- WE SPEAK ART -
Project WE SPEAK ART aimed to provide the conditions for active participation of street
involved children in the society through the artistic practice. The project points out the need for
continous implementation of artistic activities through which children can fulfill and express
their creative needs and potentials. In order to achieve this we will undertake several
strategies:
- mediation activities in order to strengthening the connections and cooperation among
public cultural institutions and Centre for Youth Integration
- working on increasing artistic and cultural knowledge of children through
implementation of art workshops. - raising public awareness about this issue through media
appearances, public performance and distribution of documentary movie.
The main outcome of the project will be theatre performance for public and exhibition of
children art works. This public appearance has two aims – to present and promote the project
results and to engage the wider audience to actively participate
Center for Youth Integration was founded in 2004 by a group of students from the Faculty for
special education and rehabilitation of the University of Belgrade. They focused their
activities towards the children involved in life or work on the street, because they recognized
this problem as one of the insufficiently explored and at the same time the most important
social problems in our society. CYI initiated founding the Drop in Shelters for street involved
children. The Government of the City of Belgrade, namely City Secretariat for children’s and
social protection has provided premises for the Drop in center in the Municipality of Zvezdara
in 2008. In 2010 the CYI has opened the Day care center on the territory of New Belgrade,
which has the highest number of informal settlements.
CYI is estimated that in the Belgrade area has several thousand children and youth involved
in the life and work on the streets as well as those who suffer or are at risk of labor
exploitation.Currently there are only 240 boys and girls aged 5-15 years that use the services
of Drop in shelters in Zvezdara and Novi Beograd. These shelters provides to the children a
facilities for personal hygiene,regular and healthy meals, adequate clothing, school material
and a volunteer based educational and creative workshops to children.
Education is the best way to ensure children participation in the society. If the support in the
education process is provided in early age chances to ensure social inclusion are
higher.Learning as many as possible skills that they have interest in may be useful for a child
in planning and carrying out the best possible choices in future life. In an interview with the
staff at the CYI we obtained information on the significant interest of children and young
people in artistic activities, and great talent who some children have. Children in shelters do
not have continuity in art contents that would stimulate their creativity and enable them that
through art build their presonality and learn about possible future artistic vocation. Street
involved children often lack information which are the basis on which decisions are made and
future life planned. Educators and volunteers from CYI organize some creative activities on
the daily base and from time to time some art centers voluntary organize sporadic artistic
workshops. But the employees in Center pointed out that there is a need for implementation
of continous art activities and structured workshops.
Since 2004, when the CYI has began working with street involved children, significant
progress has been made both in terms of legislation and of the overall social inclusion of
these children. There are over 80 laws in force in Serbia which pertain to the rights of the
child. For our project specialy is relevant the Law on Social Protection, adopted in March
2011, which recognized the Drop in center as a daily service in the local community. This law
sets the foundation for more equal partnership between state institutions and civil society
organizations.
But during the researches of these topic we realized that there is a problem concerning
continuous cooperation of public cultural institutions with civil society organizations dealing
with social activities. In considering this issue, we found no studiy or project which runs that
question, and therefore we recognize the magnitude of problem and a greater need to start
working on strengthening the connections and cooperation among public cultural institutions
and Centre for Youth Integration.Only kind of cooperation with public cultural institutions is
signed Protocol between CYI and National Museum, but these cooperation is mostly just on
the paper, and also with two children`s thetare which they visit once per month. But these
kind of activities are not sufficient for the active participation of children in cultural life. On
this way they are just passive recivers. It is necessary to provide them conditions for
development of their own creative and artistic potential and to animate the society to accept
their experisons as the equal art and cultural expressions.Networking with other
organizations, institutions and media are the necessary ingredients for the successful
engaging of the public.
Our team consists of professional, skilled and dedicated individuals who have a shared
commitment and the same goal – to turn this vision into reality and actually be able to
provide the conditions for active participation of street involved children in the society trough
the artistic practice. In view of the fact that this will be a very important project for us, we
have assembled the best team to work on this. Following are the core team members that
will be designated for this project, along with a brief description of their roles:
Gordana Milanovic is an art historian with two year experience in coordinating children
artistic workshops. She created an educational plan for children’s workshops and through
realization on amusing, creative way kids learned about different painting and drawing
techniques, developed their ideas, gained knowledge about art history masters. She also
organized exhibitions of children’s artworks.
Dušanka Gojic is an art historian with practical experience in the fields of children
education. She worked as a teacher of art and art history in several high schools. As a
member of the school team for the inclusion she acquired certain experience in this field.
Ivana Rankovic is experienced manager in marketing and communications in both
corporative and cultural sector. Her personal aspirations are projects which are dealing with
social responsibility and especially the one's committed to the children well being.
Mina Popovic is a professional linguist working as public relations manager in the field of
art. Her main responsibilities are building up media channels, presentations, event
organizations, graphic design, creating brochures, etc. She also gained experience working
as an intern on educational projects/workshops managed by Aiesec organization.
Overall goals of the project: Participation of street involved children in community through
cooperation with cultural institutions.
Project WE SPEAK ART aims to points out on a wide problem of collaboration absence
between cultural institutions and institutions which is dealing with social activities, and to
raise awareness about lack of competences of employees in cultural institutions about
treating on a right way children who live and work in the street.
At the same time project will indicate that street involved children have creative potentials
and cultural needs as well as every other human being. Through our research we find out
that street involved children are mainly involved in cultural events as passive observers.
Project will provide an example of good practice for cultural institutions about how to connect
their work with social problems and dilemmas and how to engage these children to express
their creativity and to be an active participants in cultural life and life of community.
Specific goals of the project: Participation of children from Drop In Shelter in the cultural
life of the community through artistic practice .
Children from Drop In Shelters in Belgrade are creative, innovative and talented, and through
this project they will get opportunity to express their potentials and to tell their life stories.
The project aims to show that language of art does not know social differences.
Project activities are intended to create continuous implementation of art activities for
children, which can be only accomplished through rising sensitivity of cultural institutions for
permanent cooperation with Drop In Shelter, and through emphasizing collaboration between
street involved children and artists or artist associations.
Workshops will provide that children have more quality spare time during their stay in Drop In
Shelter, in order to burst their potential, and to increase their artistic education. Project aims
to improve children’s creativity and to raise awareness among children and parents about
further artistic development and possible professional orientation in the creative sector in
future.
The final product of children’s creative efforts in the form of theatre show and exhibition will
be the step into communication process with public and with society where they belonging.
Project beneficiaries

