1. PURPOSE
The purpose of this method statement is to establish a systematic and standardized approach
for the concrete surface preparation and coating application. It aims to ensure that all
activities are carried out safely, efficiently, and in compliance with project specifications and
industry standards. The document provides clear guidance to achieve high-quality surface
finishes, enhance the durability and performance of the concrete, and ensure consistency
across all related tasks. This method statement also seeks to minimize potential risks, protect
the environment, and maintain the integrity of the structure throughout the process.
2. SCOPE
The scope of this method statement encompasses all activities related to the preparation and
coating of concrete surfaces to ensure durable and high-quality finishes. This includes
surface cleaning, repair of defects, and the final coating process. The work covers identifying
and addressing surface irregularities, ensuring appropriate surface roughness, and removing
contaminants such as dust, oil, and laitance. Furthermore, it details the selection and
application of suitable coatings, adhering to Saudi Aramco standard and project requirement
while ensuring compliance with relevant safety and environmental standards.

B. Site Engineer
The Site Engineer is responsible for overseeing and coordinating surface preparation and
coating activities, ensuring compliance with project specifications and quality standards. Their
duties include planning and supervising work, providing technical guidance, and verifying the
proper use of materials and equipment. They monitor quality through inspections and ensure
adherence to safety regulations. Additionally, the Site Engineer maintains records of progress
and prepares reports.
C. QC Manager
He is responsible for ensuring that all concrete surface preparation and coating activities
comply with the method statement, project specifications, and quality standards. This includes
reviewing procedures, verifying materials, conducting inspections, and overseeing testing to
confirm compliance. The QC Manager monitors workmanship, identifies and addresses non-
conformances, maintains detailed records, and ensures proper documentation. Additionally,
they provide guidance to the project team and verify the final quality of works before
COMPANY acceptance, ensuring a high standard of performance throughout the process.

D. QC Supervisor
The QC Supervisor is responsible for monitoring and ensuring that all surface preparation and
coating activities meet quality standards and project specifications. Their duties include
supervising inspections, verifying surface profiles and coating thickness, and ensuring
compliance with approved procedures. They assist in identifying non-conformances,
implementing corrective actions, and maintaining accurate documentation of quality records.
The QC Supervisor works closely with the QC Manager, Site Engineer, and project team to
uphold quality assurance and ensure the successful execution of the work.
E. QC inspector
QC Inspector shall report to the QC supervisor. He is responsible for performing day to day
inspection activities as per approved SATIP in this procedure. He will ensure that all
instruments used for this procedure are within calibrated date. He ensures compliance of work
as per SATIP/ SAIC and raises the RFI.
F. HSE Officer
The Safety officer checks the risks/hazards for each activity involved in implementing this
procedure. He ensures compliance of all personnel for the safety requirements by wearing
proper Personal Protective Equipment (PPE), proper use of lifting equipment (crane) & devices
including the condition and proper setting, personnel qualification and certificate, and the
necessary work permit is available. The Safety Supervisor verifies the installation of safety
tools and abiding by the Safety Procedures. He checks areas for likely unsafe conditions and
c`oordinates with the Site engineer & Supervisors in ensuring that work is carried out in
compliance to the Project Safety Plan. Report to HSE Manager.
Coating crew supervisor duty is to Supervise and guide the coating crew to ensure efficient
project execution. Monitor daily operations, ensuring work adheres to Aramco standards and
safety regulations. Inspect and evaluate coating applications to maintain the highest quality
standards. Resolve on-site challenges promptly to keep the project on schedule. Prepare
and maintain reports on project progress, workforce performance, and materials usage.
Collaborate with project managers and other stakeholders to meet deadlines.

