TRACK AND FIELD EVENTS GENERAL INFORMATION I. Track and Field information packets will include the following items and will be made available at the southeast coaches and athlete entrance on the day of the Regional Meet or coaches may come Thursday, April 26th, 2012 to the SAISD Athletic Department at Alamo Stadium between the hours of 2:00 p.m. and 5:00 p.m. Heat and Lane assignments Field Event Entries Schedule of Events 3 coaches passes per school II. CONTESTANTS: A. B. C. D. Will not be allowed on the track and/or infield before the first call for their event. Must remain in the stands when not participating in event or warming up. All participant entry to the track will be at the Northeast, Southeast and Northwest ends of the stadium. The first, second and third place winners must report to the awards stand immediately after their event. Field Events: When a competitor has qualified in more than one field event: a. He/She must inform the official upon check-in. b. Upon leaving one event to compete in another, he/she must inform the official of time leaving and has 10 minutes to return. c. Trials may be taken in succession. The Shot and Discus weigh-in station will be at the Alamo Convocation Center Gymnasium. 5A girls discus & 5A boys shot put from 7:00-8:15 a.m./ 5A boys discus & 5A girls shot put from 9:3010:45 a.m./ 4A girls discus & 4A boys shot put from 12:30-1:45 p.m. / 4A boys discus & 4A girls shot put from 3:00-4:15 p.m. All implements weighed in will be impounded and only certified implements will be placed in the pool for competition. All implements may be picked-up at the weigh-in station. 5A from 1:45-2:15 p.m. and 4A from 6:30-7:00 p.m., Friday, Apr. 27th. Athletes will be allowed to warm-up by flights prior to the start of competition under the supervision of an official. Pole Vault weigh-in will be in the Alamo Convocation Center Gym. 5A boys weigh-in from 7:00-8:15 a.m. 5A Girls weigh-in from 9:30-10:45 a.m. on Friday, Apr.27th . 4A Pole Vault will be held on Saturday, Apr. 28th. 4A boys weigh-in from 7:30-8:45 a.m. 4A girls weigh-in from 10:00-11:15 a.m. It is the responsibility of the coach to verify the competitor will use a legal pole rated at or above his/her weight by submitting the pole vault weight rating sheet contained in this handbook at weighin time. Each athlete will be weighed prior to pole vault competition to make sure that pole weight and competitor weight correlates with the rules. There will be no variance because of safety concerns. No loud radios will be allowed in the stadium. Automatic timing system and video will be used for all running events. In running events with prelims, qualifying for the finals will be the fastest 8 times. FOR RUNNING EVENT PRELIMS, ATHLETES SHOULD JUDGE THEIR WARM-UP ON EVENTS, BECAUSE TIMES ARE APPROXIMATE. Designated uniform for shot & discus participants is specified as a singlet uniform top. (See Section IV Clothing) No cell phone usage or other wireless device used for communication will be allowed on the field or during competition Starting heights for the Pole Vault and High Jump will be determined by the UIL Director of 5

Athletics and the Meet Director before the meet based on District entries. They will be available on the SAISD website on Thursday, April 26th and in the coaches packet upon check-in. III. COACHES A. No district passes or TGCA or THSCA membership passes will be honored. B. Tags identifying Region IV coaches with qualifying participants will be given out in the information packets and must be worn at all times at all sites. (three tags per team). C. All scratches/substitutes for events must be certified by the District Track Meet Director by submitting the changes in writing to Sandra Tapia @ Fax# (210) 735-0250 or by e-mail to [email protected]. Please use the form in the Regional Meet Handbook titled Track & Field Substitute Certification Form. D. NO SUBSTITUTIONS WILL BE ACCEPTED AFTER 2:00 P.M. ON WEDNESDAY, APRIL 25th, 2012. E. Relay cards are due on Friday, Apr. 27th at the information tent outside the southeast gate (Coaches & Athlete Entrance) by the following times: 4-A 9:00 a.m. & 5-A 3:00 p.m. Relay teams will be subject to disqualification if relay cards are not turned in on time. F. Appeals must be made by the coach in written form and submitted to a referee at the referee station on the field no later than 30 minutes after the announcement of the event results. Forms will be provided in the coaches packet and at the referees table. Situations which are subject to appeal include, but are not limited to: 1. Misapplication of the rules 2. Correction of clerical or team scoring errors which must be corrected up to 48 hours after the end of the meet, unless another time period is specified in advance by the games committee or meet director. 3. Correction of meet results involving an ineligible participant which may be made at any time. 4. Failure to follow a procedure contained in the terms and conditions of competition announced in advance by the games committee or meet director. This would include such items as the time schedule, the number of qualifiers to advance, number of trials, etc. Non-appealable situations: 1. Any judgment decision pertaining to violations or alleged violations of the rules. 2. A decision made by the finish judges or timers that does not involve misapplication of a rule or the terms and conditions of competition. 3. Whether a start is fair and legal. NOTE: SECTION 4-6: The referee has the sole authority for ruling on infractions or irregularities not covered within the rules. G. According to UIL rules no coaches will be allowed on the field of competition unless summoned by the referee or filing an appeal. A field marshall will escort the coach to the referees table. Exception: 1 HJ & PV coach will be issued a special pass to assist their athlete in setting their marks for the 11:30, 2:30 & 5:00 p.m. sessions on Friday, and the 12:00 p.m. session on Saturday. Coaches must not communicate with any other athlete who is not a qualifier in these events at their designated time. Coaches must be back in the stands 15 minutes prior to the start of the competition. H. Trainers will only be allowed at the trainers tent. Trainers will not be allowed on the track or field unless they are called to administer to their athlete. Trainers may not take pictures or review videos with athletes.

