The requirements indicated in this specification are applicable for Emergency DG package.
5.0 Makes of electrical materials/ components/ equipments shall be selected out of the
Master Vendor List given elsewhere in the MR.

6.4 Owner shall provide 2 nos. 415 V TPN power supply feeders for maintaining the DG in ready to
start condition for the DG set. Vendor shall provide MCC of suitable rating to feed loads
associated with DG, during stand still, using this supply. 415 V Power & control cable between
Owner’s 415 V Switchboard in S/S-109 and DG Auxiliary MCC shall be supplied and laid by
owner. Cable size shall finalized during detailed engineering based on MCC rating. Termination
of cables shall be in vendor’s scope.
7.0 MV SWITCHBOARD
7.1 MV Switchboard shall be as per the enclosed EIL standard specification 6-51-0012 attached
with the requisition. It shall be with two MCCB incomers with mechanical interlock and outgoing
feeders for all the MV motors and other MV loads of the DG package.
7.2 The MCC shall be single front, compartmentalized and fixed type suitable for the 415V, 50 Hz,
TPN, 65kA (1 Sec.).
7.3 MCCBs shall be provided with shunt trip coil and shall be microprocessor based. CBCT+ ELR &
contactor shall be provided for all MCCB feeder for E/F protection for 250A and above rated
feeders. MCCBs shall be provided a tripping device with inverse time characteristic for over
load protection and instantaneous characteristics for short circuit protection and MCCB rated
above125A shall preferably have adjustable settings.
7.4 MV Switchboards shall be provided with 20% or min. 1 No. (whichever is more) spare feeder of
each type.
7.5 ON' and 'OFF' position of the operating handle of MCCB shall be displayed and the operating
handle shall be mounted on the door of the compartment housing MCCB. Each MCCB shall be
provided with minimum 1 NO + 1 NC auxiliary contact and 1NO contact for tripping
indication/alarm for owner's use.
7.6 Mandatory spares as specified under cl no 22 are included in vendor’s scope.
7.7 All the MV switchboards (PCC/PMCC/EPC/EPMCC/MCC) shall be provided with online
temperature monitoring system.
8.0 MOTORS
8.1 All MV motors shall be energy efficient IE3 type for hazardous area and IE4 for safe area.
8.2 The cable entries of all Terminal Boxes of motors, before dispatch from motor manufacturer
works, shall be fitted with suitably sized Metallic Sealing Plugs to prevent water entry/ingress in
motor windings through openings meant for cable entry in terminal boxes at construction site till
the time motors are erected and cable terminations are done.
8.3 Mandatory spares as specified under cl no 23 are included in vendor’s scope.
8.4 MV Motors rated 37kW and above shall be provided with following mandatory spares:

9.4.1 All push button stations shall be provided with 2 nos. earthing lugs/studs.
9.4.2 Shroud shall be provided on the stop push button of LCS.
10.0 CABLING
10.1 All power and twisted pair (individual pair shielded as well as overall shielded) control cabling
between the vendor’s equipments shall be supplied by the vendor except HV power cables
between DG set and DG breaker panel and between DG breaker panel and owner’s DG
incomer panel in S/S-109 which shall be supplied by owner. Termination of all cables including
owner’s supplied HV cables is included in DG package vendor’s scope. All termination kits
including HV termination kits shall be supplied and installed by DG package vendor.
Any special cable required other than those mentioned above between S/S-109 and DG shed
shall be supplied by vendor without any cost and time implication to Owner.
These cables shall be laid by vendor in cable trenches/cable trays provided by OTHERS
including laying of power and control cables within DG shed as well as between DG shed and
owner’s S/S-109.
10.2 All MV Power cables Al/ Cu. Conductor, XLPE insulated, armored FRLS PVC outer sheathed
type and shall conform to EIL standard specification 6-51-0051 and datasheet attached with
MR.
10.3 MV control cables shall be twisted pair, copper conductor, XLPE insulated, armoured, extruded
FRLS PVC outer sheathed and individual & overall shielded. Control cables with twisted pair
and shielding shall also be provided for specialized applications i.e. for CT secondary current,
differential protection, restricted earth fault protection, etc
10.4 Minimum size of control cables shall be 2.5 mm².
10.5 Vendor scope includes supply of cable lugs and nickel-plated brass cable glands for all cabling
within package battery limits inclusive of cable glands for purchaser’s cables. The cable glands
shall be single compression type for indoor equipments & double compression type for outdoor
equipments
10.6 GI cable trays and racks as required for cabling in the battery limits shall be vendor’s scope.
10.7 Cable trays used shall be GI coated of 100 micron thickness. All the hardware used for joining
the cable trays shall be of SS-316 material.
10.8 All cables shall be supplied in metallic drums as specified in the data sheet. Each drum shall
have the BPCL PO no., BPCL Project Electrical & BPCL Project Name mentioned on both
sides of the drum. The cable shall have BPCL Project Name-Electrical printed on the cable
outer sheath at regular intervals.
10.9 Cable tray earthing shall be done by laying GI strip or earthing cable along the cable tray and
earthing the tray at every 25m interval.
10.10 Wherever welding has been done on the cable tray, an anti-rust zinc coating shall be provided
for preventing rusting of cable tray.
11.0 All cable lugs to be supplied shall be heavy duty, long barrel of material as per below table.
Sector shaped/circular barrel lugs shall be provided for making connections for cables having
sector shaped/circular geometry of conductors respectively.

13.0 Owner shall provide potential free normally open contact, which shall CLOSE to start the DG
when kept in AUTO mode.
14.0 For auto closing of Owner’s generator breaker in S/S-109, vendor shall provide a potential free
normally open contact which shall CLOSE after full voltage build up.
15.0 Frequency increase/decrease from remote control panel shall be achievable by changeover of
contacts (push button type). Vendor to ensure governor suitability for this type of control.
16.0 Synchronizing panel shall be supplied by vendor and the same shall be located in owner’s
substation (S/S-109) which is approx. 200m from DG room. However, cable in actual required
length shall be provided by vendor without any additional cost and time implication to owner. All
cabling between synchronizing panel and generator control panel is in vendor scope.
17.0 Synchronizing panel shall have provision for auto as well as manual synchronizing for the
power sources. Accordingly auto synchronizer & all other related equipment shall be provided.

VENDOR LIST

GENERAL NOTES
1.0 CONTRACTOR shall procure all the material / equipment forming permanent part of the unit
/ plant from OWNER / PMC approved vendors enclosed elsewhere in the bidding document.
This shall include sub- ordered items / components also. The “Approved Vendors” shall be
item specific.
2.0 CONTRACTOR to procure material from any of OWNER / PMC approved vendors.
However, current validity, holiday status and range of approval as per EIL enlistment letter need
to be verified by the CONTRACTOR with vendor before placement of order.
i. CONTRACTOR shall also verify the work load, stability and solvency status of the vendor
prior to placement of order.
ii. Vendors on OWNER/PMC holiday list shall not be considered for ordering, which need
to be verified by the CONTRACTOR prior to placement of order. CONTRACTOR shall
comply with this requirement without any time or cost implication to Owner.
iii. In case any vendor is registered with EIL as an approved vendor subsequent to the issue
of this bidding document, the same may also be considered by the CONTRACTOR with
prior intimation to OWNER/PMC and obtain their concurrence prior to placement of
order.
iv. Wherever job specification calls for requisite proven track record, the same shall be
complied and necessary documents to be submitted for BPCL/EIL approval prior to
ordering. Licensor approval is required wherever necessary.
v. Vendors on OWNER / PMC holiday list shall not be considered for ordering.
CONTRACTOR shall comply with this requirement without any time or cost implication
to the OWNER. If a vendor is put on OWNER / PMC’s holiday list subsequent to
CONTRACTOR placing an order, it shall be CONTRACTOR’s responsibility to ensure
quality work and timely supply from the vendor.
3.0 Wherever the nos. of approved vendors are less than 3 (three) CONTRACTORS may consider
additional vendors with prior approval of OWNER / PMC. “Approval status” documents /
credentials to be furnished by the vendors in such cases the CONTRACTOR shall be solely
responsible. OWNER / PMC’s decision on approval shall be final and non- negotiable. Non-
acceptance o f a particular proposed vendor due to any reasons whatsoever shall not be a
cause of schedule and cost implication. Delay in approval of additional vendor, if any, on account
of non- submission of performance track record and other documents as per requirements is
solely to contractor’s account and no time and cost implication implication(s) shall be
entertained on account of additional vendor approval
4.0 For items not covered in the vendor list (covered elsewhere in bidding document), the vendor
shall be approved by OWNER/ PMC prior to placement of order by CONTRACTOR.
CONTRACTOR shall list down the proposed suppliers/vendors for such items and submit the
One Vendor details for OWNER/PMC’s review / approval along with necessary
documents/credentials. Non- acceptance of a particular proposed vendor due to any reasons
whatsoever shall not be a cause of schedule and cost implication.
5.0 CONTRACTOR shall make an independent assessment of capability of all the vendors
for timely deliveries of material / equipment. Any delays in deliveries by vendor(s) shall not be
a cause of schedule and cost implication.
6.0 At any stage of the project, if it comes to the notice of OWNER / PMC that CONTRACTOR
has procured material / equipment, intentionally or unintentionally whatsoever, from an
unapproved vendor and/or items not falling in approved range of vendor(s), the same shall
be rejected forthwith and CONTRACTOR shall be liable to replace such material / plant /
machinery without any schedule and cost implication to the OWNER.
7.0 The vendor list provided by Process Licensor in any of the Licensor documents shall be
considered. If Vendor for any item is not covered in this vendor list but appearing
anywhere in the Licensor process package, Licensor vendor list will be followed.
Sub- Vendor list given in the job specifications attached with the tender shall be considered for
respective items if not covered in this vendor list.
In case of any Mandatory /Proprietary items appearing in this vendor list as well as in the
Licensor’s process package, the vendors as recommended by the Process Licensor shall be
followed.
8.0 It is understood that in few cases, name of the Vendor changes due to change in their
Company or Corporate shareholding, OWNER may accept such Vendors under its new name
with prior approval and submission of requisite supporting document.
Any such approval shall however, not absolve the CONTRACTOR from any of his obligations
under the contract; neither shall any such approval signify nominations or instruction to use
such a vendor. All approved vendors are deemed to have been freely chosen by the
CONTRACTOR at his own risk.
9.0 The approved vendors list for fabricated equipment (Vessels, Column, Heat Exchangers,
Ejectors etc.) is for fabrication alone. Where mechanical design of the equipment is included
in CONTRACTOR’S scope, CONTRACTOR shall himself be responsible for designing
and obtaining approval / review of Mechanical design calculations as per codes/specifications
specified elsewhere in the Bid/Contractor document from OWNER / PMC.
10.0 Proposal of any new vendor based on its successful PTR is permissible only as special case.
In case no quote is received from the bid specified approved vendors, substantial proof such
as regret letters / E-mails from vendors etc. to be submitted for the same as documentary
evidence. However, OWNER/PMC decision shall be final and binding on the contractor for
which commercial implication (if any) shall not be entertained by the OWNER.