6. MATERIALS

7. PROCEDURE
A. The finishing of concrete shall be in accordance with ACI 301-16 and ACI 117 unless
otherwise specified in the construction drawings or job specification.
B. All employees that will enter the jobsite shall attend the Safety Orientation to familiarize
the safety requirements, the work permit system, and hazards with the Job-Site
Analysis (JSA) in the job site and shall be oriented of the scope of work and coating
application prior to start the activity at site.
C. All works shall be done in accordance with Saudi Aramco safety requirements.
D. SA work permit(s) per GI 2.100 shall be obtained as required prior to starting the work.
E. The Coating crew Supervisor shall be qualified in accordance with Saudi Aramco
Engineering procedure SAEP-316 with substantial track record in previous coating
applications.
F. Coating material selection for Concrete Structures shall be as per section 6 of SAES-H-
003; Section 8.20 of SAES-Q-001.
A. All materials shall be delivered to the job site in original unopened packages and shall
be stored in accordance with the manufacturer’s recommendations. All materials and
tools shall be stored in a clean and organized manner.
C. Coating materials used at a construction site must be covered with appropriate canvas,
tarpaulins or equivalent for a temporary storage period not to exceed 14 days.
A. Surface Preparation shall be taken only after concrete adequate curing to be carried out in
line with Section 7 of SAES-H-003.
B. Any concrete defects and unsound concrete shall be repaired immediately prior to surface
preparation and coating
C. Any concrete defects and unsound concrete shall be repaired immediately as per the
approved method statement of concrete repair and manufacturer recommendations prior to
surface preparation and coating.
D. Roughen the surface and remove any protrusions and sharp edges by using grinding tools
and wire brush.
E. Removing any surface contaminants such as laitance by wire brushing, form oils, grease,
etc. shall be removed by steam cleaning added with a water emulsifying detergent.
F. Areas that do not meet the surface cleanliness requirements shall be marked with grease
free chalk for correction.
H. Surface with a broom finish and free from laitance, oil, grease and other contaminants does
not normally require additional surface preparation prior to coating.
I. The coating Inspector shall check and confirm the acceptability of concrete surface before
proceeding to coating application.
J. For Light Duty service, prepare surface as per Section (7.2.1) SAES-H-003
K. For heavy duty service, prepare surface as per section (7.2.1), SAES-H-003 for light duty
service. Measure tensile strength of concrete surface in accordance with ASTM
C1583/C1583M. The tensile strength shall meet or exceed 1.4Mpa(200psi) for immersion
service and 1.7 MPa (250psi) for industrial floors.
L. Voids, cracks and joints on concrete shall be repaired using approved epoxy filler materials
and as per section project specification.

M. Ensure the concrete surface is dry completely through determination of moisture content
prior to application of coating.
A. Conduct moisture content determination per ASTM D4263 prior to application of coating.
No coating shall be applied until the moisture content determination is passed, i.e., 4% or
less.
B. Coating works shall be carried out in accordance with the manufacturer’s data sheet &
SAES-H-101V.
C. Protective coating shall be applied by using airless spray machine, once mixed the material
shall be immediately applied to prepared surface ensuring a continuous coating of uniform
thickness is obtained.
D. Brush application shall only be used for touch-up repair. Other methods of application shall
only be acceptable if specified in SAES-H-101V. The use of rollers shall not be allowed.
E. Coating thickness for concrete shall not be less than 720 microns (28 mils) for APCS-3 or
750 microns (30 mils) for APCS-10.
F. Recoating interval in between coats shall be strictly followed in line with SAES-H-101V.
G. For other areas/structure, refer to SAES-H-001 for coating selection and applications
Requirements.
H. Coating shall not apply under adverse weather conditions and if the substrate contains oil,
grease & other surface contaminants and if less than 3°C (5°F) above the dew point.
I. All coating personnel or crew shall be Aramco Approved Coating Applicators prior to
commencement of work as per SAEP-316.
J. Use correct application equipment for each specified coating material as per the
recommendation of the coating manufacturers.

All equipment working in the PROJECT areas is to be inspected by a third party and
certificated and to be inspected and approved by the client prior to the use on site. all testing
equipment and devices shall have a valid calibration certificate and shall be properly labeled.

9. QUALITY CONTROL
9.2 Concrete elements shall be tagged with curing Log showing the start of curing and daily
check till the end of the curing time “7 Days ” as per SA Standards.
9.3 The applicator shall have on site, all times, the necessary proper calibrated and
maintained testing and inspection instruments, which are available for the Saudi
Aramco inspector to conduct test and surveillance of the work.
9.4 Prior to using compressed air, the “Blotter Test” shall be used to check the quality of the
air downstream of the compressor.
9.5 Prior to surface preparation and coating application, surface temperature, dew point, and
relative humidity shall be measured. Readings shall be every four hours. The work shall
not proceed if the substrate temperature is less than 3°C (5°F) above the dew point.
9.6 Areas that do not meet the surface cleanliness requirements shall be marked with grease
free chalk for correction.
9.7 If the dry film thicknesses fall below the manufacturer's recommended data sheet, the
contractor shall inform Saudi Aramco Inspector and agreed remedial action shall be
implemented.
9.8 Reports, logs and final acceptance documents shall be reported on the appropriate forms
in SAES-H-001 Attachments.
9.9 The applicant shall repair all coating defects in accordance with the coating
manufacturers' recommendations and SAES-H-101V.
9.10 All damages from inspections (i.e., adhesion testing, dry film thickness tests,
etc.), shall be repaired.
9.11 Contractor Quality Control Inspector shall follow List of Inspection and Testing
requirements as per clause 9.6 of SAES-H-003 in presence of Saudi Aramco Inspector.
Masco construction activities related to the Concrete Surface Coating Application shall comply with the
Safety, Health and Environmental (HSE) requirements and regulation imposed by the Aramco and all the
program as listed below:

