“A RESOLUTION ADOPTING EXECUTIVE ORDER NO. 51: ADOPTING A NATIONAL CODE OF
MARKETING OF BREASTMILK SUBSTITUTES, BREASTMILK SUPPLEMENTS AND RELATED PRODUCTS,
PENALIZING VIOLATIONS THEREOF, AND FOR OTHER PURPOSES”
WHEREAS, in order to ensure that safe and adequate nutrition for infants is provided, there is a
need to protect and promote breastfeeding and to inform the public about the proper use of
breastmilk substitutes and supplements and related products through adequate, consistent and
objective information and appropriate regulation of the marketing and distribution of the said
substitutes, supplements and related products;
WHEREAS, the Milk Code does not just regulate the quality of the breastmilk substitutes and
supplements but also the companies’ marketing strategies and materials;
WHEREAS, breastmilk substitutes and supplements are products that serve as a partial or total
replacement of breastmilk;
WHEREAS, the Milk Code aims to help ensuring that mothers turn to breastfeeding first when it
comes to feeding their baby ̶ and stay with breastfeeding in the crucial early months of a child’s life.
WHEREAS, in consideration of the above regulations, the Barangay Council of Barangay 83-B
Cogon San Jose Tacloban City realized that said guidelines are in consonance with the barangay
programs in providing basic health services and the enhancement of a sustainable nutrition programs
in the barangay;
NOW THEREFORE, on motion of Hon. Nomer F. Daban and duly seconded by Hon. Melissa D.
Aguirre;

RESOLVED AS IT IS HEREBY RESOLVED by the Sangguniang Barangay of Barangay 83-B Cogon
San Jose Tacloban City, to adopt the Executive Order No. 51: Adopting a National Code of Marketing of
Breastmilk Substitutes, breastmilk supplements and related products, penalizing violations thereof,
and for other purposes.
RESOLVED FURTHER, that the copy of this resolution be furnished the office
of the City Nutrition Action Officer, City Social Welfare and Development Office
(CSWDO), and other local government offices for their information and guidance
UNANIMOUSLY APPROVED AND ADOPTED, this 18th day of August, 2025.
