UN, A HOPE FOR HUMANITY
Ayda Margarita Ramírez Pamplona
The United Nations was officially founded in 1945, by initiative
from Woodrow Wilson and coined by the President of the United States Franklin
D. Roosevelt, after World War II (1939-1945). June 26
In 1945, representatives from fifty countries gathered in San Francisco and
they signed the United Nations Charter. Officially, the world organization
was born on October 24, 1945. This day is celebrated every year as the Day of
the UN. It now has 193 members. Its headquarters is located in New York.
The UN Charter is a noble document. It is the great Magna Carta of the
humanity. The goal of the UN according to its charter is to save generations
future of the scourge of war, reaffirm faith in human rights
fundamentals, practice tolerance, live together in peace as good neighbors,
maintain international peace and security and employ international machinery to
the promotion of the economic and social advancement of the peoples.
There are several organs through which the UN operates, the most important is the
General Assembly and the Security Council. The General Assembly is almost like
a World Parliament. It is the deliberative body of the UN, where each nation
Each member has one vote. The Assembly holds its regular session every year,
from mid-September to mid-December. The responsibility
The principal responsibility for maintaining peace and security rests with the Security Council.
The Council has fifteen members, among which are China, France, Russia, and the United Kingdom.
and the United States of America are permanent members. The other ten
members are elected by the General Assembly for a two-year term by
a two-thirds majority. The Security Council cannot take any
decision unless all and each of the permanent members accept it.
The UN has largely failed to maintain peace in the world. However,
one cannot forget the service provided by the UN to end the war in
Korea and the Congo. Paved the way to expel Iraq from Kuwait. However,
miserably failed to stop the war in Vietnam and the aggression initiated by
Israel against the PLO. No effective measures were taken when Russia sent its
army to Afghanistan, when the United Kingdom took military actions in the Malvinas,
when the war between Iran and Iraq broke out and when South Africa entered Angola
he attacked his army. No timely measures were taken to control the terrible
genocide in Rwanda and the civil war in Yemen.
The real achievement of the UN lies in its numerous agencies. The Office of the High
The United Nations High Commissioner for Refugees has helped locate
about twenty-five million stateless persons. The UN has been awarded the Prize
Nobel Peace Prize on 11 occasions for the work of these agencies. The WHO has
smallpox has been eradicated from this planet and malaria has been considerably reduced in
many tropical countries. UNICEF and WHO have revolutionized healthcare for the
child health in developing countries. The Integrated Development Services
Infantil (ICDS) has managed to reduce child deaths from diarrhea and diseases
infantile. We are reminded of the triple antigen, the Salk vaccine for polio and the
oral rehydration therapy. There are several agencies that provide very good service to
the member countries.
The UN's efforts to establish peace can be effective if it has
a permanent army and the veto power granted to the members is eliminated
permanent members of the Security Council. But these members like to separate themselves
of this power. The United States opposes the formation of a permanent army.
Despite all its shortcomings, the UN represents one of the few hopes.
for humanity. Every year, delegates representing the countries
members gather and exchange ideas in the General Assembly. This helps to
create relaxation. The existence of the UN is essential for a world plagued
of wars, mutual hatred, conflicting political ideologies, religious fundamentalism,
terrorism and relentless subjugation of fundamental human rights, the
demographic explosion and the lust for political power.