SECTION 1 - GENERAL
1.1 SCOPE
This specification together with the attendant Data Sheets and other specifications/
attachments to inquiry / order defines the minimum requirements for the Diesel engine/
Diesel engine Generator (DG) sets and their accessories/ auxiliaries for general industrial
purposes.
1.1.2 Vendor shall comply with the requirement of this specification and other
specifications/attachments to inquiry/order. No deviation or exception shall be permitted
without the written approval of the purchaser
1.1.3 Compliance with this specification shall not relieve the vendor of the responsibility of
furnishing equipment and accessories/auxiliaries of proper design, materials and
workmanship to meet the specified operating conditions.
1.2.1 In case of conflict between this specification and the attendant data sheets, job
specifications (if any) and other attached specification the following order of precedence
shall govern:
1. Equipment Data Sheets
2. Job Specifications (if any)
3. This specification
4. Other referred codes and standards
The editions of referenced publication that are in effect at the time of inquiry or at a date
specified in the inquiry document shall be applicable.
In case of any ambiguity in the above documents, the vendor shall seek clarification from
the owner/purchaser -and the decision of the owner/purchaser shall be final and binding.
1.3.1 All the definitions as indicated in ISO: 3046 shall apply for Diesel Engine.
1.3.2 All the definitions as indicated in ISO: 8528 shall apply for DG set.
1.3.3 DG set: A diesel generator (DG) (also known as diesel genset) is the combination of a
diesel engine with an electric generator (often an alternator) to generate electrical energy.
1.3.4 DG package: A DG set package which includes DG set(As per cl.no 1.3.3 above) and all
its associated auxiliaries such as cooling water system, air intake/exhaust system, fuel
system, lube oil system, starting system etc.
1.3.5 Diesel engine as mechanical drive applications are such as driver for fire water pumps,
driver for process pump & compressors etc.

The editions of referenced publications that are in effect at the time of inquiry or at a date
specified in the inquiry documents shall be applicable.
1.5.1.1 The vendor shall be a manufacturer of Diesel Engine and shall also be the manufacturer of
the proposed Diesel Engine having adequate design, engineering, manufacturing and
testing facilities for the same.
1.5.1.2 The Diesel Engine model offered shall be from the existing manufacturing range of the
vendor and already type tested at either manufacturer's works or outside. The Engine
model offered shall meet the following minimum service and manufacturing experience
requirements specified in clause 1.5.1.3 below.
1.5.1.3 The Diesel Engine proposed shall be identical in terms of Model no., Speed, ISO standard
Power rating and similar in terms of Fuel used, Type of Cooling arrangement, Materials,
Mechanical Design etc. as compared to at least ONE (1) unit of the proposed engine model
which have been designed, manufactured, tested and supplied from the proposed
manufacturing plant in the last TEN (10) years and shall have completed ONE (1) year of
operation at site as on bid due date
1.5.2.1 The DG set vendor shall either be the manufacturer of the offered diesel engine or an
authorised packager of the manufacturer of offered diesel engine OR their Authorized
Generator set OEM (GOEM)
Note: "OEM means Original Equipment Manufacturer of the proposed Diesel Engine"
"GOEM means Original Equipment Manufacturer of the proposed Diesel Engine Generator Set"
1.5.2.2 The Diesel Engine of the offered DG set shall meet the requirements as specified in clause
no. 1.5.1.1 to 1.5.1.2.
1.5.2.3 The DG set vendor shall have engineered, packaged, supplied, installed, commissioned
and tested, in the last Ten (10) years, at least One (1) Diesel engine driven Generator set
of similar (80% or higher) power rating as compared to the offered DG set and shall have
completed ONE (1) year of operation at site as on bid due date.
2.1 GENERAL
2.1.1 The Diesel Engine shall be vendor's standard model meeting the requirements as defined
in ISO:3046. It shall be 4 stroke cycles, water cooled, naturally aspirated/ turbocharged
(as per manufacturer standard) suitable for delivering the power requirement of the driven
equipment (alternator etc.) after taking into consideration the transmission losses, site de-
ration and power requirements of auxiliaries and other parasitic loads.
[Engine Manufacturer's de-ration calculations for the specified site conditions in duly completed
"Annexure-A or Annexure-B" shall be furnished along with the bid. As a minimum, the vendor
shall consider the de-ration due to ambient temperature, altitude, relative humidity, cooling water
temperature, inlet and exhaust losses etc. De-ration factor shall be worked out as per IS0:3046. In
case, there is no de-ration for the specified site conditions, the Engine Manufacturer's categorical
statement along with proper technical justification shall be furnished]
2.1.2 Standard reference conditions for diesel engine/ DG set shall be as defined in ISO: 3046-1/
ISO: 8528-1.
2.1.3 The generator/ alternator used in the proposed DG set shall meet the requirements as
specified in electrical specifications.
2.1.4 Diesel engine, including all auxiliaries, shall be designed and constructed for a minimum
service life of 20 years. Vendor shall specify in the proposal the minimum period of
uninterrupted operation.
2.1.6 Direction of rotation of the diesel engine shall be permanently marked on the engine in a
visible location
2.1.8 Hot surfaces above 70 Deg C shall be provided with personnel protection either by suitable
insulation or screening.
2.1.9 The vendor shall provide emission data including NOx, CO, SOx and UHC for the
operating range
2.2.1 The power rating of the DG setlGenset is the net exportable power output available at the
alternator terminals after deducting the electrical power consumed by the essential
independent auxiliaries.
2.2.2 For DG setlGenset used for intermittent, standby and emergency service, the power rating
category shall be Prime Power Rating (PRP) as per ISO 8528-1 provided the actual average
power output of genset over 24 hours of operation (excluding stop time) does not exceed
70% of the PRP or the permissible average power output confirmed by . engine
manufacturer, whichever is higher.
2.2.3 For DG set/Genset used for continuous service, the power rating category shall be
Continuous Power Rating (COP) as per ISO 8528-1. The genset shall be offered to have

