the NIEPA is rich
with academic and co-curricular activities - attracting scholars and practitioners of education from
around the world. Our research scholars participate in most deliberations and begin thinking of
policy agendas, even as they pursue their academic journey. The academic experience encompasses
diverse activities, including cultural events, sports and lectures by distinguished academics and
intellectuals.
The NIEPA has a highly qualified faculty that includes specialization across a range of [Link]

disciplines of the social sciences and allied disciplines. The faculty also has a rich national and
international academic and professional experience and have published on various themes and sub-
sectors of education through various leading publication houses. NIEPA research scholars have also
published in reputed national and international journals.
The NIEPA publishes two reputed journals managed by faculty-Journal of Educational Planning and
Administration (JEPA) (in English) and Pariprekshya (in Hindi).

The Library and Documentation Centre provides various services to its users viz. CAS, SDI,
Reference Service, Web OPAC, Circulation, Xeroxing. The Library and Documentation Centre has
been a member of Developing Library Networking (DELNET) to promote sharing of its resources,
both at national and international levels. The library presently has a collection of over 60,000
books/documents and 7,616 journals besides a rich collection of reports of International Seminars
and Conferences organized by International Agencies like UNO, UNDP, UNESCO, ILO, UNICEF, World
Bank, OECD, etc. The library also subscribes to three online journals databases, JSTOR, ELSEVIER
and SAGE.
A Digital Archives has been set up in the Institute to provide access to all documents in soft form in
one place as a source of reference and research on all aspects, sectors and levels of education in
India. The purpose is to create a community of users as an extended phase of the National Institute.
User-friendly software, with multiple search options, is an in-built feature of the Digital Archives.
Computer Centre
The Computer Centre backs up the information
technology needs of the Institute. It provides
computing facilities and internet services to all
the trainees and staff members of the National
Institute. Appropriate network security is being
maintained in the Institute. The Centre is
equipped with state-of-the-art computing
facilities which include IBM E-series server
connected over a fast Ethernet.

Publication Unit
The Institute has a publishing programme for dissemination of information on research and
development in education. NIEPA's publication plays a vital role in the Institute's commitment to
disseminate knowledge and information relating to the areas of educational policies, planning and
administration by bringing out materials of various training programmes and other related content,
in the form of reports, books, journals, newsletters, research papers and other publications. Some of
the periodicals published by the National Institute include the Journal of Educational Planning and
Administration (JEPA), Pariprekshya – a journal in Hindi language and ANTRIEP newsletter.

Hindi Cell
The Cell offers academic support to research, training and dissemination through rendering in Hindi
professional literature on educational planning and management. The cell also helps in
implementing the official language policy.
This programme is designed to build the research capacity of scholars from varied backgrounds and
provide a strong knowledge and skill base in related areas of educational policy, planning,
administration and finance. The research studies completed under the Ph.D. programme are
expected to make significant contributions in enriching the knowledge base, besides providing
critical inputs for policy formulation, implementation of reform programmes and capacity building
activities. The broad areas of research covering school and/or higher education are as under:

7. Financing of Education
The NIEPA follows all mandatory provisions in the reservation policy of the Government of
India for admission to its Ph.D. Programme.
(a) Master's Degree with at least 55% marks in aggregate or its equivalent grade in a point
scale wherever grading system is followed in any of the following Social Sciences and allied
disciplines:

A relaxation of 5% marks in Master's Degree or its equivalent grade will be allowed for
those belonging to SC/ST/OBC (non-creamy layer)/Differently-Abled, Economically Weaker
Section (EWS) and other categories of candidates as per the decision of the UGC from time
to time.
(b) Candidates who have completed the [Link] programme with at least 55% marks in
aggregate or its equivalent grade in Social Sciences and applied disciplines in any of the
subjects defined in clause 3.2.1 (a), as in a point scale wherever grading system is followed
or equivalent qualification from a foreign educational institution accredited by an
assessment and accreditation agency which is approved, recognized or authorized by an
authority, established or incorporated under a law in its home country or any other
statutory authority in that country to assess, accredit or assure quality and standards of
educational institutions, shall be eligible for admission to the Ph.D. programme. A
relaxation of 5% marks or its equivalent grade will be allowed for those belonging to

other categories of candidates as per the decision of the UGC from time to time.

