WHEREAS, there was then a Barangay Disaster Coordinating
NOVEE B. SAGALA Council (BDCC) in this local government unit but with the

last May 27, 2010, the BDC shall cease to exist and its powers

Regulation (IRR) of RA no. 10121, the BDRRMC shall be a

Disaster Coordinating Council (BDCC) shall cease to exist

WHEREAS, Section 12 (a) (c) of said law, the Local Disaster
Risk Reduction and Management Office. The BDRRMC’s in
every barangay’s which shall be responsible for setting the
direction, development, implementation and coordination
of disaster risk management programs within their territorial
jurisdiction; and the BDRRMC’s shall perform their functions
with impartiality given the emerging challenges brought by
disaster of our times;

WHEREAS, under Section 15 (a)(b)(c)(d)(e), Coordination During Emergencies.


The BRDDMC’s shall take the lead in preparing for, responding to, and
recovering from the effects of any disaster based on the following criteria: The
BDC, if a barangay affected; the cities/municipalities DRRMC’s, if two (2) or
more barangay’s are affected; the Provincial DRRMC’s, if two (2) or more
cities/municipalities are affected; the regional DRRMC’s, if two (2) or more

provincial are affected; and the NDRRMC, if two (2) or more regions are
affected;

NOW, THEREFORE, I, EUFRONIO B. AVENA, by virtue of the power vested in


me under the laws of the Republic of the Philippines as Punong Barangay of
Barangay Sto Cristo, City of San Jose del Monte, Bulacan do hereby order.

Article I – Title

This order shall be known as an order “Revitalizing the Barangay Disaster Risk
Reduction and Management Committee (BDRRMC)”

Article II - Definition of Terms

Disaster Response - Provide life preservation and meet the basic subsistence
needs of affected population based on acceptable standards during or
immediately after a disaster.

Disaster Preparedness - Establish and strengthen capacities of communities to


anticipate, cope and recover from the negative impacts of emergency
occurrences and disasters

Disaster Prevention and Mitigation - Avoid hazards and mitigate their potential
impacts by reducing vulnerabilities and exposure and enhancing capacities of
communities.

Disaster Rehabilitation and Recovery - Restore and improve facilities, livelihood


and living conditions and organizational capacities of affected communities,
and reduced disaster risks in accordance with the “building back better”
principle.

Disaster - Natural or man-made events wherein communities experience severe


danger and incur loss of lives and properties causing disruption in its social
structure and prevention of the fulfilment of all or some of the affected
community’s essential functions.

Hazard - any phenomenon that has the potential to cause disruption or


damage to humans and their environment. Or an event or occurrence that has
the potential for causing injury to life, property and environment.

Vulnerability - factors of the community that allows a hazard to cause a disaster.


Or the result of a number of factors that increase the chances of a community
being unable to cope with an emergency.

Capacity - quantitative assessment of human and material resources.

Article IV - Roles and Responsibilities

1. Chairperson:
 Preside the BDRRMC meetings and design programs and coordinate
activities consistent with the national council’s standards
and guidelines;

 Formulate and implement a comprehensive and integrated Barangay


Disaster Risk Reduction and Management Plan in accordance with the
national / city framework and policies on disaster risk reduction in close
coordination with the Barangay Development Council;
 Submit reports to the City Disaster Risk Reduction and Management
Office and to other agencies concerned on BDRRM activities and
implement programs and project lined-up for BDRRM.

2. Vice Chairperson:

 Facilitate and support risk assessments and contingency planning


activities at the Barangay level;
 Assist the chairperson to organize and conduct training, orientation,
and knowledge management activities on DRRM at the barangay
level;
 Monitor BDRRM Committees and assess their implementation and
enactment before, during and after disaster incident

3. Working Committee(s):

- Disaster Prevention and Mitigation

 Design programs and coordinate activities in relation with climate


change adaptation /mechanism (CCAM);
 Consolidate barangay information which includes climate change
risk and maintain a barangay risk maps;
 Assists in identifying of vulnerability of barangay;
 Helps to formulate and implement as integrated CCA/M with
Barangay Disaster Risk Reduction and Management Plan in
accordance with the national / city framework and policies;
 Disseminate information and raise public awareness about CCA/M
and DRRM activities.

- Disaster Preparedness

 Design programs and activities that highlight education and


information drive on disaster preparedness and disaster survival;
 Disseminate information and raise public awareness about those
hazards, vulnerabilities and risks, the nature effects, early warning
system and counter measures;
 Consolidate barangay disaster risk information which includes
natural hazards, vulnerabilities and climate change risks and
maintain barangay risk maps.