their published COP rating equal or higher than the required rating. In case the COP rating
is not published, the genset shall be offered to meet the required rating with 70% of the
published PRP Rating.
2.2.4 Unless otherwise stated the power rating of the DG set/Genset is the power output
expressed in kilowatts at rated frequency and a power factor of 0.8 lagging. The genset
rating indicated by the manufacturer in the Equipment Data Sheet shall be with no negative
tolerance.
2.2.5 Sizing criteria for diesel engine for mechanical drive application as given below:
The net site power available after considering the de-ration due to site condition and power
losses, due to other parasitic loads and engine driven auxiliaries shall be higher of the
following two values:
a) 30 percent in excess of the maximum BKW required driving the pump at rated
condition.
b) Maximum BKW rated impeller as indicated by the manufacturer in the pump data
sheets.
2.2.6 Specific fuel consumption shall be indicated with reference to the engine power required
for delivering the rated electrical power at alternator terminal i.e. 100% rating of the
genset plus the electrical power consumed by essential independent auxiliaries. The
tolerances shall be as per ISO: 3046-1.
2.2.7 The vendor shall furnish with his proposal, a list of engine auxiliaries, which require
electrical power. All such auxiliaries shall be further categorized on the basis of:
- If these are required to run continuously / intermittently.
- If these are required to run before engine starting, during starting or required to run
after start-up.
- If the above are required to be fed from engine developed power (In such a case,
feeding arrangement shall be in vendor's scope).
The vendor shall clearly identify those auxiliaries, which will be required to be fed by the
Purchaser.
2.3.1 Unless otherwise specified, the type of starting arrangement shall be battery starting for
1010 KVA or lesser rating of DG set. For more than 1010 kVA DG set, battery starting
system can be also specified based on availability in the market and subject to client's
approval.
2.3.2 Where the engine is specified/ offered with compressed air starting, the vendor shall
specify the starting air pressure required for cranking. Unless otherwise specified the
vendor shall also provide Two air compressors (one driven by a diesel engine and the
other by electric motor) and air receiver(s). The system shall be provided with necessary
instruments, controls and safety devices.
Starting air compressors and its diesel engine driver shall be as per manufacturer's
standard and shall be proven with adequate running experience. Vendor shall however
furnish full technical details of air compressor unit and its instruments/ controls with the
bid.
The air receiver supplied by the Vendor shall be sized for at least six consecutive starts
without recharging. Air receivers shall meet ASME Section VIII & IX specifications and
be equipped with a safety valve, pressure gauge and drain valve.
In case both air compressors are proposed to be driven by electric motors(instead of one
diesel engine drive), the same can be accepted only if an additional DG set having suitable
capacity to start these air compressor motor(s) during black out condition is provided.
2.3.3 Engines shall be capable of starting without the use of cold starting aids for ambient
temperatures of 4°C and above.
The Vendor shall provide suitable cold starting aids with engines for quick starting at
ambient temperatures below 4°C and such aids shall be clearly detailed out in the offer.
Lubricating oil heaters shall not be used as a cold starting aid.
2.3.4 Where the engine is specified/ offered with battery starting arrangement, the starter shall
be suitable for the specified electrical area classification. Where the engine is specified to
be equipped with a dual starter, the synchronizing switch and the corresponding wiring/
connection with the starter shall be provided by the Vendor.
[Dual starter means any of the two starting system of the following: Hand Starting with
Starting Handle, Battery Starting, Air Starting through Pneumatic Motor, Air Starting
through Air Injection into Cylinders, Hydraulic Motor etc]
2.3.5 Where the engine is specified / required to start and/or stop automatically, the vendor shall
provide the necessary controls (Automatic-cum-manual) in the engine panel, the inter-
connecting wiring, piping/tubing from panel to the engine and the starting/stopping
equipment. A pilot lamp shall be provided in the starting equipment/control panel to
indicate that the controller is in automatic position. In the event the engine does not start
after three attempts the controller shall stop further cranking and operate the audio visual
alarm.
a) For engines requiring pre-lubrication immediately before start-up, electric motor driven
pre-lubrication pump connected to an emergency power source with timer, suitably
interlocked with the starting system, shall be provided by the vendor. Unless otherwise
specified the emergency power source shall be furnished by the vendor.
b) For engines which do not require pre-lubrication immediately before start, but require
periodic pre-lubrication to keep engine lubricated for automatic start, an AC motor driven
pre-lubrication pump with automatic start-stop and timers, set for specific running time to
provide pre-lubrication after preset periods of intervals shall be provided by the vendor.
The logic to establish the pre-lubrication shall be provided & implemented by the vendor
in the engine control panel, supplied by them.
c)For engines, which have only manual starting/stopping, a vendor's standard manual pre-
lube pump shall be provided, unless vendor does not recommend the same and proposes
other means to be adopted for any pre-lubrication after prolonged shut down periods. Such
means shall be explained in the bid.
2.3.8 Differential pressure indicator shall be provided for lubrication oil filters.
2.3.9 Oil side pressure of the lubrication cooler shall be higher than the water side pressure.
2.4.1 Fuel oil treatment system (if required) and fuel oil control system shall be supplied by the
vendor. Unless otherwise specified, this fuel treatment system shall be of vendor's
standard design proven for the specified type of fuel. If required to maintain fuel supply
temperature, a fuel cooler shall be provided in the return line to the fuel tank.
2.4.2 Unless otherwise specified, DG set rating i.e. less than 500 kVA (PRP Rating) & installed
in open to sky condition, a base frame mounted fuel tank with manufacturer standard
capacity can be acceptable. A separate fuel day tank(s) of 990 liters shall be provided for
each DG set of rating more than 500 kVA (PRP rating) & if they are installed in open to
sky condition.
Fuel Day tank(s) shall be located outside the room (if DG set is installed inside a room),
irrespective of the capacity/ size of the fuel day tank. Suitable weather protection with
fencing around shall be provided for fuel day tank which are located outside DG room.
2.4..3 The fuel day tank, if provided, shall be, as a minimum, equipped with vent piping with
flame arrester, shielded level gauge, strainer and a hand hole of not less than 150 mm
diameter, besides the required fuel connections and a drain valve. Unless otherwise
specified, manual operated portable pump with suitable capacity (1000 1ph as a minimum)
along with flexible hose and quick connects coupling shall be provided by FW main pump
supplier for filling of diesel in day tanks from diesel barrel/drum. Day tank shall be
metallic.
2.4.2.4 The height of installation of the day tank shall be indicated by the vendor in the general
arrangement drawing. In case, Fuel Day tank is mounted above engine fuel connection
level, a fuel float (surge) tank shall be provided along with its interconnecting piping/
hoses to ensure that the system does not permit gravity flow to the engine through fuel
supply line during engine shutdown.
2.4.2.6 Unless otherwise specified, for fire water pump application and all other applications, the
capacity of the Fuel Day tank(s), as a minimum, shall be suitable for running of the engine
at full load for six hours. The size of a single fuel day tank shall be limited to maximum of
990 liters & desired capacity as per above can be arrived at by interconnecting multiple
tanks.
2.5.1 Engine jacket cooling system (primary circuit) shall be closed circuit liquid cooled type
including circulating pump, make up tank, heat exchanger, temperature regulating device,
engine outlet cooling water temperature high alarm & trip device etc. If required, jacket
water heater shall be provided.
2.5.2 The heat exchangers i.e. oil coolers and engine cooling water coolers can be of any one of
the following types as specified in the inquiry:
a) Water cooled shell and tube type.
b) Air cooled type i.e. Radiator type with engine driven or electric motor driven fan

2.5.3 For radiator cooled engines with engine driven radiator fans, the radiator, temperature
control valve, expansion tank with level gauge, radiator guard and other necessary piping
and valves shall be mounted on the engine base.
For remote mounted radiator system, vendor shall supply electric motor driven radiator
fan and additional cooling water booster pump located in the engine return line. Height of
the expansion tank in the closed circuit cooling shall be at the highest level in the complete
circuit. Piping connections from cooling water outlet from the top of the Engine to the top
portion of the radiator shall be continuously sloping towards the engine without any
pockets.
2.5.4 Heat exchangers shall be of shell & tube type with secondary cooling medium (raw water/
or any other coolant specified in the inquiry) passing through the tubes. Heat exchanger
shall be of vendor's standard design and sized for heat rejection of at least 15% greater
than engine full load heat rejection.
2.6.1 The vendor shall prepare a layout drawing showing the layout and routing of air intake and
engine exhaust piping/ducting, and include in his scope complete piping/ducting, nozzles,
expansion joints and supports as required as per his layout and routing.
2.6.2 The type and location of air intake filter shall be vendor's standard and shall be suitable for
the climatic/environmental conditions applicable to the site of installation of the engine.
2.6.3 In case the filter is located outside the engine building/ engine enclosure, vendor shall
provide the following for the filter:
- Insect screen
- Rain hood
- Supporting structure with approach for maintenance.
Unless otherwise specified, coalescing filters shall be provided for high humidity
environment (60% Relative Humidity or higher).
2.6.4 Exhaust gas discharge shall be located away from inlet air and ventilation air intakes to
prevent re-entry of offensive fumes and also should not cause discomfort to personnel or
hazards to building or equipment.
2.6.6 Exhaust gas piping (as applicable) shall be provided with thermal Insulation & cladding for
personnel protection. The insulation thickness shall be adequate to limit the surface
temperature at cladding not exceeding 60 degC. The extent of insulation and cladding shall
be at least up to 3m of height from grade including complete length of exhaust piping
within engine room.
2.6.7 Unless otherwise specified, the height of the exhaust stack for DG set shall be as per
guidelines provided in "Environmental Regulations on Engines for Generator set
application and Generator sets" issued by Central Pollution Control Board (CPCB).
2.6.8 Unless otherwise specified, for the DG sets installed in a room, if a ventilation system is
required/ recommended, the same shall be included in vendor's scope of supply. Vendor
shall indicate the details of the ventilation system, if required, along with the proposed
installation arrangement in engine room. The vendor, while designing the ventilation
system, shall consider sufficient no. of air changes to maintain the temperature inside the
engine room equal to ambient temperature.

2.6.9 DG sets not installed in room shall be supplied with enclosure for noise control and
weather protection. The enclosure shall be provided with vendor standard ventilation
system designed to maintain the temperature inside the engine room close to ambient
temperature.
2.6.10 Exhaust stack height shall be as per CPCB norms or state pollution norms, whichever is
stringent for the DG set. In case, DG sets are installed in open to sky condition (without
shed or room), height of nearest building shall be considered for arriving exhaust stack
height as per CPCB/State pollution norms.
2.6.11 Air inlet & exhaust gas shall be provided with silencers if required
2.7 GOVERNING
2.7.1 The governing class shall be selected by the vendor suitable for meeting the voltage and
frequency variations specified in Electrical specifications.
2.7.2 In case of parallel running generators (i.e. for generators required to run in
synchronization), the governor and fuel injection pumps provided shall have identical
characteristics.
2.8.1 Unless otherwise specified, any applicable legislation/ statutory requirements relating to
the protection of environment and to the health and safety of personnel, with regard to
noise and exhaust gas emission, as applicable to the place of installation shall be fully
complied with by the Engine manufacturer.
SECTION 3 - ACCESSORIES
3.1.2 Couplings shall be of flexible type, however for generators up to 1010KVA, the coupling
may be accepted as per vendor standard based on their past field proved experience. The
coupling used shall be successfully proven for the service being used. The service factor
used shall be conservatively selected for the maximum horsepower rating of the engine
with a factor of not less than 1.7.
3.1.3 Non sparking guards are required over all moving parts. The guards shall be securely
attached to the base plate on foundation by means of bolts. The guard shall be sufficiently
rigid to withstand deflections as a result of bodily contact of nominally 100 kgs.

