Foreword
The Power Institute for East and Southern Africa (PIESA) is a regional power utility association
established in 1998 to co-ordinate information, technology and resource sharing in the
specialized areas of:

a) technology and engineering support;

b) applied research;

c) standardization;

d) incident investigations and technical audit; and

e) technical resource development and training.

The PIESA primarily aims to develop technological capacity in the region’s distribution network
by promoting a spirit of resource sharing. Membership of the PIESA is open to national electric
power utilities in East and Southern Africa that wish to participate in the sustainable
development of power systems in these areas.

This part of PIESA 003 has been prepared on behalf of the Standardization Working Group of
the PIESA and approved by the Board of the PIESA for use by supply authorities in the East
and Southern African region.

Introduction
This specification was prepared to establish and promote uniform requirements for low-voltage
cables for underground electrical distribution to enable purchasers to acquire the specified
equipment without the need for detailed and extensive contract documents.

The PIESA Board expresses the wish that, in the common interest of electricity utilities in the
East and Southern African region, all purchasers adopt the recommendations of this part of
PIESA 003 insofar as their particular conditions will permit. Any differences between the
requirements of this specification and the corresponding purchaser’s requirements should, as
far as possible, be clearly indicated in technical schedules in his enquiry document. The
technical schedules can be compiled using the draft schedules set out in annex B attached to
this specification and should, where appropriate, be submitted to the PIESA for the details to
be considered for inclusion in future revisions of this specification.

1 Scope
This part of PIESA 003 specifies the requirements for the materials, construction and testing of
the following low-voltage accessories that are used with cables for underground electrical
distribution:

a) cable joints;
b) outdoor terminations;
c) indoor terminations;
d) cable glands; and
e) lugs and ferrules.

Requirements for cables for underground electrical distribution are given in Part 1 of
PIESA 003 and the selection, handling and installation of cable and accessories is covered in
Part 3.
NOTE Cables and accessories for special applications such as petrochemical plants, power stations and
underground mines are not covered by this standard.

2 Normative references
The following documents contain provisions that, through reference in this text, constitute
provisions of this part of PIESA 003. At the time of publication, the editions indicated were
valid. All standards and specifications are subject to revision, and parties to purchase
agreements based on this part of PIESA 003 are encouraged to investigate the possibility of
applying the most recent editions of the documents listed below. Information on currently valid
national and international standards and specifications can be obtained from the appropriate
national standards organization.

3 Terms, definitions and abbreviated terms

3.1 Terms and definitions


For the purposes of this specification, the following definitions and those given in BS 6121,
BS 6910, SABS 1803 and Part 1 of PIESA 003 apply. In the case of conflicting requirements,
the definitions given below shall take precedence.
NOTE 1 The definitions extracted from the International Electrotechnical Vocabulary [IEV] [IEC 60050] have
been indicated as such.

3.1 ferrule: A metallic device for connecting two consecutive lengths of conductor. [IEV]

3.2 joint: An accessory making a connection between two cables to form a continuous
circuit. [IEV]

3.3 lug: A metallic device to connect a cable conductor to other electrical equipment. [IEV]

3.4 mechanical cable gland: A metallic device providing mechanical support for a cable
and an electrical connection to the armour wires.

3.5 termination: A device fitted to the end of a cable to ensure electrical connection with
other parts of the system and to maintain the insulation up to the point of connection. [IEV]

3.2 Abbreviated terms

4 Requirements

4.1 Cable joints


4.1.1 General

Where it is necessary to make a joint in a cable covered by this specification, the joint shall be
the cold pour resin (cast resin) or heat shrink type, to BS 6910-1. As most joints of this type
are designed to cover a range of cable sizes, the joint kit should be ordered without conductor
ferrules.

4.1.2 Cast resin joints

A cast resin joint kit shall include the following:


a) a joint shell or mould, split longitudinally and supplied in two halves that clip together;
b) filling resin and hardener with detailed mixing instructions. The resin should be clear;
c) tape or heat shrink sleeving to insulate the conductor ferrules and exposed conductors;
d) 2 lengths of self-amalgamating tape to seal the ends of the mould;
e) for joints larger than 16 mm2, two armour clamps and a suitable size of earthing braid;
f) for joints of 16 mm2 and smaller, an earthing braid shall be supplied. The type of earth
connection will be specified in schedule A;
g) disposable protective gloves; and
h) jointing instructions.

NOTE The volume of resin supplied, shall be sufficient to fill the shell when used with the smallest cable that
the shell is designed to accommodate. For cables of 120 mm2 and larger, the resin and hardener shall be
supplied in tins, not in multiple small packets, and a disposable plastic spatula shall be provided for mixing the
components.
As joint kits normally cover a range of cable sizes, conductor ferrules should be purchased separately as stock
items. Where specified for cables up to and including 16 mm2, four suitably sized ferrules for connecting the
armour wires across the joint will also be required. See PIESA 003-3 for further details.

The minimum dimensions of the mould and the minimum size of earthing braid are given in
table 1.

