Student-Focused Schemes & Initiatives
Chief Minister's Breakfast Scheme: Launched on September 15, 2022, for government primary school
students in classes 1 to 5 to combat hunger and encourage attendance. The scheme has been expanded to
include students in government-aided schools as well. In the 2024-2025 academic year, this scheme was
expanded to government-aided schools in rural areas.
"Kodai Kondattam" Training Camp: A summer vacation training camp for Class 11 students in hilly
regions, focusing on Tamil culture, leadership skills, and future goals.
Vanavil Manram (Mobile Science Lab): A mobile laboratory program launched on November 28,
2022, to foster scientific thinking and an interest in mathematics among students in classes 6 to 8. It is
implemented in government middle, high, and higher secondary schools.
"Tamizh Mozhi Karpom" Scheme: Launched in 2023 to teach children of migrant workers from other
states to speak and write Tamil fluently.
Kalaithiruvizha: An annual art festival competition started in government schools in 2022-23 to
promote the artistic talents of students in classes 1 to 12.
14417 Student Helpline: A helpline to provide academic support and guidance to students, offering
counseling to help them succeed in their studies.
Martial Arts Training for Girls: A program providing training in martial arts like Karate, Judo,
Taekwondo, and Silambam to schoolgirls to build self-confidence and self-defense skills and prevent
dropouts.
Illam Thedi Kalvi (Education at Doorstep): Launched on October 27, 2021, to address the learning
loss among students in classes 1 to 8 caused by the COVID-19 pandemic.
Massive Reading Movement: Launched on July 21, 2023, across 914 government schools in 11
districts to promote reading habits among students. It was later expanded to include students from
classes 1 to 12.
Ennum Ezhuthum Scheme: Started in the academic year 2022-23 to ensure all 8-year-old children in
classes 1 to 3 can read, write, and do basic math by 2025.
Nalam Naadi App: Introduced to identify students with disabilities in government schools and ensure
they receive special education and support. The app can identify 21 types of disabilities.
IIT for All Scheme: Mentors students from government and government-aided schools to help them
gain admission to premier institutions like IITs.
Tamil Nadu Chief Minister's Aptitude Test: Identifies and encourages the potential of students in 10th
standard in government schools by providing a scholarship of Rs. 10,000 per academic year for two
years to 1000 students.
Tamil Language and Literature Talent Test: A test introduced in the academic year 2023-2024 to
improve proficiency in Tamil, with scholarships of Rs. 1,500 per month for two years for 1,500 students
from Class 11.

Kasturba Gandhi Balika Vidyalaya (KGBV): A special scheme for girls' education implemented in 44
Educationally Backward Blocks across 15 districts. It provides hostel facilities and a monthly stipend of
Rs. 200 to girls aged 14 to 18.
Netaji Subhas Chandra Bose Avasya Vidyalaya (NSCBAV): A scheme with 15 residential schools
and 4 hostels functioning in 11 districts to encourage students to pursue education. A monthly stipend of
Rs. 200 is also provided.
Transport and Escort Facilities: Provided to students from primary to high school level in remote
areas to ensure safe travel and reduce dropout rates.
Special Training for Out of School Children (OoSC): A strategy under Samagra Shiksha to bring
socially marginalized and economically disadvantaged children into the educational system.
Student Welfare Schemes: A list of welfare schemes is provided in tables, including free textbooks,
notebooks, school bags, footwear, uniforms, cycles, and financial assistance for students who lost their
parents.
Teacher and School Development Initiatives
Perasiriyar Anbazhagan School Development Scheme: Implemented since 2022-23 to improve
infrastructure facilities in government schools.
Kannavu Asiriyar Scheme: An award scheme where 380 selected teachers received an award and a
certificate in 2023-24. The top-performing teachers were taken on international educational tours.
Arignar Anna Leadership Award: Given to 100 school headmasters annually for their effective
implementation of government schemes.
Namma School Namma Ooru Palli (NSNOP): An initiative launched on December 19, 2022, to
transform government schools through contributions from various organizations and individuals.
Archaeological Training for Teachers: A six-day training program for graduate teachers to help them
effectively transfer information about Tamil civilization and culture to students.
Teacher Professional Development (TPD): SCERT organizes various training programs for teachers,
including Spoken English, Vasippu Iyakkam (reading competency), Inclusive Education, and ICT
training.
School Leadership Training Programme (SLTP): A program for head teachers of middle schools to
strengthen their leadership and administrative capabilities.
Supply of Tablets to Teachers: Tablets were provided to 79,723 Secondary Grade Teachers in the first
phase to enhance their skills in digital education.
Library & Publication Initiatives
Kalaignar Centenary Library, Madurai: An international-standard library established at a cost of Rs.
218.19 crore, with 3,64,521 books.
Senthamizh Sirpigal Arangam: Established at the Anna Centenary Library to honor Tamil writers who
have contributed to the language.

Virtual Reality Library System: Installed in 76 libraries to allow students and the public to view
information in books using VR technology.
Chennai International Book Fair (CIBF): An event launched in 2023 to promote Tamil literature
globally and translate international works into Tamil.
Thanthai Periyar Grand Library & Science Center, Coimbatore: An ongoing project with a budget
of Rs. 300 crore.
Tamil Nadu Textbook and Educational Services Corporation (TNTBC): A corporation that prints
and distributes textbooks and other books. It has various publishing schemes, including:
Thisaidhorum Dravidam project: Focuses on translating Tamil literary and historical works
into other languages.
Muthamizharignar Mozhipeyarppu Thittam: Translates multi-disciplinary books into Tamil.
Ilanthalir Ilakkiya Thittam: A children's literature initiative to promote reading.
Periyar Thoughts Translation Project: Translates Periyar's teachings into Indian and
international languages.
Pudhu Oonjal and Thenchittu: Bimonthly magazines for students in government schools.
Kanavu Aasiriyar Magazine: A monthly magazine sent to government schools for teachers.
Other Government Bodies & Initiatives
Directorate of Government Examinations (DGE): Responsible for conducting various board and
scholarship examinations.
Directorate of Non-formal and Adult Education (DNFAE): Implements various adult education
programs to eradicate illiteracy and achieve 100% literacy by 2027.
Teachers Recruitment Board (TRB): Recruits teachers for schools and professors for colleges and
conducts the Tamil Nadu Teacher Eligibility Test (TNTET) and State Eligibility Test (SET).
Tamil Nadu State Parent-Teacher Association: Organized the "Pettroai Kondaduvom" event to
promote awareness and welfare of students, parents, and teachers.
Namma School Namma Ooru School Scheme: More than Rs. 658.67 crore has been mobilized for the
development of government schools through this scheme.
Thanthai Periyar Grand Library & Science Center, Coimbatore: A Rs.300 crore project, with its
foundation laid on November 6, 2024, and construction is in progress.
Grand Library & Knowledge Center, Tiruchirappalli: A world-class facility planned at Rs.290
crore, with its foundation laid on 21.03.2025.