3.2.1 Unless otherwise specified, a common baseplate for the complete unit (engine and the
alternator) shall be supplied by the vendor. A baseplate shall be a single fabricated steel
unit, unless the purchaser and the vendor mutually agree that it may be fabricated in
multiple sections.
3.2.2 When specified, the base plate shall be suitable for column mounting i.e. of sufficient
rigidity to be supported at specified points without continuous grouting under structural
members.
3.2.3 The base plate shall be provided with lifting lugs for a four point lift. Lifting the baseplate
complete with all equipment mounted shall not permanently distort or otherwise damage
the base plate or the machinery mounted on it.
3.2.4 The bottom of the base plate between structural members shall be open. When installed on
a concrete foundation, accessibility for grouting under all load carrying structural members
shall be provided.
3.4 INSTRUMENTATION
The vendor shall supply instrumentation and control system as specified in the inquiry. If
in the opinion of the vendor, additional instruments, controls and safety devices are
required, the vendor shall include the same in his scope of supply.
Engine control panel (ECP) mounted on the diesel engine, containing essential safety
protection and control shall be provided. ECP shall be provided with communication
interface to the local control panel and the purchaser's control system for remote
operation and control, monitoring.
4.1 GENERAL
4.1.1 The Inspector representing Purchaser shall have entry to the plant while and wherever
work for the equipment is being performed.
4.1.2 The Vendor shall have the responsibility of providing Purchaser's Inspector with all
requisite facilities/ equipment for carrying out proper inspection and witnessing of test.
The routine load and fuel consumption test shall be of the following duration:
a) Part Loads (50% & 75%) - 1/2 hour each
b) Full Load (100%) - 4 hours
c) 10% Overload - 1 hour
After the specified tests have been completed satisfactorily, the fuel stop on the fuel
injection pump shall be set and sealed at the specified site rating including provision for 10
percent overload.
Loads (50%, 75%, 100% & 10% over load) specified above are for PRP rated DG set.
Same can be applied for COP rated DG set also (i.e. COP DG set can be load tested as
PRP rated DG set, however, 10% overload is not applicable).
4.1.4 The hydrostatic test certificates for the heat exchanger/intercooler, fuel tanks and other
pressure vessels shall be furnished to the Purchaser's inspector for his review at the time
of load testing of the diesel engine.
4.1.5 The engine control panel after assembly and wiring, shall be functionally tested at the sub-
vendor's works in the presence of the Purchaser's Inspector.
4.1.6 In addition to the inspection and tests specified in clause no. 4.1.3 to 4.1.5 above, the
genset shall be subject to Full Load Test for 4 hours & overload test of lhr @ 110% load
(if applicable) at DG set/genset vendor's shop & Job site. DG set site testing may be
allowed at available load in case full load is not available at job site. Unless otherwise
specified, load bank for job site testing is not required.
4.2.1 Immediately upon completion of all tests and inspections, all exposed machined surfaces
shall be cleaned and coated with suitable rust preventive by the Vendor and the
unmachined surfaces shall be painted by at least two coats of red oxide primer.
4.2.2 DG set along with its auxiliaries/ accessories shall be transported in assembled condition as
far as possible.
4.2.3 All untapped openings shall be provided with 4 mm thick metal closures with full rubber
gaskets and bolted by not less than 4 bolts. All connections including those for
instruments, instrument leads, lubricating oil and the like shall be identified with securely
attached tags indicating the type of connection, the instrument or the line description as
applicable.
4.2.4 The equipment shall be crated for domestic/export shipment as specified in the data sheets
considering for storage at job site for atleast 12 months. If any extra precaution is to be
taken by the Purchaser for storage beyond 12 months the same shall be explicitly indicated
in the operation and maintenance manuals. Lifting load-cut, and handling instructions shall
be securely attached to the exterior of the largest packing in a well marked weather proof
container. Upright position lifting points, weight (including packing) and dimensions shall
be clearly identified with item nos., serial nos., package nos., and the names of the
equipment.
4.2.5 Two copies of the manufacturer's installation and instruction manual per clause 5.2.5.2
shall be packed and shipped with the equipment.
5.1 GENERAL
The information to be furnished by the vendor is specified in 5.2 & 5.3 and purchaser's
Vendor Data Requirements as included in the inquiry document.
Vendor shall complete & forward a document "DOCUMENT CONTROL INDEX" to the
purchaser (Destination & contact person as per order).
No drawing shall be taken up for review till the DCI for inquiry/order is finalized by
vendor.
If specified, drawing review may be through VDM in soft as per the details provided
elsewhere in the inquiry document.
5.2 PROPOSALS
The vendor's proposals shall as a minimum include the documents specified in purchaser's
Vendor Data Requirements as included in the inquiry document.
All vendor data/drawings/documents shall be in English Language and in Metric
Systems.
5.3.1 General
5.1.1.1 Drawings and data as required after purchase order is specified in Vendor Data
Requirement. Vendor to note that the drawing/ document descriptions/ titles as given in
the Vendor Data Requirement are generic in nature. It is possible that • against one

drawing/ document specified there are several drawings to be furnished by the vendor or
vice versa.
Vendor to note that, the submission of all post order drawing & documents shall be done
through EIL. Vendor Document Management System portal. Vendor shall complete &
forward the Document Control Index (DCI) to the purchaser (Destination & contact
person as per order) through above Vendor Document Management System portal.
This document shall list out in consolidated form all drawings and documents required by
purchaser vide VDR as included in the purchase requisition. Any other data, drawing/
document as specified in Data Sheets and Specifications shall also be included by the
vendor in the DCI. Against each drawing/document, vendor shall populate their list of
document indicating the vendor's drawing numbers, titles, Rev. No. and schedule of
submission.
This shall be the first document to be submitted by vendor within two weeks of DCI
approval.
No drawing shall be taken up for review till DCI for the inquiry/order is finalized by
vendor.
5.1.1.2 All transmittal letters (covers), drawings and data shall have a title block (in addition to
vendor's standard title block) which shall as a minimum contain the following contract
information:
(i) Purchaser's and Consultant's Corporate Name
(ii) Project Name.
(iii) Equipment Name and Item No.
(iv) Purchase Order No.
(v) Purchase Requisition No.
Title Block on drawings shall be placed on the lower right hand corner.
5.1.1.3 All vendor data/ drawings/ documents shall be in English Language and in Metric
Systems.
5.1.1.4 Data specified in the VDR is the minimum requirements of Purchaser. Any additional
document/ data required or requested by Purchaser for engineering or construction shall
also be made available by the vendor.
5.1.3 Drawings
5.1.3.1 The timeframe within which the drawings are to be submitted by vendor are specified in
Purchaser's inquiry/order.
5.1.3.2 The purchaser's review of the vendor's drawings shall not constitute permission to deviate
from any requirements in the purchase order/specifications unless specifically agreed upon
in writing. After the drawings have been reviewed, certified copies shall be submitted by
vendor as a part of final documents (Technical Data Manual/Mechanical catalogues) in the
specified quantity. All drawings must be clearly legible and shall be submitted A4 or A3
paper sizes (except overall layout/ Foundation/ GA drawings which shall be submitted in
A2 paper sizes). Documents in higher paper size shall be submitted in exceptional
circumstances or as indicated in the enquiry/ contract document(s).
5.1.3.3 Drawings/documents with following titles shall contain as a minimum the following
information:
b) Foundation Drawings
A foundation drawing shall indicate complete information required for foundation
design by purchaser including the following:
a) Foundation bolt sizes & pipe sleeve details and pocket sizes & locations.
b) Type of grout material, its recommended make & grade.
c) Grouting thickness and other necessary technical details.
d) Static weight of each independently grouted item (such as diesel engine, gear
box (if required), driven equipment, control panel etc.) and location of centre of
gravity of each of such items in all three planes.
e) Weight distribution for each bolt/subsole-plate location and total static weight.
f) Dynamic loads, if any, caused due to various items grouted independently. (The
cause of generation of such loads shall also be indicated).
g) The direction and magnitude of unbalance forces and moments (with their phase
angles) generated by the out of balance of the rotating / moving parts of the
machine at the relevant operating conditions. [These loads and their locations
are to be given in all three planes. These shall be utilised for computing the
amplitudes of vibration of the foundation].
h) GD2 value of each item resolved to driver speed.
i) Maximum permissible amplitude of vibration on the foundation at the base level.
(The location of the points on the foundation base where such amplitudes are not
to be exceeded shall be given in all three planes). The reference of relevant
code, if any, shall also be indicated.

5.1.4.1 The Vendor shall provide completely filled in data sheets, first for "As Purchased" and
then for "As Built". This shall be done by the vendor correcting and filling out the data
sheets and submitting copies to the purchaser.
5.1.5.1 Mechanical catalogue is a compilation of "As Built" drawings and data, manufacturing and
test records, installation, operating and maintenance instructions.
5.1.5.2 Not later than two weeks after successful completion of all specified tests, the vendor shall
furnish the required number of mechanical catalogues for the equipment, any auxiliaries
and instruments that the vendor is providing. The mechanical catalogue shall include the
following documents as a minimum:
i) All drawings and data as listed in the vendor data index & schedule. (For drawings,
where purchaser's approval is required, the final certified drawings shall be attached.)
Sections shall be organized in a manner that data & drawings related to one subject is
grouped together such as Mechanical, Electrical, Instrumentation etc.
ii) All manufacturing, inspection and test data and records.
iii) Installation and Instruction Manual
The vendor shall provide sufficient written instructions, including a cross-reference
list of all drawings, to enable the purchaser to correctly install the equipment and
prepare the equipment for start-up. It shall include any special information required
for proper installation that is not on the drawings, special alignment or grouting
procedures, utility specifications (including quantity) and all installation data.
iv) Operation and Maintenance Manual
This manual shall provide sufficient written instructions and data to enable purchaser
to correctly operate and maintain the equipment ordered. It shall include a section to
cover special instructions for operation at extreme environmental and/or extreme
operating conditions. The following shall be included in this manual:
5.1.5.3 Technical Data Manual/ Mechanical Catalogue shall be in Hard board folder(s) of size
265 mm x 315 mm (101/2" x 121/2") and shall not be more than 90 mm thickness; it may be
of several volumes and each volume shall have a volume number, index of volumes &
index of contents of that particular volume.
5.1.5.4 Title sheet (Top sheet) of each volume of mechanical catalogue shall contain the contract
information(s) as defined under 5.2.1.2 besides the volume number.
5.1.5.5 In case order contains more than one item, separate dedicated Technical Data Manual/
Mechanical Catalogues shall be submitted for each item.
5.2.5.6 Final / "As-Built" drawings / documents shall also be submitted as electronic files on
secondary storage media (CD-ROM / DVD-ROM disks) and in Vendor Document
Management System portal. The number of prints and/or reproducible required to be
submitted by vendor are as specified in Purchaser's inquiry/order.

