1- INTRODUCTION
1-1- Background
Umm Qasr Port serves as a pivotal commercial hub in Iraq. Regularly, a diverse range of
vessels dock at Umm Qasr North Port, including General Cargo vessels (43%), Bulk
Carriers (25%), Container Ships (18%), Ro-Ro Cargo ships (4%), and Ro-Ro/Container
Carriers (2%).
The General Company for Ports of Iraq is actively pursuing expansion initiatives by
inviting developers to establish various terminals within the port. Presently, Al AWEES,
who is an investor, seeks to develop a multipurpose terminal with the capacity to handle
grains, containers, and loose cargo. Al AWees aims to construct Berth # 29 which extend
for 1000m (500 for grains and 500 m for containers).
1-2- General
• Preloading shall be undertaken for all block works quay walls prior to casting of the in-
situ capping beam.
• The CONTRACTOR shall submit details of his proposed preloading and monitoring
methods and program, for approval by the Engineer or PORT’s representative on site,
prior to start of construction works.
• Preloading may be started after completion of the entire wall or after completion of a
certain section of wall depending on the construction methodology and program. This
shall be agreed with the PORT or PORT’s representative on site.
• The preloading operation shall be carried out in such a way that it is firmly supported
and stable, and such that it shall not cause damage or local overstressing of the block
work.
• Depending on conditions encountered in the field, and at the PORT’s sole and absolute
discretion, the requirement for pre-loading of the blockwork may be deleted at specific
sections of the wall.
1-3- Preloading Surcharge
The preloading surcharge shall be applied at the uppermost block below the in-situ
capping beam before the casting thereof.
The equivalent surcharge pressure shall consist of two added loads; namely:
• Compensating pressure: This applied surcharge shall compensate the weight of the in-situ
capping beam load and the dead load consisting of the pavement and soil weight above the
uppermost block below the in-situ capping beam to the finished level (i.e. the top level of
the in-situ capping beam) or as indicated on the Drawings.
• The surcharge shall be placed and moved so as to simulate the combinations of dead
(including but not limited to the weight of the capping block, in-situ capping, and
superstructure) and live loading which will produce the highest concentration of loading
on the toe and on the heel of the wall.

• The proposals for applying the surcharge and measuring settlement shall be submitted by
the Contractor with supporting calculations to the Engineer for his prior approval.
• Added surcharge: A uniform surcharge live load of 50 kPa (or otherwise as stated on the
relevant Drawings) that will be applied over the compensating surcharge.
The preload applied over the top of the uppermost block below the in-situ capping beam.
The soil behind the quay wall shall be loaded over a minimum width of 40 m parallel to
the cope line unless otherwise stated in Drawings or in Table 1.
1-4- Loading Methodology
The area behind the quay can be preloaded by using soil fill while the quay wall preload
may be in the form of concrete blocks or any other suitable forms subject to agreement of
the Engineer or PORT’s representative on site.
1-5- Preloading Magnitude
• Preload shall be in the form of uniform surcharge equivalent to loads included in Table
1.
• The bearing stress under the quay wall base block due to the applied preload shall not
exceed 110% of the stress induced by the normal working loads provided in Table 1 and
Section 1-6-.
• A stress on the apron ground area (including rock fill , treated backfill and native soils)
equal to the anticipated applied normal operational working stress.
1-6- Preloading Magnitude and Period Requirements
• The minimum period for preloading depends on the magnitude of the preload and the
thickness of the rock bund under the quay wall.
• The minimum preload period for quay wall shall be as per Table 1. This is the minimum
period for which the wall shall be preloaded irrespective of the rate of settlement.
• Preloading shall continue (beyond the minimum specified period) until the quay wall
movement rate (horizontal and vertical) falls below the rate of settlement stated in Table
1.
• The CONTRATOR shall continue to monitor movement of the blocks after construction
of the capping block until such time as the results demonstrate to the satisfaction of the
PORT that movement has effectively ceased.

2- SCOPE OF DOCUMENT
This specification details the requirements for the preloading and monitoring works of the
proposed Quay wall apron area of the Berth #29 at Um Qasr Port.

4- DOCUMENT OBJECTIVE
This specification details the minimum requirements for the blockwork quay wall
preloading of the proposed Multi-Purpose Terminal Quay Wall of Umm Qasr Port in Iraq.
The blockwork quay wall construction shall include.
• 1028 m long multi-purpose quay wall
• 15.0 m return quay wall on either end.

