Foreword
The Power Institute for East and Southern Africa (PIESA) is a regional power utility association
established in 1998 to co-ordinate information, technology and resource sharing in the specialized
areas of:
a) technology and engineering support;
b) applied research;
c) standardization;
d) incident investigations and technical audit; and
e) technical resource development and training.
The PIESA primarily aims to develop technological capacity in the region’s distribution network by
promoting a spirit of resource sharing. Membership of the PIESA is open to national electric power
utilities in East and Southern Africa that wish to participate in the sustainable development of power
systems in these areas.
This part of PIESA 002 has been prepared on behalf of the Standardization Working Group of the
PIESA and approved by the Board of the PIESA for use by supply authorities in the East and Southern
African region.

Introduction
This specification was prepared to establish and promote uniform requirements for outdoor distribution
cut-outs to enable purchasers to acquire the specified equipment without the need for detailed and
extensive contract documents.
The PIESA Board expresses the wish that, in the common interest of electricity utilities in the East and
Southern African region, all purchasers adopt the recommendations of this part of PIESA 002 insofar as
their particular conditions will permit, and that the use of any conflicting specifications be discontinued.
Any differences between the requirements of this specification and the corresponding purchaser’s
requirements should, as far as possible, be clearly indicated in technical schedules in his enquiry
document. The technical schedules can be compiled using the draft schedules set out in annex B
attached to this specification and should, where appropriate, be submitted to the PIESA for the details
to be considered for inclusion in future revisions of this specification.

1 Scope
This specification covers the minimum requirements for expulsion fuse-links for application with drop-out
fuse-link assemblies, as specified in PIESA 002-1, at nominal a.c. voltages of 11 kV, 22 kV, and 33 kV
(19 kV SWER).
2 Normative references
The following documents contain provisions that, through reference in the text, constitute requirements
of this specification. At the time of publication, the editions indicated were valid. All standards and
specifications are subject to revision, and parties to agreements based on this specification are
encouraged to investigate the possibility of applying the most recent editions of the documents listed
below. Information on currently valid national and international standards and specifications can be
obtained from the appropriate national standards organization.
Where there is no appropriate international standard, or where reference to relevant international
standards would result in undue complexity, it has been agreed to reference appropriate national
standards that are already applied in some countries in the region.

3 Terms, definitions and abbreviated terms
The definitions and abbreviations in PIESA 002-1 and the following definitions shall apply to this
part of PIESA 002:
3.1 Terms and definitions
3.1.1 single wire earth return: A single-phase system in which the neutral side of the connected
loads is joined to earth. Usually there is not a continuous conductor between the source and load
neutral, the neutral current flowing via electrodes into the mass of earth;
3.1.2 speed ratio: The speed ratio of all fuse-link sizes rated at 100 A and below is the ratio between

the current that melts the fuse in 0,1 s and the current that melts the fuse in 300 s.
3.2 Abbreviated terms
3.2.1 PVC: Polyvinyl chloride
3.2.2 SWER: Single wire earth return
3.2.3 UNF: Thread-unified fine thread
4 Requirements
4.1 General
The fuse-link shall be suitable for use on non-effectively earthed and effectively earthed networks and
under the following system conditions and service conditions:
a) nominal system voltage (Un) (r.m.s.) — 11 kV, 22 kV, or 33 kV as specified in technical
schedule A;
b) maximum system voltage (Um) (r.m.s.) — 12 kV, 24 kV, or 36 kV:
c) system frequency f) — 50 Hz;
d) altitude — up to 1 800 m;
e) ambient temperature minimum — -15 °C;
maximum — 50 °C;
maximum daily variation — 35 °C;
f) pollution level — very heavy; and
g) corrosion level — high
4.2 Physical
4.2.1 The fuse-link shall be suitable for mounting in both the standard bases for 22 kV and 33 kV
outdoor, pole-mounted cut-outs with arc-shortening rod, as specified in PIESA 002-1, without any
modification to the cut-out base.
4.2.2 The top end of the fuse-link shall be a removable button head, or removable button and washer
combination, with a diameter of 19 mm (see figure 1).
4.2.3 The button head and the screw terminal shall have a ¼ inch (6,35 mm) UNF thread.
4.2.4 The fuse-link shall have a tinned copper fuse tail.
4.2.5 The fuse tail shall have a minimum diameter of 2,5 mm (cross-section 5 mm2). This diameter
shall be achieved without additional coverings (for example, PVC). The diameter of the fuse tail shall be
specified in technical schedule B.

4.2.6 The overall length of the fuse-link shall be a minimum of 550 mm. The length of the fuse-link shall
be specified in technical schedule B.

4.3 Material
4.3.1 Since the fuse-links will be used in highly corrosive environments suitable precautions shall be
implemented to prevent corrosion due to the use of dissimilar metals.
4.3.2 The fuse element shall be manufactured from tin or silver.
4.4 Colour coding
Each fuse-link shall be colour coded as shown in table 1.