33 Vendor shall give a notice of at least one year to the end user of equipment and EIL before
phasing out the product/spares to enable the end user for placement of order for spares and
services.
4.0 SITE CONDITIONS
4.1 The switchboards shall be suitable for installation and satisfactory operation in an air
conditioned/ pressurised sub-station or in a substation with restricted natural air ventilation or
in a covered shed/ enclosed electrical room (e-room) in a tropical. humid and corrosive
atmosphere.
4.2 The switchboards shall be designed to operate under site conditions as specified in the data
sheets. If not specifically mentioned thersin, a design ambient temperature of 40°C and an
altitude not exceeding 1000 metres above mean sea level shall be considered.
4.3 All equipments described in this specification are intended for continuous duty operation, as
per nameplate rating under the specified ambient conditions, unless indicated otherwise.
5.0 DESIGN AND FABRICATION REQUIEMENTS
5.1 Enclosure and Protection
511 The Medium Voltage Switchboard shall be metal-enclosed and shall comprise of standard pre-
fabricated, cold-rolled, sheet steel units, assembled to form a rigid, freestanding, dead-front
structure. As a minimum, 2mm (14 SWG) CRCA sheet steel shall be used for all front and rear
doors and covers, and 1.6mm (16 SWG) CRCA sheet steel for inter-panel partitions. Wherever
required, stiffeners shall be provided to increase stiffness of large size doors and covers.
As an alternative to CRCA, Aluzinc/pre-galvanised sheet steel can also be provided for
internal inter-panel partitions only. However, all external surface shall be of CRCA with
specified paint shade.
5.1.2 Vertical panels shall be assembled to form a continuous line-up of uniform height both for HV
chamber as well as control chamber. Rear extension panels shall also be of full height.
However, HV chamber height can be different from control chamber height.
The switchboards shall be totally enclosed and vermin-proof. If necessary, openiugs for
natural ventilation shall be provided. These shall be louvered and provided with wire mesh
having opening less than 1mm. Design of louvers/ opening shall be such that the arc does not
come out in case of internal arc. The same shall be type tested for internal arc, as specified.
The enclosure shall have complete protection against approach to live parts or contact with
internal moving parts (IP-4X) as per IS/IEC: 60529,
All openings, covers and doors shall be provided with suitable Neoprene/ XLPE/ EPDM
gaskets around the perimeter to make the switchboard dust and vermin proof.
515 Each unit of the switchgear shall have necessary internal sheet metal barriers to form separate
compartments for circuit breaker, busbars, instruments and relays, cable connections etc.
Compartments for cable connections shall allow cable termination and connection work with
the switchgear encrgised. Suitable interlock shall be provided such that cable compartment can
be opened only when earth switch is ON or Earthing truck is inserted.
The panel shall be internal arc tested as per IS/IEC 62271-200 requirements for full short
circuit current and for a duration of 0.5 second (minimum) unless specified otherwise in job
specification/ datasheet and shall be qualified to comply with all the 5 criteria as per IS/IEC
62271-200. Independent pressure relief devices shall be provided for all HV compartments,
ie. bus bar, cable and breaker compartments and each compartment shall have type test
certificate for internal arc classification (IAC) as per IS/IEC 62271-200 for the short circuit
current and duration as specified. [AC test shall be conducted on the offered panel variants
such as smallest width panel, panel with louvers, panel with thermography window and any
other variants (as applicable) as per job requirements. The panel shall also be AFLR tested as
per IS/IEC 62271-200 requirements.
In case vendor has considered pressure relief/ gas duct above switchboard for release of gases
due to internal arc; vendor shall preferably provide suitable absorbers in the switchboard to
prevent the release of harmful gases in the switchgear hall. Alternatively, duct including all
accessories/supporting arrangement/sealing material/bends/installation material etc. shall be
provided for evacuating harmful gases. The offered arrangement of pressure relief/ gas duct
shall be as per type tested design.
517 All identical equipment and corresponding parts shall be fully interchangeable.
5.1.8 Safety barriers / shutters shall be provided to permit personnel to work safely within an empty
compartment with the bus bars energised. Loss of Service Continuity (LSC) category of the
switchgear shall be LSC2B as per IS/IEC-62271-200.
It shall be possible to extend the switchgear in either direction at a later date. Ends of bus bars
shall be suitably drilled for this purpose. Panels dt extreme ends shall have openings, which
shall be covered with plates screwed to the panel. Details of drilled holes in bus bar and
openings in the panels, provided for future extension shall be clearly shown in the vendor
drawings.
5.1.10 The drawout carriage on the switchboard shall have three positions: "Service", "Test" and
"Drawout" viz:
- "Full in" or "Service" position - In this position both power and control circuits shall
be connected. This shall be the normal operating position of the circuit breaker.
- "Test" position - The power contacts shall be disconnected in this position but the
control connections shall not be disturbed, it shall be possible to close and trip the
breakers in this position.
- "Draw out" Position - both power and control circuits shall be disconnected in this
position. Alternatively, “Test Position” with the secondary control circuit disconnected
may be provided in lieu of “Draw out Position™
Circuit breaker operation shall be possible only in “Service” and “Test” positions. The circuit
breaker shall be lockable in "Test" / “Draw-out” positions. Automatic safety shutters shall be
provided to ensure the inaccessibility of all live parts after the carriage is drawn out.
There shall be a distinct overall door for the breaker compartment, which can be closed with
the carriage in drawout position and it shall be lockable type.
5.1.11 All circuit breaker modules of the same rating shall be inter-changeable. Suitable interlocks
shall be provided to prevent the following operations:
- "Plugging in" or "drawing out" of a closed breaker.
- "Plugging in" a breaker with the earthing isolator closed.
- "Closing" of the earthing isolator with the breaker "plugged in".
- Pulling out the auxiliary circuit plug with the breaker in the service position. Pushing
in the breaker to the service position, with the auxiliary circuit plug not in position.
Additionally, the following shall also be provided:
- All operations such as breaker rack-in, breaker rack-out, breaker On/Off, spring
charging, earth switch On/Oft etc. shall be possible only vith panel door closed.
- Pad locking arrangement shall be provided for rack in operation of breaker as well as
for the panel door meeting LOTO requirements.
5113 Suitable eyebolts/ lifting clamps shall be provided for the lifting of the panel/shipping section.
The bolts, when removed shall not leave any opening in the pancls.
5.1.14 If specified in job specifications/datasheet/Tender, light/ arc/ pressure based sensors with
controller shall be provided to quickly detect internal arc and immediately initiate tripping
action.
5.1.15 Thermography window for infrared electrical inspection shall be provided if specified in job
specifications/datasheet/Tender . The switchgear with thermo-graphy window shal! be type
tested and certified for internal arc faults as per IS/IEC 62271-200 requirements. In case IAC
test report with thermography window is not available, IAC test report to be submitted for the
panel along with internal arc withstand capability report for the material used for
thermography window.
5.1.16 MV Switchgear shall be provided with online wireless temperature monitoring facility it
specified in job specifications/datasheet/Tender. The passive sensor shall be wireless, battery
less, dielectrically safe, robust to high voltage, high electromagnetic field, and harsh
environment. It shall take direct measurement of temperature from critical points. This facility
shall be interfaced with Substation Automation System/ ECS.
In case online temperature monitoring system (OTMS) for real time monitoring of temperature
is being provided for MV switchboards, thermography window is not required.
52 Accessibility
5.2.1 All relays, metering, and control components shall be mounted on the panel front only.
However, auxiliary contact multiplier relays with auto reset can be mounted inside the panel.
522 The switchgear shall be considered to be accessible to authorized persoinel having access all
around and shall be tested for following type of accessibility as per IS/IEC 62271-200:

