INTRODUCTION

Tuberculosis (TB) remains a major problem in the Philippines as the country ranks fourth
globally in terms of incidence based on the 2019 Global Tuberculosis Report and fares lowest
in terms of national performance compared with the ASEAN neighbors.

Under-notification of TB cases remains a perennial problem that the Department of Health


(DOH) aims to solve. The Republic Act No. 10767 (Tuberculosis Law) signed last April 26, 2016
– Sec. 12 Notification of TB cases – where in “All public and private health centers, hospitals
and facilities shall observe the national protocol on TB management and shall notify the
Department of Health (DOH) of all TB cases as prescribed under the Manual of Procedures of
the National TB Program (NTP) and the Philippine Plan of Action on Tuberculosis Control”
signifies the DOH to enhance the Integrated TB information System (ITIS), the official
reporting system for TB program.

The Knowledge Management and Information Technology Service (KMITS) of the DOH in
coordination with the Disease Prevention and Control Bureau (DPCB) developed the
‘Mandatory TB Notification’ reporting system, also known as the Integrated TB Information
System (ITIS) Lite. The health practitioners and facilities can easily notify the DOH of their TB
notification through this system as required by the Tuberculosis Law. It can work offline and
syncs data automatically, tracks treatment outcome of patients via dashboard and ensures
security of patient data.

ITIS Lite is the light version of ITIS and is the official application of the DOH Philippines for the
TB mandatory notifications by all healthcare providers. It can be accessed via browsers or can
be installed from Google Play Store and Apple Store.

This user guide is created specifically for ITIS Lite Web user. It shows the step-by-step process
of installation and notifying a TB case; and provide detailed instructions on the features and
functionalities of the application.

I. OPERATIONAL REQUIREMENTS
The minimum requirements to operate the system are as follows:

I.A. COMPUTER
A desktop or laptop with at least 2HGz processor and 4GB memory

I.B INTERNET CONNECTION


The system runs with at least 1 mbps internet connection

I.C SUPPORTED BROWSER


The system is accessible to any internet browser however it works best with Google
Chrome

Use this function to notify that you have zero (0) TB notification for a specific month.

reporting was not performed.

VIII. FREQUENTLY ASKED QUESTIONS

Q: How to request an account?


A: For new user, the registration link is available at
https://itis.doh.gov.ph/mandatorynotification . Select the first option ‘To notify TB cases
only and comply with RA 10767’ as reason of your registration, then continue
accomplishing the form.

Q: Do we need to put our PRC number in the registration of account?


A: Yes, the PRC number helps NTP ensure the uniqueness of the registrant. As of now,
we do manual verification on the NPC website but NTP is currently working on an
automated link with the PRC platform.

Q: Do we need to report again those who have already been notified by another
physician?
A: As per MN AO, notification is done in three events -- diagnosis, start of treatment,
outcome assignment. If you encounter any of these 3 regardless, if another physician
did the previous events, still notify. For example, a patient was diagnosed by Doctor
A, but treated by Doctor B. Then we expect a notification from Doctor A and Doctor B.
However, if a patient started on treatment with Doctor B and was transferred to
Doctor C, doctor C only needs to notify upon outcome and not start of treatment. It
will be ITIS' function to match these 3 events on the same TB episode.

Q: Is the search function not available in the system for us to identify those patients
already reported?
A: No. It is not the notifier's role to search. Just notify. Matching and deduplication
will be taken care of by ITIS and other designated people.

Q: Is there an available form for manual reporting?

and submit to nearest RHU or ask your PHO/CHO if there is a Notification Officer
who can pick it up.

Q: Can we request speakership to orient our members?


A: Yes, send an invitation to CHD first. The CHD will coordinate with the central office.

Q: How will you monitor the implementation of the MN?


A: (1) The ITIS Lite dashboard; (2) The ITIS Reports consolidate data from ITIS and ITIS
Lite; (3) Reports from ITIS and ITIS Lite are displayed in racetb.doh.gov.ph; onsite
monitoring when permitted.