- Disaster Response

 Operate a multi-hazard early warning system linked to disaster risk


reduction to provide accurate and timely advice to national and
local emergency response organization and to the general public
through diverse mass media particularly radio, landline
communications and technologies for communication with the
communities;

 Conduct continuous disaster monitoring and mobilize instrumentalist


and entitles of the LGU’s private groups and organize volunteers, to
utilize their facilities and resources for the protection and
preservation of life and properties during emergencies in
accordance with the existing policies and procedures;
 Organize, train, equip and supervise the barangay emergency
response teams and ensure that humanitarian aid workers are
equipped with basic skills to assist before, during and after of
disaster;
 Respond to and manage the adverse effects of emergencies and
carry out recovery activities in the affected areas ensuring that
there is an efficient mechanism for immediate delivery of service;
 Established linkage / network with other barangays for DRRM and
emergency response purposes.

- Disaster Rehabilitation and Recovery


 Conduct rehabilitation and recovery programs and projects for the
affected families /constituents especially on their livelihood,
relocation / temporary shelter for displaced families, providing their
basic needs and health services;
 Conduct continuous disaster monitoring and mobilize instrumentalist
and entitles of the LGU’s private groups and organize volunteers, to
utilize their facilities and resources for the protection and
preservation of life and properties during emergencies in
accordance with the existing policies and procedures;
 Carry out recovery activities in the affected areas ensuring that
there is an efficient mechanism for immediate delivery of service;
 Conduct damage assessment and counseling.

4. Sub-Committee(s):

a. Research and Planning Team


 Conduct research on possible hazards and vulnerabilities in the
barangay;
 Create plans related to DRRM;
 Identify all possible stakeholders that can assist the barangay in
DRRM.

b. Transportation Team
 Ensure that there’s an organize system of transportation in the
barangay regarding DRRM. Conduct inventory of possible vehicles
that can be used in times of disaster and undergo with MOA in case
of private vehicles will be used.

c. Communication and Warning Team


 Monitor the level of water in rivers and any body of water in the
barangay, report any irregularities to BDRRMC or Punong Barangay
to decide on any immediate actions;
 Provide correct, real time and accurate information or warning to
the community for pre-emptive and early decisions by the BDRRMC;
 Ensure that there is a systematic flow of communication from
barangay level to higher DRRM council;

 Coordinate with other sub-committees of BDRRMC and other


concerned local agencies especially in times of emergency.

d. Security and Safety Team


 Ensure the safety of every residents in the barangay especially in
DRRM;
 Ensure that all equipment for DRRM are always in proper condition,
availability of relief goods;
 Create procedures for the safety of constituents especially in times
of emergency and disaster.

e. Education Team
 Ensure that children and youth in the community are properly
educated with activities and projects pertaining to DRRM;
 Ensure that private and public schools are involved in BDRRMC
programs;
 Assist in increasing knowledge of constituents on activities related of
DRRM;
 Provide assistance in documentation of plans and other activities of
BDRMC.

f. Protection Team
 Ensure human rights especially of vulnerable sectors such as
children, youth, women, senior citizens, PWDs, etc on any activities
and projects of BDRRMC;
 Guarantee that all actions of all concerned offices and groups are
align with existing DRRM laws.

DISASTER RESPONSE:

g. Rapid Damage and Needs Assessment


 Conduct prompt assessment on all damages brought by disaster in
the barangay;
 List all damages properties in the community;
 Submit report of all damages and deaths to higher council.

h. Search, Rescue and Retrieval Team


 Provide support to individual that are for evacuation or person that
needed to be save from entrapment;
 Lead the team in search for missing individuals due to disaster or
emergency;
 Assist authorities in search or retrieval of dead individuals due to
disaster or emergency.

i. Evacuation / Camp Management Team


 Ensure proper and complete profile of all evacuees inside the
evacuation center;
 Proper management of the evacuation and evacuees;
 Ensure that rules and procedures are properly implemented and
followed inside evacuation center.

j. Relief Distribution Team

 Proper management of relief goods for the survivors of disaster;


 Ensure that all individual in the community are provided with just
and equal share of relief goods.

k. Health / First Aid and Psychological Support


 Ensure that there is enough supply of medicines especially in
evacuation center;
 Provide precise information on health management and
psychosocial to avoid misinformation and possible death in time of
disaster;
 Ensure that there are appropriate facilities to cater sick, women,
senior, people with disabilities and children.

l. Fire Management
 Designate personnel in the Operation Center for twenty-four (24)
hours;
 Conduct immediate response as 1st responder in the barangay to
suppress fire and to save people in vulnerable areas;
 Assists in evacuating people who are in dangerous and vulnerable
areas.

DISASTER RECOVERY AND REHABILITATION:

m. Livelihood Team
 Conduct study with other sectors to identify damage livelihood in
the community;
 Based on their study, provide long term solutions with assistance of
higher LGUs and other offices;
 Submit report to BDRRMC on the results of their study.

n. Infrastructure / Shelter Team


 Conduct assessment on damaged properties and infrastructure in
the community;
 Submit their study to BDRRMC.

o. PDANA Team
 Conduct wide range and long-term assessment on total damages
in the community;
 List all damage properties of the barangay and its personnel;
 Submit list of all victims, deaths and damages to higher council.

Section 4. Effectivity. This Order shall take effect immediately.

DONE in Barangay Sto Cristo, City of San Jose Del Monte, Bulacan this 15th day
