To be responsible to Nigerian Association for Sports Science, Health
Education Recreation Sports and Dance (NAPHER-SD) in carrying out its
aim and objectives.
These objectives shall be carried out in entire independence of all Political,
Religious, Ethnics and Programmed Groups.
ARTICLE 1
GENERAL INFORMATION
SECTION 1: NAME, ADDRESS AND MOTTO
S.S.1: The Association shall be known called and addressed as NIGERIAN
ASSOCIATION FOR PHYSICAL, HEALTH EDUCATION
RECREATION SPORTS AND DANCE, OLABISI ONABANJO
UNIVERSITY CHAPTER REFERRED to as NAPHER-SD (OOU
Chapter)
MOTTO shall read: “Stay Fit, Stay Healthy”
SECTION 2: SUPREMACY OF THE CONSTITUTION
S.S.1: This constitution shall be binding force on all members of the
Association i.e 100level - 400level.

SECTION 3: MEMBERSHIP
S.S.1: The association consists of:
i. All registered students of the department in the university shall be member
of the Association.
SECTION 4: PATRONS AND STAFF ADVISER
S.S.1: The Patrons /Patroness of the Association shall consist of:
i. The Head of Department and all level advisers in the Department.
ii. Distinguished personalities deemed fit shall be appointed as life patron,
Grand patron of the Association.
S.S.2: The staff adviser shall be academic staff of the Department and shall
be nominated by the Head of Department to advise and Guide the
Association on its activities within and outside the university.
S.S.3: TENURE OF OFFICE OF PATRONS/ STAFF ADVISER
A. The appointment of a Patron/ Staff Adviser shall stand terminated.
i. If he/ she dies while holding office
ii. At the date when he/ she voluntary resign from office
B. The tenure of the staff Adviser shall be decided by the Head of Department.

SECTION 5: ELECTION AND ELIGIBILITY
S.S.1: Subject to order provision of this constitution only registered
members of this Association shall be eligible to vote and be voted.
S.S.2: A dismissed or removed officer of the Association shall not be
eligible to contest, hold any office and /or represent the interests of the
Association at any level.
S.S.3: Any member of the Association who has been indicted and convicted
of any criminal is not eligible to contest any Association election.
SECTION 6: ALLOCATION OF FUNDS
The total Association’s fund for each session shall be allocated based
on the budget approved by the Head of Department/ Staff Adviser.
ARTICLE 2
SECTION 1: INVESTMENT OF THE LEGISLATIVE POWER
S.S.1. The legislature power of the Association are here in vested in the
Congress and the Judiciary Committee.

SECTION 2: POWERS FUNCTION OF THE CONGRESS
S.S.1: General assembly of students shall be hereafter be called “General
Meeting”.
S.S.2: The Congress shall have the last say on matters which affect the
association by referendum or which opinion of the executive council
is beyond their powers.
SECTION 3: HOLDING OF GENERAL MEETING
S.S.1: The president of the association shall summon the general meeting
within a stipulated time.
S.S.2: Where the president has been advised to summon a meeting of
congress under the foregoing provisions and fail within one week to
do so, the vice president shall summon such meeting.
S.S.3: Where the vice president fails, General Secretary shall do so.
S.S.4: Subject to the provision of this constitution the procedure for the
conduct of business in the General Meeting shall be as provided in
the standing orders.
S.S.5: The president shall preside during any congress meeting in his
absence the vice president shall perform such task.