R : for rear side
523 Checking and removal of components shall be possible without disturbing adjacent equipment.
All equipment shall be easily accessible. It shall be possible to set all measuring relays and
instruments in-situ without de-energising the switchboard. All mounted equipment shall have
identification tags of self-sticking PVC tapes at the rear also. In addition, permanent
identification details shall be provided on the panel. Mounting of relays for a narticular
breaker feeder panel shall be limited to that particular feeder only.
524 All terminals shall be shrouded with plastic covers to prevent accidental contact.
53 Bus Bar
5.3.1 The switchboard shall comprise of 3-phase bus bars which shall extend through all units of the
switchgear line-up. The main bus bars shall have uniform cross-section throughout their length
and shall be sized to carry continuously the rated current specified in the data sheet.
532 Bus bars shall be of high conductivity electrolytic aluminium or copper supported on
insulafors made of non-hygroscopic, non-inflammable material with tracking index equal to or
more than that defined in Indian standards. Self supporting busbars can also be accepted
provided the same is type tested design.
Bus bars shall be housed in a separate chamber and shall be accessible for inspection. Wire
guards /cover shall be provided inside the enclosure to avoid accidental contact when the cover
is removed.
Both bus bars and the supports shall be adequately sized and braced to withstand the specified
short-circuit current for 1 second. Dynamic stresses shall be calculated on the basis of the
specified peak short-circuit current. All bus bars supports shall be of non-carbonising material,
resistant to acids and alkalies.
Bus bars shall be insulated by using heat-shrinkable sleeves or glass fibre tubes suitable for
withstanding heat under worst operating condition as per type tested design. The sleeves/ tubes
shall be rated to withstand the system line-to-line voltage for 1 minute. This shall be verified
by a type test in which the line voltage will be applied between the sleeved/ tubed main bus
bar and an aluminium foil wrapped closely around the insulation over a length of at least
500mm.
53.6 All bus bar joints and all tap-off connections from the main horizontal bus bars shall be
provided with removable FRP/PU/PVC/EPDM/Nylon shrouds. The material of the shrouds
shall be flame retardant (FR).
Bus bars shall be prominently marked with Red, Yellow and Blue colour rings/ stickers for
easy phase identification at regular interval and at every power tap off point.
538 The thermal design of the bus bars shall be based on installation of the switchgear in poorly
ventilated conditions. The cooling air volume shall take into account only the bus bar
enclosure.
539 The hot spot temperature of busbars, including joints, at design ambient temperature shall not
exceed 100°C under normal operating conditions while for silver plated joints, the allowable
maximum temperature shall be 115°C in line with IS/IEC-62271-1.
5.3.10 Only zinc passivated high tensile strength high-quality Grade 8.8 or superior steel bolts, nuts
and washers shall be used for all busbar joints and supports. Also, instruction label for torque
tightening of busbar coupling shall be provided on switchboard.
53.11 The current rating as defined for switchboard and components in data sheet/job specification
are for design ambient temperature at site conditions and for being inside the cubicle at fully
loaded condition. The vendor shall suitably derate the nominal rating to suit the above
condition.
5.4 HYV Power Connections
54.1 The incoming power connection shall be through XLPE cables / busduct and outgoing power
connection shall be through XLPE cables/ busduct, as indicated in the data sheet. Ampie space
for connection of these cables shall be provided at the rear of the switchboards. In order to
avoid accidental contact in the cable compartment while carrying out inspection by opening
the rear cover, a removable expanded metal barrier/ wire mesh shall be provided in the cable
compartment. In order to facilitate infra-red electrical inspection through thermography
window, metal barrier/ wire mesh may not be provided. Non-magnetic cable gland plates shall
be provided for feeders wherever single core cables are used.
542 The switchboard shall be supplied complete with supports for clamping -outgoing and
incoming cables. The head-room available between cable gland plate and terminal
. lugs shall
not be less than 600 mm for switchgear up to 11 kV, and 900 mm for 22 and 33 kV cables.
543 In case, the standard panel depth cannot accommodate the specified number of cables, a rear
extension panel of full height shall be provided. An earth strip shall also be brought to this
extension panel.”
54.4 Unless otherwise specified, all power cables shall enter the switchboard from the bottom.
5.5 Auxiliary Wiring and Terminals
5.5.1 Inside the cubicles, the wiring for control, signalling, protection and instrument circuits shall
be done with BIS approved, PVC/XLPE insulated, flame retardant low smoke (FRLS) type,
copper conductor wire. The insulation grade shall be 660 V. FRLS shall be embossed on the
inter-panel wires.
The wiring shall preferably be enclosed in FRLS plastic channels or neatly bunched together.
Wiring between HV breakers or cable compartments to relay and metering compartments shall
be routed through FRLS flexible conduits. FRLS shall also be embossed on the plastic
channels/ flexible conduits. However, as an alternative to FRLS embossing, manufacturer
compiiance for FRLS plastic channels/ flexible conduits in form of certification can also be
accepted.
5.5.2 A minimum of 10% spare tcrminals shall be provided on each terminal block. Conductors
shall be terminated with adequately sized compression-type lugs for connection to equipment
terminals and strips. Stranded conductors shall be soldered at the ends/ crimped with suitable
lugs before connections are made to the terminals. Sufficient terminals shall be provided on
each terminal block to ensure that not more than one outgoing wire is connected per terminal.
Terminal strips shall preferably be separated from power circuits by metal barriers or
enclosures. All spare contacts of auxiliary relays, timers, etc shall be wired up to the terminals.
553 Each wire shall be identified at both ends by correctly sized PVC ferrules. Shorting links shall
be provided for all CT terminals.
554 XLPE/ PVC insulated copper conductor of cross section 1.5 mm’ may normally be used
provided the control fuse rating is 10A or less. For 16A control fuse circuit 2.5 mm’ copper
conductors shall be used. Each wire shall be terminated at a separate terminal. CT Circuit
wiring shall be done with 2.5 mm’ copper conductors. Shorting links / suitable shorting
arrangement for shorting CT secondary shall be provided.
555 Unless otherwise specified, all control cables shall enter the switchboard from the bottoni.
556 Supporting facilities shall be provided for clamping the control cables.
55.7 All inter-panel control wiring within each shipping section shall be by switchgear vendor. The
inter-panel wiring shall be taken through PVC sleeves or suitable grommets. For inter-panel
wiring between the shipping sections, wires in rolls of the required length, connected at one
point, shall be supplied with the panel for connection at site.
5.6 Control and Indication
5.6.1 Breaker tripping, closing and spring charging devices shall be fed with DC control power
supply. The rated DC voltage shall be as specified in the data sheet. The power supply for
breaker opening, closing and indication devices shall be arranged as follows:
a. One DC feeder shall be provided for each bus section. The bus coupler panel may be
fed trom any of the two supplies.
b. One separate, single-phase power supply shall be provided for each bus section for
feeding space heaters, etc. Supply voltage shall be 240 V AC, unless otherwise
specified.
5.10.6 Special warning labels shall be provided inside the switchboards also, wherever considered
necessary. Identification tags shall be provided inside the panels matching with those shown
on the circuit diagram.
5.10.7 Engraved nameplates shall preferably be of 3- ply (Black-White-Black) lamicoid sheets or
anodised aluminium. However back cngraved perspex sheet nameplates may also be
acceptable. Nameplates shall be fastened by screws and not by adhesives.
5.11 Painting i
5.11.1 All metal surfaces shall be thoroughly cleaned and degreased to remove mill scale, rust, grease
and dirt. Fabricated structures shall be pickled and then rinsed to remove any trace of acid. The
under surface shall be prepared by applying a coat of phosphate paint and a coat of yellow zinc
chromate primer. Alternately, supplier’s standard paint procedure as per their ISO standard is
also acceptable. The under surface shall be made free from all imperfections before
undertaking the finishing coat.
5.11.2 After preparation of the under surface, the switchboard shall be spray painted with two coats
of epoxy based final paint or shall be powder coated.
5.11.3 Colour shade of final paint shall be as RAL 7032 unless specified otherwise.
5114 The finished panels shall be dried in stoving ovens in dust free atmosphere. Panei finish shall
be free from imperfections like pinholes, orange peels, runoff paint etc. Vendor shall supply
final paint (1 litre per switchboard) in non-returnable cortainer for final touch up at site.
5115 All unpainted steel parts shall be Zinc passivated or suitably treated to prevent rust formation.
If these parts are moving clements then they shall be greased. Aluzinc/ pre-galvanised sheet,
wherever provided, need not be painted.
6.0 SWITCHBOARD COMPONENTS
6.1 Circuit Breakers
6.1.1 Vacuum or SF circuit breakers shall be used in the switchboard. The exact type and rating of
breakers shall be as indicated in the data sheet. Breaker transport trolleys required for cassette-
mounted breakers shall be provided for each switchboard. Number of trolleys to be provided
shall be as per data sheet.
Vacuum circuit breakers shall be designed to have low switching-over voltage levels and with
a long switching life. The interrupter shall be leak-free. The VCB shall be type tested with the
offered make & model of vacuum interrupter.
In case of SFs circuit breaker, each pole shall be provided with a pressure switch to monitor
the gas pressure with local indication / lockout, and remote annunciation in the event of SFe
gas leakage.
The breakers shall have at least 6 normally open (NO) and 6 normally closed (NC) spare
auxiliary contacts for purchaser’s use. If these are not available, auxiliary relays shall be used
to multiply the auxiliary contacts of the breakers.
The breakers shall have a motor-operated, spring-charging mechanism. It shall also be possible
to charge the springs manually. The closing spring shall get re-charged (for subsequent
closing) soon after a closing shot and prior to breaker tripping. In case the limit switch fails to
cut out the spring-charging motor with the springs fully charged, the motor shall be
automatically de-coupled or else positive isolation (at both ends) of power supply to spring
charging motor shall be ensured. The control circuit shall be suitable for local as well as
remote control. Breakers shall be trip-frec and shall have an anti-pumping device. The breaker
operating duty shall be O-3min.-CO-3min.-CO, unless otherwise agreed.
All circuit breakers shall be provided with mechanically operated emergency trip device. This
device shall be available on the front of the panel. Mechanically operated ‘closing’ device
shall be provided for all breakers. However mechanical closing shall be inhibited for all circuit
breakers in service position.
6.1.9 The breakers shall be provided with anti pumping & trip free feature. Each breaker shall be
also provided with an operation counter.
6.1.10 For all HV VFD outgoing feeders, breaker shall be provided with one no. shunt trip coil and
with undervoltage release. As an alternative, two shunt trip coils can be also provided. One
shunt trip coil shall be suitable for switchgear DC control supply while second shunt trip coil
shall be suitable for external AC control supply. The control supply voltage level shall be as
specified in data sheet.
6.1.11 Metal Oxide surge suppressors shall be provided on all outgoing vacuum circuit breakers to
limit the over voltage to a maximum of 2.2 p.u. rated peak line to earth voltage. Sizing
calculations for surge suppressor shall be provided post order.
5.1.12 Line PT shall be mounted in a separate drawout carriage having separate arrangement for rack-
in/rack-out which will be independent of breaker. For cassette type breaker, line PT can be
housed in the same vertical panel housing breaker. In case of truck mounted breaker, line PT
Contactors shall comply with IS/IEC-60470 and shall be suitable for intermittent duty class
0.1 as well as for uninterrupted duties.
The minimum short circuit breaking capacity of the contactor shall be at least 6 kA at rated
voltage.
Overvoltage surge diverters shall be installed if required to keep high over-voltages during
operating conditions within acceptable values.
Contactors for motor starters and capacitor Bank feeders shall be of the latched type. The
tripping supply shall be obtained from the DC tripping and closing supply. Motor contactor
panels shall be provided with restarting facilities as specified in job specification/ datasheet.
Fusc links shall be in accordance with IEC 60282-1 and shall have high rupturing capacity.
They shall be short circuit current limiting type. Fuses shall be provided with striker pin
arrangement tripping the contactor.
Fuses for motor starters shall have a time-current characteristic suitable for the method of
starting.
Correct discrimination shall be established between fuse characteristics and contactor breaking
capacities. This shall ensure that overload and fault currents are safely interrupted by the
appropriate devices avoiding any risk of welding or other damage to the contactor.