CLOTHING: A. National Federation rules regarding uniforms shall be enforced at the Region IV Meet. B. The track and field uniform consists of a school issued jersey and shorts which are not objectionable, and shoes, which may be supplied by the contestant. Socks are not part of the uniform. Any visible apparel other than jersey and shorts must be of a single color and worn under the uniform jersey and shorts. (Exception: If shorts are worn over a body suit, the body suit does not have to be a single color, but must be the same for all members of a relay team.) C. Extra clothing and hats and/or gloves may be worn in inclement weather by the meet directors approval. D. Team members shall wear the school uniform. A competitor must be in the proper track uniform and wearing the assigned contestant number when numbers are used. E. A contestant who competes with an illegal uniform, or is charged with unacceptable conduct shall be disqualified from that event. G. UNIFORMS: National Federation Track and Field Rule Book Rule 4, Section 3 Competitors Uniform Article 1: The competitors uniform shall be issued by the school, worn as intended by the manufacturer, and have the following restrictions: a. Each competitor shall wear shoes. 1. Shoes shall be worn on both feet and shall have an upper and definitely recognizable sole and heel. 2. The (shoe) upper must be designed so that it can be fastened securely to the foot. 3. The use of slippers or socks does not meet the requirements of the rule. b. Each competitor shall wear a track top or one-piece uniform issued by the school. UIL Exception: For boys, body suits may only be worn under the shorts but not in lieu of shorts. 1. When numbers are used, each competitor shall wear his/her assigned, unaltered contestant number. 2. The top or one-piece uniform may have the school identification and the top may have the competitors name. 3. The top shall not be knotted or have a knot-like protrusion. 4. A single manufacturers logo/trademark/reference, no more than 2 square inches with no dimension more than 2 inches, is permitted on the top or one-piece uniform. 5. The American Flag, not exceeding 2 x 3 inches, and either a commemorative or memorial patch, not to exceed 4 square inches, may be worn on the uniform top. NOTE: Only one American flag and/or commemorative patch may be displayed on the uniform (one or two piece). 6. Bare midriff tops are not allowed. 7. The top must hang below or be tucked into the waistband of the bottom when the competitor is standing upright. 8. Any visible garment(s) worn underneath the uniform top must be unadorned and of a single, solid color. As per NFHS rules, a single, visible manufacturers logo and/or single school name or insignia no more than 2 inches are permitted on the undergarment. Visible items worn under both the top and bottom do not have to be the same color. NOTE: If more than one visible garment is worn under the uniform top, all must be the same color. c. Each competitor shall wear track bottom or one piece uniform issued by the school. 7

UIL Exception: For boys, body suits may only be worn under the shorts but not in lieu of shorts. 1. The bottom or one-piece uniform may have the school identification. 2. Loose-fitting, boxer-type bottoms, compression-style bottoms are permitted for boys and girls. Closed-leg briefs are acceptable for girls. 3. French or high-cut apparel shall not be worn in lieu of uniform bottoms. 4. The waistband of a competitors bottom shall be worn above the hips. 5. A single manufacturers logo/trademark/reference, no more than 2 square inches, with no dimensions more than 2 inches is permitted on the bottom or one-piece uniform. 6. The American flag, not exceeding 2 x 3 inches, and either a commemorative or memorial patch, not to exceed 4 square inches, may be worn on the uniform bottom. NOTE: Only one American flag and/or commemorative patch may be displayed on the uniform (one or two piece). 7. Any visible garment(s) worn underneath the uniform bottom must be unadorned and of a single, solid color. As per NFHS rules, a single, visible manufacturers logo and/or single school name or insignia no more than 2 inches are permitted on the undergarment. Visible items worn under both the top and bottom do not have to be the same color. NOTE: If more than one garment is worn under the uniform top or bottom, all must be same color under the uniform piece. Article 2: Additional restrictions for relay races. a. Each team member shall wear the same color and design of school uniform although the length of the bottom or one-piece uniform may vary. b. Any visible garment(s) worn by two or more relay team members underneath the uniform top and or bottom shall be unadorned and of the same single, solid color, but not necessarily the same length. UIL Exception: If shorts are worn over a body suit, the body suit does not have to be a single color, but must be the same for all members of a relay team. NOTE: Visible items worn under both the top and bottom do not have to be the same color. PENALTY: (Arts. 1, 2) For illegal uniform, the competitor is disqualified from the event. Article 3: Jewelry shall not be worn by contestants. a. Medical alert medals are not considered jewelry. The alert should be visible. When the medal is attached: 1. to a bracelet made of metal or an unyielding material, it shall be taped to the body. 2. to a bracelet made of a pliable material, it is not required to be taped to the body. 3. to a necklace, it shall be taped to the body. b. Religious medals are not considered jewelry and must be worn under the uniform and taped to the body. c. A watch may be worn around the wrist. d. Unadorned devices, such as bobby pins, barrettes and hair clips, no longer than 2 inches, may be worn to control a competitors hair. PENALTY: For the first violation, the competitor shall be required to remove the jewelry before further competition, the team shall receive a team warning and a subsequent violation by any team member shall result in disqualification from the event. The referee shall be notified of the violation by the observing meet official and he/she shall then notify the head coach of the offending school of the violation and the team warning. NOTE: The ultimate responsibility to have each competitor compliant with uniform and jewelry rules is with the coach.

Article 4: Removing any part of the team uniform, excluding shoes, while in the area of competition, as defined by the games committee is illegal. PENALTY: This shall lead to a warning and if repeated, to disqualification from the event. If the incident recurs, the athlete will be disqualified from further competition in the meet.