ARTICLE 3
SECTION 3: THE C.E.C SHALL COMPOSE OF:
S.S.1: The president, Vice president, General Secretary, Assistant general
Secretary, Public Relation Officer, Financial Secretary, Welfare
Secretary, Social Secretary, Treasurer and Sport Secretary.
S.S.2: The Quorum at C.E.C meeting shall be (2/3 rd) of total membership of
the cabinet.
S.S.3: All officer of the association shall be members of the Association.
S.S.4: The post of financial secretary shall be contested by any interested
students that have the knowledge of accounting.
SECTION 3: FUNCTION OF THE OFFICERS
THE PRESIDENT
S.S.1: Shall be head and the leader of the Central Executive Council.
S.S.2: He shall supervise and co-ordinate all aspects of the Association
activities.
S.S.3: He shall have powers on the recommendation of the General Secretary
to appoint discipline, terminate or dismiss when desirable to do so, all

Employee of the Association provided that any case of dismissal or
termination is ratified by the simple majority of the Executive
Council.
S.S.4: Have the power based on resolution of the Central Executive Council
to summon the meeting of the General Assembly.
S.S.5: Be a signatory to the Association accounts.
S.S.6: Shall represent or delegate to any member of the cabinet the
representation of the Association on any official engagement to the
Head of department/ Staff Adviser after his/her return from such
engagement.
S.S.7: The president can only be suspended or impeached with the resolution
of the Congress.
S.S.8: The president must be finalist in the department i.e 400L Student.
SECTION 4: DURING THE PERIOD FOR WHICH
S.S.1: a. The office of the president is vacant.
b. The Association President is absent from the campus or he/she is
unable to perform the function of his office by reasons of illness or

c. The president is removed in accordance with the provision of this of
constitution: the function of that office subject to the provision of this
section shall be performed by the Association Vice-President.
S.S.2: In the absence of the Vice-President and functions enumerated in the
Article 3 Section 2 Sub section 1, of the constitution shall be perform
by the General Secretary of the Association within (30 days) before a
by-election shall be conducted.
SECTION 5: THE VICE PRESIENT
i. Shall be and act as the vice president of the Department and second in
command to the president.
ii. Shall be the chairperson of the Association week Planning Committee.
iii. Shall advice and assist the President in the discharge of his duties.
iv. Shall perform any other duties as may be assigned to him/her by the
president.
v. Shall be the chairperson of the academic committee.
vi. The post of vice president shall be contested for by any interested
students in either 400L or 300L.

SECTION 6: GENERAL SECRETARY
i. Be responsible for the general secretarial duties of the Association
ii. Summon all statutory meeting of the cabinet
iii. Be responsible for all Association correspondence and shall keep the
Association’s property entrusted in his care and custody.
iv. Record all proceedings of the general meeting of the Associations.
v. Shall on the advice of the central Executive council compile
comprehensive record of the activities of that council for the year and
shall there after present the same to the Head of department/Staff
adviser.
vi. Organize and maintain regular contact with other sister Association,
members, staff-adviser patron and honorary life members.
vii. The post of General Secretary shall be contested for by any interested
students in either 400L or 300L.
SECTION 7: TRESURER
i. Assist the financial Secretary in discharge of his duties.
ii. Shall perform other duties assigned to him by the Financial Secretary
or the Central Executive Council.

iii. The post of Treasure shall be contested for by any interested students
in either 300L or 200L
SECTION 8: THE ASSISTANT GENERAL SECRETARY
SHALL:
i. Assist the secretary General in discharge of his duties
ii. Shall perform other duties assigned to him by the Secretary General or
the Executive Council.
iii. Shall from time to time compile and update the list of bonafide
members of the Association.
iv. Shall be the custodian of the association secretariat, if there is any.
v. The post of Assistant General Secretary shall be contested for by any
interested students in 100L only.
SECTION 9: THE PUBLIC RELATIONS OFFICER
SHALL:
i. Be responsible for the internal and external publicity of all
associations activities.
ii. He shall be the Association image maker

iii. He shall discharge his duties with the advice of the Central
Executive Council
iv. Be responsible for giving appropriate reactions to public
statements which affect Association directly.
v. Shall be in possession of the Association public Address
System if there is any.
vi. The post of the public relation officer shall be contested for any
interested students in either 300L or 200L.
SECTION 10: THE WELFARE OFFICER
i. Shall be the chairperson of welfare-committee of the Association.
ii. Be responsible for matter relating to the general welfare of Association
members and all Association’s guests.
iii. Shall perform other function which be assigned to him/her by the Central
Executive Council.
iv. The post of Welfare Officer shall be contested for by any interested students
in either 400L or 300L.
SECTION 11: THE FINANCIAL SECRETARY
i. The Financial Secretary shall be responsible for preparing the financial
records of the Central Executive Council.

