Agenda - Deliberation upon the prevention of interventions by external aggressors in
conflicts undermining sovereignty

The Security Council,
Recalling its primary responsibility under the Charter of the United Nations for the
maintenance of international peace and security,
Recognizing the urgency and necessity of de-escalation in ongoing conflicts undermining
sovereignty and stability, particularly in the context of Israel and Palestine,
Affirming the importance of respecting the sovereignty and territorial integrity of all States,
and the need to prevent intervention by external aggressors,
Acknowledging the efforts of Member States to promote peace, humanitarian assistance,
and regional stability,
Supporting and advocating for peace under the chapter VII of the UN Charter
1. Calls upon the State of Israel and the State of Palestine to commit to an immediate
cessation of hostilities;
2. Recognizes Jerusalem as a joint international capital under shared administration by
Israel and Palestine, and urges both parties to undertake coordinated measures to
dismantle terrorist groups within their respective territories; declares that any future
aggression shall be considered a direct threat to international peace and security;
3. Decides that any violation of the ceasefire by either Israel or Palestine shall result in
immediate measures, including:
a. Removal from participation in the Security Council;
b. Suspension of recognition of statehood until compliance with the ceasefire is restored;
4. Calls upon the French Republic, the United States of America, and the United Kingdom
of Great Britain and Northern Ireland to refrain from providing direct military aid to either
Israel or Palestine during the ceasefire period to ensure neutrality and prevent escalation;
5. Imposes targeted sanctions on the Islamic Republic of Iran for actions undermining
international peace and security, particularly concerning the attack on United States Marine
forces;
6. Decides not to impose sanctions on Israel or Palestine at this stage while emphasizing
that accountability measures will be considered should violations of the ceasefire or
disproportionate actions occur;
7. Requests the Secretary-General to establish a ceasefire monitoring mechanism and to
report to the Security Council within seven days on its findings;
8. Acknowledges the formation of the “Emergency Oil Coordination Group” by the Republic
of India, the State of Japan, and the Republic of Korea in response to recent losses faced
concerning oil reserves and imports; welcomes the Kingdom of Saudi Arabia's commitment
to assist this group by offering reduced tariffs on oil exports for one calendar year;
9. Decides that the Kingdom of Saudi Arabia, the Swiss Confederation, and the Republic of
India shall provide comprehensive humanitarian assistance to both Israel and Palestine,
focusing on:
a. The reconstruction of critical infrastructure;
b. The provision of essential food and water supplies;
c. The delivery of urgent medical aid to populations affected by the conflict;
10. Calls upon all Member States and relevant international organizations to support these
efforts to promote sustainable peace and security in the region;
11. Decides to establish an international early warning mechanism under the auspices of the
United Nations, tasked with monitoring military movements, controlling interventions by
external aggressors, detecting cyber-threats, and identifying other actions that could
potentially lead to aggression, with the aim of preventing conflict escalation and maintaining
international peace and security.