(c) Candidates who are yet to clear their final semester examination at the Master Level are
also eligible to apply provided they have passed the examination as per the eligibility
conditions laid down in the regulation in previous semesters and submit its proof at the
time of final admission. In case, because of delay in examinations, a candidate fails to
provide the proof of minimum eligible marks, an extension of six months from the date of
submission shall be given by the DPC, failing which the admission of such candidate shall
be cancelled.
(d) Those candidates who have qualified NET and have been awarded Junior Research
Fellowships by the UGC, with the above-mentioned educational qualifications can also
apply.

Note:
(i) It will be compulsory to attend one-year Full-Time course work for all the Part-Time and
Full-Time scholars.
(ii) A Full- Time scholar shall not be permitted to take up any employment during the duration
of the Ph.D. Programme.
Admission to the Ph.D. programme shall be made using the following methods:
iv. For the selection of candidates, 70% weightage for the entrance test and 30% for
the performance in the interview shall be given.
4.2 Candidates are required to apply online in the prescribed online form for admission to
Ph.D. Full/Part-Time programme of the NIEPA.
A non-refundable sum of Rs. 800/- (Rs. 400/- for SC/ST/PwD/EWS candidates) through
online payment as application fee is mandatory for seeking admission to Ph.D.
programme. The Prospectus is available on NIEPA website.

list of the required documents is given below:

The Candidate qualified for the Interview must bring three printed copies of the SOP which
they have submitted with the application.
The Statement of Purpose (SOP) on any one of the proposed area(s) of research in around
500 words within the broad areas of educational policy, planning, administration and
finance as per the outline given on page No. 7 to be provided in the application.
Candidates who are in employment must upload a 'No Objection Certificate' issued from
the Competent Authority in the organization where the candidate is employed. The NOC
must state that the candidate will be granted one year leave to undergo Course Work at
NIEPA, time as required to attend seminars and to carry out other related works.

The Entrance Test comprises of a subjective paper pencil [Link] syllabus shall consist of 50%
of research methodology and 50% shall be from contemporary issues in education.
5. Programme Duration
I. Ph.D. Programme shall be for a minimum duration of three (3) years,
including course work, and a maximum duration of six (6) years from the date
of registration in the Ph.D. programme.
ii. A maximum of an additional two (2) years can be given through a process of
re-registration as per the Statute/Ordinance of NIEPA as approved by the
Academic Council; provided, however, that the total period for completion of a
Ph.D. programme should not exceed eight (8) years from the date of
admission in the Ph.D. programme.

iii. Female Ph.D. scholars may be provided Maternity Leave/Child Care Leave for
up to 240 days in the entire duration of the Ph.D. programme.
iv. Provided further that, female Ph.D. scholars and Persons with Disabilities
(having more than 40% disability) may be allowed an additional relaxation of
two (2) years; however, the total period for completion of a Ph.D. programme
in such cases should not exceed ten (10) years from the date of admission in
the Ph.D. programme.
(b) Part-time Ph.D. scholars are also expected to be available in the NIEPA
campus for attending seminars, discussions and distinguished lectures, besides
attendance at the course work to fulfil the academic requirements of the
programme as prescribed in the rules and regulations of the NIEPA.
(e) The scholar shall submit through his/her supervisor (s) three copies of the
Ph.D. thesis not prior to two years (for Full-Time scholars) and three years (for
Part-time scholars) from the date of registration to the Ph.D. programme.
Besides, the scholar shall also submit three copies of the abstract of the thesis
in not more than 2500 words. He/she shall also be required to make a
presentation and defend his/her research work before Research Advisory
Committee, at least three months prior to submission of the thesis.