ii. On the advice of the Central Executive Council prepare a balance sheet of
their financial transaction and present same to all members of the council at
least forty-eight hours before the said meeting.
iii. Without prejudice to sub-section (3) of this section, submit both the budget
statement and balance sheet to the Audit Committee of the Association.
iv. Collect the Association session fees/dues
v. In the discharge of his duties he/she shall be guided by the financial
instruction as provided in schedule II of this constitution.
vi. Give financial advice to Central Executive council.
vii. Be a signatory to the Account of the Association.
viii. The post of Financial Secretary shall be contested for by any interested
student in either 400L or 300L.
SECTION 12: THE SOCIAL SECRETARY
i. Shall be responsible for the social activities of the Association
ii. He/She shall head the Social Committee.
iii. Shall be member of the Association week planning committee
iv. He/She shall discharge other duties as directed by (C.E.C).
v. The post of Social Secretary shall be contested for by any interested students
in either 400L or 300L.

SECTION 13: THE SPORTS SECRETARY
i. Shall be a keen Sport man/lady who shall explore and adopt suitable means
for improving the current standards of standards of students sporting
activities and co-ordinate all sporting activities.
ii. Be responsible for purchase and ensure proper maintenance of Association,
sporting equipment and facilities.
iii. Organize sporting activities such as the annual inter-level and inter
department football competition.
iv. Be chairman of sport Committee
v. Protect the interest of all sport man/woman among the Association
members.
vi. The post of Sport Secretary shall be contested for by any interested students
in either 400L or 300L.
vii. Perform other duties as directed by Central Executive Council.
SECTION 14: COLLECTIVE RESPONSIBILITIES OF THE C.E.C
S.S.1: The Executive shall decide the manner in which voting shall be
carried out on matter while the president shall have a casting vote in
the event of a tie.
S.S.2: Quorum shall be the majority member of the C.E.C.

SECTION 15: MEETING OF THE EXECUTIVE
S.S.1: The C.E.C shall, meet often as possible for the effective running of
the Association
S.S.2: Meeting summon by Secretary General on advice of the president.
SECTION 16: THE ASSOCIATION PROPERTY
S.S.1: Every officer of the Association shall take due care and give proper
account of any Association property entrusted in his care over same to
his successor by means of a well prepared document designed for his
purpose.
S.S.2: A successor to an officer shall lodge immediate compliant to the Head
of department/ Staff adviser any Association property on record but
cannot be traced. If such a successor for any reason fails to lodge
necessary complaints he shall deemed to have taken the property and
there become liable to account for it on the complaint of his successor.
S.S.3: After deliberating on the issue, shall if necessary constitute a
disciplinary committee or refer the matter to the judicial Committee.

SECTION 17: RESIGNATION/ REMOVAL OF ASSOCIATION
OFFICER
S.S. 1: Any officer of the C.E.C wishing to resign his/her membership shall
in first instance to do so with a letter signed and submitted to the
Associations Staff Adviser and President. Thereafter, he shall be
cleared before he/she leave.
S.S. 2: Any serving C.E.C member that intending to contest in the next
association election shall submit a resignation letter to the staff
Adviser and President before the constitution of electoral committee.
S.S. 3: No resignation shall take effect unless and until the competent
authority specified in this section has accepted it and unless this is
done the resigning officer shall loyally discharge the duties of his
office.
S.S.4: The competent authority may before accepting the resignation refer
the case to the Association Judicial Committee if it is satisfied that the
resignation is frivolous or is an attempt to escape liability for a
wrongful conduct against the interest of the entire members of the
Association and for which the officer could have dismissed.