2.2 In case of imported equipment, standards followed in the country of origin shall be
applicable if these standards are equivalent or more stringent than the applicable Indian
Standards.
2.3 The equipment shall also conform to the provisions of CEA regulations and other statutory
regulations currently in force in the country.
2.4 In case Indian standards are not available for any equipment, standards issued by IEC or
equivalent agency shall be applicable.
2.5 In case of any conflict between various referred standards/specifications/data sheets and
statutory regulations, the most stringent requirement shall govern and the decision of
Owner/EIL in this regard shall be final and binding.
The relay & control panels shall be suitable for installation in a closed room with restricted
natural air ventilation in tropical, humid and corrosive atmosphere. The equipment shall be
designed to operate under site conditions as specified in the data sheet. If not specifically
indicated, design ambient temperature of 40° C and altitude not exceeding 1000m above
MSL shall be considered.
4.1 The offered equipment shall be brand new with state of art technology and proven field
track record. No prototype equipment shall be offered.
4.2 Vendor shall ensure availability of spare parts and maintenance support services for the
offered equipment for at least 10 years from the date of supply.
4.3 Vendor shall give a notice of at least one year to the end user of equipment and EIL before
phasing out the product / spares to enable the end user for placement of order for spares
and services.
5.1.1 The panels shall be Simplex, Duplex, Control Desk or Console type as specified in data
sheet.
5.1.2 The panels shall be sheet steel enclosed, dust and vermin proof having minimum degree of
protection as IP-41. The panels shall be floor mounting, free standing type mounted on a
supporting structure so as to form a rigid enclosure suitable for the application. The frames
shall be fabricated by using minimum 2 mm thick CRCA sheet steel while the doors and
covers shall be made from 1.6 mm thick CRCA sheet steel. Wherever, required suitable
stiffeners shall be provided. All openings, covers and doors shall be provided with gaskets
of Neoprene/HDPE/EPDM or equivalent around the perimeter to make the panel dust and
vermin proof. Hinged doors shall be complete with door handles, lock and latching facility.
Ventilating covers, if provided shall have screens and filters.
5.1.3 The panels shall be provided with integral base frame, suitable for tack welding to floor
embedded insert plate/flat/channel.
5.1.4 The height of control panels shall not exceed 2400 mm. In case more than one panel is
used, all the panels shall be arranged to form a continuous line up of uniform height and
depth.
5.1.5 The bottom of all panels shall have a 100 mm kick plate all around.
5.1.6 Cable entry shall be from bottom unless specified otherwise. A suitable removable
undrilled gland plate shall be provided for cable entry.
Simplex type panels shall be with equipment mounted on the vertical front and access door
to wiring from the rear. Further, Simplex panels with swing frame and protective full glass
door in front can also be provided.
Duplex panel shall consist of a front and a rear panel connected back to back with a 750
mm (minimum) walk way in central corridor. There shall be complete access through the
corridor to terminal blocks, internal wiring and components mounted on the panel.
Separate cable entries shall be provided for front and rear panels. Interconnection between
front and rear panels shall be by interpanel wiring (through the corridor) at the top, inside
the panel. Adequately sized hinged type access doors shall be provided at both ends of
panel line up.
Control desk shall consist of an enclosure having inclined horizontal surface. The
horizontal surface shall have a minimum height of 800 mm. The layout shall be such that
various control devices are within convenient reach of the operator. All necessary switches,
push buttons and indicating lamps etc. shall be mounted on the horizontal inclined surface.
Control desk shall have a removable front cover and rear hinged door.
Control desk console shall have one horizontal inclined surface and one vertical inclined
surface. The horizontal inclined surface shall have a minimum height of 800 mm. The
height of vertical surface shall be limited to 1500 mm. Control switches, push buttons and
indicating lamps etc. shall be mounted on horizontal face and all instruments shall be on
vertical face, all within the full view of the operator. The Control desk Console shall have a
removable front door and rear hinged door.
5.3.1 All controls, indications, meters, annunciations, mimic diagram, protective relays having
flags/operations indicators and lock out relays requiring hand reset shall be mounted on
panel front without overcrowding & cramping. The auxiliary relays can be mounted inside.
In case of duplex panels, controls, indications, meters, annunciations and mimic diagram
shall be mounted on the front panel and the relays shall be mounted on the rear panel.
Ethernet switch and LIU shall be mounted inside the panel for numerical relays.
All equipment mounted on front/rear panels shall be flush mounting type. All
meters/components shall be suitable for vertical/horizontal mounting position in which they
are to be installed. Test blocks for devices as required shall be provided.
5.3.2 The centre line of switches, push buttons etc. shall be not less than 750 mm & shall not be
more than 1800 mm from the bottom of the panel. Centre line of relays, meters, recorders
etc. shall be not less than 450 mm from the panel bottom. Alarm facia shall be located at a
minimum height of 900 mm from panel bottom.
The centre line of switches, push buttons & indicating lamps shall be matched to give a
neat & uniform appearance. Likewise the top of all meters, relays & recorders etc. shall be
in one line.
5.3.3 Provisions for cut-outs and their wiring for items to be supplied by Purchaser shall be as
per respective manufacturer's drawings. Cut-outs for equipments that are to be mounted in
future shall be blanked.
5.3.4 Checking, removal & replacement of individual components shall be possible without
disturbing the adjacent equipment. It shall be possible to test all the protective relays in-
situ'. The internally mounted components, auxiliary equipment such as transducers,
interposing CTs etc. shall be mounted in such a way as to be readily accessible, without
impeding the access to internal wiring and other components.
5.4.1 All wiring inside the panel shall be done with adequately sized, BIS approved, XLPE/PVC
insulated, FRLS type, 660V grade, single-core, stranded, annealed copper conductor wires.
For CT circuits the cross section of the wires shall be 2.5-mm2 minimum.
5.4.2 Each wire shall be identified at both ends with wire numbers by means of PVC ferrules.
5.4.3 All external connections shall be through terminal block. The terminal blocks shall be
mounted minimum 300 mm above the gland plate. Each wire shall be terminated at a
separate terminal. Shorting links shall be provided for all CT terminals and wherever
necessary.
5.4.4 All spare contacts of relays, timers, etc shall be wired up to the terminal block.
5.4.5 Terminal block shall be moulded piece made of non-inflammable plastic and complete with
insulating barriers, stud type terminals, washers, nuts, lock nuts, inserts etc. Marking on the
terminal strip shall correspond to wire number and terminal numbers on the wiring
diagram. Minimum 20 % spare terminals shall be provided in each terminal block.
5.4.6 Clamp type terminals suitable for termination of crimped type lugs shall be provided for all
control cable connections. Suitable power terminals shall be provided for incoming power
cables.
5.4.8 Wiring between panels shall be routed through PVC sleeves or rubber grommets. All inter
panel wiring within each shipping section shall be done at Vendor's works. For wiring
between shipping section, Vendor shall provide terminal blocks on adjacent shipping
sections and supply suitable jumpering wires. Alternatively, rolled up wires with necessary
ferruling for inter panel wiring shall be provided.
5.5 Earthing
5.5.1 All panels shall be connected to an earth bus bar of suitable size having continuity
throughout the length of the panel line-up. All doors and movable parts shall be connected
to the earth bus with flexible copper connections. Provision shall be made to connect the
earthing bus bar to the plant earthing grid at two ends. All non current carrying metallic
parts of the equipment and components shall be earthed.
5.6.1 LED lamps working on 240 V AC, operated by door switches shall be provided for internal
panel illumination of each panel and corridor.
5.6.2 A 240 V, single phase, 5 A, 3 pin socket shall be provided in the panel corridor or interior
of each cubicle with on-off switch for connection of hand lamps.
5.6.3 The panels shall be provided with space heaters, controlled through MCB and thermostat
with an adjustable setting.
5.7 Painting
5.7.1 All metal surfaces shall undergo manufacturer's standard cleaning/painting cycle.
5.7.2 After preparation of the under surface, the panels shall be painted with two coats of epoxy
based final paint or epoxy powder coated. Colour shade of final paint shall be RAL-7032
unless specified otherwise.
5.7.3 All unpainted steel parts shall be suitably treated to prevent rust formation/corrosion. If
these parts are moving elements then they shall be greased.
5.8 Mimic
5.8.1 Mimic diagram shall be provided on panels when specified in data sheet. Mimic diagram
shall be screwed on to the panels and shall be made of anodised aluminium or plastic of
approved fast colour. The mimic shall be 10 mm wide for horizontal run and 5 mm wide
for vertical run.
5.8.2 When semaphore indicators are used for indicating isolator/ breaker position, they shall be
automatic type and shall be so mounted in the mimic such that isolator (or breaker) closed
position shall complete the continuity of the mimic. The mimic diagram shall incorporate
red and green lamps for position indication and controlling switches for breakers.
Alternatively if specified in data sheet, discrepancy switches having built in hand operated
semaphore and position indicating lamps for breaker control & indication shall be
provided. The discrepancy switch shall perform the following functions:
5.8.3 The colour code for various voltages in the mimic diagram shall be as per IS: 11954 as
detailed below:
5.8.4 In general all colours shall be so chosen as to be distinguishable from others appearing in
the mimic diagram. These shall be subject to review by Owner/EIL during detailed
engineering.
5.8.5 Actual value of voltage, Bus Number and other details shall be indicated in alpha-numeric
characters, suitably on the mimic.
5.9.1 Instruments
All instruments shall be switchboard type, flush mounted, dust tight and tropicalised. The
instruments shall be digital/analogue type. The analogue indicating meters shall be in
square shape of size 96x96 mm2. These shall be taut band type having a scale covering 0-
240°. The instruments shall have minimum accuracy class of 1.0.
Zero adjustment for pointers shall be accessible from the front of the instruments. All
auxiliary equipment such as shunts and transducers etc as required shall be provided.
Meters shall be suitable for the specified CT ratios and VT secondary voltage of 110V or
directly from 415/240V circuit, as the case may be. The kW/kVA/kVAR meters and
kWh/kVAh/kVARh meters shall be suitable for measuring unbalanced loads on a 3-phase,
3 wire system. If specified, bi-directional type kW/kVA/kVAR meters shall be provided.
The range of PF meters shall be 0.5 lag - 1.0 - 0.5 lead. If specified, four-quadrant type
power factor meters shall be provided, suitable for bi-directional flow of power. The. PF
meters shall be suitable for 110V VT secondary.
The recording instruments shall be continuous recording type. These shall be suitable for
the Current / Voltage signals as applicable for the specified parameters to be recorded. The
recording instrument shall be complete with automatic chart feed control mechanism,
isolating switch for chart drive, necessary transducers etc. as required. Each recorder shall
be supplied with chart rolls and inking system for minimum 6 months continuous
operation.

