Development (GAD) Orientation


[Introduction/Acknowledgement of Participants]
Good morning, everyone!
Welcome to the Basic Gender and Development
Orientation, organized by the Construction Industry
Authority of the Philippines – Gender and Development
Focal Point System (GFPS) in partnership with the
Philippine Commission on Women.
Before everything else, let me acknowledge our dear
participants here today. Welcome to all of you and thank
you for taking the time to be here. Your presence reflects
your commitment to gender sensitivity and development.
[Preliminaries]
Before we dive into our sessions, let us begin with the
preliminaries. I invite everyone to stand for the GAD
Advocates Prayer, followed by the National Anthem.

Our Acting Executive Director, Atty. Herbert D.G.
Matienzo has another equally important engagement to
attend to this morning, thus I will be reading his
welcome remarks:

Opening Remarks for the Gender Sensitivity Training
11 March 2025, 9:00-9:15 am, BOI Conference Room
To be delivered by Executive Director Herbert D.G. Matienzo
Good morning, everyone!

It is my honor to welcome you all to today’s Gender Sensitivity


Training, organized by the CIAP GAD Focal Point System
Secretariat. We are fortunate to have with us an esteemed
resource speaker from the Philippine Commission on Women,
and we are looking forward to gaining valuable insights on how
we can better foster gender equality and equity within our
industry.

As an organization, CIAP plays a crucial role in shaping policies


and practices that guide the construction sector. However, as we
continue to grow and innovate, we must also be mindful of the
societal shifts that demand change in how we view gender roles,
treat individuals, and ensure fairness in our workplace and
beyond.

Gender sensitivity is not just about acknowledging the


differences between men and women; it is about understanding
and addressing the specific needs, experiences, and challenges
faced by individuals based on their gender. It is about breaking
down stereotypes, challenging biases, and creating an
environment where everyone, regardless of gender, has an equal
opportunity to succeed, thrive, and contribute meaningfully to
our mission and vision.

Today’s training is a vital step in advancing this goal. It will


equip us with the tools and knowledge to foster a more inclusive
and supportive culture within CIAP and its implementing boards.
By embracing the principles of gender equality and equity, we
can ensure that everyone feels valued, heard, and empowered to
contribute to the success of our projects, initiatives, and the
construction industry as a whole.

I encourage each of you to actively participate, reflect on the


importance of this training, and explore how we can implement
the best practices learned today into our day-to-day operations.
Let us all remember that promoting gender sensitivity within our
workplace does not only create a more harmonious environment,
but it also drives better productivity, enhanced creativity, and
innovation.
As we proceed with today’s session, I trust that we will leave
here better equipped to address gender issues and to build a
more equitable and inclusive industry. I would like to extend my
deepest gratitude to our resource speaker and to all of you for
your commitment to making a positive difference.

Let’s make the most of today’s training and work together to


create an environment that supports gender equality and
promotes fairness in all that we do.

Now, let's set the stage for today's learning journey. I
would like to invite Ms. Empee Pinlac to present the
objectives of our activity and some insights from the
training needs analysis.

Thank you, Ms. Empee, for outlining our goals for today
and for giving the highlights of the TNA results.

Let me emphasize that this orientation is not just about
learning, but about building connections and
understanding our roles in gender advocacy. Now, to
help us get to know one another better, we will now
participate in an engaging activity called "Human
Bingo". Mr. Khen Murillo and Ms. Jessica Baje will lead
this fun exercise.

Thank you to our facilitators and participants for those
engaging interactions!
[Introduction of the Resource Speaker]
We will now transition to our first session. But before
that, let me first introduce our resource speaker for
today:
Ms. Karen G. Dagñalan-Dy is a Supervising
Gender and Development (GAD) Specialist at the
Philippine Commission on Women (PCW). She
obtained her bachelor’s degree in Sociology from
the University of the Philippines Los Baños
(UPLB) and her master’s degree in Development
Management at the Development Academy of the
Philippines under the Public Management
Development Program (PMDP). Her gender
journey started with her stint as a media
assistant for the 18-Day Campaign to End
Violence Against Women (VAW) under the
NCRFW Public Information Program in 2006. In
2007, she became a technical officer at the
Technical Services Division (TSD), now the PCW–
Technical Services and Regional Coordination
Division (TSRCD),and has worked on capacity
building and tools development on GAD. She
plans to take up further studies in pursuit of
personal development and lifelong education.

insights on the first session, Basic GAD & SOGIESC
Concepts.

Thank you, Ms. Karen, for that insightful session. Let’s