(f) The Ph.D. programme will be governed by the NIEPA Regulations Governing the
Degree of Doctor of Philosophy (Ph.D.) 2025, National Institute of Educational
Planning and Administration.
(g) Scholars of the Ph.D. programme of the NIEPA shall have to observe the
condition of residence in Delhi/NCR during the period of the doctoral
programme. However, in connection with the research work/field work, they
may be allowed to go out of station with the prior permission of the
supervisor(s).
(h) All scholars shall be subject to the rules and regulations of NIEPA, including
conduct, work place, discipline, attendance, leave and other aspects.
(i) All scholars are expected not to indulge in ragging activities. Any scholar
found indulging in such activities would be punished as per the UGC
guidelines.

6.2 Fellowships
Candidates admitted for the Full-Time Ph.D. programme will be provided NIEPA fellowship.
Candidates who have qualified the National Eligibility Test (NET) with Junior Research Fellowships
(JRF) awarded by the UGC will draw the same through NIEPA as per the norms and procedures laid
down by the UGC. However, the continuation of the fellowship shall be subject to the satisfactory
progress report of the scholars duly approved by his/her supervisor and appropriate committees at
NIEPA.
The scholars of the Ph.D. programmes would be required to provide part-time assistance to NIEPA
faculty in research and training programmes of the NIEPA.
7. Programme Structure
7.1 Ph.D. Programmes (Full-Time & Part-Time) will be offered in two parts:
It will be compulsory to attend one-year Full-Time course work for all part-time and Full-Time
scholars.

The assessment procedures and progressions will follow UGC guidelines. The final submission of the
doctoral thesis will be subject to internal and external examination. The degree will be granted upon
the completion of a satisfactory viva-voce. After satisfactory evaluation, successful scholars shall be
awarded Ph.D. degree.
8. Evaluation
8.1 Course Work: Credit requirements, number, duration, syllabus, minimum standards
for completion, etc.
I. The Credit requirement for the Ph.D. coursework shall be of minimum 16 credits,
including a “Research and Publication Ethics” course as notified by UGC vide D.O. No.
F.1- 1/2018(Journal/CARE) in 2019 and a Research Methodology course. The
Research Advisory Committee (RAC) can also recommend UGC recognized online
courses as part of the credit requirements for the Ph.D. programme.
iii. A Ph.D. scholar must obtain a minimum of 55% marks or its equivalent grade in the
UGC 10-point scale in the course work to be eligible to continue in the programme
and submit his or her thesis.
v. Ph.D. scholar shall submit the thesis for evaluation, along with (a) an undertaking
that there is no plagiarism and (b) a certificate from the Research Supervisor
attesting to the originality of the thesis and that the thesis has not been submitted
for the award of any other degree/diploma to any other Higher Educational
Institution.
vi. The Ph.D. thesis submitted by a Ph.D. scholar shall be evaluated by his/her Research
Supervisor and at least two external examiners who are experts in the field and not in
employment of the Higher Educational Institution concerned. Such examiner(s) should
be academicians with a good record of scholarly publications in the field. Wherever
possible, one of the external examiners should be chosen from outside [Link] Viva-
Voce Board shall consist of the Research Supervisor and at least one of the two external
examiners and may be conducted online, in exceptional circumstances. The viva-voce
shall be open to the members of the Research Advisory Committee/faculty
members/research scholars, and students.
vii. The viva-voce of the Ph.D. scholar to defend the thesis shall be conducted if both the
external examiners recommend acceptance of the thesis after incorporating any
corrections suggested by them. If one of the external examiners recommends rejection,
the Institute shall send the thesis to an alternate external examiner from the approved
panel of examiners, and the viva-voce examination shall be held only if the alternate
examiner recommends acceptance of the thesis. If the alternate examiner does not
recommend acceptance of the thesis, the thesis shall be rejected, and the Ph.D. scholar
shall be declared ineligible for the award of a Ph.D. degree.
viii. The NIEPA shall complete the entire process of evaluating a Ph.D. thesis, including the
declaration of the viva-voce result, within a period of six (6) months from the date of
submission of the thesis.