The indicating lamps shall be of cluster LED type having minimum outer dia of 10 mm.
All lamps shall be interchangeable, panel mounting type with rear terminal connection and
shall afford easy replacement from front of the panel. The lamp cover shall be screwed
type, unbreakable.
All control switches shall be rotary type. Circuit breaker control switches shall be 3-
position Close-Neutral-Trip, spring return to neutral from both Close and Trip positions.
They shall have pistol-grip handles. Minimum one spare way shall be provided on these
switches for each position.
Ammeter selector switches shall have a make-before-break feature on its contacts. The
selector switch shall generally have four positions: three for reading 3-phase currents and
the fourth for the OFF position. The voltmeter selector switch shall also have four
positions: three shall be used to measure phase-to-phase voltages, and the fourth shall be
for the OFF position.
All control fuses shall be of HRC cartridge link type, BIS approved.
5.9.5.1 Facia window type annunciators shall be provided on the control panels. These shall be of
solid state type, with modular construction.
5.9.5.2 Visual indication shall be flush mounted, back lighted type, consisting of translucent facia
of unbreakable acrylic material. Trip and non-trip alarms shall be segregated. The colour of
windows shall be 'Red' for trip alarms and 'White' for all other alarms.
5.9.5.3 Annunciation facia shall be suitable for accommodating at least 15 standard capital size
letters / numerals in Gothic form per line with 4 lines. Minimum size of the letter shall be 4
mm. Spacing between the 2 lines shall be minimum 2 mm. The facia window shall have a
minimum display area of 1500 mm2.
5.9.5.4 Each facia window shall be provided with at least two sets of super bright cluster LEDs in
parallel to ensure highly reliable visual annunciation of adequate light intensity.
5.9.5.5 On occurrence of fault (s) one of the alarm sequences, as per Figure A (Sequence M of ISA
S 18.1) or as per Figure B (Sequence F2M-1 of ISA S 18.1) shall be provided, as stated in
the data sheet. If not specified therein, sequence as Figure A (Sequence M of ISA S 18.1)
shall be provided.
5.9.5.6 Static control circuits shall be used for alarm logics incorporating audible and visual
alarms. These shall be mounted on PCBs. The PCBs for identical logic units shall be
interchangeable
5.9.5.7 All requisite accessories including separate push buttons for ACKNOWLEDGE/ ACCEPT,
RESET, SILENCE, and TEST functions shall be provided common for all annunciator
windows. These shall be located on front of the panel.
5.9.5.8 Annunciator shall be designed to lock in even during TEST mode if the field contacts get
actuated at that instant.
5.9.5.9 The annunciator circuit design shall ensure that momentary short circuits in lamp circuit do
not affect it. Visual and audible alarm circuits shall be independent i.e. the failure of one
shall not affect the other.
5.9.5.10 The annunciators shall be suitable for operation with normally open fault contact which
closes on a fault. It shall be possible to make them suitable for normally closed fault
contact by field modification.
5.9.5.11 Annunciator shall be able to lock in for momentary actuation of field contacts.
5.9.5.12 The system shall have protection against malfunctioning due to voltage spikes.
5.9.5.13 DC Control supply, at the specified voltage, shall be provided by the Purchaser, as
indicated in the data sheet. Necessary power supply module(s), if required, to generate
different voltages for various annunciator elements shall be included in Vendor's scope.
DC supply failure indication shall be provided separately with DC under voltage relays. On
failure of DC supply to the panel, a lamp and an audio buzzer fed from AC supply shall
operate. There shall be provision for silencing / acknowledging the buzzer. The buzzer
shall have distinctly separate tone from other audible alarms.

8. OPERATIONAL TEST.
5.9.6 Relays
Auxiliary relays and contactors shall generally be used for inter-locking and multiplying
contacts. Auxiliary contacts shall be capable of carrying the maximum anticipated current.
5.9.7 Clock
5.9.7.1 An electronic digital clock having 7 segment LED display (Red Colour) shall be provided
on the top of the panel line up. The display shall have date, hour and minute display with
blinking dots. The AM/PM or 24 hour mode shall be field selectable. The display shall be
visible from a distance of 7 metre arc covering an angle of 120°. The numeral height of the
digit shall be minimum 5 cm. The intensity of the display shall be sufficient to view in
broad day light. The accuracy of the clock shall be better than + 10 sec. per month.
5.9.7.2 Power supply for the clock shall be derived from the incoming main supply to the panel
and shall be backed by lithium batteries.
5.9.8 Transducers
Transducers designed for 4-20 mA output signal shall be provided as specified in data
sheets/as per requirements of approved schemes. Transducers shall be suitable for accuracy
class 0.5 (max.). Galvanic isolation shall be provided between input and output circuits.
The isolation insulation shall withstand minimum 2 kV, 50 Hz for 1 minute. The
transducers shall be protected against input and output voltage surges. The transducers
shall be suitable for driving 600 ohms load impedance located min. 500 m away and
connected through 0.5 mm2 copper conductor cables. The transducers shall be suitable for
minimum 125 % continuous overload in input voltage/ current parameters.
The transducer characteristics shall be linear throughout the measuring range and its output
shall be load independent. The transducer shall also have a low AC ripple on output less
than the 1%.
5.9.9 Nameplates
5.9.9.1 Engraved nameplates indicating the panel designation shall be provided at the top (on front
and back) of each panel. These shall be fixed in such a way that these can be removed and
refitted when desired.
5.9.9.2 Nameplate or polyester adhesive 'identification tags' shall be fixed on each panel mounted
equipment inside the panel and shall be provided on panel walls, to indicate permanent
location of the components. Labels shall be provided for every component on the cards,
connecting wires, as well as, for the terminals in the terminal strip inside the panel.
5.9.9.3 Nameplates shall also be fixed on the exterior of the panels at appropriate places to
indicate the description/function of various relays, meters, control switches, push buttons,
lamps and other equipment.
5.9.9.4 Special warning plates shall be provided on all removable covers or doors giving access to
energised metallic parts above 24 volts.
5.9.9.5 Engraved nameplates shall preferably be of 3- ply (Black-White- Black) lamicoid sheets or
anodised aluminium. However back engraved perspex sheet nameplates may also be
acceptable. Nameplates shall be fastened by screws and not by adhesives
Necessary auxiliary voltage transformers for open delta and auxiliary current transformers,
wherever required, shall be included in Vendor's scope of supply.
Auxiliary CT required for summation of two or more feeders and auxiliary VT's required
for galvanic isolation of different synchronising inputs shall be included in Vendor's scope
of supply.
Wherever called for, integrating meters of the trivector or equivalent types capable of
indicating kWh, kVARh and kVAh directly, along with maximum kVA and kW demand
shall be provided.
These shall be suitable for 3 phase, 3 wire with unbalanced loading and with two sets of
elements connected to current and potential transformers of specified ratio, and shall be
fitted with reverse stop and impulse contacts to operate printo-maxigraphs where required.
The printomaxigraph shall be operated from the impulses received from the Trivector
meter and shall print the maximum demand in figures as well as record the shape of the
load curve. The recording shall be inkless type.
Whenever called for, swinging type synchronising panel / synchronisation trolley complete
with running and incoming voltmeters, running and incoming frequency meters,
synchroscope, synchronising check and guard relays, synchronising switches, lamps etc.

shall be provided. Automatic synchronsing device with inputs to governor control and
excitation panel shall be provided if specifically asked for. The synchronising switches
shall be lockable type. One common key shall be provided for all synchronising switches
to ensure that only one incoming source (from only one synchronising switch) is selected
at a time.
The swing type panel shall be mounted on one side of the main panel with hinges and shall
be so located as to enable easy operation of all breakers provided with synchronisation
facility. Synchronising trolley shall be on wheels and shall be complete with multipin plug
and flexible lead. Matching sockets shall be provided on main panels wherever required for
synchronising.
Purchaser may buy loose equipment to be mounted on the control panel from different
Vendors, e.g. On Load Tap-Changer controls, AVR equipment, transformer fan and
temperature control, special relays etc. as specified in data sheets. The cutout and wiring
details for such items shall be supplied to the successful Vendor. The panels shall be
supplied duly drilled, wired etc. for mounting & wiring of the loose items.
6.1 During fabrication, the panels shall be subject to inspection by EIL / Owner, or by an
agency authorised by the Owner, to assess the progress of work, as well as to ascertain that
only quality raw material is used. The manufacturer shall furnish all necessary information
concerning the supply to EIL / Owner's inspectors.
6.2 For testing requirements, refer Inspection & Test Plan No. 6-81-1004. Prior notice of
minimum 4 weeks shall be given to EIL/owner for witnessing the final testing of panel to
ensure satisfactory operation of all components. Tests shall be carried out at manufacturer's
works under his care and expense.
6.3 Test certificates of bought out components shall be submitted to the inspection agency, as
per Inspection and Test Plan no. 6-81-1004.
All equipment shall be divided into several sections for protection and ease of handling
during transportation. The equipment shall be properly packed for transportation by
selected mode i.e. by ship / rail or trailer. The equipment shall be wrapped in polythene
sheets, before being placed in the crates / cases to prevent damage to finish. Crates / cases
shall have skid bottom for handling. Special notations such as 'Fragile', 'This side up'
`Centre of Gravity', 'Weight', 'Owner's particulars', PO nos. etc. shall be clearly marked
on the package together with other details as per purchase order.
The equipment may be stored outdoors for long periods before erection. The packing shall
be completely suitable for outdoor storage in areas with heavy rains / high ambient
temperature, unless otherwise agreed. A set of instruction manuals for installation, testing
and commissioning, a set of operation & maintenance manuals and a set of final drawing
shall be enclosed in a waterproof cover along with the shipment.
