1 Scope
When specifically referenced within the above SAMSSs, this specification defines the
technical requirements for protective and automation devices supplied within this
equipment.
2.1 If there are any conflicts between this Specification and associated purchasing,
project or engineering documents, this specification shall take precedence.
2.2 Direct all requests to deviate from this Specification in writing to the Company
or Buyer Representative, who shall follow internal company waiver procedure
SAEP-302.
3 References
The following is a summary of all the documents which have been mentioned within
this Specification. The specific part(s) of these documents which are applicable have
been identified throughout this Specification.
All referenced Specifications, Standards, Codes, Forms, Drawings, and similar material
shall be considered part of this Specification to the extent specified herein and shall be

Industry Standards and Codes. Referenced Industry Standards shall be the
edition, addendum, or revision in effect on the date of the Quotation Request or

4 Definitions
Client: The user point-of-entry for the required function in client/server computing.
Normally, a desktop computer, workstation, or laptop computer.
Database Management: Special software to create and maintain a database and enable
individual business and application to extract the data they need without having to
create separate files or data definitions in their computer programs.
Ethernet: A link layer protocol using a shared channel to broadcast messages and used
widely in Saudi Aramco LAN.
GOOSE: Generic Object Oriented Substation Events: A transfer of data (analog and
status) from one IED to another for the purpose of control.
Graphical User Interface (GUI): Part of a software to display data and functions.
Users use graphic icons and the computer mouse to issue commands and make
selections.
Human Machine Interface (HMI): The display, data entry devices and supporting
software to allow a user access to applications.
Modbus: Communication protocol to exchange data in the substitutions and other third
party systems/devices.

Protective relays shall be suitable for continuous operations in any ambient temperature
from 0°C to 55°C. If specified for use in outdoor equipment, relays shall be suitable for
continuous operation from 0°C to 70°C.
6.1 Requests to use alternate IEDs to those listed within Section 7 shall be
accompanied by documentation indicating that the alternate IEDs meet the
requirements of this specification, have at least 2 years of proven field experience
meet IEEE C37.90 or IEC 60255 and approved by Power System Engineering
Department prior to purchase. Complete specifications, installation instructions,
and an original printed copy of the IED maintenance bulletin must be provided for
this review. The supporting document must indicate calculated IEDs life
expectancy and reliability data including anticipated Mean Time Between Failure
(MTBF) and Mean Time To Repair (MTTR). Sample IEDs may be requested by
Saudi Aramco for field testing and verification prior to IED approval.
6.2 The PSA IED shall conform to the latest revision of standards and associated
Amendments shown in Table 1.

Protective devices shall meet the availability described in the figure bellow.
The curve shows fifteen years of operation life during which no more than 3%
failures of installed population is acceptable.

6.4 Protective device power supply shall be rated for nominal 125 V DC and
120 V AC
6.6 Current input shall be rated for 5 amps or 1 amp as an option if required.
6.7 IED based relays shall provide multiple digital communication ports:
One rear serial port RS485
Front USB or TCP/IP RJ-45 Port for engineering access
Two multimode fiber optic Ethernet ports supporting RSTP, IEC-61850
(MMS, GOOSE).
IED based relays shall support multiple open protocols (including DNP).
6.8 IED based relays time synchronization shall be based on a broadcast from the
system server (workstation) and / or from a GPS time receiver to comply with
the one millisecond time synchronization accuracy requirement.
6.9 IED based relays shall have self-monitoring feature and fault records capturing
capability.
6.10 Relays shall be flush or semi-flush mounted. If withdrawable, the relay draw-
out feature shall safely isolate the relay from voltage and current sources, and
shall short the current transformer connections with a make-before-break action.
6.11 IED based relays shall have pre-set and programmable visual indication
facilities to show alarm, control and trip operation.
6.12.1 IED based relays shall have the capability to store alarms, control and
protection events automatically through programming facility or a
manual trigger. Relays shall have inherent capability to display this
information without the use of external devices and to communicate
this information to a remote location. Normal reset of targets shall not
delete this information.
6.12.2 As a minimum, both phase and ground inverse time overcurrent relays
shall be capable of being set to any of the three characteristic curves
described as normal inverse, very inverse, and extremely inverse.
It shall be possible to set the ground relay characteristic independent of
the phase relay characteristic.