Colour coding shall be clearly visible, durable, and shall not affect the performance of the fuse link. The
colour coding may be applied on the fuse-link or on the packaging.
4.5 Electrical requirements
4.5.1 The ratings of the 11 kV, 22 kV and 33 kV fuse-links shall be as follows:
Speed Ratio (type K): The speed ratio of this type of fuse shall be between 6 and 8 as specified in
schedule A .
4.5.2 The fuse-link shall be a class B fuse, as defined in IEC 60282-2.
4.6 Labelling
Fuse-links shall be packaged individually.
The following information shall be indicated, as a minimum, on each package:
a) the name of manufacturer;
b) the ampere rating;
c) the fuse-link type;
d) the maximum continuous system voltage rating in kV; and
e) the colour code as specified in 4.4. table 1.
Each fuse-link shall be marked with the following data as a minimum:
a) the name of the manufacturer;

b) the ampere rating; and
c) the fuse-link type;
d) the date of manufacture or batch number.
4.7 Additional information
The following shall be submitted with the tender documentation:
a) full details of maintenance and operating requirements;
b) a detailed drawing and parts list;
c) details of any additional operational features not explicitly specified in this document;
d) time-current characteristic curves; and
e) a sample of each type offered.
5 Tests
5.1 Type tests
5.1.1 The fuse-link shall be type tested in accordance with, and found to comply with, the
requirements of IEC 60282-2. Type test reports, from an independent, accredited test authority, shall be
submitted with the tender. The appropriate test values and test report numbers for the following shall be
stated in schedule B:
a) static strength;
b) dynamic strength;
c) temperature rise test;
d) tests for time/current characteristics; and
e) breaking capacity test.
5.2 Routine tests
Routine tests as required in IEC 60282-2 shall be carried out as a normal requirement of the contract
and, if so required, shall be witnessed by the purchaser or by his appointed representative. No
additional charge shall be levied for such tests nor for the production or presentation of documentation
related to routine tests.
The following tests shall be performed on each fuse-link:
a) a static strength test; and
b) a resistance test, with the fuse-link under strain.

a) confirmation of the time/current characteristics; and
b) a dynamic strength test.
Duplicate copies of routine tests shall be supplied together with the equipment when the latter is
delivered to each of the final destinations stated in the order.
6 Marking, packaging and documentation
6.1 Packaging
Each fuse-link shall be carefully packed to prevent damage or deformation during normal transportation,
handling and storage.
The following information shall be on the outside of each package:
a) description of the contents and the type of fuse-link;
b) the address of the destination;
c) the gross mass of the container in kilograms;
d) the name of the manufacturer; and
e) the purchaser’s order number and, if applicable, the port of destination.
6.2 Documentation
General information regarding handling, installation, storage transport and maintenance of fuse-links
shall be provided.

Annex A
(informative)
Guide to purchasers on preparing an enquiry
A.1 General
A model form is given in annex B to provide the purchaser with a convenient aid to purchasing. The use
of this model form is intended to obviate the need for preparing a detailed technical specification.
The purchaser need only specify compliance with PIESA 002-2 provide the tenderers with details of his
particular requirements, and set out the information he requires the tenderer to provide, as indicated
below.
NOTE It is assumed that tenderers are in possession of PIESA 002-2.
A.2 Schedules
The model form in annex B provides the purchaser with examples of a schedule A and a schedule B.
In his enquiry, the purchaser should provide his own schedule A and schedule B, based on these
examples.
A.2.1 Schedule A
Schedule A lists the requirements to be specified by the purchaser in enquiries and orders. These
requirements include references to the relevant sub-clauses in the specification, to assist in compiling
the schedules.
Where the text of any referenced standards stipulate that the purchaser must indicate his requirements,
these requirements should also be specified in schedule A.
The purchaser should set out his particular requirements and choices in his own schedule A.
A.2.2 Schedule B
The purchaser should draw up his own schedule B (based on the schedule B in the model form), and
require the tenderer to fill in this schedule. By doing this, the tenderer will state compliance with this
part of PIESA 002 and provide the information the purchaser has requested.
A.3 Commercial conditions
The purchaser will need to indicate the commercial conditions applicable and draw up a price schedule.
Requirements for delivery, storage, packing and marking should be attended to in this part of the
enquiry.
It is recommended that the purchaser states that all drawings, transparencies and samples submitted
by tenderers shall become the property of the purchaser.

A.4 Quality assurance
This part of PIESA 002 does not cover the purchaser’s possible requirements in respect of quality
assurance, quality control, inspections etc., since each purchaser needs to consider the criticality of
the application of each component, his own policy towards these matters, etc. Purchasers are referred
to ISO 9001 for guidance.
A.5 Testing
Attention should be paid to the subject of testing, and the related costs. Tests should be carried out by
a competent party and tenderers should be requested to provide assurances on this point. Price
schedules should be so drawn up and covering letters so worded that the costs of all services such as
tests, delivery and spares are declared and allowed for in the tender.
Before type tests and routine tests are carried out on samples, the number of samples used and the
frequency of sampling should be agreed upon with the supplier.
A.6 Revision of standards used as normative references
This part of PIESA 002 as has been indicated, is based on a set of defined standards that may have
been revised or amended. Most purchasers would, in principle, wish to employ the latest standards.
The recommended approach to this question is to secure an undertaking from a supplier to review the
latest versions and amendments and to incorporate these where possible and agreeable to both parties.
A blanket commitment to work to the “latest” versions of standards creates legal difficulties of
interpretation and risks for both parties and should be carefully assessed. This invariably cannot be
done in the time available.
