The Security Council,
Recalling its primary responsibility under the Charter of the United Nations for the
maintenance of international peace and security,
Reaffirming the purposes and principles of the Charter of the United Nations, and the primary
responsibility of the Security Council for the maintenance of international peace and security,
Recognizing the threat posed by terrorism to international peace and security, and reaffirming
the need to combat it by all means, in accordance with the Charter of the United Nations and
international law, including applicable international human rights, refugee, and humanitarian
law,
Acknowledging the need for a comprehensive approach to counter terrorism, addressing the
conditions conducive to the spread of terrorism, and recognizing the importance of
preventing and suppressing the financing of terrorism,
Emphasizing the importance of cooperation and coordination among Member States,
international, regional, and subregional organizations, in the fight against terrorism,
Recognizing the role of the United Nations in coordinating international efforts to counter
terrorism and the need for enhanced capacity-building assistance to Member States,
1. Reaffirms its commitment to the sovereignty, territorial integrity, and political
independence of all States in accordance with the Charter of the United Nations;
2. Calls upon all Member States to cooperate fully in the fight against terrorism, in
accordance with their obligations under international law, and to implement all relevant
Security Council resolutions on this matter;
3. Encourages Member States to share information, intelligence, and best practices to
prevent and respond to terrorist threats, and to strengthen international cooperation and
coordination in the investigation and prosecution of terrorist acts;
4. Requests the United Nations Office of Counter-Terrorism (UNOCT) to enhance its efforts
in providing technical assistance and capacity-building to Member States, particularly those
in need, to help them implement effective measures to combat terrorism;
5. Urges Member States to take steps to prevent the financing of terrorism, including through
the implementation of relevant international standards and best practices, and to enhance
cooperation with
the Financial Action Task Force (FATF) and other relevant international and regional bodies;
6. Calls for increased efforts to address the underlying conditions that contribute to the
spread of terrorism, including but not limited to, lack of socio-economic opportunities,
political exclusion, and prolonged conflicts, and to promote inclusive and sustainable
development as a means to prevent terrorism;
7. Encourages the development and implementation of comprehensive strategies for
preventing and countering violent extremism, which address the drivers of radicalization and
promote community engagement, education, and the protection of human rights;
8. Requests the Secretary-General to report regularly to the Security Council on the
implementation of this resolution and to provide recommendations for further actions to
address the evolving threat of terrorism;
9. Condemns the violent extremism, which can be conducive to terrorism, sectarian violence,
and the commission of terrorist acts by foreign terrorist fighters, and demands that all foreign
terrorist fighters disarm and cease all terrorist acts and participation in armed conflict;
10. Decides to remain actively seized of the matter.