S.S.5: Any officers of the Association shall cease to hold office if a motion
for his/her removal is supported by two third (2/3 rd) of the member of
the C.E.C present and voting.
S.S.6: A notice is given to the Head of department/ Staff adviser or and the
President that the conduct of the officer be investigated so as to
ascertain whether he/she is guilty of misconduct in the performance of
the functions of the office.
S.S.7: Any C.E.C member wishes to re-contest in the next election shall
collect a clearance from the president it to Electoral Committee before
he can be cleared to contest.
S.S.8: Any officer who fails to do shall be denied the right of contesting
S.S.9: Any officers of the Association who breach this constitution of fail to
discharge his duties face the judicial committee.

ARTICLE 4
SECTION 1: JUDICIARY
S.S.1: The judicial powers of the Association are herein vested in the judicial
Committee.
S.S.2: There shall be a judicial Committee of the Association constitution at
least Seven (7) members in all.
(i) A chairman who shall be reputable final year student in the dept
(ii) Others appointed from 400Level – 200Level with the sharing
ration of 3 to 400L, 2 to 300L & 1 to 200L and 1 to 100L.
S.S.3: They shall be nominated by their class governors and then be
appointed by the C.E.C at its first business meeting.
SECTION II: FUNCTIONS OF THE JUDICIAL COMMITTEE
S.S.1: Shall function for a year and stand dissolved after a new committee
has been appointed to succeed it.
S.S.2: The committee shall decide all question of interpretations referred to
it.

S.S.3: Shall try all matters referred to it the association president and other
members of the Association.
S.S.4: No member of the committee shall take up; any office of appointment
of the Association during his tenure of office.
S.S.5: The committee shall commence work within 72 hours of the receipt of
any matter referred to it.
S.S.6: The committee shall have a Judge, Registrar and the Clerk while
others will be members of the committee.
S.S.7: Without prejudice to other situation not covered here, case tri-able by
the committee shall include:
i. Official corruption
ii. Affairs of a reigning officer referred to it
iii. Violation of the provision of this constitution
S.S.8: The Chairman/ any member of the committee may be removed from
office if a motion for his removal is passed by majority of the
members of the Committee.

ARTICLE 5
STANDING/ ADHOC AND SPECIAL COMMITTEE/ COMMISSION
SECTION I: ELECTORAL COMMISSION
S.S.1: There shall be an electoral commission constitution of four (4)
electoral officers appointed by the C.E.C at the end of every regime.
i. The commission shall have a chairman who shall also be appointed by
members of the C.E.C
ii. The commission shall act strictly in line with the use of electoral
guide in the constitution.
iii. The chairman of the commission shall be a reputable final year
students.
iv. The commission shall also have the following members: Gen. Sec,
Fin. Sec, and special duties which shall be elected by the C.E.C.
SECTION II: SELECT COMMITTEE
S.S.1: Students of high integrity and probity of all whom shall preferably be
the Class governors’
S.S.2: It shall be responsible for appointing association members to serve in
any standing committee of the Association.

S.S.3: Selections made by the committee are subject to ratification by the
C.E.C
SECTION III: WELFARE COMMITTEE
S.S.1: The welfare secretary shall be Chairman of the committee, other three
(3) members of the Association shall be appointed by the Class
governors at least one (1) from each level.
S.S.2: Shall assist the Naspher-SD Welfare Secretary in the discharge of his
duties.
S.S.3: Shall be responsible, for doing such other things that are reasonably
incidental to the good of the Association members.
S.S.4: The committee shall receive and consider complaints and suggestions
on academic affairs and other matters.
SECTION IV: SOCIAL COMMITTEE
S.S.1: There shall be Social Committee consisting of not more than 4
members with the Social Secretary as Chairman.
S.S.2: This committee shall arrange for all social as well as cultural activities
of the association and assist the social secretary on his duties.

