Promote Inclusive Narratives That Celebrate Diversity While Reinforcing

Shared Values

This strategy involves crafting messages that highlight the strengths of a diverse
population while emphasizing common goals, identities, or values (e.g., unity, mutual respect,
or national pride). The goal is to foster a sense of belonging across demographic groups,
reducing the risk of division exploited in demographic warfare.

For Example: The Philippine government could create a positive campaign on celebrating
the country’s linguistic and cultural diversity (e.g., featuring Tagalog, Bisaya, Bicol, Hiligaynon,
Ilocano and Maranao traditions) while reinforcing shared values like bayanihan (community
spirit), resilience, and love for the Philippines.

This could include TV ads during Regional festivals like Sinulog/Kadayawan, showcasing
how diverse groups contribute to national unity, countering narratives that pit ethnic groups
against each other (e.g., Mindanao vs. Luzon tensions).

Counter Divisive Rhetoric with Fact-Based, Emotionally Resonant Messaging

Divisive rhetoric—often used in demographic warfare to stoke fear or hatred (e.g., against
immigrants or minorities)—this can be neutralized by presenting accurate data and appealing
to empathy or shared humanity. This approach aims to debunk myths and rebuild trust across
groups.

For Example: the hasty generalization that Ilocano’s are stingy (kuripot) could be
positively presented as being future ready.

Also, Amid debates over overseas Filipino workers (OFWs) and their impact on local
demographics, the Department of Labor and Employment (DOLE) could release a campaign
with data showing OFWs’ economic contributions (e.g., $31.4 billion in remittances in 2024)
alongside emotional stories of OFW families reuniting or supporting rural development. This
counters divisive rhetoric labeling OFWs as abandoning the nation or diluting cultural
identity, which could be used to sow discord.

Use Bilingual and Culturally Sensitive Content to Reach All Segments of

Society

Crafting communication to different dialects and cultural contexts ensures that all
demographic groups—especially marginalized or non-dominant ones—receive the message.
This inclusivity helps prevent exclusion, which can be exploited in demographic warfare to
alienate segments and fuel conflict.
For Example:The Department of Health (DOH) could launch a family planning and health
awareness campaign using Tagalog, Cebuano, Ilocano, and Maguindanao languages, with
culturally sensitive content tailored to urban Manila, rural Visayas, and Muslim Mindanao.

The messaging in Mindanao might align with Ramadan themes of health and family well-
being, while Visayan content could incorporate local dances like Tinikling to engage
communities. This ensures all demographic segments—linguistic, religious, and geographic—
are included, countering efforts to exclude or polarize groups.
