ORDERS
Whereas, the practice to fix rates of NPNL category plots in residential
plotted colonies by HSVP was discontinued and a committee under the Chairmanship of
CTP, Hr. was constituted for the said purpose. The procedure for calculation of said rates
was finalized in case of licence no. 102 of 2012 (LC-2689). The procedure so finalized was
reviewed and it was observed that parameters being adopted for calculation of above said
rates are not correct and are required to be reviewed.
2. Accordingly, it has been decided to replace the procedure finalized in
Licence no. 102 of 2012 and fix the rates of NPNL category plots in residential plotted
colonies in accordance with the SOP as described below:-
1.0 Statutory provisions for allotment of NPNL category plots
LC-IVB (Bilateral Agreement for setting up of plotted colony) forming part of Rules 1976:

2.— That the owner shall further reserve 25% of the residential plots of “No Profit No
Loss” category (normally of sizes of 125 square meters, 150 square meters, 200 square
meters, 225 square meters or otherwise approved) specifically in the layout plan by
the Director for allotment. These plots shall be allotted at a price determined by the
Director and in the following manner:-
(i) That the owner shall allot these plots to the applicants registered during the course
of his business. In case the number of persons so registered exceeds the number of
plots, the allotment shall be made by the draw of lottery for 75% plots.
(ii) That the owner shall allot remaining 25% of “No Profit No Loss” plots to:- (a)
Non Resident Indians against Foreign Exchange. (b) The land owners whose land has
been purchased by the owner for setting up a colony in lieu thereof under a written
contractual obligation. (c) Plots falling in small pockets which subsequently are
acquired by the colonizers as part of an area already developed as colony by the owner.
(d) Such persons whom the owner may like at his discretion, provided that the
allotment to such persons shall not exceed 5% of the total number of plots provided in
sub- clauses (i) and (ii):
Provided that in case of allotment from out of registered applications only,
if the prices of different sizes of plots offered to applications are different, the lottery
shall be drawn separately for each of the categories. However, the draw of lottery for
the smallest sizes of plots will be drawn first. After the draw of lottery, allotment of
plots shall be made to successful applicants after fulfillment of usual business
conditions with usual terms and conditions within the stipulated time prescribed by
the owner.
3.0 Licenced area under residential component, which is to be considered for
calculation of NPNL rates (Since the area available for sale in a licenced
plotted colony is of three categories, i.e., residential plots, commercial plots
and community sites. Accordingly, the proportionate land cost against
residential plots shall only be considered for loading on the general
category residential plots, for the purpose of calculation of NPNL rates )

4.1 Calculation of land cost
4.2 First option: Sale deed of atleast 25% of licenced area
is available (The average land cost as per all such sale
deeds to be taken into account to derive ‘per acre cost of
land’)
4.3 Second option: When sale deed of atleast 25% of
licenced area is not available, the ‘per acre cost of
land’ shall be based on collector rate of agriculture
land for the said revenue estate
4.4 Land holding cost @ 5.5% per annum for the period (4.2 or 4.3)*5.5*n
starting from date of grant of licence till date of 100
approval of service plan estimates
4.5 Land cost of licenced colony (Rs. per acre) (4.2 or 4.3)+4.4

Note: In case service plan estimates have not been approved/submitted by the colonizer,
then the value of ‘n’ may be taken as ‘0’.
5.0 Determination of Internal Development Cost to be borne by residential
plots
5.1 Option 1: When service plan estimates approved or
received after verification from HSVP/GMDA etc.

3. In future, rates of NPNL category plots in all residential plotted colonies be
fixed as per above said SOP. Further, the rates already fixed after following the procedure
laid down in LC-2689 be also revised as per above said SOP.