Target groups:
Street involved children who use the services of Drop in Shelters are the direct beneficiaries
of this project. Drop in Shelters are fulfilling their basic need for a safe environment, for
personal hygiene,regular and healthy meals, clothing, but satisfaction of their cultural needs
are on low level. This project will provide them conditions to fulfill and express their creative
needs and potentials, to experience the new cultural environment and supply them with
information about the possibilities of education in art and cultural field.
Employess in Drop in shelters will also benefit directly from this project. During the project
implementation we will help them to establish strong relations with employees in cultural
institutions which will be of great help in the future work and the implementation of similar
projects.
Cultural institutions on municipalities of Novi Beograd and Zvezdara and their employees will
have direct benefits from the project. It is very important that public institutions start taking
their part of responsibilities in resolving important social questions. This project will offer
them some creative ideas how they can act and give them tools and models how to improve
their social engagement. They can implement and re-use some given ideas and models.

Children`s families will be one of the indirect beneficiaries. Street involved childrenoften
come from families with disfunctional family relations. So it is very important to raise
parent`s awareness about the importance of their support in the children`s education,
because in the long term this will bring prosperity for the whole family. Having that in mind
this project also inculdes educational meetings with children and their parents about different
possibilities of education and work in field of art and culture. By displacing them from
everyday situations and speaking about possible positive future this project will give a small
contribution in strengthening the family realtionships.
Given the current situation the focus of this project is on children who are users of Drop in
Shelters, but street involved children in general will benefit on indirect way. By sending a
positive image of these children through the media and public appearance we will remove
some prejudices about them, their needs and capabilities. Also stressing the importance of
implementation of similar projects we hope that we will motivate other organizations and
institutions to act in order to reach as many children as possible.
Local authorities on municipalities of Zvezdara and Novi Beograd on whose territories are
these Shelters, especially the Municipality of Novi Beograd that has the highest number of
informal settlements in which these children live, have an interest in giving the support for
this project. On this way they will improve the image of the local community, achieve higher
level of the intercultural tolerance in community and get some new insights how to work on
solving the problems of these informal settlements.
3. Raised awareness among children and their parents about the possibilities of
further artistic development and possible professional commitments
Part of the project is committed to the regular meetings with parents and children about the
art workshops reports and their expectations. Since most of the children are spending some
time in the Drop in shelters and partially on the streets we would need to develop a trust and
conversation with all of them in order to follow art activities. Children will spend more time in
the Drop in shelters and art workshops then on the streets. As well they will have opportunity
to meet some various artists and to visit cultural institutions. The aim of the project is to
propose to children and parents the alternative way of spending time, replacing the street
with art and offering them a new way of thinking about their further development, possible
profession commitment in art.
4. Raised public awareness about the creative potential of children from Drop in
shelters
As any other children, the street involved children have as well great creative potentials,
which should be supported. For them this support can have life meaning since the economic
situation of their parents is not satisfying. By using their creative potentials, benefits, and
putting it into the artistic shape through public performance and the exhibition we believe
that we can start the communication with the society which in this moment partially
recognize street involved children needs. Strong media campaign and cooperation with
media is one of the key elements for the reaching the public attention.

