Sangguniang Kabataan Reform Act of 2015, you are hereby appointed as Sangguniang
Kabataan Treasurer of Barangay Luka, Oslob, Cebu effective upon taking your Oath
of Office and undergoing the SK Mandatory Training and shall serve in such capacity
with all the rights, privileges and responsibilities appurtenant thereto until the end of the
term of the appointing authority unless sooner removed.

Barangay Luka, Oslob, Cebu, after having been appointed to the position of
SANGGUNIANG KABATAAN TREASURER, do hereby solemnly swear that I will
well and faithfully discharge to the best of my ability, the duties and functions as SK
Treasurer of Barangay Luka, Oslob, Cebu, that I will uphold and defend the Constitution
of the Republic of the Philippines; that I will bear true faith and allegiance to the same;
obey the laws and legal orders of the duly constituted authorities and I voluntarily assume
these obligations imposed by this Oath of Office without mental reservation or purpose of
evasion.

“A RESOLUTION AUTHORIZING THE OPENING OF THE BARANGAY LUKA
SANGGUNIANG KABATAAN, MUNICIPALITY OF OSLOB, PROVINCE OF CEBU
AT THE DEVELOPMENT BANK OF THE PHILIPPINES (DBP), CEBU CITY
BRANCH AND AUTHORIZING SANGGUNIANG KABATAAN TREASURER MR.
JAMES GLEN T. DURENS AS SIGNATORIES WITH THE DEVELOPMENT BANK
OF THE PHILIPPINES (DBP) - CEBU CITY BRANCH SPECIFYING HIS OFFICIAL
SIGNATURE RELATIVE TO THE SANGGUNIANG KABATAAN LUKA
TRANSACTION WITH THE BANK.”
WHEREAS, Republic Act 10742 or the SK Reform Act of 2015 states that 10% of the general
fund of the barangay shall set aside for the SK. The Sangguniang Barangay shall appropriate the
SK Funds in a lump sum, which will be disbursed solely for youth development and
empowerment;
WHEREAS, Section 20 (b) of the Republic Act 10742 states that the SK shall have financial
independence in its operations ,disbursements and encashment of the funds, income and
expenditures . As such the SK funds shall be deposited in the name of the SK of the concerned
barangays in a government owned bank situated in or nearest to its area of jurisdiction with the
SK Chairperson and SK Treasurer as the official signatories;
WHEREAS, item 3.2.2 of the DBM - DILG -NYC JMC No,1 series of 2019 provides that for
efficiency and economy purposes ,it is strongly encouraged for the SK to open and maintain a
depository account in the same bank and branch of the barangay ;
NOW, THEREFORE, BE IT RESOLVED, AS IT IS HEREBY RESOLVED, BY THE
SANGGUNIANG KABATAAN OF BARANGAY LUKA, MUNICIPALITY OF OSLOB,
PROVINCE OF CEBU BY VIRTUE OF THE POWERS VESTED IN IT BY LAW, IN
SESSION ASSEMBLE THAT:
SECTION 1. The SK LUKA is hereby authorized to open a new peso deposit account with the
DBP - Cebu City Branch;
SECTION 2. Authorizing the herein SK - Luka officials as authorized signatory of the Bank, as
follows:

RESOLVED FURTHER, to furnish copy of this resolution to Development Bank of the
Philippines, Cebu City Branch and all concerned for their information and guidance.