6- ORDER OF PRECEDENCE
It shall be the CONTRACTOR'S responsibility to be, or to become, knowledgeable of the
requirements of the referenced Codes and Standards. The CONTRACTOR shall notify
the EMPLOYER of any apparent conflict between this specification, the related data
sheets, the Codes and Standards and any other specifications noted herein. Resolution
and/or interpretation precedence shall be obtained from the EMPLOYER in writing
before proceeding with the design/manufacture. In the event of a conflict between
documents, the following hierarchy of adherence shall be followed:
• Iraqi Statutory Legislation and Regulations
• Purchase Order or Contract documents including Project Drawings and Specifications
• EMPLOYER General Specifications and Standards
• International Codes and Standards
In case of conflict between documents in the same level of hierarchy, the most stringent
requirement shall apply. Such interpretation of the most stringent requirement shall be
subject to EMPLOYER’s approval utilizing a technical query sheet. In all such cases of
conflict, EMPLOYER’s decision shall be final.
7- PARTICULAR REQUIREMENTS
7-1- Damaged Monitoring Points and Datum
The CONTRACTOR shall be responsible for ensuring that monitoring points (including
survey points and benchmarks) are not damaged or destroyed by the CONTRACTOR or
by others during the measurement period.
In the event that any points become damaged, the PORT or PORT’s representative must
be informed immediately for review of the situation. Any damaged or displaced survey
point must be replaced immediately, and surveys should be carried out to re-establish the
points as per a method statement submitted by the CONTRACTOR and approved by the
Engineer or PORT’s representative.
8- SUBMITTALS
• The raw measurements shall be made available to EMPLOYER or EMPLOYER’s
representative immediately after the measurements have been performed. The data shall
comprise a unique ID of the monitoring point, the plane position of the point, the day
and time of measurement and the vertical level of the point.
• For each individual reading, the level of the preload at the time of the survey must be
reported. The level of the preload shall be measure and reported to the nearest 100 mm.
• Weekly report shall be submitted to EMPLOYER or EMPLOYER’s representative
including all measurements, climatic data and all required calculations. The format of
the report shall be approved by the PORT or PORT’s representative before commencing
of the installation of the monitoring devices.
• The CONTRACTOR shall submit one hard copy as well as a softcopy of the weekly
report.

• Report shall include the details of the equipment used and full monitoring data.
• The CONTRACTOR shall submit upon a written notification of program completion, a
final report that includes all measurements. Four hard copies and one soft copy shall be
provided.
9- EXECUTION
9-1- Instrumentation and Monitoring
• Instrumentation shall consist of precise Total Station (TSP) that provides measurements
of both lateral and vertical movements, three orthogonal directions. Details shall be
provided in the CONTRACTOR Method Statement for agreement with the Engineer or
PORT’s representative on site.
• Survey points (monuments) stations every 25 m along the length of the quay walls shall
be provided. Details shall be provided in the CONTRACTOR Method Statement for
agreement with the PORT or PORT’s representative on site.
• For each survey station, monitoring shall be as a minimum, at each corner of each block
apart from the survey points on the quay walls, control survey monuments shall be
placed away from the preload area. In this regard, additional vertical surface settlement
points shall be installed:
➢ On soils just behind the quay wall.
➢ 8 m behind the quay wall.
➢ 20 m behind the loading/surcharge in apron areas, if applicable.
➢ 40 m behind the loading/surcharge in apron areas, if applicable.
• The above locations of all survey points within each monitoring stations shall be
provided in the CONTRACTOR Method Statement for agreement with the PORT or
PORT’s representative on site.
• Equipment to measure concrete and air temperatures shall be provided. These shall be
made available throughout the duration of the preloading.
• Measurements of the vertical and lateral movements of the three uppermost concrete
blocks for the test wall shall be taken at regular intervals of time after the placement of
each surcharge loading,
• Readings shall also be taken after initial construction of the quay wall but prior to the
placement of any backfill.
• Measurement shall be referred to an independent datum as per Section 9-2-.
• Measurements of lateral movement shall be made both parallel with and perpendicular
to the quay-wall.
• Readings shall be continued under each load until all movement of the test wall ceases
or reaches an acceptably slow rate as indicated in Table 1.

• Necessary precautions shall be taken to ensure the monitoring points are protected from
environmental and accidental impacts.
9-2- Datum and Accuracy
• The survey instrument and measurements shall be accurate to a maximum tolerance of
±1.0 mm. This shall be demonstrated on static points.
• The temperature reading equipment shall be accurate to a maximum tolerance of ±0.1
deg.
• Measurements shall be referenced to an independent Permanent datum reference point.
• Permanent benchmark(s) shall be established for survey control as per monitoring
specification.
9-3- Monitoring
Readings shall be taken as regular intervals after placement of preloading surcharges. As
a minimum, the following readings shall be taken:
a) Minimum two readings shall be undertaken before quay wall preload application.
b) The settlement of a preloaded length of block work quay wall shall be monitored at each
monitoring station (as per Section 9-1-) on both sea and landside edges of the top precast
block level of the block work quay wall.
c) The monitoring shall be carried out within 12 hours of placing the load (Day 0) and then
carried out subsequently on daily basis as a minimum.
d) Minimum one reading shall be taken between loading stages, where applicable.
e) Minimum three readings shall be taken after preload is removed. Time interval shall be
provided in the PC CONTRACTOR’s Method Statement for agreement with the PORT
or PORT’s representative on site.
f) For all readings, the following shall be recorded as a minimum:
- Exact time of reading (day, hours, min).
- Time of application/removal and changing (if applicable) the surcharge must be
recorded (day, hours, min).
- Temperature of both concrete and ambient air including the exact time of the record.
9-4- General Considerations
To minimize differential settlements along the length of the quay walls, CONTRACTOR
shall undertake a rolling preloading following the sequence of the quay wall construction.
All sections of the block work wall shall be preloaded prior to construction of the in-situ
capping block.
CONTRACTOR shall also prepare a method statement and carry out monitoring of
settlement of each capping beam block. Monitoring shall be for a minimum of three weeks
after in-situ casting the capping beam and may cease when the rate of movement is within
the limits specified in Table 1.