SECTION 6: SPORT COMMITTEE
S.S.1: There shall be sport committee, consisting of not more than four (4)
members with sport secretary as its chairman.
S.S.2: There shall be secretary to the sport committee; it shall assist sport
secretary in the effective discharge of his duties.
S.S.3: Shall lies with the Director of sports through the sport secretary and
C.E.C matters relating to student’s sport.
SECTION 7: AUDIT COMMITTEE
i. Membership shall be selected/ screened in accordance with the general
Provisions of Ad-hoc committee.
ii. The committee shall have prerogative power to summon any executive,
members of the Executive Council to tender any financial document in
respect of his office;
iii. The number of members shall be four (4)
iv. The committee shall audit the account of the Financial Secretary as
warranted by members of the Association.
v. Shall forward their findings and recommendation(s) to the Head of
department, staff adviser and or President in accordance with the provision
of this constitution.

ARTICLE 6
ELECTIONS
SECTION I: ELECTION OF CABINET MEMBERS
S.S.1: The cabinet shall be selected at the general election held at every
second semester of a session as provided for in this constitution.
S.S.2: Election shall be by secret ballot conducted by Electoral committee
S.S.3: The former Executive stand dissolved immediately after the new
election.
S.S.4: The fresher are only allowed to contest for the post of Assistant
General Secretary.
S.S.5: Subject to the bonafide discretion of the election commission all votes
shall be cast at center named by the electoral commission.
S.S.6: The chief electoral officer shall immediately after the counting of
votes is over publicly announce the result of the election and shall
within (24 hours) there after paste the election result on the
Department notice board.
S.S.7: The list of names of candidates for the various offices shall be drawn
and shall be exhibited on the notice boards at least two (2) days before

The election are to held and no name shall be added to the list after the
names have been exhibited.
S.S.8: If there are no candidates into any office, the nomination shall be
extended for an appropriate length of time.
S.S.9: In case of a tie during election to an office the election commission
shall have the power to conduct another fresh election to decide who
occupies the post and in case there is another tie, the electoral
committee shall decide who occupies the office.
S.S.10: All candidates shall act in accordance with guidelines and rules
stipulated by the Electoral Commission from time and abide by the
order of constitution.
S.S.11: There shall be a bye-election with (21 days) to fill vacancies of an
Association’s post occasioned by resignation, removal or otherwise.
S.S.12: A student who has been found guilty of misconduct by a duly
constituted authority shall be disqualified from contesting for an
elective post.

SECTION 2: REPORT OF THE ASSOCIATION ACTIVITIES
The outgoing president shall given an account and report of his
activities to the Head of department, Staff Adviser and the Judicial
Committee within (4) weeks to the end of their tenure of office.
ARTICLE 7
SECTION 1: ADOPTION AND MANAGEMENT OF CONSTITUTION
S.S.1: This constitution and standing orders made here may be amended by a
resolution passed by not less than two third (2/3rd) of all C.E.C in a
meeting.
S.S.2: Any proposed amendment to this constitution must be sent in writing
to the Judicial committee at least one week before and said meeting of
the judicial committee and he/she shall forward to every member of
that council, a statement of the proposed amendment at least twenty-
four hours before the meeting.
S.S.3: The proposed amendment shall be published on notice board and such
amendments shall come into full effect when approved by the Judicial
committee.

SECTION 2: INTERPRETATION
In this constitution unless it is otherwise expressly stated or required by
Context.
All masculine pronoun include the famine
Officers of the Association mean any student serving the Association as a
result of an election or appointment in one official capacity or the other.
Association elections include all election and by election held in accordance
with the provisions of this constitution “Secret Ballot” refers to a paper on
which the names of the his choice under this condition of confidentiality.
Act of the Judicial Committee refers to all decision and directives of the
Judicial Committee.
“Standing Orders” as provided for in this constitution shall constitute a part
of this constitution.
“Financial Instruction” is a provided in Schedule 2 in this constitution.
“Good Faith” means without any apparent vitiating factor affecting
impartially.
“Principal Officer” mean members of the C.E.C as well as the Judge,
Registrar and the Clerk of the Judicial Council.

“Misconduct” means act or omissions constituting an abuse of office that is
inconsistent with the aims, principles and objectives of the constitution.
“Grave Misconduct” includes willful dereliction of duty as an abuse of
office.
SCHEDULE 1