Acceptable protective devices can be found under the Control & Protective Relay Panel
9COM # 6000000845.
IEDs for feeder or incomer protection may be used in other general purpose
applications in addition to those listed in General Purpose Relays.
Single multifunction packages shall not provide the only protection to equipment that
requires second set of protection or back-up scheme. Functions which are considered as
back-up shall be provided by a second package or discreet relays.
Selected IEDs shall meet the minimum requirements as listed in this section in addition
to application requirements as defined in Saudi Aramco project engineering documents.
8.2 Utility or third party revenue meters shall be approved by service provider
[Saudi Electric Company (SEC) or third party].

8.3 Accuracy of the revenue meter shall be in accordance to ANSI or IEC with 0.2
accuracy class.
8.4 The meter shall be programmable for different tariff schemes including time of
use (TOU) with ten years programmable calendar.
8.5 Security feature to lock the meter physically and / or by password shall be
provided.
9.1 CCR
9.1.1 Server
Server will be rack mounted.
Power supply should be from a reliable battery backed up source.
Hard Drives will be industrial static type.
Memory (RAM) should be ECC type.
All peripherals (keyboard, mouse, etc.) will be installed within a panel.
Monitor will be installed within a panel and will have an aspect ratio
of 16:9 with minimum 1680 x 1050 resolution and 17” in size
Data storage will be configured to RAID 5.
Server should have an internal USB port to host all software license
dongle.
CPU and memory utilization shall not exceed more than 50% of the
anticipated load.
Server will be designed for indoor operation in an air-conditioned
environment between 0 and 40°C, with a relative humidity between 5
and 95%, non-condensing.
Protocol Gateways shall be an embedded system (none windows).
When more than one server/workstation is installed in the same
panel, a keyboard, video and mouse (KVM) switch can be used.

Workstation will be either rack mounted or table mounted.
Power supply should be from a reliable battery backed up source.
Hard Drives will be industrial static type.
Memory (RAM) should be ECC type.
All peripherals (keyboard, mouse, etc.) will be installed within a panel.
Monitor will have an aspect ratio of 16:9 with minimum 1680 x 1050
resolution and 19” in size
Data storage virtualization will be configured to RAID 0.
Workstation should have an internal USB port to host all software
license dongle.
CPU and memory utilization shall not exceed more than 50% of the
anticipated load.
Workstation will be designed for indoor operation in an air-conditioned
environment between 0 and 40°C, with a relative humidity between 5
and 95%, non-condensing.
9.2 Substation
9.2.1 Server
Server will be industrial type and rack mounted.
Dual power supply with hot swap capabilities. Recommended power
supply is 125 V DC unless otherwise specified in project design
specification.

9.2.2 Workstation

11.1 The PSA software shall support multiple workstation(s) in a Server / Client
network.
11.3 The PSA software shall natively support the ability to export/import historical
waveform data records in COMTRADE format.
11.4 The PSA software shall have a database management component to provide
selective removal of any range of records from the database and database files
archiving on magnetic tape or other off-line storage media.
11.5 The PSA software shall support standard operating system Copy and Paste
functions from table and chart views of historical and event data logs, making
the information available to other operating system applications.
11.6 The PSA software shall provide a utility that provides data manipulation and
communications to third party systems. This utility shall support the following
features:
a) The ability to autonomously collate information that has been acquired
from multiple sources, using diverse protocols, and allows the information
to be processed for user-defined analysis and logging purposes.
b) It shall be readily upgraded to interface with additional features and
protocols as required, without losing the existing configuration.
c) The ability to interface with multiple protocols concurrently, including
OPC, DNP, and Modbus RTU, etc.).
d) The ability to obtain and process information from an arbitrary number of
IEDs simultaneously.
e) The ability to combine set points, scheduling, arithmetic capability in a PC
environment.
f) Capable of launching IED specific software applications.

11.8.2 PSA application shall support wide area network (WAN) interface via
firewall.
11.8.3 The software shall support tools for user authentication and password
management; it shall also support multiple levels of privileges.
11.8.4 The software shall support secure access to diagrams based on Area of
Responsibility (AOR).
