I. Context and Objectives (1/2)
❑ The dematerialization of public contracts procedures was
initiated in 2013 by the Ministry of Public Contracts with the
technical and financial support of the Republic of South
Korea through the E-procurement project, in line with the
vision to modernization of public administration by using
ICTs.
❑ On the 1st July 2014, a grant-aid arrangement was signed
between the Republic of Cameroon and the Republic of
South Korea.

I. Context and Objectives (2/2)
Following this arrangement, the Prime Minister, Head of
Government signed in 2018 decree No. 2018/0001/PM of 5th
January 2018, creating an electronic procurement platform
called Cameroon Online E-procurement System (COLEPS).
Major objectives of the e-Procurement project are:
✓Enhance transparency and governance in the public
contracts sector;
✓Enhance the efficiency of public contracts award
procedures;
✓Transform from manual to electronic based public contracts
procedures.

An electronic certificate (also called a digital
certificate or public key certificate) can be seen as
the digital identity card.
It is used mainly to identify a user, to authenticate
an information, and also to encrypt information
exchanges within and without an information
system.
Certificates are widely used on e-commerce sites,
Webmail or other sensitive sites (banks, taxes, etc.)
