Project Execution Plan
1. Introduction
This Project Execution Plan (PEP) provides a comprehensive framework for the successful
delivery of the Villas Project in accordance with the Client’s Tender General Requirements.
It defines the project objectives, methodologies, responsibilities, communication protocols,
and control measures that will guide the project from initiation to completion.
2. Project Objectives
- Deliver the project on schedule, within budget, and to the highest quality standards.
- Ensure strict compliance with health, safety, and environmental (HSE) requirements.
- Establish effective communication and coordination mechanisms with all stakeholders.
- Apply risk management strategies to identify and mitigate potential challenges.
- Maintain transparency in reporting and documentation management.
3. Project Scope
The Villas Project includes design review, procurement, construction, and handover of
residential villas. Scope of work involves foundation, superstructure, architectural finishes,
MEP services, external works, and landscaping.
4. Organization and Responsibilities
The project team structure is designed to ensure clear roles and responsibilities:
- Project Manager: Overall leadership, client liaison, reporting.
- Engineering Manager: Technical oversight, design compliance, shop drawings.
- Procurement Lead: Material sourcing, supplier evaluation, delivery tracking.
- Construction Manager: Site execution, scheduling, and coordination.
- Quality Manager: QA/QC procedures, inspections, compliance verification.
- HSE Manager: Health, safety, and environmental compliance.
- Document Controller: Document management system operation.
5. Execution Strategy and Methodology
The project will be executed in a phased manner:
1. Mobilization of site and resources.
2. Construction of foundations and structural works.
3. Installation of MEP systems and architectural finishes.
4. Landscaping and external works.
5. Testing, commissioning, and final handover.
Each stage will be monitored through performance indicators, progress reporting, and risk

6. Risk Management Plan
The risk management framework involves continuous identification, assessment, and
mitigation of risks. Key risks include design delays, procurement bottlenecks, site safety
incidents, and weather impacts. Mitigation measures include contingency planning, buffer
schedules, approved vendor lists, and regular HSE audits.
7. Quality Management
A comprehensive Quality Assurance/Quality Control (QA/QC) plan will be implemented.
This includes inspection test plans (ITPs), material approvals, site inspections, and
compliance with international standards. Non-conformities will be tracked and resolved
through corrective actions.
8. Health, Safety and Environment (HSE) Plan
The HSE Plan ensures a safe working environment for all personnel. Key elements include:
- Site safety inductions and training.
- Regular safety audits and inspections.
- Emergency response procedures.
- Waste management and environmental protection measures.
- Zero-accident target policy.
9. Communication and Reporting Plan

10. Document Management System (DMS)

preparation, internal review, client approval, controlled distribution, and archiving.
