Agenda for 38th Consultation Meeting for Evolving Transmission Schemes in North Eastern Region (CMETS-NER)

1. Confirmation of minutes of the 37th meeting

The minutes of the 37th meeting of CMETS-NER held on 28-11-2024 were issued vide letter dated 10-12-2024. As no comment
has been received, the minutes may be confirmed as circulated.

A. Connectivity and GNA application(s) related matters in NER

2. Connectivity applications under GNA Regulations, 2022 received in the month of Oct 2024

• Applicant has applied under Regulation 4.1 as Generating station(s), including REGS(s), without ESS, for ISTS Connectivity of 426MW for its
Heo Hydro Electric Project (3x80 MW) (Heo HEP) and Tato-I Hydro Electric Project (3x62 MW) (Tato-I HEP) in Shi-Yomi, Arunachal Pradesh
with start date of connectivity as 31-10-2028. Applicant requested that, since these two power houses are in a master slave relationship, the
Tato-I HEP & Heo HEP may be considered a single power house with six generating units for the purpose of connectivity. Further, both the
projects are being developed by NEEPCO thus, no sharing agreement is required. Tato-I shall be the lead generator.
• Application was discussed in the 37th CMETS-NER, wherein followings were deliberated:
a) Applicant has informed that CEA has proposed the tentative power evacuation scheme of the 2 projects, which comprises of a 220kV D/c
transmission line from Heo HEP to Tato-I HEP and then transmit the whole power to ISTS pooling station proposed at Naying.
b) These generation projects are located in Siang basin. As per the information available with CTU, 4 nos of hydro projects with cumulative
capacity of 2,126MW are expected by 2035 in this basin. Currently, there is no EHV level in ISTS near the generation project. The nearest
ISTS point is Gogamukh, which is about 150-160km from the project location. These hydro projects are located in difficult terrain and securing
right of way for DTL for individual projects would be difficult. Accordingly, a new ISTS point needs to be created for pooling of various
generation projects in this basin.
c) A comprehensive transmission plan needs to be evolved for pooling of about 23GW new hydro generation projects in Arunachal Pradesh.
Accordingly, a master plan is being prepared by CEA & CTU which comprises of comprehensive transmission system for integration of

various hydro projects including the said HEPs in Arunachal Pradesh and its phased requirement. Upon finalization of the report, the agenda
would be taken up for discussion in the next CMETS-NER.
d) Keeping in view unavailability of nearby ISTS system and considering that CEA along with CTU is already working on a master plan for
power evacuation from upcoming HEPs in Arunachal Pradesh inter alia including said HEPs, it was decided that these applications may be
taken up for deliberation in the next meeting.
• The report is still under preparation. Application shall be discussed after preparation of the report.

• The applications were intimated to all stakeholders in the 36th CMETS-NER. In the meeting it was informed that all STUs of NER to provide the
network data along with separate python/PSSE files for each financial year viz. 2025-26, 2026-27 & 2027-28 such as under construction/planned
intra-state substation/transmission line to be commissioned by the above timeframes, upcoming generation projects with their fuel type, node
wise load at each point for each timeframe etc. latest by 30th Nov 2024.
• In 37th CMETS-NER it was requested to STUs to submit their inputs by 15th Dec 2024.
• MePTCL and DoP, Nagaland have submitted the inputs in this regard. Inputs from other STUs are yet to be received. Other STUs may
expedite.

B. ISTS expansion schemes in North Eastern Region

4. Status of downstream 220kV or 132kV network by STUs from the various commissioned and under-construction ISTS
substations in NER
4.1. Numbers of ISTS sub-stations have been commissioned and some are under construction for which the downstream system
is being implemented by the STUs. Based on the information provided by the states, updated information on planned/under-
construction downstream system is given at Annexure-I.
4.2. STUs/NERPC may update the status of downstream system given at Annexure-I prior to the meeting for further deliberations
in the meeting, if any.
5. Status of 400kV substations and other important elements being implemented by STUs in NER under intra-state
schemes to be connected through ISTS
5.1. Various 400kV substations have been approved in the intra-state strengthening schemes in ER having interconnection with
ISTS grid involving LILO of ISTS lines or direct connection to ISTS substations. Status of such intra-sate substations as per
available information is given at Annexure-II.
5.2. STUs/NERPC may update the status of the transmission system given at Annexure-II prior to the meeting for further
deliberations in the meeting, if any.
6. Status of space allocated at various ISTS substations to STUs for implementation of line bays under intra state system)
for their intra state lines
6.1. Space at various ISTS substations have been allocated to STUs for creation of line bays for termination of their new intra-state
lines. List of such ISTS substations as per available information is given at Annexure-III.
6.2. STUs may update the status of the bays given at Annexure-III prior to the meeting for further deliberations in the meeting, if
any.
