If Final Risk is Very Low Risk:

Elimination - At the top of the hierarchy, the best way to deal with a hazard is to
eliminate it completely (preferably at the design stage). It may be an option to
postpone or delay the task or job until the circumstances change, such as an
improvement in the weather or daylight.
Administrative control - If all these options have been considered and exhausted
then administrative controls need to be considered such as changes in working
systems, warnings or signage.
Personal Protective Equipment - The last and least effective element is the correct
use of PPE, which is the last protective barrier to protect the worker.