Methodology
Explain in details: the methods of implementation and reasons for the proposed
methodology; the role and participation in the action of the various actors and stakeholders
(local partner(s), target groups, local authorities, etc.), and the reasons for which these
roles have been assigned to them; the main means proposed for the implementation of the
action (equipment, materials, and supplies to be acquired or rented).

The project will demonstrate a wider issue concerning continuous cooperation of cultural
institutions with social responsible institutions. In the research period we have found that
there is no study or project, which runs this question, and therefore we’ve recognized a great
need to start dealing with it. In the interview with the staff of the Drop in shelters (Centre for
Youth Integration), we obtained information on the significant interest of children and young
people in artistic activities, and great talent who some children have. Drop in shelters users
do not have continuity in art education that would stimulate their creativity and enable them
that through art build their personality and decide for artistic vocation. The project points out
the need for continuous implementation of art activities through which children can express
their talents, but also to be taught how to developed it ( More details in the project time

document).
Project time table includes five phases of project execution starting from 1) preparation
phase in which we would establish cooperation with project partners and participants 2)
implementation phase where the dialog with children through art will start 3) realization
phase where children would become aware of art significance in life through various artists
and cultural institutions visits 4) finalization phase will present children and team work
through art performance, exhibition and documentary film about the project and 5)
evaluation of the project, phase in which project team needs to present project results and
project evaluation.
1) In the Preparation phase main idea is to make the base of project and that is the
cultural dialog between Drop in shelters and cultural institutions such as Ministry of
Culture and information, local municipalities and their cultural centers on Zvezdara and
Novi Beograd and the Social inclusion and poverty reduction unit. All of these
institutions in this moment do not have developed communication or mutual projects,
which can help children, further development. There is a need as well to include a
commercial partner in the project such as private company Bambi that will have
interest to support the project. Introducing the idea of participation to all of them we
could get more necessary attention in the public and needed support in order to provide
children better condition of life through art. This phase would be realized through the
main activities such as:
1.1. Meeting with representatives of the Ministry of Culture and Information, the
Municipalities of Zvezdara and Novi Beograd and with representatives of Social
inclusion and poverty reduction unit.
1.2. Meeting with employees in Cultural institution Vuk Karadžić and Little theater

1.3. Meeting with representatives of ApsArt, artist /pedagogues and the Center for
Youth

2.1. Meetings with parents and children about the project process and possible
achievements
3) Exploring the art in real life thorugh words of varous artists and visits of other cultural
institutions will happen in the Realization phase, the moment when children can
exchange their experinece with some new people and ideas. The purpose of this phase
is to raise awareness among children and their parents about the possibilities of further
artistic development and possible professional commitments. Activities planned in this
phase are :
3.1. Educational meetings for children and their parents and talk with various artists
3.2. Children and artist visiting different cultural institutions and organizations
4) Finalization phase aims to raise public awareness about the creative potential of
children from Drop in shelters through media campaing aboutproject idea, perfomance
and exhibition and documentary film presented at the press conference as final project
event. All these activites will invite broad public to participate and follow the work of
the children. In this way the story of the children would be revealed though their
creative public presetation. Following activities in ths phase are:
5) Evaluation phase follows the project finish in which all performed activities and
developed dialog with the institutions should be presented to the partners through
project evaluation. Through the whole project the project team will be collecting data
for the evaluation procedure. The aim of this phase is to have till this moment very
engaged partners in the project and more suggestions as well for the further support of
the children art development. Cultural dialog should be developed and presented as
necessity in the further creative life of the children. The activities which will be following
this final phase are:
5.1.Collecting information for the evaluation process during the project duration