4.1.3 Heat shrink joints

A heat shrink joint kit shall include the following:


Heat shrink sleeving to insulate the conductor ferrules and exposed conductors
a) a joint case to provide mechanical protection and earth continuity;
b) armour clamps;
c) heat shrink outer sleeve; and
d) jointing instructions.
In addition to the materials supplied with the kit, ferrules for joining the conductors shall be
provided.

4.2 Outdoor terminations

4.2.1 General

Outdoor terminations shall provide protection from both moisture and solar radiation. A boot
shall be provided to prevent the ingress of moisture at the point where the cores are
separated, and the ends of each core shall be sealed to prevent moisture entering through the
lug sealing sleeve.

The coloured PVC insulation on the cores is not normally UV stabilized and will rapidly
deteriorate when exposed to the rays of the sun. Some form of UV stabilized sleeving shall be
provided over each core.

Where a connection has to be made to the cable armouring, the termination shall include an
armour clamp and earthing lead or braid.

4.2.2 Outdoor termination kits

An outdoor termination kit shall include the following:

a) a 2-core, 3-core, or 4-core sealing boot as required;

b) an armour clamp and earthing lead or braid (if required);

c) insulating tubing to provide a waterproof seal over the bedding, armour and outer sheath
when an earthing connection is required;

d) coloured UV stabilized tubing to provide UV protection for the exposed cable cores;

e) sealing sleeves to provide a waterproof seal onto the cable lugs;

f) additional sealing materials as required to complete the waterproofing of the termination;


and

g) termination instructions.

In addition to the materials supplied with the kit lugs shall be provided for terminating the
conductors and for the earthing lead or braid if required.

Typical outdoor terminations are shown in figures 3a) and 3b).

The minimum requirements for components in the kit shall be:

a) an armour clamp ring and earthing lead or braid (where specified)

b) the minimum size of earthing leads or braids shall be

1) 16 mm for cables up to and including 50 mm .

2) 35 mm2 for cables up to 70 mm2 or 95 mm2.

3) 50 mm2 for cables 120 mm2 and larger.

c) the minimum length of earthing lead or braid shall be 1 m.

d) UV stabilized tubing.

Two, three or four lengths as required, of UV stabilized tubing, the same colours as the cores
being protected, each with a minimum length of 1,5 m shall be supplied;

e) Sealing boot (breakout), insulating tubing (where required) and sealing sleeves.

These shall be coated on the inside with a hot melt adhesive to ensure an adequate moisture
seal to underlying components; and

f) Additional sealing materials.

Where required, some type of mastic compound or tape shall be included to effect a watertight
seal at the point where the earthing lead or braid leaves the termination.

4.3 Indoor terminations

4.3.1 General

Where cables are terminated indoors, there is no need to take special precautions to protect
the cable or termination from moisture ingress or UV radiation. All that is required is a suitable
cable gland and a set of lugs. A typical indoor termination is shown in figure 4. The term
"indoor termination" applies also to terminations outdoors in weatherproof enclosures.

4.3.2 Specific requirements

Glands shall comply fully with SABS 1213 and BS 6121-1.


Lugs shall comply fully with SABS 1803-1.

4.4 Cable glands

4.4.1 General

Cable glands shall fully meet the requirements of BS 6121-1 and SABS 1213.

4.4.2 Sizes

The recommended gland sizes are given in table 2. These are based on the cable dimensions
given in tables 9 to 12 of PIESA 003-1.

4.5 Lugs and ferrules


Lugs and ferrules, used with the joints and terminations detailed in 4.1, 4.2 and 4.3, shall fully
meet the requirements of SABS 1803.

Unless it is known that the lugs and ferrules are to be used on a compacted circular conductor,
the connectors designed for use with an uncompacted conductor shall be specified.

5 Tests

5.1 Cable joints


Cable joints shall have been tested to ensure that, with the exception of the requirement for
armour continuity and earthing connections, they comply fully with BS 6910-1. The
requirements for armour continuity and earthing connections are as follows:

a) Joints for cables up to and including 16 mm with armour wires taken across the joint shall
be in full compliance with BS 6910-1.
b) Joints for all sizes of cable, where earthing braids and armour clamps are specified (see
table 1), the short-circuit performance of the total connection (6.1.1.2.2 of BS 6910) shall equal
or exceed that given in table 3.

The Type Approval Test shall have been carried out by an accredited testing laboratory, or
witnessed and approved by a representative of such a testing laboratory.

5.2 Outdoor terminations


The 1 second earth fault rating of the earthing connection to the termination shall have been
tested to demonstrate that the connection can safely withstand the earth fault levels given in
table 4.

5.3 Indoor terminations


Cable glands and lugs supplied shall comply fully with SABS 1213 and with SABS 1803-1
respectively.

