1. GENERAL INFORMATION

Purpose of the training record book

This training record book (TRB) is published for use by the ETO cadets joining the ship for their onboard
training after undergoing a pre-sea training at any recognized Marine Training Institute. It is prepared in
accordance with IMO/STCW2010 requirements leading to issue of an Electro Technical Competency
Certificate.

On board training is an integral part of a wider structured training programme which includes training on core
subjects in a maritime training institute, short courses in safety and a minimum of sea service.

The book contains directions regarding the training and experience required as evidence of performance to be
provided to the authorized agency for issuing the competency certificate to the trainees.

Trainees should complete all tasks mentioned in the book by the end of their training programme in ship or ships
before becoming eligible for certification.

It is the responsibility of the trainee that the TRB is properly maintained , completed and produced to the
authorized agency for issue of competency certificate.

It is the responsibility of the Master, Chief Engineer, Senior ETO or any delegated ship board training officer to
manage and supervise the on board training, sign tasks that have been properly completed and maintain reports on
the trainee’s progress.

Guidance for the trainee

The TRB is an important document. The trainee is personally responsible for its upkeep and safe keeping during
the entire period of the training.

On receiving his TRB, the trainee should complete his contact details.

He must identify his training officer who may be a Senior ETO, Chief Engineer or any delegated officer. He should
discuss his training with the concerned official at the start of his training.

He must make sure that all the tasks are completed and signed by the delegated training officer before he (The
training officer) leaves the ship.

He must get his TRB checked by the delegated officer, who will sign it at every stage as required. If he has any
difficulty in completing any of the tasks in TRB, he should contact Senior ETO, Chief Engineer or any delegated
officer for advice and early guidance. He should not get into a situation where his on- board training falls behind
schedule and he may be required to undertake additional sea service to complete any outstanding task.

Guidance for the Delegated Training Officer

A Senior ETO, Chief Engineer or any Certified Engineer can be delegated to plan and oversee the training of the
ETO Trainee.

Detailed information and guidance to the trainee should be given by the delegated training officer. The trainee
should be informed about how the training will be organized and what is the expected of the trainee. He should
review the trainee’s progress on weekly/monthly basis. At the end of the each voyage, before the trainee leaves the
ship, the training officer should ensure that all necessary entries are made in the TRB and signed.

Any experienced and certificated staff is also eligible to sign, as long as they have supervisory responsibility for
the trainee. All such staff should have their specimen signature details entered in TRB.

Please be assured that signing tasks does not constitute formal assessment, and the delegated officer has no formal
responsibility or liability for assessment. However, signing tasks is a serious commitment and undertaking. The
delegated officer should not compromise his integrity in anyway and should sign only for the tasks for which he
has personal supervisory responsibility and genuinely agrees that the tasks have been satisfactorily completed.
