1.0 PURPOSE & SCOPE OF WORK:
This method statement has been prepared for Re-sectioning of embankment with slope protection work from
Km. 10.820 to Km 11.520= 0.700 Km under the project "Permanent Rehabilitation of Damaged
Embankment with Slope Protection work of Polder No-72 in Sandwip Upazilla, Chattogram" under
Chittagong O&M Division-2, BWDB, Chittagong. The work comprises of Earth Work in cutting & Filling
of eroded bank of river, Supplying, Placing and laying of C.C block of different sizes (75cmX 75cm X
75cm), (60cm X 60cm X 60cm), (60cm X 60cm X40cm) or L shape block; Supplying and dumping hard
rock/ Boulder of different sizes 10-15cm, 15-22cm and 22-30cm etc. preparation of platform for material
stockpile temporary semi pucca site office, CI Sheet labour shed, store, laboratory shed supply of wooden &
cane seated furniture, Manufacturing and supplying of B. M Pillars and Painting & Marking of the name
plate and the km post.
A. MOBILIZATION PLAN
Soon after receiving the formal approval/ work order/ NOA for the “River Bank Protection” work,
mobilization will start. This includes the following activities:
- Selection & arrangement of land at suitable locations for site office facility, construction of
temporary site office, laboratory, store, workshop, material processing and stack yard etc.
maintaining standards as mentioned in the specifications for the above general works with in
the ROW.
- Mobilization of construction equipment at site in operative condition.
- Selection of material source, collection, testing and approval of the materials
- Deployment of manpower
- Taking possession of site.
Any other requirement arises as per site and work condition will be fulfilled in the utmost priority
basis
B. SURVEY WORK

After site possession, a survey team comprising of experienced & qualified Surveyor, several
number of survey helpers along with required modern survey equipment will be mobilized at the
site. Detail survey work of existing field condition will be carried out along with Engineer’s
representative at site under the guidance of Project Manager.
They will establish the coordinates required for bank protection works cross sections, bench mark,
reference points etc. on the basis of approved drawing & direction as well as supervision of the
Engineer’s representative. Necessary protective measures will be taken to safe guard the above
works against any possible damage. From the survey work they will prepare shop drawing showing
alignment of existing river, location of different structures including location of contractor’s site
facilities, cross sections at different locations, estimate volume of earth work to be undertaken,
identify the location of obstructions etc. which will be submitted to Engineer for his approval.
C. PLANNING & SCHEDULING
Detail work program will be prepared in conformity with the time frame mentioned in the original
contract document. Work plan will be prepared & executed with a view to avoid wastage of time,
maintaining efficient and organized work flow, minimizing wastage of materials, achieving
maximum use of equipment, maintaining continuous production rather than spasmodic working,
ensuring integration of efforts to make work easier by foreseeing anticipated difficulties etc. The
work plan will help to decide the crucial jobs to be undertaken asap, number of workers required,
trades involved, machine & equipment required, material requirement etc.
In the work program key dates for starting and completion of all the major activities, seasonal
effect on work etc. shall be reflected. From the work program a cash flow chart shall be prepared to
enable us to arrange fund in time for smooth progress of work. Mobilization of equipment shall be
planned keeping in mind availability of construction materials in different seasons of the year and
a stock of materials of at least one month’s consumption shall be ensured all over the construction
period for the uninterrupted progress of work.
D. TIME CONTROL & PROGRESS MEETING
The master work program prepared during the commencement of the project will be strictly
followed. Monthly, weekly and daily work program shall be prepared from the master plan. Every
day’s work progress shall be monitored and discussed in the daily progress meeting conducted by
the Project Manager and other Key personnel. The monthly coordination meeting with the client,

representative of the Engineer in charge shall be arranged to review progress of work as well as any
other matter related to work.
On the last day of each week EEL will provide the Engineer details of their intended program of
work for the week ahead. In the progress meeting the work program shall be updated. If necessary
target shall need to be achieved, allocation of additional manpower, equipment, materials, overtime
etc. may be provided.
E) PROGRESS PHOTOGRAPHS, REPORTS AND MEETING
EEL will submit each month a photographic record of the progress of the work to the employer.
The record shall be in the form minimum numbers of digital photographs of at least 8 Megapixel
resolutions. Photographs shall be printed on an A4 size paper, two photographs in one paper. The
printout shall state the name of the project, provide a brief description of the view, identify the
location where it was taken, and the date of exposure. Each print out shall be enclosed in a plastic
sheet bound together in a plastic folder, which has been properly labeled to identify the project and
the reporting period, among other things.
EEL will also submit a video record of the work progress during the month. The video record shall
be submitted in an electronic (DVD/ pen drive) copies, in a format approved by the Engineer.
F) DAILY RECORD, FORTNIGHTLY/ MONTHLY RETURN:
EEL shall record daily plant, labor and work undertaken for each operation on site and agree these
records with the Engineer or his representative.
At fortnightly intervals we shall supply to the Engineer returns of labor, materials, equipment and
progress of each item undertaken during the previous week, cumulative progress to date and a
program for the next week.
On monthly interval, not later than first fortnight in every month, EEL shall submit to the Engineer
a progress report for the previous month that will include physical & financial progress of previous
month & cumulative to date, the Project S–Curve indicating the planned and actual progress as of
the reporting month , reasons for negative variance, monthly weather report, summary of staff &
labor employed at site, schedule of equipment on site with date of arrival/ departure as appropriate,
schedule of materials received at site, date of placing orders & delivery to site, record of site safety/
incident/ accident, a list of any constraints/ risk to progress and suggestions on possible remedial
actions, photograph and video record etc. any other additional information as may be required by
the Engineer from time to time.