6 Marking, packaging and documentation

6.1 Packaging
Any joint or termination kit manufactured in accordance with this part of PIESA 003, shall be
packed in a strong cardboard container to protect it from mechanical damage. Individual
components shall be packed in strong, sealed plastic bags, to prevent corrosion.
Each kit shall include:
a) detailed installation instructions;
b) all necessary components and consumables required to complete the installation in
accordance with the instructions; and
c) a bill of materials referenced according to the component part numbers.
Packaging shall be such as to permit easy identification of individual components without their
removal from the packaging.

6.2 Marking
This standard may only be used and printed by approved subscription and freemailing clients of the SABS.

The cardboard container in which the joint or termination kit is packed shall be clearly and
indelibly marked with the following information:
1) The manufacturer's name or trade mark or both.
2) A reference or catalogue number and a batch number, that shall be indelibly marked on the
accessory.
3) Where the kit can be used on a range of cable sizes, the range covered by the kit shall be
given.
4) All components or consumable items, that have a shelf life limitation, shall be individually
packed and shall have the expiry date prominently and permanently shown on the packaging.

6.3 Documentation
6.3.1 Installation instructions

Unless otherwise specified in the technical schedule, installation instructions shall be in


English and shall include:
1) Legible illustrations or photographs that clearly indicate the application and assembly of all
components of the accessory.’
2) References to the bill of materials, quoting the relevant part number at least once when
describing the components.
3) The date of issue and revision number.

6.3.2 Bill of materials


The bill of materials shall provide the following information for each component:
1) a brief description;
2) the quantity; and
3) a part number or batch number.

6.3.3 Test reports

Test reports shall be submitted with a tender and shall include:


a) the installation instructions and a bill of materials;
b) the mark of accreditation held by the test laboratory on the front page of the test report;
c) for cable joints, certification that the product is fully compliant with the appropriate tests in
5.1;
d) for outdoor terminations, certification that the product withstands the appropriate earth fault
levels (see 5.2); and
e) for indoor terminations, certification that the product complies with the tests in the reference
specifications in 5.3.
If a test certificate is submitted in lieu of a full test report, the test certificate shall be traceable
to the original test report.

6.4 Storage
All component parts included in a joint or termination kit shall be capable of being stored
without deterioration within the temperature range 10 oC to 45 oC for a minimum period of
12 months.

(informative)

Guide to purchasers on preparing an enquiry

A.1 General
A model form is given in annex B to provide the purchaser with a convenient aid to purchasing.
The use of the model form is intended to obviate the need for preparing a detailed technical
specification.

The purchaser need only specify compliance with PIESA 003-2 and provide the tenderers with
details of his particular requirements, and set out the information he requires the tenderer to
provide, as indicated below.

A.2 Schedules
The model form in annex B provides the purchaser with examples of a schedule A and a
schedule B.

In his enquiry, the purchaser should provide his own schedule A and schedule B, based on
these examples.

NOTE It may be necessary to provide a separate model form for each of the sizes or types of cables required.

A.2.1 Schedule A

Schedule A lists the requirements to be specified by the purchaser in enquiries and orders.
These requirements include references to the relevant sub-clauses in the specification, to
assist in compiling the schedules.

Where the text of any referenced standards stipulates that the purchaser must indicate his
requirements, these requirements should also be specified in schedule A.

The purchaser should set out his particular requirements and choices in his own schedule A.

A.2.2 Schedule B
The purchaser will draw up his own schedule B (based on the schedule B in the model form),
and require the tenderer to fill in the schedule. By doing this, the tenderer will state compliance
with this part of PIESA 003 and provide the information the purchaser has requested.

A.3 Commercial conditions


The purchaser will need to indicate the commercial conditions applicable and draw up a price
schedule. Requirements for delivery, storage, packing and marking should be attended to in
this part of the enquiry.

It is recommended that the purchaser states that all drawings, transparencies and samples
submitted by tenderers shall become the property of the purchaser.

A.4 Quality assurance


PIESA 003-2 does not cover the purchaser’s possible requirements in respect of quality
assurance, quality control, inspections etc., since each purchaser needs to consider the
criticality of the application of each component, his own policy towards these matters, etc.
Purchasers are referred to ISO 9001:2001 for guidance.

A.5 Testing
Attention should be paid to the subject of testing and the related costs. Tests should be carried
out by a competent party and tenderers should be requested to provide assurances on this
point. Price schedules should be so drawn up and covering letters so worded that the costs of
all services such as tests, delivery and spares are declared and allowed for in the tender.

Before type tests and routine tests are carried out on samples, the number of samples used
and the frequency of sampling should be agreed upon with the supplier.

A.6 Revision of standards used as normative references


PIESA 003-2 as has been indicated, is based on a set of defined standards that may have
been revised or amended. Most purchasers would, in principle, wish to employ the latest
standards. The recommended approach to this question is to secure an undertaking from a
supplier to review the latest versions and amendments and to incorporate these where
possible and agreeable to both parties. A blanket commitment to work to the “latest” versions
of standards creates legal difficulties of interpretation and risks for both parties and should be
carefully assessed. This invariably cannot be done in the time available.