Flammable paints and solvents shall be stored in accordance with Chapter I-7, Fire Prevention, of
this manual.
Solvents and solvent-based paints/coatings shall not be applied to surfaces hotter than 80 °C (176
°F).
Spray painting shall not be performed within 23 m (75 ft) of ignition sources (e.g., welding, flame
cutting, smoking areas, electrical generators), Conditions at the work site may justify greater
clearances.
Permits: Work permits, and confined space entry must comply with GI 0002.100.
Flammable materials: Avoid using flammable solvents with electrostatic equipment; ensure
grounding of objects and people.
Smoking/Flames: Allowed only in designated safe areas; welding and heating sources prohibited
in confined spaces during coating work.
Solvents and Paint: Apply only to surfaces cooler than the flash point or according to
manufacturer recommendations.
Mechanical ventilation shall be provided when personnel are working in confined spaces. See
Chapter I-6, Confined Spaces, for additional confined space requirements
Forced Ventilation: Required in confined spaces during abrasive blasting, solvent cleaning, or
painting.
Airflow Requirements: Ensure proper circulation with no dead air pockets. Inlets near the top and
discharge near the bottom.
Respirators: Necessary for workers inside confined spaces during certain operations like abrasive
blasting and spray painting.
Material Safety Data Sheets (MSDS): Must be readily available for all hazardous materials.
Containers shall be labeled with the proper hazard communication (HAZCOM) label. Copies of
the SA chemical hazard bulletin (CHB) and/or manufacturer’s material safety data sheet (MSDS)
shall be readily available on-site for all coatings, solvents and cleaning fluids being used. The
safety precautions listed on the CHB/MSDS shall be followed. See Chapter I-10, Hazardous
Materials, and GI 150.100.
PPE: Correct protective gear, including safety belts for working at heights or confined spaces.
Be provided with and trained on the proper use of appropriate respiratory protection. Personnel
applying spray paints/coatings shall wear organic vapor cartridge respirators or supplied air
respirators depending upon the hazards of the paint/coating. See Chapter I-3, Personal Protective
Equipment (PPE), of this manual.
First Aid:
Emergency facilities must be available for immediate cleaning in case of exposure to chemicals.
Eye and body wash facilities shall be available in the immediate work area when using chemical
solvents/cleaners. For any portable wash facilities provided, water pressure shall be adequate and
water reservoir flushed and refilled regularly as recommended by the manufacturer.
Solvents:
Chemical cleaning agents, such as solvents, shall not be used for personal cleaning of hands,
arms, etc.
The quantity of paints and solvents stored at the job site shall be limited to the amount required
for one day’s usage. Bulk storage of paints and solvents shall be located in designated, well-
marked safe areas and protected from the sun.

The size of portable containers (e.g., paint cans/containers) shall not exceed 19 L (5 gal) for
flammable or combustible liquids.
The size of metal drums used to store flammable liquids shall not exceed227 L (60 gal).
Power Tools: Equipment must be grounded and operated with safety precautions, including PPE
for noise protection.
Abrasive Blasting:
Abrasive blasting equipment shall be properly bonded and grounded to prevent a buildup of static
electricity. See GI 6.021 and Chapter II II 8, Abrasive Blasting, for additional abrasive blasting
requirements.
Air quality must be tested regularly, and compressor equipment should not be in dust-filled areas.
Coating and Cleaning Equipment: Follow safety instructions from the manufacturer for mixing,
application, and cleaning processes. Tools must be grounded, and safety equipment like spray
guards must be in place.
Personnel shall operate and de-energize pressurized painting/coating equipment in accordance with
the manufacturer's recommendations
Spray or airless painting work areas shall be barricaded to prevent entry by unauthorized
personnel. Warning signs shall be posted in hazardous areas (e.g., “No entry, spray painting/coating
in progress”).