G) QUALITY CONTROL & QUALITY ASSURANCE:
Quality Control: All works shall be executed as per work method confirming to Quality Plan
Outline from the required specification & drawings and the instructions of the Engineer under the
direct supervision of a Quality Control Team consisting of experienced engineers, foremen,
surveyors, materials technicians & other technical staff with all transport instruments & equipment
to ensure adequate & positive control at all times.
As full pledged laboratory shall be established to facilitate time to time testing of materials &
works at site etc. during execution of work. Routine test of aggregate, concrete etc. shall be carried
out at site regularly maintaining minimum frequency of testing for process control.
Quality Assurance: A quality control team headed by Quality Control Engineer assisted by
Laboratory Technical and number of quality control inspectors shall maintain Quality Assurance.
Sources of procurement of construction materials will be inspected and samples will be collected
and tested in the field laboratory or any other suitable laboratories prior to purchase of the same
with a view to assuring that the quality of the materials confirms with the specification, so that no
inferior or defective materials are brought to job site, Close vigilance will be taken so that suppliers
and manufacturers refrain from supplying unspecified or under specified materials.
H) WORKING TIME:
Normal working time should be maintained 8 hrs/ day for 1 shift i.e from 8.00 AM to 5.00 PM with
launch break. The working time may be extended up to 12 hrs to 16 hrs/ day by arranging overtime
or two shift duty for the urgency and to maintain schedule and sequence of work etc.
2. OPENING OF LC FOR SUPPLYING FOREIGN MATERIALS:
After receiving work order, LC shall be opened if necessary, for the procurement of the foreign
materials like stone, Geo textiles, other fastening accessories or any other equipment required for
the work progress prior to the condition that no suitable country made option is available.
3.0 MANPOWER AND RESPONSIBILITIES:
The work will be carried out by semi-skilled and skilled workers and experienced Site Supervisor/
Forman under the responsibilities of a Site Engineer. An experienced Senior Site Engineer will

assist them in implementation and control of work and associated safety procedures. Chief QC will
instruct to Site Engineer to implement the work in proper way. Project Manager/ Deputy Project
Manager will supervise the work on top.
4.0 PROCESS OF WORK:
The proposed working procedure of Rubber dam work is shown below through the flow diagram in
step by step:

5.0 COLLECTION OF MATERIAL FOR CC BLOCK WORK & GEO BAG FILLING:
After completion of survey work and the preparation of the site office, Laboratory & store, the
collection of material required for the protection work, i.e., Filling of Geo-bag and C C block work
all sorts of material required like formwork, cement, sand & stone and for concreting, Geotextiles
for Geo-bag will be collected and staked in the suitable location. Geo-bag will be filled with the
coarse sand. After Geo Bag filling it will be dumped with the barge & Total station in the required
area for bank protection.
6.0 CASTING OF CC BLOCK AND STOCK PILING:
This work shall be started simultaneously along with the filling & Dumping of Geo Bag (175 kg)
foundation excavation and construction of ring dyke at the place suitable for stock piling and easier
for movement and placing of future use. Sufficient steel shutter shall be arranged for the purpose of
CC block casting. More than 4 groups of labor shall be engaged for the purpose.
A level platform shall be prepared on the ground surface and polythene shall be placed on the
platform. Steel form box of similar size CC block shall be set up on the ground and measurement of
steel box shall be checked including diagonally in both directions.
After concreting and minimum 3 days curing, the block shall be lifted and shifted to designated
place for stock piling. Every day concrete block shall be marked serially with casting date engraved
on the top surface of the block. The block shall be stacked according to size and in a manner of
countable measurement.
For maintaining quality control every day slump test and concrete cylinder shall be taken at site
during concreting.
Equipment to be used for CC block and geo bag work; 1) Barge /Flat Top Engine Boat - 01 Nos, 2) Long
boom excavator - 02 Nos, 3) Soil compacting roller/ Dozer as per requirement– 01 Nos. 4) Steel tape- 05
Nos, 5) Mixture Machine (Hooper type)- 04 Nos.
7.0 QUALITY CONTROL TEST:
Following test shall be performed for Concrete work as per specification and test for acceptance:
i. Aggregate gradation test.
ii. Aggregate crushing value test;
iii. Test for Compressive Strength of Concrete 7 days & 28 days;
iv. F. M test of coarse sand;

v. Dia, Unit weight, tensile strength, percent elongation of rebar;
vi. Unit weight, tensile strength, percent elongation of PVC water Stopper;
vii. Setting time, soundness, compressive strength of cement mortar etc.
8.0 Health, Safety and Environment (HSE).
Health, Safety and Environment protection will be confirmed by deploying experienced and
adequate numbers of manpower and providing PPE (Safety shoe, Safety vest, Helmet, Goggles,
hand glove etc.) and other safety materials as well as abiding by General Terms and Conditions of
the Contract.
Safety Induction: All the new workers arrived at site shall attend in Safety Induction class and be
aware about the safety procedure of EEL at site.
Tool Box meeting: All the workers shall be ensured to attend in the joint Daily Tool box meeting
held every day at the premises of site office. Life jacket shall be provided to person travelling to
water vessel. All equipment engaged at site shall be maintained in trouble free good working
condition.