Our goal is to build strong media channels in order to promote the project in the best possible
way. We will increase awareness of our project and activities among members of our target
groups using social media platforms, TV media, print and radio for promotion and in that way
build connections with public by introducing them street involed children issue and their
creative potentitals but as well for reaching new, potential sponsors, donors and institutions
for the future collaboration on this project.
From the beginning of the project social networks will be activated and used during the
project realization but afterwards as well. In use will be the next networks:
Facebook
By creating a Facebook fan page, we can introduce our project public at large,
keep our subscribers updated about our program, posting photos of upcoming events: Art
section exhibition, Theater Performance, Press Conferences, etc.
Instagram By creating Instagram profile we will keep our followers updated with
photos and
short video records of all activities from the first to last phase of realization.
Twitter
By creating Twitter account we can share our visions and plans with our audienceand in that
way try to spread awareness about this problem we are trying to solve.
Website
We will set up an official WE SPEAK ART website where it be
represented a brief introduction of this project, its goals, features, members, achievements
and events.
WE SPEAK ART social media pages will be used as a public access to information, updates,
upcoming events, images and other incentives related to the program with the aim to
promote the idea of supporting the creativity of the street involved children. For this purpose
project will get a photo camera in order to follow on the daily base project activities and to
update social networks profiles.
MARKETING SUMMARY:
+ Create a plan calendar and the set the goals for the following 6 months (twice during
the project duration)
+ Submit Weekly/ Monthly reports and updates to all social media platforms
+ Follow the statistics and respond/react in real time
+ Create an analysis of responses by media type: internet, magazine, events, blog

Possible risks
Provide a detailed risk analysis and contingency plan. This should include a list of risks
associated for each proposed action, accompanied by relevant mitigation measures.

Key part of this project is to establish strong partnership between national and local
governmental bodies, Drop In Shelter, and our NGO. Joint support is relevant for project
credibility and cooperation with cultural institutions Cultural institution Vuk Karadžić and
Little theatre Duško Radović founded by Municipalities of Zvezdara and Novi Beograd. It is
very important that employees in these intuitions are open for this type of project. There is a
potential risk that artist do not want to participate in project, which would prevent the
realization of artistic workshops and the development of children's creativity and talent. Also,
parents may demonstrate lack of interest for children’s artistic activities, which can disable
kids to be a part of project.
This problems can be overcome through common meetings in which project partners will be
well informed about street involve children’s creative potentials, about social needs for this
kind of activities and utility of this project.
To the artists project may present a professional challenge, and they will by developing of
children’s creative skills improve their own artistic personality.
It is necessary to prepare the parents as well, and through meetings with artists and
pedagogues form Drop In Shelter explain them project idea and benefits for their children.
• Children from Drop In Shelter do not want to actively take a part in artistic
workshops.
Street involved children who spend time in Drop In Shelters are not the same age and do not
have same interests. We need to motivate them and in collaboration with artists and
pedagogues create a different programs (singing, acting, dancing, painting/sculpting) on very
innovative, entertainment and approachable way for children. The workshops must be
divided into two groups depending on age of children and each group activities must be
adapted according to age. It is important to provide environment in which the children will
feel welcome, safe and free to express their creativity.
The idea to provide through educational workshops some important facts about artistic
profession is very important for further artistic development of children and for potential
professional orientations of talented children in art field. It is necessary to establish these
workshops as informal gatherings where children and their parents will meet different artist
and their practical work and where they will be informed on easy and simple way.
Support of the media is key factor in process of raising public awareness about street
involved children and their creative needs, and in the process of dissemination of project
results. To overcome this potential problem media will be from the beginning of project
inform about main project idea and activity phases through various ways, and will be
regularly informed with facts which will be interesting for them to follow during the project
process.
One of the factors that will provide project sustainability is continuous partnership with the
Ministry of Culture and information and the Municipalities of Novi Beograd and Zvezdara.
National and local governmental support will be very important for credibility of project, from
financial aspect and for future development of project idea.
Precisely planned financial plan shows few different sources of financing, based on state and
local governmental bodies subsidies (Ministry of Culture and information, Municipalities of
Zvezdara and Novi Beograd), private donors (Open Society Foundation and Erste Bank
Foundations) and private sponsorship (Bambi Company). This diversification provides a
sustainability of the project, because the budget does not depend on one individual donor.
The fact that problem of communication absence and cooperation between cultural and
social institutions is noticed, and increased awareness that marginalized groups like street
involved children have creative needs and talents, opens the doors for dialog, collaboration
and participation, and enhance the social need for this type of project, which is directly
related to project sustainability.
Project evaluation
In what ways will you assess and evaluate your project? Make reference to any specific
methods and techniques that you might be using.

• Formative evaluation will start in the beginning of project activities. All steps of the
project implementation will be closely monitored in order to identify major gaps in the project
content and suggest ways to improve them.
The outputs and results of project will be evaluated both quantitatively and qualitatively:
Qualitative factors: interviews with children and their parents (questionnaire will measure
their satisfaction about acquired knowledge and accomplished expectations), quality of
children’s creativity development through continuous analysis of their work, reports from
artists and pedagogues who lead creative and educational workshops reactions of theatre
and exhibition audience measured through questionnaires, written impressions and
comments, comments in social media, quality of media reports, reports from Drop in Shelter
and cultural institutions about the level of involvement in the project.
