A RESOLUTION DECLARING L. PASCO ST. OF BARANGAY LIBIS AS NO


ENTRY STREET FROM 1O:00PM TO 5:00PM PURSUANT TO THE
PROVISION OF SECTION 5 OF QUEZON CITY ORDINANCE NO. SP-
3075, S-2021, FOR THE GENERAL WELFARE OF THE RESIDENCE OF
BARANGAY LIBIS, DISTRICT III, QUEZON CITY.

WHEREAS, Section 458, paragraphs (a)(5)(v) and (vi) of Republic Act


No. 7160, otherwise known as “The Local Government Code of 1991”.
Provides for the Powers, Duties, Function of the Sangguniang Panglungsod,
to wit:

(v) Regulate the use of streets, avenues, alleys, sidewalks, bridges,


parks, and other public places and approve the construction, improvement,
and repair and maintenance of the same, xxx.

(vi) Regulate traffic on all streets and bridges ; prohibit encroachments


or obstacles thereon and, when necessary, in the interest of public welfare,
xxx.

WHEREAS, on September 14, 2004, Quezon City government enacted


Ordinance No. SP-1444, S-2004 entitled, “An Ordinance creating the Traffic
Management Code of Quezon City”.

WHEREAS, motorists especially motorcycles counterflowing along


Boni Serrano Rd. entering L. Pasco St. to divert themselves from traffic
congestion along Boni Serrano Rd. and E.Rodriguez Jr. Ave.

WHEREAS, the security and safety of the residents and motorists are
the primary concern of the Sangguniang Barangay.

WHEREAS, the Chief PNP appealed to the public and Barangay


officials to cooperate with law enforcers during the conduct of checkpoints so
as to hasten the process, but some motorists uses L. Pasco St. as an
alternate route to avoid checkpoints.

WHEREAS, there is an urgent need to address all these and put things
in their proper perspective by imposing a regulated public road closure for
efficient traffic management, purposely to maintain orderly and smooth
traffic and sufficient movement of motorists and residents within the vicinity
of Barangay Libis.

NOW, THEREFORE, BE IT RESOLVED, BY THE SANGGUNIANG


BARANGAY OF BARANGAY LIBIS DISTRICT III IN REGULAR SESSION DULY
ASSEMBLED upon motion duly seconded to request as it is hereby declare L.
Pasco St. of Barangay Libis as no entry street from 10:00PM to 5:00PM
pursuant to the provision of section 5 of Quezon City Ordinance No. SP-3075,
s-2021, for the general welfare of the residence of Barangay Libis, District III,
Quezon City.
RESOLVE FINALLY, that copies of this Resolution be given to
concerned City Government for their information and appropriate action.

Adopted this___ day of December 2024 Quezon City.
