00, SERIES OF 2024


RESOLUTION AMENDING THE RESOLUTION NO. 2, SERIES OF 2023 OF
THE POLYTECHNIC UNIVERSITY OF THE PHILIPPINES LOPEZ, QUEZON
CAMPUS REGARDING THE PROPER DRESS CODE

WHEREAS, the PUPLCSC Constitution and By-Laws, Article XI, Section


1 states that the Student Council Assembly (SCA) is the highest policy-
making body of the Student Council;

WHEREAS, the Student Handbook 2019 Revision, Title 4, Section 5,


provides that PUP students may dress according to their individual
preferences, but must adhere to the conventions of decency and proper
grooming;

WHEREAS, Executive Order No. 20, Series of 2023—PUP Diversity and


Inclusion Policy, Section 9, Paragraph 9.4, affirms the right of individuals to
express their gender identity through attire, including during official
university functions, with all dress code policies being gender-neutral and
free from traditional gender norms;

WHEREAS, the PUPL Central Student Council (CSC) acknowledges that


a suitable dress code is integral to maintaining a conducive educational
environment;

WHEREAS, on designated uniform days—Monday, Wednesday, and


Friday—all students are required to wear the complete gender-neutral
uniform;

Note: First-year students are required to adhere to the updated


school uniform. Second to fourth-year students may opt to wear
their existing uniforms.

WHEREAS, students are allowed to wear their preferred uniform,


provided it does not compromise the principles of gender inclusivity;

Note: The uniform (blouse/polo and pants) must be worn with


black shoes of any style, including those with heels.

WHEREAS, students enrolled in programs with laboratory classes


(BSND, BSBIO, BSHM, BSAM) are allowed to wear laboratory uniforms as
dictated by their class schedules;

Note: Students must submit their laboratory class schedules to the


CSC office.

WHEREAS, the female dress code during wash days and


organizational events allows: collared shirts, polo shirts, long sleeves, T-
shirts, formal sleeveless shirts with blazers or coats, decent crop tops (with
high-waist bottoms to cover the midriff), knee-length skirts, knee-length
dresses, ripped jeans (not excessively torn), earrings (up to two piercings,
with minimal design and no more than 2 inches in length/diameter), sandals,
foam clogs, and closed shoes;

WHEREAS, the male dress code during wash days and organizational
events allows: T-shirts, polo shirts, long sleeves, collared shirts, ripped jeans
(not excessively torn), slacks, earrings (up to two piercings, with minimal
design and no more than 2 inches in length/diameter), sandals, foam clogs,
and closed shoes;

WHEREAS, the LGBTQIA+ community is permitted to wear outfits


according to their gender identity, including cross-dressing, with ripped jeans
(not excessively torn), slacks, earrings (up to two piercings, with minimal
design and no more than 2 inches in length/diameter), sandals, foam clogs,
and closed shoes;

WHEREAS, students may choose any hairstyle, including highlights


and toned-down hair colors, without restrictions on length, except for those
currently taking or who have not completed ROTC;

WHEREAS, certain attire is prohibited on regular school days,


including: backless blouses, sleeveless shirts, off-shoulder tops, tube tops,
see-through clothing, mini skirts, low-neckline clothing, jerseys, and slippers;

WHEREAS, the updated dress code aims to promote inclusivity,


allowing students to express their identities through their preferred clothing,
aligned with the university's commitment to equality and freedom of
expression;

WHEREAS, this inclusive practice is already observed in other PUP


campuses, such as PUP-Main, demonstrating that dress and hairstyles do not
impact academic performance;

NOW, THEREFORE, BE IT RESOLVED, that the CSC requests


revisions to the proper dress code in the Student Handbook;

FURTHER RESOLVED, that posted guidelines and virtual


announcements regarding the dress code must be followed;

FURTHER RESOLVED, that the Head of the Office of Student Affairs


and Services (OSAS), along with the Guidance Counselor and SCA, will work
with campus security to monitor compliance at the main campus entrance;

FURTHER RESOLVED, that violations of the dress code—including


improper uniform, footwear, accessories, or the absence of a student ID
(except for first-year students) on uniform days (Monday, Wednesday,
Friday)—will be subject to sanctions as determined by the SCA, CSC, OSAS,
and the Guidance Counselor;

FURTHER RESOLVED, that violations of the dress code shall incur the
following penalties in accordance with Title 4, Section 5 of the University
Student Handbook, as follows:

1st Offense: Community Service


● The violator will be required to complete two (3) hours of community
service within the university, supervised by the academic organization
in coordination with the CSC. The service could involve tasks such as
assisting in campus maintenance or student events.
2 Offense: Community Service

● The violator will be required to complete four (6) hours of community


service within the university, supervised by the academic organization
in coordination with the CSC. The service could involve tasks such as
assisting in campus maintenance or student events.
3rd Offense: Temporary Suspension
● The violator will face a one-day suspension from classes, during which
they will not be allowed to attend any school activities.
4 Offense: Referral to the Disciplinary Board

● For continued non-compliance, the violator will be referred to the


Student Disciplinary Board for further action, which may include:

a. A longer suspension from classes (up to five days)
b. Probationary status for the remainder of the academic term
c. Recommendation for counseling sessions and parental
involvement in resolving the issue.
